Explanatory Note

Availability of documents

1. This index, prepared by the Documentation ServicesDivision of the Dag Hammarskjold Library at UnitedNations Headquarters, is intended to offer a bibliographicalguide to the proceedings and documentation of the twenty­eighth year of the Security Council and of its committeesor ad hoc committees that met during the year.

Arrangement

2. The index consists of the following parts:

(a) Introduction, including list of the Presidentsand check lists of meetings of the Security Council andits committees.

( b) Agenda, with reference to the relevant subjectheadings used in part (c).

( c ) Subject index. SUbjects are arranged alpha­betically, with reference to the documentation, discussionand disposition of each item.

(d) Index to speeche~. Speeches and statementsby representatives are listed in alphabetical order bycountry or organization, subdivided by subject discussedand by name of speaker, with an indication of the meetingat which the speech was made. The remarks of the Presidentof the Security Council and of chairmen of committees arenormally not indexed. The speeches of chairmen andrapporteurs of committees are included, however, whenthey presented or explained the reports of their committeesto the Council. Statements and speeches made by privateindividuals representing an organization to which a hearingwas granted are listed under the name of the organization.Statements made by officers of the United Nations Secre­tariat are listed under the name of the office or departmentthey represented.

( e ) Numerical list of documents, arranged by docu­ment symbols. This list also contains information as to therepublication of mimeographed documents in the printedfascicles of Supplements to the Official RecQrds.

All verbatim records of meetings of the SecurityCouncil appear first in provisional mimeographed form.They may be identified by their symbol, which consists ofthe series symbol, S/PV.-, followed by a number corres­ponding to that of the meeting, e.g., S/PV.1684 (see Intro­duction, under "Checklist of meetings"). Verbatim recordsof meetings are later printed as separate fascicles in theOfficial Records.

All documents of the Security Council are first issuedin mimeographed form. A selected number of them aresubsequently printed in the Supplements to the OfficialRecords, where they are arranged chronologically infascicles, each fascicle covering a quarterly period. Reportsare issued individually as numbered Special Supplements,The resolutions and decisions adopted by the SecurityCouncil, first issued in mimeographed form, are latercollected 10 a separate fascicle of the Official Records ofthe year. After their republication in the Official Records,the provisional mimeographed documents are no longeravailable.

Agenda1. The Council's practice is to adopt at each meeting,on the basis of a provisional agenda circulated m advance,the agenda for that particular meeting. At subsequentmeetings an item may appear in its original form or withthe addition of such sub-items as the Council may decideto include. An item once included in the agenda there­after remains on the list of matters of which the Councilis seized, until the Council agrees to its removal.
