VILLAGE OF OAKFIELD BOARD OF TRUSTEES MONTHLY MEETING September 11 th , 2017 @ 5:00 pm A regular monthly meeting of the Village of Oakfield Board of Trustees was called to order at 5:00 p.m. by Mayor Jason Armbrewster, followed by the Pledge to the Flag. The following Trustees were present: John Igoe, David Boyle, John Mullen, Scott Boring. Also, Present: David Laney, DPW Supervisor; Steve Mountain; Mountain Engineering President; Zoning Enforcement Officer, Rick Pastecki; Fire Chief, Sean Downing; Fire President, Buck Hilchey; Assistant Fire Chief, Chad Williams. PUBLIC COMMENTS: None. OLD BUSINESS: 1. Main St Sink Hole and Drainage Project Update: Mayor Armbrewster and Mountain Engineering President; Steve Mountain gave the Board a verbal update. A Letter from the home owner at 60 S. Main was presented to the Board. The Board will, in writing, provide a written timeline of the projected plans for full restoration of the sink hole on Main St. 2. Waste Water Plant Improvements Update. Mountain Engineering President proposed 3 options for designing and engineering beginning the improvements at the plant, beginning with an addition to the sludge storage barn and drying beds. Still no official word on securing grant funds as 4 applications were submitted in the amount of $3,820,000. A Motion was made by Trustee Boyle to approve Mountain Engineering Services to alternative one which was part of the approved Waste Water Plant Improvements Capital Project at a phase one cost of $25,500, Second by Trustee Boring. A regular monthly meeting of the Village of Oakfield Board of Trustees was called to order at 5:00 p.m. by Mayor Jason Armbrewster, followed by the Pledge to the Flag. The following Trustees were present: John Igoe, David Boyle, John Mullen, Scott Boring.

Also, Present: David Laney, DPW Supervisor; Steve Mountain; Mountain Engineering President; Zoning Enforcement Officer, Rick Pastecki; Fire Chief, Sean Downing; Fire President, Buck Hilchey; Assistant Fire Chief, Chad Williams.

PUBLIC COMMENTS: None.

OLD BUSINESS:

1. Main St Sink Hole and Drainage Project Update: Mayor Armbrewster and Mountain Engineering President; Steve Mountain gave the Board a verbal update. A Letter from the home owner at 60 S. NEW BUSINESS:

1. 2018 Labor Day Celebration; Oakfield Betterment Committee. The Board of Trustees is in support of having the Labor Day Celebration at Triangle Park in 2018 but needs to address potential costs, size limitations and liabilities before officially approving.

2. Resolution #22- 2017: Authorizing Public Hearing for Fire Protection District for the Village of Oakfield.

A Motion was made by Trustee Mullen To Approve Resolution #22- 2017: Authorizing Public Hearing for Fire Protection District for the Village of Oakfield, second By Trustee Boring. Ayes: Boring, Boyle, Igoe, Mullen. Carried.

3. Oakfield Historical Society Report. No Report Submitted.

4. Approval of September 2017 Abstract.

A Motion was made to by Trustee Boyle to approve the September 2017 Abstract, Second by Trustee Mullen. Ayes: Boring, Boyle, Igoe, Mullen. Carried.

5. Approval of August 14th, 28th 2017 Minutes.

A Motion was made to by Trustee Boyle to approve the September 2017 Abstract, Second by Trustee Igoe. Ayes: Boring, Boyle, Igoe, Mullen.

6. August 2017 Investment Report. The Board reviewed the Investment Report and found no issues.

7. D.P.W. Report. Written Report Submitted.8. Clerk’s Report. Written Report Submitted.

A Motion was made by Trustee Boring to approve the usage of Triangle Park for a OAE Girls Soccer can drive, second by Trustee Boyle. Ayes: Boring, Boyle, Igoe, Mullen. Carried.

9. Mayor’s Report. Verbal Report was given.

A Motion was made by Trustee Mullen to enter an Executive Session @ 6:45 PM to discuss a personnel issue, second by Trustee Igoe. Ayes: Boring, Boyle, Igoe, Mullen. Carried.

A Motion was made by Trustee Boring to exit Executive Session @ 6:57 PM, second by Trustee Igoe. Ayes: Boring, Boyle, Igoe, Mullen. Carried.

Having no further business to come before the Board, the meeting was adjourned @ 7:08 PM on A Motion by Trustee Igoe seconded by Trustee Boring. Ayes: Boyle, Boring, Mullen, Igoe. Carried. The next regular Board Meeting will be September 25th, 2017. @ 7:00 p.m. and include a public hearing on comments for or against the creation of a fire district or fire protection district.

The Village Board of the Village of Oakfield met at a regular board meeting at the Village Board Room located at 39 Main Street in the Village of Oakfield, New York on September 11 th, 2017, commencing at 5:00 p.m. and the following members were:

WHEREAS, all Village Board Members, having due notice of said meeting, and that pursuant to Article 7, §104 of the Public Officers Law (Public Meetings Law), said meeting was open to the general public and due and proper notice of the time and place whereof was given as required by law; and

WHEREAS, the purpose of the proposed Oakfield Fire Department Protection District, Subject to Permissive Referendum, is to allow the Oakfield Fire Department to operate as its own taxable entity through agreements with the communities it will protect.

WHEREAS, the Village Board of the Village of Oakfield finds it in the best interest of the Village of Oakfield to hold a public hearing to consider said local law, at which time and place all interested parties and citizens for or against the proposed Oakfield Fire Department Protection District, Subject to Permissive Referendum will be heard.

NOW ON A MOTION OF _Trustee Mullen _ which has been duly seconded by _Trustee Boring be itRESOLVED, that the Village Board of the Village of Oakfield will hold a public hearing on the 11th day of September 2017 at _5:00_ p.m. at the Village Board Room in the Village of Oakfield, to consider a proposed Oakfield Fire Department Protection District, Subject to Permissive Referendum.
