Introduction

Aims of the project

The Next Step survey is an annual survey of every student who completed Year 12 in the previous year in Queensland, in Government and non-Government schools. The survey results show the initial study and work destinations of young people after completing school. The objectives of the survey are to assist:

• parents and the wider public to know the achievements of students and to appreciate the range of options available to students

• schools to review and plan their services for students, especially in the senior years of schooling

• school systems to review their education policies as they affect the transition from school to further study and employment

• training bodies, universities, business and industry, local government and regional planners to plan their services.

The survey follows the destinations of students who completed Year 12 at Government schools, Catholic schools, independent schools and TAFE secondary colleges.

Methodology

The Next Step 2008 survey was conducted by the Department of Education, Training and the Arts through the Office of the Government Statistician (OGS), in accordance with the privacy provisions of the Statistical Returns Act 1896. The survey targeted students who completed Year 12 in Queensland in 2007, including students at Government schools, non-Government schools and TAFE secondary colleges. All students who were awarded a Senior Certificate or Certificate of Post-Compulsory School Education (CPCSE) were included. The Senior Certificate is a formal record of achievement issued at the end of Year 12 to all students who complete at least one approved subject. The CPCSE is a separate certificate for students with an impairment or difficulties in learning that are not primarily due to socioeconomic, cultural and/or linguistic factors. The targeted students were identified by means of a survey frame (or list) provided to the OGS by the Queensland Studies Authority (QSA). This list contained details for 41 889 Year 12 completers who were deemed in-scope for this survey. The survey was conducted between 2 April and 17 May 2008, approximately six months after the young people left school. This timing was designed to be after tertiary education places for 2008 were accepted, and while most of these young people were still contactable via their 2007 home address details. Responses were predominantly collected via computer-assisted telephone interviewing (CATI) with paper-based surveys collected from a small number of students for whom telephone details were not available. The average time for a completed interview was less than four minutes. Prior to the survey, all Year 12 completers were sent a letter from the Queensland Minister for Education and Training advising them of the survey. Those without

usable telephone details but with a usable Australian or international address were sent a printed copy of the questionnaire and a reply paid envelope. Completed paper-based questionnaires were returned directly to OGS for processing and data entry. All responding Year 12 graduates went into a draw for a chance to win one of several prizes offered as an incentive to encourage survey participation. At the close of the survey, nearly all non-responding students for whom telephone numbers were available had received at least six attempts of contact. Non-responding students without telephone numbers were mailed two copies of the questionnaire. A total of 33 568 completed surveys were received. Of these, 306 were completed by paper-based questionnaire and 33 262 by CATI. Regional reports are based on statistical divisions used by the Australian Bureau of Statistics.

The response rate for this region – Darling Downs/South West – was 77.9 per cent. Please note that some survey participants did not provide information for particular survey questions. As a result, the number of responses shown in some tables may not reflect the totals reported for the main destinations appearing in Table 2. Students were allocated to this region on the basis of the location of the school they attended in 2007. A list of schools from this region is shown in the Appendix (Table A1A).

Main Findings – Darling Downs/ South West

Destinations More than nine in ten (92.4 per cent) Year 12 completers in this region were studying or in paid employment at the time of the survey. (Figure 1) Over half (53.8 per cent) continued in some recognised form of education and training in the year after they left school. (Figure 1)

More than a quarter were undertaking a university degree (26.3 per cent). (Figure 1) More than a quarter (27.5 per cent) were studying vocational education and training (VET). (Figure 1) Almost four in ten of the campus-based VET students were studying at Certificate IV level or higher (3.8 per cent of Year 12 completers overall). (Figure 1) Nearly one in five (18.6 per cent) were undertaking employment-based training, either as an apprentice (11.3 per cent) or trainee (7.2 per cent). (Figure 1) In addition to the above study destinations, a further 13.6 per cent of respondents from this region deferred a tertiary offer in 2008 (deferrers are shown in Figure 1 in their actual current destination and in Figure 3 as deferrers). More than four in ten (46.2 per cent) did not enter post-school education or training and were either employed (38.6 per cent), looking for work (6.3 per cent) or neither working, seeking work nor studying (1.4 per cent). (Figure 1)

Learning: education and training destinations Amongst the 53.8 per cent of Year 12 completers continuing in some form of education or training the most common fields of study were Engineering and Related Technologies, Management and Commerce (e.g. Business, Tourism), followed by Health, and Society and Culture (e.g. Law, Arts). (Table 4) The University of Southern Queensland, Southern Queensland Institute of TAFE and the University of Queensland were the three tertiary institutions most commonly entered by Year 12 completers, accounting for more than half of Year 12 completers (55.7 per cent) in post-school education and training destinations. (Table 5)

Earning: employment destinations Of those young people working, four in ten were in part-time employment (41.5 per cent), over a third (34.5 per cent) were in full-time employment, 14.6 per cent were apprentices and 9.3 per cent were trainees. (Table 6) Nearly one-half of all Year 12 completers in employment (49.3 per cent) were working in just three occupational groups — Sales Assistants, Clerks, Receptionists and Secretaries, and Food Handlers. Sales Assistants was the most common occupational group (25.5 per cent) with the next most common being Clerks, Receptionists and Secretaries (12.8 per cent) followed by Food Handlers (11.0 per cent). (Table 7)

Not learning or earning The survey identified 6.3 per cent of Year 12 graduates who were seeking work. (Figure 1)

Less than one in every fifty Year 12 graduates were neither studying nor seeking work (1.4 per cent). This group includes those with a disability or health condition, and those travelling or waiting for their course to commence. (Figure 1) The three most common reasons given in this region for not continuing in study were that young people wanted a break from study (for example to travel), were undecided and considering options, or were not interested in further study. (Table 9)

Different people, different pathways The survey found different patterns for different groups of young people.

Sex There were differences in the destinations of males and females. In particular: Females were more likely to enter a university degree course (29.3 per cent compared to 22.7 per cent of males), and twice as likely to enrol in campus-based (i.e. not apprenticeships or traineeships) VET programs (12.2 per cent compared to 5.2 per cent of males). (Table 2) Males were more likely to enter VET programs than university (31.3 per cent for VET compared to 22.7 per cent for university), while females were more likely to enter university than VET programs (29.3 per cent for university compared to 24.3 per cent for VET). (Table 2) Males were seven times as likely as females to enter an apprenticeship, while females were almost twice as likely as males to commence a traineeship. (Table 2) Females were four times as likely to study in the field of Health, and nearly three times as likely to study in the fields of Education, and Society and Culture (e.g. Law, Arts). Females were also nearly twice as likely to study in the fields of Food, Hospitality and Personal Services, and Management and Commerce (e.g. Business, Tourism). (Table 4) Males were 60 times more likely than females to enrol in Architecture and Building courses, 16 times more likely to enrol in Engineering and Related Technologies and eight times as likely to enrol in Information Technology courses. (Table 4) Females were more likely than males to be working in part-time jobs (50.5 per cent compared to 31.4 per cent), and just as likely to be working in full-time jobs (33.8 per cent compared to 35.4 per cent). (Table 6)

Students of VET in schools More than four in ten Year 12 graduates in this region left school with a VET qualification (46.5 per cent), while 13.9 per cent were school-based apprentices or trainees (SATs). (Table 12 and Table 13) Those with a VET qualification were less likely to enrol in a university degree course than others (17.4 per cent compared to 34.0 per cent). However, they had higher rates of transition to employment-based training (23.7 per cent compared to 14.1 per cent). They were also more likely to enter employment with no further education and training (42.5 per cent compared to 35.2 per cent). (Table 12)

School-based apprentices and trainees were more likely to undertake apprenticeships and traineeships after school than other Year 12 completers (41.6 per cent compared to 14.9 per cent). (Table 13)

OP-eligible Students Nearly four in ten (38.4 per cent) OP-eligible Year 12 completers had commenced a university degree. Year 12 completers who were not OP-eligible were twice as likely to transition to VET programs (43.4 per cent) than OP eligible students (19.8 per cent). (Table 14)

Certificate of Post-Compulsory School Education There were insufficient numbers of Year 12 completers awarded a CPCSE in this region to show a meaningful comparison with other Year 12 completers. (Table 15)

Senior Certificate There were insufficient numbers of Year 12 completers that were not awarded a Senior Certificate in this region to show a meaningful comparison with other Year 12 completers. (Table 16)

Indigenous Indigenous Year 12 completers were less likely than their non-Indigenous peers to enrol at university (8.7 per cent compared to 26.9 per cent). Nonetheless, six Indigenous young people who completed the survey commenced university studies in 2008. (Table 17) Indigenous Year 12 completers were more likely to enter a traineeship than their non-Indigenous peers (10.1 per cent compared to 7.1 per cent). They were also more likely to be seeking work than their non-Indigenous peers (21.7 per cent compared to 5.7 per cent). (Table 17)

Language background other than English Language background other than English (LBOTE) students were more likely to enrol at university (36.4 per cent compared to 25.8 per cent) and just as likely to enrol in campus-based VET courses (9.1 per cent compared to 8.9 per cent). (Table 18) LBOTE students were less likely to be in employment-based training (6.1 per cent compared to 18.9 per cent). (Table 18)

Socio-economic status Transition to post-school education and training did not show any definite trends associated with socioeconomic status (SES), although the highest socioeconomic quartile had a higher percentage of those attending further education and training destinations than the other three socioeconomic quartiles. (Table 19) The proportion of students who entered employment-based training also tended to remain fairly consistent across the socioeconomic quartiles at around 20.0 per cent. (Table 19)

Regional Comparisons Year 12 completers in Darling Downs/South West had similar post-schooling destinations to other non-metropolitan Year 12 completers. (Figure 2)

Year 12 completers in Darling Downs/South West were less likely to enter university or campus-based VET programs than Year 12 completers in Queensland generally, but more likely to be working full-time. (Figure 2) The occupations of Year 12 completers in Darling Downs/South West resemble those of Year 12 completers statewide, although there were fewer Sales Assistants and more Gardeners, Farmers & Animal Workers. (Table 7) The industry categories of Year 12 completers in Darling Downs/South West resemble those of Year 12 completers statewide, although there were fewer in Retail, and more in Agriculture, Forestry and Fishing compared with the statewide distributions. (Table 8) The main reasons given for not studying by Darling Downs/South West Year 12 completers resemble those of non-metropolitan and statewide respondents. (Table 10) The main reasons given for not seeking work by Darling Downs/South West Year 12 completers not in the labour market generally resemble those of non-metropolitan and statewide respondents, although family commitments and health reasons were more common for Year 12 completers in the Darling Downs/South West region. (Table 11) Comparisons between the destinations of Year 12 graduates from Darling Downs/South West for the years 2005–08 reveal broadly similar patterns. However university has declined, while the working destinations have increased. (Figure 4)

Main destinations All respondents were categorised into their main destination, as outlined in Table 1. Tertiary students are assigned to the study categories regardless of their labour force status (i.e. they may also be working or even looking for work).
