Is there enough on ethics?I don' t believe in the concept of the "goodSouthern/Poor" versus the "badNorthern/Rich". Men and women are goodand bad everywhere as their circumstancesallow them to be. We should focus moredecisively on changing ethics . Laws andregulations will never be enough if people'sbehaviour is not framed in a new ethic, basedin the values of equity and shared frugality.#26Delmar Blasco, Int'l Council of VoluntaryAgencies, SWITZERLAND

Protection of Environment and NatureUnder - development has been accentuated bythe interventionist omnipresence of the stateand its intrusion into the lives andcircumstances of the individual. In alldecisions taken by the state, incoherence isaggravated by inertia. The only assuredconsequence of this is oppression in all itsstifling misery. The remedy to this is simple:The state must only intervene in those areaswhere its involvement is inevitable; such as adefense, security, education, and the struggleagainst poverty-areas where till now itsperformance has been disastrous. #48 transportation (like trains) to come here getMokhtar Azouz, Association pour laProtection de la Nature et de l' Environn,TUNISIA
