The news from Vera Cruz is described aadistressing. The Parvenir of that city containsan article, from which we clip the following ex-,rac,:

M Affair*are becoming quite complicated, andare beginning to assume an important andtearful aspect. The foreign ministers havepresented a formal protest aeninst the evilswhich have been brought on by Avaloa's tariff.When applied to by the of

nations, who asked for compensationfor the injury which their fellow-citizens suffer-ed from the unevennssproduced by the exis-tence of two tariffs, the Government offered tobring Matamoros under the same rule, andorder its authorities to lay the same dutieswhich were exactcd in the other ports of therepublic. The Government has beeneatherunable or unwilling to fulfil its promise, andthe iniouitous rates of the Avalos tariff areexacted, whilst in other cities the regular legaltariffis ulone paid. This lias been the causeof the protest, in which all the foreign minis-ters have joined."'

From another paper we learn that Camargois also subjected to a protective tariff, as wellas Matamoros. Here, it is the tariff imposed byGen. Canales.

The papers seem discontented with the Sen-ate's delay and inattention. They are afraidthat the Republic may soon be converted intochaos.

The mail was robbed at Guadalajara andvaluable letters taken; several persons metwith large losses thereby, among whom isSenor I). JustoCorro, who lost four thousanddollars. This event has suspended the send-ing of drafts through Guadalajara, and hasgreatly annoyed the merchants, who hove heldseveral meetings upon the subject. The em-ployees of the office have been suspended anddelivered into the hands of the District Judge,D. Juan Antonio Robles, who is to examineinto the offence.

The Universal, of the 2d inst says: '"Therumor was spreading yesterday that Govern-meut had received a telegraphic dispatch an-nouncing a pronunciamento in Vera Crufc.We do not believe this dispatch and supposeit was invented for the purpose of alarmingus."

A bill has been proposed in the House regu-lating the liberty of the Press; also, one allow-ing the Territory of Lower California to berepresented not only by Mexican citizensby birth, but also those who have been natu-

ralized.The Moniteur Republicane contradicts the

rumor that Letcher, the American Minister, hadstated to the Government that all diplomaticintercourse would be suspended between theUnitad States and Mexico, if the Congress of4be latter Republic did not ratify, by the BthofApril, the treaty relative to the right ofwayacross the Isthmus of Tehuantepec.

Senor Castillo has introduced into the Sen-ate a bill to repeal the decree of February 22,1832, in regard to foreigneis, and imposing thepenalty of expulsion from the Mexican terri-tory on every unnaturalized foreigner whomay he judicially convicted of having takenpart in any revolutionary movement, of havingabused the liberty of the press, or of havingbeen engaged in smuggling. Under the present laws a foreigner may be expelled simplyob suspicion and without judicial inquiry.
