From the President’s Desk

How can DFA build on disruptive technology to monitor national

development priorities? Disruptive innovations are significantly changing the way in which we

interact with one another. These technologies force us to challenge our

standard operating procedures and alter our approaches to problem

solving. Mobile technology is rapidly changing the implementation of

national development programmes by connecting civil society to

government administration. The Internet of Things is disrupting

business-as-usual by automating service delivery in health, education,

manufacturing and other sectors. Artificial intelligence is now beginning

to imitate the cognitive functions of the human brain in learning and

solving problems. Predictive analytics exploits patterns found in

historical and transactional data to identify risks and opportunities. Blockchain enables the exchange of value without powerful

intermediaries acting as arbiters of money and information. Results-

based financing is being used to leverage blockchain technology to

trigger cash transfers when verified milestones are met. Big data uses

ambient data from thousands of new data sources to spot

socioeconomic trends, prevent diseases, combat poverty, and guide

policy formulation.

CSF is a non-profit organization applying information technology for sustainable development

We are engaging with communities in the debate to rethink development. We are striving to

expand options by building capacities in ways that lead to good development outcomes

sustained by responsible development processes. We are increasing people’s choices

through innovations that harness the power of data to benefit communities economically,

socially, and environmentally.

Reforming systems to bring decision-making closer to

communitiesUN Info is an online monitoring system to assist in the planning,

monitoring and reporting of United Nations Sustainable

Development Framework (UNSDF) implementation. The purpose

of the system is to increase UN agency collaboration and

harmonize work around national development priorities. It makes

it easier to discover, analyse and visualize meaningful programme

and business operations data, with the ultimate goal of improving

planning, policy formulation, monitoring progress against the

SDGs and decision-‐making.

In 2018 we strengthened our partnerships in the field in

implementing these data-driven strategies. This year, we passed

the $56 million milestone in dollars invested in CSF projects. CSF

has successfully implemented over 1650 data-driven projects.

high quality, sustainable services.

DFA is a platform of open source software tools for monitoring national development priorities including the

Sustainable Development Goals.

DFA promotes interoperability within the ecosystem of socioeconomic statistics by complying with international standards. It is easy to exchange data between the loosely-

coupled modules of the platform.

DFA accelerates UN reform with better data for better decisions.

CSF has developed powerful data-driven systems using the new DFA

toolkit, such as, UN Info, EQUIST, and OpenEMIS. These innovations

are helping allocate resource and target interventions to reach the

most vulnerable first.

Applying eHealth Technology to

Save LivesCSF’s technical partner Avalon Information

Systems is supporting Project ASMAN -

Alliance for Saving Mothers and Newborns.

ASMAN is a partnership between the Reliance

Foundation, Bill & Melinda Gates Foundation,

MSD for Mothers, Tata Trusts and USAID.

The project aims to facilitate the availability of

quality healthcare under the five pillars of the

Government of India’s Reproductive,

Maternal, Newborn, Child and Adolescent

Health Programme (RMNCH+A).

This project is an example of how CSF

empowers its Technology Partners to respond

to community needs, and how this innovative

technology may lead to opportunities to be

applied in other contexts around the globe.

Educational Policy Reform

Education planners and data analysts are seeking

to deliver high quality education through data

analytics.

OpenEMIS helps capture and analyse data on

institutions, students, and teachers.

The data dashboards generated by the system

help guide teachers, principals, and education

system administrators to better understand how to

utilize education data for decision-making and

policy reform.

Long-term Agreements

CSF implements a growing proportion of its programme

activities through long-term agreements with its main sponsors.

These agreements provide a framework of terms and

conditions, valid for a specified time period

(usually two to three years), which are concluded between one

or more sponsor and CSF for the repeated purchase of

specified goods and services at pre-negotiated rates.

Partnership Engagement

Consultative Status with UN ECOSOC. CSF's special

consultative NGO status with the United Nations Economic and

Social Council (UN ECOSOC ) calls on us to actively engage with

the United Nations Secretariat, Programmes, Funds and

Agencies in a number of ways to promote our mission and the

2030 Agenda around the world.

UN Global Compact. CSF's commitment to the ten principles of

the UN Global Compact is expressed in our engagement with

our stakeholders and the general public with respect to human

rights, labor, environment and anti-corruption.

Industry Standards. CSF develops information technology in

compliance with industry-standards for data and metadata

exchange and aid flow transparency.

Global Partnership for Sustainable Data Development. CSF

actively participates in the Global Partnership and is currently

serving as a member of the Technical Advisory Group
