Girl, 9, missing for 12 days, found dead in CaviteByGIAN C. GERONIMO, GMA NewsJanuary 11, 2013 3:23pm46214136330

Tags:CaviteA 9-year-old girl who went missing on Christmas Day last year was found dead last Saturday, Jan. 5, in Dasmarias City in Cavite province. Police said she was raped by four men, one of them a minor, who have been taken into custody.

The body of rape victim Zosimae Magluyan was found under a house in Brgy. San Lorenzo II, about 10 to 15 meters away from her residence, PO1 Ellaine Magsino of the Dasmarias police told GMA News Online on Friday.

Magluyan had been reported missing at about 6 p.m. on Christmas Day, Magsino said.

Authorities have filed rape with homicide charges againstRodel Cubian, 23; Ryan Delequea, 25; and Jayson Cubian, 20. Another suspect, a 15-year-old minor, was turned over to the Department of Social Welfare and Development in Cavite, according to Magsino. One of the four suspects, Rodel Cubian, was a family friend of the victim, she said.

Citing the testimony from an eyewitness, Magsino said Rodel was seen taking away Magluyan near the victim's house at about 11 a.m. on the day she disappeared. The three other suspects later joined Rodel and brought the victim to the area where her body was found 12 days later.

The four men had been drinking alcohol when they took the child, Magsino said.At first, the witness thought nothing of the incident because he knew Rodel was a friend of the child's family, the police officer said. When reports about the missing girl spread in the neighborhood, however, the witness eventually informed police about what he saw after being bothered by his conscience. The suspects were arrested Wednesday, shortly after admitting to village officials the crime that they had committed.Magsino said the suspects confessed that they had raped the child at least three times until the victim died on Jan. 2, or three days before she was found. During the period of the girl's confinement, there were days when the suspects did not go the area where she was being kept, Magsino said.

The exact date and cause of Magluyan's death have yet to be established as the police are still waiting for the report from the Scene of the Crime Operatives (SOCO) regarding the matter, she added.According to initial information from SOCO, however, the girl had been dead for around three to four days when her body was found on January 5, matching the statement of the suspects that she died on January 2, the police officer said. Two scavengers found the body of Magluyan half-buried near a trash dump on January 5, Magsino said. The girl's mother rushed to the scene when word of the discovery got around, police said. She found her daughters slipper along the way and positively identified the body when she saw the watch and bracelet the child was wearing when she was last seen, Magsino said. MANILA, Philippines -- The National Bureau of Investigation has filed charges against four people who allegedly raped and killed a student in Cavite last August.Charged with rape with homicide in the Cavite Prosecutor's Office were Alberto Malimbao, Segundo Garcia, Oscar Lavinia, and a certain Mac-Mac, all of Paliparan 3, Dasmarias, Cavite.According to Arnel Dalumpines, chief of the NBI Special Task Force, the case stemmed from a complaint filed by Carmelita Galamgam, mother of victim Sheena Galamgam.Investigation showed that on August 20, 2007, the victim was walking along the main road of Mabuhay City Subdivision, Paliparan 3, Dasmarias when she was suddenly pulled and dragged allegedly by the suspects toward a sugarcane field. The victim had just come from her on-the-job training and was on her way to visit her father in General Mariano Alvarez, Cavite. When the victim failed to return home that day, her family immediately sought the help of the authorities. On August 26, 2007, Sheralyn Galamgam, the victim's sister, received a text message from a police officer of Dasmarias informing her that a body of a woman was found in a sugarcane plantation in Mabuhay City. When Sheralyn went to the area, she identified the body as that of her sister.Last month, a witness surfaced at the NBI claiming that he saw the respondents, along with four others, abusing the victim. The witness alleged that he saw two of the suspects raping and hitting the victim with a piece of wood, while the others were having a drinking binge. The Dasmarias police filed similar charges last September against Richard Alonzo, Benjamin Pacpac, both detained; and Gregorio Hilima and Jolan Algara.

Dasmarias Resettlement Area, also locally known asDasmarias Bagong Bayan (DBB), is aresettlementarea located in the City ofDasmarias. It is the largest resettlement area in the country. The resettlement area was established by the Letter of Instruction No. 19 of the former PresidentFerdinand Marcosin 1975. Two hundred thirty-four hectares were bought by the PHHC (People Homesite Housing Corporation) located 8 kilometers from theCity Center of Dasmariasin 1961. It was bought at a total amount of two million and four hundred thousand pesos (P2,400,000). Later on, additional hectares were added for expansion. As of December 2000, according to the National Housing Authority (NHA), the total land area of Dasmarias Bagong Bayan is 523.24 hectares with a total project cost of P281,330,210.91. There are a total of 22,428 households with a population of 148,137.[1][2]People living here came from former squatters along creeks, esteros, riverbanks and railway tracks ofPaco,Pandacan,Sta. Anaand the fringes ofFort BonifacioinMakati(now part ofTaguig). Some were squatters in private and government land inTondo,Paraaque, andQuezon City.[2]The families of Eduardo Coronel, Virgilio Argulla Sr., Rogelio Tomas, Ruben Alvarez, Manuel Rabang, Isabela de la Cruz and Diosdado Alto were the first ones to live here. Each families were given 90-200 square meters which they loan from the National Housing Authority (NHA).[1]In 1990, to help in the integration of the new settlers with the original inhabitants of the area as well as to stop discrimination, the local government passed a municipal ordinance penalizing anybody from mentioning the word "area". "Area" was commonly used to describe the resettlement area. The word "area" was dropped in public signboards of utility vehicles like jeepneys and public schools.[2]On September 12, in the same year, the Sangguniang Bayan passed Order 108-90 to eliminate the dividing of the DBB into areas, reorganizing them in 46 barangays like other barangays.[1]Coordinates:141902N1205752EContents[hide] 1Barangays 1.1DBB-A-1 1.2DBB-A-2 1.3DBB-A-3 1.4DBB-B 1.5DBB-C 1.6DBB-D 1.7DBB-E 1.8DBB-F 1.9DBB-G 1.10DBB-H 1.11DBB-I 1.12DBB-J 2See also 3ReferencesBarangays[edit]DBB-A-1[edit] San Dionisio San Esteban Sto. The daughter of actor Bong Revilla and wife Lani Mercado has to wear a neck brace after doctors found the young Revilla to be suffering from nerve enigma, according to her mother Lani.Ina Revilla, 14, was released from hospital on January 25, after the car in which she and nine of her schoolmates were riding turned turtle in Cavite City last January 23 night.

"Ina had just finished her MRI (magnetic resonance imaging), and doctors said she strained her spine in the accident," the actress explained. The young Revilla and four of her schoolmates from De La Salle-Zobel High School were rushed to the Asian Hospital in Alabang, Muntinlupa, between 9 and 10 p.m. last January 23, according to Lani. But Francis Perlas, 17, a fourth year student in that school, was killed in the accident.Lani said doctors attending to the driver of the sports utility vehicle (SUV) and another passenger identified as Chloe are in critical condition. She said the school had promised to foot the hospital bills of the injured students and the burial expense for Perlas.Ina's group was on its way to Manila from a school activity at the De La Salle University in Dasmarias, Cavite City, when one of the tires of the SUV burst, causing the vehicle to skid and turn turtle, said Lani.Ina was seated on the second row of the vehicle while Perlas was seated on its rear compartment, Lani added. The group was supposed to ride a bus from Dasmarias, Cavite, to Manila that night. When the bus could not accommodate all of the students, the teachers allowed Ina's group to travel on a private vehicle."But we still don't know what actually happened," Lani said. "Other parties said the kids were insisting on using the car even though the bus was available."She said she has plans to meet with school officials today, January 26."What I don't understand is why they allowed the students to bring their private cars," Lani said. "The busses should have been enough to transport all of them to and from Dasmarias."A vehicle that could accommodate only five passengers was carrying nine. I want to know who had been negligent of his duties that day," said Lani. "I want to be assured that this would never happen again."http://www.balitangmarino.com/003255.htmlhttp://www.gmanetwork.com/news/story/289916/news/regions/4-arrested-in-rape-killing-of-9-year-old-in-caviteOzamiz gang leader paid off Cavite police for protection, says kinJuly 18, 2013 11:39am2034502215(Updated 12:48 p.m.)Ozamiz robbery group leader Ricky Cadavero told his sister that he felt free to walk around after escaping from prison last year because he had paid off the Cavite police for protection."Sabi ko huwag kang kumpiyansang palakad-lakad diyan sa labas. Sabi niya sa akin, 'Hindi naman ako takot na maglakad-lakad diyan sa labas kasi binayaran ko naman lahat ng pulis,'" Rosalinda told GMA News on Thursday, recalling her last conversation with her brother on June 14.According to Rosalinda, Cadavero (alias "Kambal") told her he had paid off the police to protect him. "Basta ang sinasabi niya sa akin, lahat ng Pulis Cavite. Kasi sa Cavite siya nakatira. Lahat...binayaran daw yun ng pera para hindi siya huhulihin," she said.

Cadavero and his colleague Wilfredo Panogalinga Jr., alias "Kulot," werekilled by their police escortsin Laguna on Monday night. Police claimed the two tried to grab the firearms of their escorts when unidentified armed men fired at the police convoy.Police officers were transporting Cadavero and Panogalinga back to Camp Vicente Lim in Laguna from Cavite, where the two underwent inquest proceedings, a previous report said.

An initial police report said the van carrying Cadavero and Panogalinga was shot at by unknown gunmen on two motorcycles as the police convoy was passing through San Pedro, Laguna on the Magsaysay Highway.

Asked for comment on Rosalinda's allegations against the Cavite Police, PNP spokesman Senior Supt. Reuben Theodore Sindac said: "These [allegations] will all be part of the ongoing investigation on the case."

GMA News Online tried to contact the Cavite Provincial Police Office for comment, but officials were not available as of posting time.

SilencedHowever, Rosalinda said police were involved in her brother's death. "Sinadya po nilang patayin yung kapatid ko para manahimik na. At alam nilang mabubulgar na kasabwat sila," she said.According to Rosalinda, her brother already had an inkling that he would be killed. "Humihingi siya ng tulong na sana susundan-sundan siya kung saan kasi alam niyang mapapatay na siya. May plano na yung mga pulis sa kanya," she said.Rosalinda admitted that her brother was a member of the Ozamiz robbery group, but said she did not believe he was the leader. "Ginagamit lang siguro po siya sa pagnanakaw pero sa leader, hindi po kapapaniwala."Kasi ang kapatid ko, nakita niyo naman kung ano ang hitsura. Inaamin ko na kasama siya diyan, sa Ozamiz robbery...pero may mga tao pang malalaki na nakahawak sa kanila," she said."Hindi namin alam kung sino ang lider talaga diyan, kung sino ang ulo, utak diyan. Hindi namin alam," said Cadavero's mother, Luzviminda. She said she did not know the others involved in the robbery group, but that her son had told her they were going to make him the leader."Nagpaalam 'yan sa akin: 'Mama, ako ang kukunin nilang maging lider sa'ano, Ozamiz gang ba 'yun, hindi ko alam...pinayuhan ko siya, 'Huwag, mahirapan ka na kapag nakasunod ka na sa grupo, mahirapan ka maglabas,'" she said. According to Luzviminda, she last spoke with her son in 2011.Meanwhile, Rosalinda said she last saw her brother on August 24, 2012, and that they kept in touch via cellphone. "Pinayuhan ko siya na huminto na. Huwag nang gumawa ng ganun. Rob gang leader might sing, so he was silencedJuly 18, 2013 8:15 pmby ROGELIO LIMPIN AND ANTHONY VARGAS

THE unnamed mother of Ozamis Robbery Gang Rik Kambal Cadavero claimed that her son knew that he would be killed on the day he was to be transported to San Pedro, Laguna. She added that she knew the policemen he was giving bribes to, maaaring kumanta na sana ang anak ko kaya siya pinatay [he might have spilled the beans, which is why he was killed].In a television interview aired Thursday morning, Cadavero sister Rosalinda also accused Cavite lawmen of receiving bribes from the slain gang leader, saying in Tagalog: My brother pays off Cavite policemen and he was saying, I am not afraid of moving around because I pay them all.The Cadavero sister did not make it clear whether her brothers nefarious activitiesheists on banks and money change shopshad the blessings of his Cavite police cohorts. Also, Cadaveros common-law wife Fe Tolentino told some reporters that certain police officers stole her husbands jewelries and forced her to withdraw P2.5 million from the bank.In an interview, Cavite Provincial Police Director Alexander Rafael denied the accusations of bribery against Cavite policemen. Its unfair, the investigation is ongoing and we have our own investigation. If there are policemen involved, they will be charged criminally and administratively and automatically dismissed from the service, he said.Cadavero was sentenced 67 years for robbery-holdups in Metro Manila in 2011 and 2012. He was arrested on Friday with his right hand man Wilfredo Panogalinga alias Kulot. After their inquest at Prosecutors Office in Dasmarias City they were supposed to be turned over to the Bureau of Corrections. On the way there, police reports said two of Cadaveros men on a motorbike tried to spring a rescue triggering a scuffle between Cadavero and his police escorts.Five members of the Cadavero-led crew are still detained at Dasmarinas City Jail in Cavite: Nestor Buenabente, alias Moklo, 36, jobless, native of Purok Matin-aw, Sumalig, Tambolig, Zamboanga del Sur; Rogie Soriano, 20, jobless, native of Purok 2, Barangay Maganoy, Pagadian, Ozamis City; Cesar Devera Santos, 57, driver, of No. 7036 J. Victor Street, Barangay Pio del Pilar, Makati City; Donde Pedrosa alias Dondon, 25, jobless, native of Kalawag 2, Barangay Bambal, Koronadal City, South Cotabato; and Alvin Cuyag alias Ben, 30, jobless, a native of Purok I, Barangay Poblacion, Santa Cruz, Cagayan de Oro City. All were temporarily residing at Block 77, Lot 6, Phase 4, Mabuhay City Subd., Barangay Paliparan 3, Dasmarias City where they were apprehended.Rafael revealed that before their arrest, the Ozamis members kept eight safe houses in Cavite.Shake upThe Philippine National Police (PNP) on Thursday is eyeing a shuffle in the Southern Tagalog Police Office following the questionable death of two leaders of the dreaded Ozamis Group on Monday. The move came after several officers of the Southern Tagalog Police office, including its director, Chief Supt. Benito Estipona, were sacked from their post as fall-out of the death of Ozamis Group leaders, Ricky Kambal Cadavero and Wilfred Kulot Panolingan Jr.The two were killed on Monday after motorcycle riding gunmen allegedly attacked the police convoy transporting the duo back to Calamba City.PNP chief, Director Gen. Alan Purisima said the shake up of some of their units in Southern Tagalog Region is among those being carefully studied by the PNP-Internal Affairs Service.Southern Tagalog Region comprises the provinces of Cavite, Laguna, Batangas, Rizal and Quezon and is also known as Calabarzon. The PNP chief also justified the move of Interior Secretary Manuel Mar Roxas 2nd to sack Estipona on Wednesday afternoon as regional police commander based on the command principle.Because what we need is a fair investigation and to erase the doubts of the public, we have to remove him [Estipona] . . . there is a need to remove him so the public will not say that were covering this up, Purisima said.Besides Estipona, ordered relieved were Supt. Danilo Mendoza, the head of the Regional Special Operations Group, the commander of the police team that escorted Cadavero and Panoligan. The Interior secretary named Chief Supt. Jesus Gatchalian as officer in-charge of the Souther Tagalog Police Office and named Director Catalino Cuy of the Directorate for Personnel Records Management to take-over the investigation of the case.
