Bourse tread on a rather sluggish path as indices stagnated fluctuating
between marginal gains and losses. The benchmark index which
dipped marginally during early hours gradually advanced 15 points at
its intra-day high of 5,796.63 points assisted by gains denoted in
Commercial Leasing & Finance (+8.3%), Commercial Bank (+1.8%),
Cargills (Ceylon) (+3.2%) and Sampath Bank(+2.1%),however stepped
in to the red territory closing broadly flat at 5,780.09 points with 1
counter dipping for every share that gained. In contrast the S&P SL20
index continued to secure marginal gains recording a 13 point
advance with notable activity in selected bluechips with focus primarilysurrounding the banking sector while foreign activity continued to be a
significant portion of the days trading.
The banking sector denoted its prominence with the three top turnover
slots being taken up by Hatton National Bank, Commercial Bank and
Sampath Bank respectively. The former edged up to dominate the
days turnover supported by large off- market transactions taking up
55% of the days turnover amounting to 4.4 mn shares which changed
hands via 5 crossings at LKR144.0. Amidst interest weighing on the selling
side the counter slipped to LKR145.0 at its close.
Sampath Bank witnessed its price advancing as much as 2.6% as it
renewed its 52-week peak at LKR227.0 while two large blocks in the
counter changed hands at prices of LKR221.0 and LKR224.0.
Commercial Bankemerged with significant on-board interest depicting
investor confidence in the counter as it advanced a further 2.4% at its
peak of LKR109.4 today. A few large blocks were transacted at
LKR108.0 and LKR108.8 which included a block of 940k shares before it
gained 1.8% at its close of LKR108.7. Union Bank continued to gather
retail and high net worth interest gaining 1.9% at its intra-day high.Diversified players; John Keells Holdings and Vallibel One saw investor
focus with the former securing on-board interest before closing with a
marginal gain at LKR229.4 while renewed interest in the latter witnessed
several large on-board blocks transacted at prices of LKR17.4 and
LKR17.5. Ceylinco Insurance grabbed renewed interest having added
c.28k shares to the crossings board at a new 52-week high (off-market)
at LKR1,000 amidst insignificant number of on-board trades.Retailers proved active in penny play; Free Lanka Capital Holdings
(+4.2%), SMB Leasing (+0.0%) and Lanka Orix Leasing (-1.0%) while
interest renewed in E-Channelling (+1.5%)amidst a few sizeable blocks.European Stocks Are Little Changed Amid Earnings Reports: European
stocks were little changed, following the Stoxx Europe 600 Indexs
biggest gain in almost four weeks, as companies from Vinci SA to
Syngenta AG reported earnings. US index futures and Asian stocks rose.
The Stoxx 600 added less than 0.1% to 285.63 at 8:31 a.m. in London. Oil Fluctuates After Crude Inventories Gain, Distillates Shrink: Oil
fluctuated in New York after its biggest gain in a week. An industry
report showed US crude and gasoline stockpiles increased last week,
while distillate inventories declined. Crude for March delivery was 16
cents lower at USD96.48 a barrel in electronic trading on the New York
Mercantile Exchange at 3:52 p.m. Singapore time.

Commercial Credit & Finance [COCR: LKR14.8]-Debenture Issue:
Tokyo Cement [TKYO: LKR25.1, TKYO.X: LKR18.8]: The company hasincorporated a fully owned subsidiary, Tokyo Eastern Cement Company
Limited with the intention of carry out manufacturing and dealing in cement, tile cement, cement products and
cement value added products. The company also intends to build, operate and manage a Biomass power generation
plant for utilization of power. The company enjoys tax holidays for 5 years and a concessionary rate of 12%
afterwards. An investment of LKR8 bn is considered for the company.

Sri Lanka's Janashakthi Insurance enters pension market: Janashakthi Insurance is entering Sri Lanka'sprivate pension market with a retirement product, as the island's population ages rapidly, officials said.
Janashakthi Insurance deputy chairman Chandra Schaffter said only 5% of the population had retirement
cover at a time when the island's over 65 population was expanding rapidly. "More and more people areliving longer than we expected and they are becoming a burden on the state or working population,"
Schaffter told reporters in Colombo. "One problem is dying too young; the other is living too long. So
retirement planning is very important today." The 'Janashakthi LifeSaver' branded retirement plan could be
purchased by anyone at any age. Even at 75 a policy could be started with a lump sum premium, he said.

Tranquility after storm in tea cup: The tea industry yesterday received somewhat positive news regardingthe sudden revision of the tea export cess for bulk teas, which had apparently come into force through a
gazette notification dated 23 January 2013 without prior notice to the industry. An appeal made to the Line
Minister of Plantation Industries received an immediate response and damage control measures were taken
to arrive at an amicable solution by deferring the effective date of the cess to 1 March 2013 whilst revisingthe cess to LKR 10 per kg or 2.5% (as opposed to 5%) of the Colombo Auction Average, whichever is higher.
The industry last week expressed disappointment and warned of harder times for the industry if the revision
were to be held in the coming months, with the bulk tea exporters having to suffer major expenses due to
teas sold on forward purchase.

Sri Lankan garments losing market share in US, UK: Despite an increase in earnings from garment exportsto the US and EU, Sri Lanka is losing market share to competitor countries Bangladesh, India, Vietnam,
Pakistan and Cambodia, the Institute of Policy Studies (IPS) says."Despite considerable increases in absolute
export earnings to both and US and EU markets, it is of concern to note that Sri Lankas relative market share
in garment exports has been losing ground. The increase in export earnings over the years has been duelargely to a shift in Sri Lankan garment exports from the US to EU," the IPS said in its recent flagship
publication Sri Lanka: State of the Economy 2012.Sri Lanka has been seeing a steady decline in its market
share in the US from 2.3% in 2005 to 1.8% in 2011. Sri Lanka has been losing out to countries such as
Pakistan, Vietnam, Bangladesh, Indonesia and Cambodia. Pakistans share in the US apparel market was

Rupee gains some ground, bond market inactive: The rupee strengthened against the US dollar on Tuesday(05) on export conversions and remittances inflows while the Treasury bond market was inactive, dealerssaid. The rupee closed at Rs. 126.35/45 against the greenback from an opening position of Rs. 126.45/55.
"We saw some export conversions and other inflows, probably remittances," one currency dealer said.
Meanwhile, the secondary Treasury bond market was inactive with yields unchanged. The secondary
Treasury bill market saw some activity with the one year bill trading between at a slight range of 11.00/02
percent ahead of a Rs. 20 billion auction today (06).

Govt to invest LKR 6 bn to open Kantale Sugar factory: The government through Lanka Sugar Company Ltd,would be investing LKR6 bn to re-open the Kantale Sugar Factory. The Kantale Sugar Factory which was one
of the best factories in Asia, was closed for almost 30 years due to various reasons. The newly appointed
Minister for the Sugar Industries, Lakshman Seneviratne told the 'Daily News' that they hope to raise fundsfor this project through bank loans. "From 1980 to 1986, the factory earned a LKR70 mn and we believe this
trend could be repeated ," he said.

EU Seeks to Advance U.S. Trade Deal as Chinas Role Grows : The U.S. and the European Union may makeprogress this week on a trade report aimed at encouraging talks to remove trans-Atlantic commercial
barriers, the latest step toward expanding the worlds largest economic relationship.EU Trade Commissioner
Karel De Gucht is scheduled to meet with U.S. officials including outgoing Trade Representative Ron Kirk in
Washington today in a bid to set the stage for the preparation of negotiations on a free-trade deal. Work onthe report may conclude this week, EU spokesman Olivier Bailly told reporters in Brussels yesterday, saying
he didnt know when it may be made public. An accord between the trading partners would provide a boost
to the 27-nation EU as it recovers from a sovereign-debt crisis and serve as a counterweight to Chinas role in
global trade. Investment and trade between the U.S. and bloc was valued at USD4.5 trillion in 2011,
according to Bloomberg Government. The EUs economic relationship with the U.S. is its most important,
unrivaled in scope and intensity, the Brussels- based European Commission said in a report released
yesterday. A far-reaching agreement between the two biggest economies in the world would indeed give a
strong boost to economic growth and send a strong signal of leadership to other countries.

Chinas January Data Gap Vexes Economists: Chinas campaign to upgrade its economic data, from pluggingleaks to expanding sample sizes, is yet to tackle one gap: the monthlong delay each year in releasing somekey January numbers. Government agencies on Feb. 8 will report slower inflation of 2% and faster export
growth of 17.4%, according to the median estimates of analysts for figures skewed by the timing of a
weeklong Lunar New Year holiday. Data for industrial output, retail sales and fixed-asset investment wont
be publicly updated until March.The statistics bureau could do a better job simply by releasing the January
raw data for economists and investors to digest themselves, without any seasonal adjustment, said Joy
Yang, chief Greater China economist at Mirae Asset in Hong Kong and a former International Monetary Fund
researcher. The big issues for Chinas data are consistency, transparency, and reliability.

China moves to curb rising income inequality: The Chinese government has unveiled a sweeping plandesigned to help close the gap between the poor and the country's rapidly growing upper class. The lengthydocument, posted on the government's website, contains a broad set of promises to combat growing
inequality and corruption. But the plan, which had been delayed for months, is measured in its
recommendations and contains only a few specific deadlines. The minimum wage will be boosted in most
