In de dik uur durende afscheidsbijeenkomst werd gesproken door familie leden en o.a. door Capt. Jaap Grootveld, welke Ben’s levensloop bij SMIT, welke in 1963 begon doornam, de vele reizen, zijn eerste commando, het uithalen

van de SMIT SINGAPORE in 1984, één van de hoogtepunten uit Ben’s leven, de vele projecten, teveel om allemaal op te noemen.

Onder de belangstellenden waren veel (ex) Kapiteins en (ex) HWTK’s en andere (ex) collega’s van SMIT en SMIT-LLOYD.

Namens mijn collega’s en ex. collega’s spreek ik de hoop uit dat Margriet, de kinderen en kleinkinderen gesterkt zijn in deze moeilijke tijden door het grote aantal (ex) SMIT collega’s welke aanwezig waren op de bijeenkomst.

Bad steering, poor training caused cruise-ship tilt that injured hundreds

Improper training and bad steering by a Princess Cruises ship's second officer caused the vessel to tilt suddenly in 2006, injuring almost 300 people, says the National Transportation Safety Board. The NTSB said the Crown Princess' captain and crew failed to realize how fast they were going in shallow water, which threw the ship off course. The second officer disengaged autopilot to correct it, then steered the wrong way, the board determined.

"The errors of the captain and staff captain in operating the integrated navigation system resulted from inadequate training," the board said in a synopsis of the accident released Thursday. further navigation training for crews and better oversight for deck officers. "We want to assure our passengers, or those who may be thinking about traveling with Princess, that the highest priority for our company is the safety and well-being of our passengers and crew," the Santa Clarita, Calif.-based company said in a statement. The Crown Princess was headed from Port Canaveral to New York City to close a 10-day Caribbean trip on July 18, 2006, when it suddenly tilted up to 24 degrees, hurling passengers and objects about the boat. The captain was not on the bridge at the time, and should have been, the NTSB determined. The ship had been in service about a month, and the board said there was nothing wrong with it mechanically. Weather and sea conditions were not factors. Princess Cruises faces a class-action lawsuit in Los Angeles from about 35 passengers who claim severe injury and distress. Dan Rose, an attorney with Kreindler and Kreindler, which represents the class, said the report wasn't surprising. "Since the beginning of our investigation we knew that there had been some obvious misconduct by the crew," Rose said. "What is troubling is the lack of training that this crew was given, and the lack of supervision that the captain provided." As a result of the investigation, the NTSB will recommend enhanced training on navigation systems for International Maritime Organization certification and members of the Cruise Line International Association. Het is traditie dat het Nationaal Sleepvaart Museum in Maassluis wisseltentoonstellingen organiseert, waarbij verschillende aspecten van de sleepvaart in nationaal en soms zelfs internationaal opzicht worden belicht. In 2008 wordt het spotlight gericht op Damen Shipyards met vestigingen in de hele wereld. Het internationale bedrijf, waarvan het hoofdkantoor in Gorinchem is gevestigd, is voortgekomen uit de ruim 80 jaar geleden opgerichte werf van de vader en oom van Kommer Damen Jzn. te Hardinxveld-Giessendam. Inmiddels zijn vele honderden zeegaande, haven- en binnensleepboten, sleepvletten en andere vaartuigen bij Damen gebouwd, zodat de aandacht die het Nationaal Sleepvaart Museum aan dit bedrijf besteedt vanzelfsprekend is. Rond 1920 was vader Kommer Damen in dienst bij een aannemer van grondwerken. Zijn beide zoons Jan en Marinus volgden hun vader, die voor zichzelf wilde beginnen. Helaas kwamen de plannen niet van de grond omdat Kommer Sr. in 1922 op relatief jonge leeftijd overleed. Zoon Rien gaat vervolgens bij een scheepswerf werken, terwijl Jan als leerling wordt aangenomen op een machinefabriek. In hun vrije tijd vervaardigen zij allerhande metalen voorwerpen als ketels en pannen, die zij verkopen. Ook repareren zij leidingen en houden zij zich bezig met het aanleggen van elektriciteit. Toch blijkt al spoedig dat schepen hen het meeste boeien. Het duurt dan ook niet lang meer, voordat zij hun eerste boot op stapel zetten. Een vletmodel van 4,80 x 1,70 m. ‘Bouwnummer 1’ zou hierna spoedig te water worden gelaten. Wanneer een schipper in 1927 het bootje ziet, kan hij het na enig onderhandelen kopen voor ƒ 175,-, waarmee onopgemerkt de start heeft plaats gevonden van een concern dat in later jaren internationaal enorm aan de weg zal gaan timmeren.

Het werd een kwestie van verbeten doorzetten. Niet in het minst door de opkomende crisis van de jaren dertig. Foto : NSM Onder meer door het opkopen van oude Fordjes, waarvan de motoren worden omgebouwd tot scheepsmotoren. Wanneer de duistere oorlogsjaren aanbreken, draait het bedrijf redelijk goed, zodanig zelfs, dat gezocht dient te worden naar een ruimere accommodatie.

Nadat de Duitsers zijn binnengevallen, wordt het erg moeilijk het werk te continueren. Niettemin lukt het om het bedrijf draaiende te houden, bijvoorbeeld door het repareren van landbouwmachines. Werken voor de Duitsers werd in dit geval door de bezetter niet eens op prijs gesteld. De werf had een te kleine helling. Als in 1945 de bevrijding gevierd is, breekt er na een paar jaar een voorspoedige periode aan voor het bedrijf. Vele soorten vaartuigen worden op stapel gezet en vinden gretig afzet. Niet alleen in eigen land, maar steeds meer ook in het buitenland. Het is alweer ver na de oorlog, om precies te zijn in 1968, dat er verschil van inzicht binnen de familie Damen blijkt te zijn over de in de nabije toekomst te volgen bedrijfspolitiek. Met name Kommer Damen Jzn., een HTS-er en wat betreft leeftijd net een eindje in de twintig, was van mening dat het florerende bedrijf met bijna 50 werknemers rijp was voor een verdere uitbreiding. Het maken en in voorraad houden van standaardcasco’s zou de kosten kunnen drukken en de levertijd bekorten. Een behoudend deel van de familie was aan die gedachte nog niet toe. Per 1 januari 1969 werd niettemin het bedrijf gesplitst en werd de Scheepswerf Damen N.V. opgericht. Jan Damen en zoon Kommer

gingen door in Hardinxveld met ongeveer 10% van het “oude” personeel, terwijl Marinus en diens zoon zich op een nieuwe locatie vestigden in Boven-Hardinxveld. Mede dankzij een borgstelling van zijn vader kon kapitaal worden aangetrokken via de plaatselijke bank en startte Kommer Jr. met het ontwikkelen van een multi-functioneel vaartuig voornamelijk bedoeld voor de baggerindustrie, de Damen-Pushy Cat 42, 42 voet lang 250 pk sterk. De aanduiding “Cat” verwees naar de fabrikant van de motor: Caterpillar, met wie gunstige betalingsvoorwaarden werden overeengekomen. Het bijzondere van de bedrijfspolitiek van Kommer Damen was dat hij, als vrijwel enige in de markt, inzag dat “standaardisatie” geen nadeel in zich heeft en alleen maar leidt tot kostenbesparing en kortere levertijden. Standaardisatie wil in dit geval zeggen dat hij een ontwerp maakte van een vaartuig, waarvan het casco zich leende voor veel verschillende doeleinden. De opbouw van het schip kon worden gevarieerd in een aantal vormen. Een min of meer logische verdere ontwikkeling die zich bij Damen voltrok was de realisatie van de grotere Stan Tug, een standaard sleepboot, die zich vanaf het prille begin in een duidelijke belangstelling van de markt mocht verheugen. In eerste instantie kwam medio jaren zeventig de Stan Tug 1605 (16 meter lang) op de markt. Vervolgens werd de Stantug 2600 geïntroduceerd. In totaal zijn meer dan 100 stuks van dit type aan binnen- en vooral buitenlandse afnemers verkocht. Op een enkel exemplaar na varen ze anno 2008 nog allemaal, hetgeen veel zegt over de geleverde kwaliteit.

Foto : Piet Sinke © In 1975 varen er in de Arabische Golf al zo’n tachtig Damenschepen. De Stan Tugs, intussen uitgebreid met de types 2 en 4, alsmede de vertrouwde Pushy Cats hebben inmiddels tot een snel groeiende omzet geleid. Een jaar later kwamen in totaal 156 schepen van de werf, waarvan er 41 werden geleverd aan klanten in het Midden-Oosten, hetgeen een vestiging van het bedrijf in Bahrain rechtvaardigde. Met een groeifactor van 1,7 per jaar werden de loods en het terrein in Hardinxveld-Giessendam gedurende de jaren zeventig al snel te krap. In 1975 werd daarom een nieuwe werf gebouwd te Gorinchem, waar het bedrijf heden ten dage nog steeds haar hoofdkantoor heeft. Vanaf ruwweg 1970 concentreerde Kommer Damen zich ook op afzet in het buitenland. Met name Afrika werd na het Midden Oosten een belangrijk afzetgebied. Nigeria, met zijn belangrijke olie-industrie, was en is nog steeds een

regelmatige koper van Stan Tugs. De Pushy Cat serie werd uitgebreid met een polyester variant, de Poly Cat, die onder meer dienst kan doen als snelle loods- en crewboot.

De oprichting van een verhuurbedrijf onder de naam Damen Marine Service (=DMS) halverwege de jaren zeventig heeft eveneens een belangrijke impuls gegeven tot de bouw van diverse typen Stan Tugs. In het begin van de jaren tachtig blijkt de nieuwbouwloods in Gorinchem te klein voor de bouw van de grotere (vracht)schepen die dan door de markt worden gevraagd. In 1981 wordt daarom de werf Bodewes in Bergum overgenomen. Twee jaar later volgt de werf Bijlholt te Foxhol. De werf Maaskant te Stellendam, gespecialiseerd in bouw en reparatie van vissersvaartuigen, kwam in 1984 in problemen. Damen schiet, mede op verzoek van de vakbonden, te hulp en voegt de werf toe aan zijn concern..

Het is vervolgens een tijdje ogenschijnlijk stil rondom verdere uitbreiding tot blijkt dat het Rijn-Schelde-Verolme concern in moeilijkheden is. Damen was aanvankelijk bereid delen van dit conglomeraat over te nemen, op voorwaarde dat het personeelsbestand zou worden afgeslankt. Die factor bleek toen een breekpunt. Ook de aparte besprekingen met De Koninklijke Maatschappij De Schelde leden schipbreuk. Begin jaren negentig ging het opnieuw om de overname van “De Schelde”. Die werf was interessant voor Damen omdat hij op die manier toegang zou krijgen tot de markt van marineschepen. Het uitgebrachte bod vond het Ministerie van Economische Zaken echter te laag. In 2002 volgt een herkansing voor de combinatie YVC/Wilton Fijenoord, dan al samen Rotterdam United Shipyards, als ook voor de Koninklijke Scheldegroep. Een jaar later waren ook deze overnames een feit. Dankzij verdere samenwerkingsverbanden met en overnames van Poolse, Roemeense, Oekraïensche, Viëtnamese, Cubaanse en Chinese werven werden de mogelijkheden voor bouw van casco’s en complete schepen nog meer verruimd. Begin jaren negentig bouwt Damen zijn eerste ASD Tug 3110. ASD wil zeggen “Azimuth Stern Drive”. Dat staat voor een vorm van voortstuwing met 360 graden draaibare schroeven in een straalbuis. Net als de Stan Tug is ook dit type buitengewoon succesvol. In het laatste decennium van de vorige eeuw werden er bijna honderd van gebouwd in verschillende afmetingen. Die zegetocht gaat na de eeuwwisseling verder omdat juist begin 21ste eeuw er een enorme vraag in de markt ontstaat. De grotere Nederlandse sleepdiensten hebben zich vanaf eind jaren negentig geworpen op het gespecialiseerde sleepwerk bij olieterminals, met name in het buitenland. Er ontstond daardoor een verschuiving in de markt van de stoere immens krachtige zeeslepers (die overigens nog steeds hun specifieke lange afstandswerk doen) naar de kleinere maar krachtige door weinig personeel te bedienen hightech haven-/kustsleepboten. Juist de markt dus waarin Damen zich opvallend beweegt met zijn Stan en ASD Tugs. Twaalf door Smit in de jaren 1999-2000 afgenomen ASD sleepboten werden behalve in Rotterdam ook in landen als Panama, Nigeria en Gabon aan het werk gezet.

Vanwege de lagere loonkosten van werfpersoneel in Oost-Europese en vooral in Aziatische landen had Damen voor cascobouw al uitgekeken naar nieuwe mogelijkheden in die streken. In eerste instantie waren werven in Polen in het vizier. In 1995 ging Damen een samenwerkingsverband aan met de Roemenen, waardoor een in moeilijkheden verkerende werf met 3000 man personeel kon blijven bestaan. In 1999 werd de complete werf door Damen Shipyards aangekocht en volledig bij het standaard-productieproces ingeschakeld. Het was rond 2000 al niet meer vreemd om een casco naar Nederlands ontwerp ergens in de wereld te laten bouwen en duizenden kilometers verder af te bouwen. Daar werd enkele decennia geleden zelfs in de verste verte niet aan gedacht.

Door het toetreden van Oostbloklanden tot de EG kreeg het economische leven daar een behoorlijke impuls. Het gevolg was dat de loonkosten in die landen behoorlijk stegen. Dat had voor de bedrijfspolitiek van het Damen-concern gevolgen. De werf oriënteerde zich o.a. in China en Cuba hetgeen resulteerde in respectievelijk. Damen Shipyards Changde en Yichang, alsmede Damex in Santiago de Cuba. In 2006 werd een Poolse werf in Kozle, die al casco’s maakte voor Damen maakte, overgenomen. Nog in oktober 2007 maakte Damen bekend dat in het Vietnamese Haiphong, samen met een plaatselijke werf, een nieuwe scheepswerf zal worden gevestigd. Daar zullen complete schepen volgens het Damen-ontwerp worden gebouwd. Nederland blijft belangrijk als verkoop-organisatie, servicepunt, incidentele afbouw van casco’s en vooral management, materialenbeheer en engineering. Moeilijk blijft de situatie bij de reparatiewerven in het Rotterdamse havengebied. Damen is echter wel de enige die op dat gebied zijn nek heeft uitgestoken en de vinger aan de pols houdt. Er varen thans in 120 landen schepen van Damen-makelij. Dat is veel, erg veel, en het toont aan dat de standaardisatie en prefabricage initiatieven vruchten hebben afgeworpen. beperken we ons bewust tot de sleepboten, maar er is veel meer: Veerboten (recentelijk nog de nieuwe voor Texel), landingsvaartuigen, patrouilleschepen, kraanschepen, loodsboten, boeienleggers, droogdokken, blusboten, reddingboten, fast ferries, baggervaartuigen, pijpenleggers, jachten, vissersvaartuigen, containerschepen, bevoorradingsschepen en tankers. Deze opsomming van vaartuigen is niet uitputtend, maar geeft een beeld van het feit dat Damen als scheepsbouwer niet is weg te denken uit de maritieme wereld. Een nieuwe generatie ASD Tugs van het type 2810 staat anno 2008 op de tekentafel en voor het jaar daarna worden de types 2310 en 3213 verwacht, de laatste met een trekkracht van 90 ton. In Nederland is de klantenkring zeer uitgebreid. Zo varen behalve het al genoemde Smit, o.a. de rederijen Wagenborg, Van Wijngaarden Marine Services, Bos Kalis, Herman Sr., Van Stee, de Rotterdam Port Authority, Rederij Waterweg, International Transport Contractors en Vroon met Damenmateriaal. Wat betreft het buitenland is de lijst nog veel langer. De grote aannemingswerken in Dubai zorgden voor een extra vraag naar sleepboten van het type Shoalbuster. Dat zijn krachtige sleepboten met een vrij geringe diepgang van rond de 2, 50 meter, hetgeen veel voordelen biedt. Als klap op de vuurpijl bestelde Smit bij Damen in november 2007 opnieuw elf slepers, deels van het nieuwe type 3213. Ook het Franse Bourbon gaf opdracht voor de bouw van vier soortgelijke ASD-sleepboten, te leveren in 2009. Svitzer, deels het voormalige Wijsmuller, heeft twee stuks ASD 2411 op het verlanglijstje heeft staan voor leverantie respectievelijk in juli en oktober 2008. We hebben het dan alleen nog maar over sleepboten. In samenwerking met werven in de Verenigde Staten zullen daar naar het Damen-ontwerp bijvoorbeeld grote aantallen kustwachtvaartuigen worden gebouwd. Dat mag gerust een doorbraak worden genoemd, want de Amerikaanse markt is niet eenvoudig te veroveren vanwege de protectiewetgeving aldaar.

Heel recent werd bekend dat Damen op 27 december j.l. een werf in Kaapstad, Zuid-Afrika heeft overgenomen. Bovendien is per 2 januari 2008 een joint venture aangegaan met Albwardy Marine Services, een werf in Dubai. Nog even een paar cijfers: Gemiddeld werden door Damen vanaf het jaar 2000 niet minder dan 50 standaardsleepboten jaarlijks afgeleverd. In 2006 zelfs nog tien meer. Dat leverde een omzet op van € 290 miljoen. In datzelfde jaar werden 75 slepers in opdracht gegeven. In 2007 waren 175 standaardslepers in aanbouw, waarvan er 85 al op voorhand waren verkocht. Eind 2007 was er in Gorinchem geen enkel sleepbootcasco meer op voorraad, een unicum. De kwaliteit van de schepen is bekend: ze worden afgeleverd met betere specificaties dan de scheepvaartinspectie en classificatiebureaus verlangen. Zo garanderen bijvoorbeeld de gebruikte verfstoffen dat de opdrachtgevers gedurende een periode van vijf jaar in dit opzicht niet naar de romp hoeven om te kijken. Ontstaat er onverwacht toch een andersoortig probleem dat is er nog altijd het uitstekende service-apparaat. De naam “Damen” staat voor een ijzersterk product.

Het Nationaal Sleepvaart Museum, het enige museum ter wereld specifiek voor deze bedrijfstak, gevestigd aan de Hoogstraat 1-3 te Maassluis, is iedere dag geopend van 14.00 tot 17 uur, behalve op

maandag, 1e Paas- en 1e Pinksterdag. De expositie “Dit Doet Damen” duurt tot en met 19 oktober 2008.

Part of the boiler on the SS Norway had "extensive fatigue cracking" and deteriorated materials that weakened the metal and caused it to rupture under the intense steam pressure in May 2003, the National Transportation Safety Board said in a report quietly adopted in October. The line's only steam-powered ship was docked in Miami when the boiler exploded and spewed steam, smoke and debris through engineering spaces, burning eight crew members seriously enough to kill them. Seventeen workers were injured, but none of the 2,135 passengers was hurt. Evidence "indicates that NCL shipboard engineers were aware of the cracking condition but did not take appropriate action to fix the problem," the report said. The investigation also found evidence that the cruise line heated and cooled the boiler too quickly, which stresses the metal by expanding it and contracting it under great pressure. The Miami-based cruise line, owned by Malaysia's Star Cruises and private equity firm Apollo Management LP, said it has improved safety procedures that are audited by the U.S. Coast Guard and took responsibility for the accident. "None of the management or contractors who were involved in the operation, maintenance or inspection of the Norway's boilers are employed by NCL," line CEO and President Colin Veitch said in a statement.

The boiler cracks were first found in the 1970s, when the ship was owned by another company and known as the SS France. Norwegian bought the ship in 1979, detected more cracks over the years and patched them up with "questionable weld repair procedures," the NTSB report said. Several injured Filipino crew members and victims' survivors sued the cruise line, but a federal appeals court ruled that they had to pursue their financial claims in the Philippines according to their employment contracts. The ship sustained about $20 million of damage from the blast and was retired from service. It is now being scrapped off the coast of India, despite opposition from environmentalists who claim it is full of toxic materials. Also known as the Blue Lady, it was made in France and launched in 1960, at the tail end of the era of trans-Atlantic ocean travel. Chief engineer gets prison term in pollution case

Mark Humphries, the former chief engineer of the M/V Tanabata, an American-flagged car-carrier ship based in Baltimore, was sentenced today in U.S. District Court in Baltimore to six months in prison for conspiracy to make illegal discharges of oily waste and lying to the Coast Guard, announced Ronald J. Tenpas, Assistant Attorney General for the Justice Department's Environment and Natural Resources Division and Rod J. Rosenstein, U.S. Attorney for the District of Maryland. The Department of Justice says that, at trial, it was proven that the M/V Tanabata had a removable bypass pipe that was used to discharge oily waste without the use of an oily-water separator, a required pollution control device on ocean-going vessels. Humphries' former subordinates, including other engineers, testified that he did not use the oily water separator. Humphries referred to the bypass pipe as the "illegal pipe" and directed that it be hidden when the ship was in port so that it would not be discovered by the Coast Guard.

According to papers filed in court by the prosecutors, Humphries deliberately bypassed the pollution prevention equipment on the Tanabata, then concealed the crime by making false entries in the ship's official Oil Record Book, a required log regularly inspected by the Coast Guard. This practice involved a number of subordinate crew members of the engine department, including students at U.S. maritime academies receiving on-the-job training as "cadets."

Prosecutors also advised the Court that Humphries had participated in and directed similar criminal conduct on two other ships. Humphries was convicted by a jury on Oct. 16, 2007, for conspiring to violate four different laws including making illegal discharges of bilge waste, in violation of the Act to Prevent Pollution from Ships; failing to fully maintain an oil record book, in

violation of the Act to Prevent Pollution from Ships; making and using materially false documents; and obstruction of agency proceedings. The jury also found the defendant guilty on two counts of making materially false statements to the Coast Guard in 2002 and 2003. Humphries was chief engineer of the M/V Tanabata between April 2002 and September 2003, during which period he traded shifts with the ship's other chief engineer, co-defendant Stephen

Karas. Karas pleaded guilty to similar charges on March 29, 2007, and is awaiting sentencing. In addition to six months imprisonment, Humphries was sentenced to $1,000 fine and two years supervised released. "Deliberate violations of the environmental laws protecting our oceans will not be tolerated," said Assistant Attorney General Tenpas. "The crimes in this conspiracy involved deliberate falsification of ship records to conceal the illegal discharge of tons of oily waste. This type of criminal conduct is all too frequent and the Justice Department and the Coast Guard will continue to work together to stem the tide of intentional pollution from ships." Maryland U.S. Attorney Rod J. Rosenstein said, "The Department of Justice is working diligently with the Coast Guard and the Environmental Protection Agency to prosecute people and corporations responsible for polluting our waterways." "Protecting the maritime environment is a mission the U.S. Coast Guard performs every day. Uncovering illegal operations such as this one and bringing the perpetrators to justice requires a coordinated effort," said Captain David Lersch, Chief, Prevention Division, Fifth Coast Guard District. "We will continue to aggressively search for and uncover illegal environmental discharges that are affecting oceans throughout the globe." "Commercial vessels must operate safely and lawfully," said David Dillon, Special Agent in Charge of EPA's Criminal Investigation Division in Philadelphia. "Any one who pollutes the oceans or waterways by using them as dumping grounds for oily water or other hazardous wastes will be prosecuted, convicted and punished for their environmental crimes." The M/V Tanabata was operated by Pacific Gulf Marine, Inc. (PGM). PGM pleaded guilty and was sentenced on Jan. 27, 2007, to charges of making illegal discharges of oil-contaminated waste from each of four ships managed by the company. After learning of the investigation, PGM conducted and voluntarily disclosed the results of an internal investigation and cooperated with investigators and prosecutors. PGM was sentenced to pay a $1 million criminal fine and $500,000 in community service payments, and to serve three years probation under the terms of an Environmental Compliance Program that includes audits by an outside firm and review by a court appointed monitor. SKAUGEN PROFIT CLIMBS NORWEGIAN-based IM Skaugen Group (IMS) made a net pre-tax profit of US$22.2 in 2007, up from $11.0m in 2006. The result on an EBITDA basis was $42 million in 2007 compared to $34.7m in 2006. The company says: “Norgas, our petrochemical gas carrier business, had a satisfactory performance, supported by continued global economic growth - especially in the emerging markets - as record high crude oil prices. Norgas' performance benefited from an increase in export volumes from the Middle East to both Europe and Asia to meet petrochemical cracker demands. Overall, for the year, there was a solid increase in freight volumes and lower idle time. Once final figures are collated, we anticipate the record for the year will show that we enjoyed double digit growth in 'ton-miles' for the services we perform.” It continues: “Skaugen Marine Construction (SMC) is our Chinese-based shipbuilding activity and has responsibility for all aspects of our newbuilding programme - including managing our joint venture and alliance partnerships. During the year, SMC completed the construction of its first two vessels, both of them 3,200 cu m pressurized LPG Carriers. These vessels have been sold by SMC to third-party customers - along with a third ship of the same design, once completed in early 2008. Additionally, the first LPG/ethylene/VCM/organic chemical carrier - built on behalf of Norgas and named Norgas Pan - was successfully launched on 25 December, 2007.” However it notes, “The performance of SPT, our Marine Transfer Operation, suffered due to challenging trading conditions across the year. During the first half of 2007, SPT had to hire-in additional shipping capacity - at high levels in a buoyant market - to meet customer contract obligations. The weak spot tanker market that evolved in the second half of the year, prior to the winter season, brought further difficult conditions for SPT, particularly in 4Q07 when it had some excess short-term tanker capacity that was difficult to employ in a profitable way. In the second half of the year, the first four of SPT's six new Aframax tankers were delivered. Due to scheduling challenges in repatriating the vessels from Japan to USA only two became operational before the end of the year, while a further two will become operational in early January 2008. The remaining two ships will be delivered early in 2008. The 1986-built Norwegian-flag vessel had dragged its anchor in 50 knots of wind while it was undergoing engine repairs. It was towed into a safe deepwater anchorage within nearby Portland Harbour.

Mark Rodaway, Portland Coastguard Rescue Co-ordination Centre Manager said: "The vessel came to within 60 yards of going aground and had less than a metre of water under the hull at the time of attaching the tow. Units on scene reported that it was a close run thing that the vessel did not ground given the prevailing swell conditions and wind conditions which consistently exceeded 50 knots.”

Tanker bursts into flames at Nigeria port An oil tanker burst into flames at Nigeria's Port Harcourt after two loud explosions were heard, police and security sources said. The tanker was most likely discharging refined fuel at the city's main port when it burst into flames, oil industry sources said, adding that supplies of crude oil from the world's eighth largest exporter were not affected. "There was an explosion and the tanker went up in flames," police commissioner Felix Ogbaudu told Reuters, adding that the cause of the blast was unknown. He said he had sent officers to the port to identify the ship's owner and discover if there were any casualties. The port has facilities to receive and store refined fuels, but is not involved in the export of crude oil. Nigeria's largest oil and gas export terminal at Bonny Island is 50 kilometre away. No group has claimed responsibility for the Port Harcourt explosion. Militant violence around Port Harcourt has been rising in recent weeks after the collapse of peace talks with the government. The militants, who have vowed to halt oil exports from the Niger Delta, are demanding greater regional autonomy over the vast natural resources in the south of the country. Two people were injured on Wednesday when gunmen opened fire on six oil industry ships in the channel leading to Bonny terminal. Nigerian oil output has been running at 20 per cent below capacity for two years since militants launched a new wave of attacks on Africa's largest oil industry. Thousands of foreign oil workers have fled. Vice President Goodluck Jonathan held a meeting on Thursday with community leaders from the delta in an attempt to revive the collapsed peace talks with militants. He said he would assume leadership of a committee designed to lay the foundations for talks, and set an end-February deadline to conclude its work. The delta representatives asked the government to stop offensive military activities in the region and said the continued detention of a prominent delta militia leader in Angola was an obstacle to progress. HMCS Charlottetown Assists Vessel off Somalia Coast

From Combined Task Force 150 Public Affairs Canadian multi-patrol frigate HMCS Charlottetown (FFH 339) provided assistance to five mariners adrift on a stranded vessel in the Gulf of Aden off the coast of Somalia. Upon approaching the vessel as part of routine Maritime Security Operations (MSO), the crew of Charlottetown noticed the vessel had been stranded without food, water or fuel. The vessel had been adrift in the Gulf of Aden for seven days with only a tarp rigged as a makeshift sail. Charlottetown provided the stranded mariners with enough supplies for the vessel's return to Bossaso, Somalia. Charlottetown is currently deployed as part of Combined Task Force (CTF) 150, which is responsible for MSO in the Gulf of Oman, Gulf of Aden, Red Sea, North Arabian Sea, and parts of the Indian Ocean. CTF 150 is currently under the command of Pakistani Commodore Khan Hasham Bin Saddique. CTF 150 has previously been commanded by France, the Netherlands and Germany. Source : MarineLink

Submarine Collided with Cargo Ship On January, 7 an Indian submarine was hit by a cargo ship off the coast of Gujarat, the Telegraph reports. “INS Sindhughosh”, a kilo-class submarine procured from Russia in 1986, was refitted last year and is one of the navy’s most modern machines. A naval headquarters source said the submarine’s fin attached to the conning tower, a radar antenna and the periscope were probably damaged. Damen Starts Joint Venture Damen announced that the Damen Shipyards Group has purchased 49 percent of the shares of Albwardy Marine Engineering (AME), Dubai, United Arab Emirates AME is a company active in ship repair, shipbuilding, repair of offshore units and diving activities. AME has facilities in Dubai, Fujairah (UAE) and Salalah (Oman). AME employs approximately 780 people, of whom the vast majority is active in repair. Participating in AME enables Damen to construct vessels (high speed naval craft, ferries, tugs, workboats and dredgers) in Dubai for the local market, as well as serving Damen customers through repairs and services. Provisions for “Assistance to Small Shipyards’’ allow for grants for capital improvements, and “related infrastructure improvements at qualified shipyards that will facilitate the efficiency, cost-effectiveness, and quality of domestic ship construction for commercial and Federal Government use. The grants may not be used to construct buildings or other physical facilities or to acquire land unless such use is specifically approved by Marad as being consistent with and supplemental to capital and related infrastructure improvements. Marad says it intends to award the full amount of the available funding through grants to “the extent that there are worthy applications”. It says: “There is no dollar limitation on the amount of a grant for which application may be made; however, the Maritime Administration will seek to obtain the maximum benefit from the available funding by awarding grants for as many of the most worthy projects as possible.” Source : Maritime Global Net

REQUEST One of the readers, is asking on behalf of a friend, of who’s deceased partner sailed on the DURANGO VICTORY if onE of the readers is having a photo of this Victory class cargo ship which was launched January 1945. The DURANGO VICTORY was one of the cargo ship produced in large numbers by North American shipyards during World War II to replace shipping losses caused by German submarines. The first vessel was SS United Victory launched at Oregon Shipbuilding Corporation on 12 January 1944 and completed on 28 February 1944, and had her maiden voyage a month later. American vessels frequently had a name incorporting the word "Victory". The British and Canadians used Fort and Park respectively. After United Victory, the next 34 vessels were named after allied countries, the following 218 after American cities, the next 150 after educational institutions and the remainder given miscellaneous names. The AP5 type attack transports were named after US Counties, without "Victory" in their name, with the exception of USS Marvin H. McIntyre (APA-129), which was named after President Roosevelt's late personal secretary. Although initial deliveries were slow — only 15 had been delivered by May 1944, by the end of the war 531 had been constructed. The Commission cancelled orders for a further 132 vessels, although 3 were completed in 1946 for the Alcoa Steamship Company, making a total built in the United States of 534

Rio finishes $1.8b port upgrade Rio Tinto has announced many steps to boost its iron ore operations since the takeover bid by BHP Billiton. Rio Tinto, fighting an approach by rival BHP Billiton, said it had completed a US$1.4 billion ($1.8 billion) upgrade of its Dampier iron ore port in Western Australia on time and budget. Rio has announced a series of initiatives to build its iron ore mining business since BHP made an overture in November to acquire the company with its own scrip. "We are investing heavily to help Rio Tinto take advantage of the strong demand growth in the global market, particularly in China," Sam Walsh, Rio Tinto's iron ore division chief executive said yesterday.

Rio Tinto recently said prices for iron ore from Australia to Chinese ports were on average US$50 a tonne less than the price from Brazil, due to the huge difference in freight rates from Australia to China compared with from Brazil. Annual capacity of the port in Western Australia was increased to 140 million tonnes from 74 million tonnes, it said. A key feature of the upgrade was the installation of two new ship loaders at the port to allow two vessels to be loaded simultaneously and up to four vessels to be berthed at one time, reducing the time ships wait to be loaded, the company said. Rio on Monday unveiled plans to buy three freight carriers for US$315 million to help transport iron ore from Western Australia, where it has allocated more than US$1 billion for expansion work. Rio Tinto is the world's second largest iron ore miner behind Brazil's Vale. BHP is No 3. Rio immediately rebuffed BHP's advances, although BHP has persisted in promoting what it calls "compelling synergies" in a tie-up, underscored by the two companies' neighbouring iron ore operations in Australia. Britain's Takeover Panel overseeing corporate acquisition activity has ordered BHP to decide by February 6 whether to make a bid for Rio or walk away under a "put up or shut up" clause. THE Maritime and Port Authority of Singapore has released annual statistics showing records across the board. It revealed double-digit growth in terms of tonnage, container throughput, bunker sales and Singapore-flagged ships. Ship calls at Singapore in tonnage terms rose 11% to 1.46bn gt compared to 2006. Container traffic rose 12.7% to 27.9m TEU. Total cargo tonnage rose 7.8% 483.4 million tonnes. Bunker sales grew 11.2% to 31.5m tonnes. MPA said that the latest figures put Singapore in a strong position to maintain its lead as the world's busiest port in terms of shipping tonnage, the world's top bunkering port and a major container transshipment hub. Meanwhile the Singapore Registry of Ships reported that the Singapore-flagged fleet grew 13.8% 39.6m gt. The Approved International Shipping Enterprise (AIS) scheme attracted 18 new companies during the year, bringing the number of international shipping groups with operating offices in Singapore to just under 100.
