1. EXECUTIVE SUMMARY

The strategic partnership between Europe Union (EU) and Latin America and Caribbean (LAC) is marked by historical, cultural and economic relationship, as well their convergence of basic values and principles. The compromises on human rights, democracy, governance, social cohesion are very similar, so these characteristics permit to have an easy understanding about the characteristics of each region. Associated with regular SUMMITS of heads of government held during the last decade have facilitated and strengthened cooperation and dialogue between the two regions.

Considering this context the project FOREST promotes policy dialogue for cooperation in R & D + i in ICT between the LAC and the EU, by promoting lectures, forums for political dialogue, networking and dissemination of information via the website of the project. The project's goal is to identify opportunities for cooperation between the EU and LAC for both short term and long-term and identify the instruments to support research (Funding).

The objective of present document, called “Roadmap for the synchronisation of support instruments to research” is to influence future cooperation among funding agencies as key actors of research policies.

The national agencies which participated in the Concertation Workshop were contacted by the FORESTA partners to verity the progress in their national positions related to international cooperation in ICT research which were identified in the studies of national, regional, international and bilateral support projects and mechanisms for ICT research.

The countries surveyed (Argentina, Brazil, Chile, Colombia and Mexico) have multilateral and bilateral agreements between themselves and with countries of Europe Union, and basically there are lines of financing for projects and scholarships at various levels (graduation , post-graduation, others.). These funding may be streaming that are credit lines available for submission of projects at any time or well defined times throughout the year or for calls that are open lines for R&D+i for a particular subject or area.

There is not a continuous synchronization between the countries of Latin America and Europe with regard to credit lines, for each surveyed country are worrying about solving their problems in ICT, except in bilateral and multilateral actions that there is a synchronization such as in the 2nd Coordinate Call EU-BR, see figure 1, where the topics are:

• Cloud Computing for Science: To explore cloud computing solutions that address researchers needs when building applications of high relevance for grand challenges using distributed resources;

• Sustainable technologies for a Smarter Society: To explore systems solutions to build sustainable complex systems to address current society challenges for better living, supporting the emergence of smart services and applications;

• Smart services and applications for a Smarter Society: To support the deployment of interoperable infrastructures exploiting new trends on future internet and open data to create context aware services and applications of relevance for citizens in domains such as management and monitoring of large crowds at large scale events;

• Hybrid broadcast-broadband TV applications and services: To support the development of hybrid broadcast-broadband TV applications and services to address new generation of TV applications.

The idea is to have one proposal per topic and expected financing of 10 million of euros. The consolidate work programme will be released on april 2012.

2. INTRODUCTION

The Fostering the Research Dimension of Science and Technology Agreements (FORESTA) partially funded by Europe Commission on seventh framework programme promotes policy dialogue for ICT (Information and Communication Technologies) research cooperation between Europe Union and Latin America through activities such as the organization of conferences, policy dialogue forums, networking sessions, and the dissemination of information through the project website.

Document presents the result of work package 4: Coordination with other projects and national funding agencies. The aim of this WP is to enhance the impact of the FORESTA project within ICT R&D+I environment in which different stakeholders are active. The involvement of European projects, national funding agencies or other bodies in charge of ICT research policy design, support an implementation in the countries (Argentina, Brazil, Chile, Colombia and Mexico).

WP4 considers that research dimension of international dialogue can only be enhanced if research actors are brought together and share an understanding of common research and political priorities in Europe and Latin America. WP4 builds on the results of WP2 and WP3, but the WP3 identifies the key challenges for the future, WP4 puts them into the context of available support instruments and provides recommendations on how to meet those challenges.

The WP4 started with a preliminary analysis identifying and assessing the impact of on going projects from different R&D+i frameworks, as well as assessing the involvement of the national funding agencies of the Argentina, Brazil, Chile, Colombia and Mexico. The analysis were oriented towards qualitative aspects like methods, actions or support schemes used to enhance collaborative international research in ICT sector.

According the D4.2, the number of main funding agencies are presented in the figure 2. The number of significant agencies is reduced, but the funding agencies are involved in a significant number of international cooperation projects. In the five countries is a common place the funds for research come mostly from government origin with restricted budget and priorities. It is not common to find private resources funding projects.

There are many difficulties to execute cooperative projects and at D4.2 the following items were identified:

• Language barrier;

• Capacitation of researcher, including difficulty to training;

• Retain the researchers.

Also the bureaucracy involved at the international cooperation projects and national funding agencies is not understandable for researchers.

Therefore, the next chapters of this document present the follow up of funding agencies that participate on Concertation Workshop and make a roadmap for the synchronisation of research funding.

3. METHODOLOGY The aims of task 4.4 (T4.4) is to prepare a document with follow up and roadmap for the synchronisation of research funding, so the FORESTA consortium contacted the agencies which have participated in the M14 Concertation Workshop to verify the progress made in changing their national position on any of the key issues related to international cooperation in ICT research which were identified in the studies of national, regional international and bilateral support projects and mechanisms for ICT research and in the report summarising the related key challenges and conclusions for ICT policymakers delivered by T4.1, T4.2 and T4.3.

The figure 3 shows the methodology used in the Work Package 4.

The T4.1 – Study and Contacts with on going projects – presented a clear explanation of the on-going relationships fostered either by European Framework Program project, including bilateral agreement between the LA countries and the EU and between the LA countries and individual EU countries;

The Study on Latin America national funding agencies action in international cooperation projects (T4.2) identified the main funding agencies in each country and the critical factors that influence the ability of research organisations from the target countries to launch or get involved in collaborative projects with European counterparties;

Considering the tasks 4.1 and 4.2, the concertation workshop with on-going projects and national funding agencies (T4.3) realized in Brasilia on September 21 to 23, 2011 brought together and enhanced the dialogue between the facilitators of international cooperation and the owners of funding programmes, in order to stimulate the national funding agencies from the LA countries to share experiences and practices to facilitate the emergence of common position and encourage the synchronisation of support instruments to international cooperation in ICT research.

Finally, the T4.4 – Follow up roadmap for the synchronisation of research funding – collected and analysed the questionnaires and information received from the FORESTA partners and summarised in to a strategic roadmap for the synchronisation for research funding,

considering the results of Taks 3.3 – strategic Recommendations on key priorities to be jointly addressed by the EU and Latin American countries.

The roadmap summarized the obstacles, set out the current trends in LA countries and in Europe as well as proposing ways to synchronise better the policy dialogue in support of international research cooperation.

4. ROADMAP FOR THE SYNCHRONISATION OF RESEARCH FUNDING

The concertation workshop realized in Brasilia on September 21 to 23, 2011 was satisfactory since it allowed understanding the needs of the target countries (Argentina, Brazil, Chile, Colombia and Mexico) and Uruguay. During the presentations it was possible to discuss each one's needs, thus identifying the main points of cooperation in research funding that could occur between Latin America and the European Union.

The audience of conference are formed by Government, Academia, Industries and associations, including representatives from projects funded by the European Commission, for example: FIRST, PRO-IDEAL and from Brazilian funding agencies FINEP (Financiadora de Estudos e Projetos) and CNPq (Conselho Nacional de Desenvolvimento Cientifico e Tecnológico).

According the methodology of FORESTA project presented on chapter 3, the national agencies which have participated in concertation workshop was contacted by the FORESTA partners to verify the progress they made in changing their national positions on any of the key issues related to international cooperation in ICT research. The positions about the synchronization of research funding were summarized in this chapter.

It is important to say that the funding agencies of each country is working with projects and scholarships for students and researchers in the unilateral, bilateral and multilateral forms , however there is no clear coordination between the countries as it occurs within the EU framework program.

Therefore, this chapter presents the main funding programs within the area of interest identified during the workshops held conferences in each country within the WP2 and Policy Dialogue Council held within the WP3.

4.1. Research Priorities Areas The concertation workshop identified the common themes between Latin America and Europe Union, as well as the lines of funding and cooperation between the regions. The concertation workshop identified five areas:

• Equality / Social Inclusion and Accessibility.

Also, the event permitted to define 7 technologies:

4.2. Roadmap for synchronization of research funding in Argentina In April 2007, the Argentinean Secretary for Science, Technology and Innovation of Production (SECyT), then part of the Ministry of Education, launched its Strategic Plan on Science, Technology and Innovation “Bicentenario” (2006-2010). The Plan takes some inspiration, e.g. from European foresight studies and projections, and has four major components: Global scenarios, Agro-Food, the Industrial Sector and Higher Education. In December 2007 the previous mentioned Secretary was upgraded to the Ministry of Science, Technology and Innovation of Production (MinCyT).

The main S&T organization in Argentina is the Ministry of Science, Technology and Productive Innovation (MINCYT). This is the governmental institution responsible for the design and implementation of the national S&T policy, the coordination of the activities carried on in this sector, control and assessment of S&T administration, as well as the promotion and dissemination of these activities.

Depending upon this Ministry, there are two organizations:

• CONICET: National Council of Scientific and Technological Research is an autarchic governmental entity, under the jurisdiction of the Ministry of Science, Technology and Productive Innovation. The major area of technology are:

o Agricultural Sciences, Engineering and Materials;

o Biological and Health Sciences;

o Exact and Natural Sciences;

o Social and Humanitarian Sciences;

o Technology.

• ANPCyT: National Agency for the Promotion of Science and Technology is the main entity devoted to the promotion and performance of science and technology in Argentina. The ANPCyT is intended to strengthen public-private linkages and coordinate S&T programs by centralizing decision-making. It administers three funds:

o FONCYT: Fund for Scientific and Technological Research

o FONTAR: Argentinean Technology Fund

o FONSOFT: Fiduciary fund to promote the software industry

A comparison between Latin American countries in terms of total S&T investment as a percentage of GDP shows Argentina in 3rd place in 2007 with 0.51% after Brazil (1.11%) and Chile (0.68% - 2004 figure).

Similarly, in 2007 Argentina holds that position among Latin American and Caribbean countries in expenditure per thousands of the population at $67.6 ($108 for Brazil; $76.6 for Chile – 2004 data). In terms of number of researchers for every 1,000 economically active people Argentina is the best performer (year 2007: Argentina 5.68, Brazil 2.02; Chile 2.78 (year 2004), Mexico 1.08). Moreover, the qualification of Argentina’s researchers is quite good by regional standards taking into consideration that approximately 25% of them have a PhD.

The presence of women researchers increases constantly and now exceeds the number of male researchers. Their qualification level is very high. Similar to Europe, there is no discrimination at the entry and first career levels, but a large majority of management positions is still occupied by men. The trend is, however, positive: the percentage of female in R&D personnel moves up from 41.5% in 1995 to 48.1% in year 2000 and 50.03% in 2007.

The world share of Argentinean cited literature increased during last years: from 0.15% in 1990 up to 0.21% in 1999 and 0.49% in 2007. On a population basis Argentina produces more articles per 100,000 inhabitants than Brazil and is second only to Chile in Latin America (in year 2000: Argentina 14.3, Chile 15.5, Brazil 7.8 and US 116, Spain 64). In 2007, some 6,479 Argentinean publications were registered in Sci Search.

4.3. Roadmap for synchronization of research funding in Brazil Brazil has a long tradition on international cooperation, not only in projects but also in researchers development. The Ministry of Science and Technology (MCT) guides Brazilian organizations about external finance: finance funds, international organizations and agencies. International agencies work in the activities of bilateral and multilateral cooperation, supported by the Basic Agreements for scientific and technological cooperation signed by the Brazilian Government. The cooperation activities are established through bilateral agreements with similar institutions in other countries, multilateral programs and affiliation to international governmental and non-governmental organizations, secured by payment of annual contributions and are intended to contribute to the transfer of knowledge and experience that may be relevant to development efforts.

Brazil has many funding agencies, both on federal and state level. However, the most prominent ones are CNPq, FINEP, BNDES and CAPES on the federal level, see figure 4, and several funding agencies on the state level, like FAPESP (financing organization of the State of São Paulo), FAPERJ (financing organization of the State of Rio de Janeiro) FAPERGS (financing organization of the State of Rio Grande do Sul), FAPEMIG (financing organization of the State of Minas Gerais) and others.

The National Council for Scientific and Technological Development (CNPq) is an agency of the Ministry of Science and Technology (MCT) responsible for the promotion of scientific and technological research and training of human resources for research in the country. The CAPES (Coordination of Improvement of Higher Education Personnel) which has study grants that include the possibility of studying abroad.

FINEP (Research and Projects Financing) is the Brazilian Innovation Agency subordinated to the Ministry of Science and Technology (MCT). The mission of FINEP is to promote economic and social development of Brazil through the public support for science, technology and innovation in companies, universities, technological institutes and other public or private institutions.

BNDES is the government Brazilian development bank which is the main financing agent for development. The bank offers several financial support mechanisms to Brazilian companies of all sizes as well as public administration entities, enabling investments in all economic sectors. In any supported undertaking, from the analysis phase up to the monitoring, the

BNDES emphasizes three factors it considers strategic: innovation, local development and socio-environmental development.

The federal government in Brazil, through CNPq and CAPES, started a mobility program, called Frontier Science Program (CSF: Ciências Sem Fronteiras), with the propose to launch seeds of what could revolutionize the R&D system, exposing Brazilian students and researchers to an environment of high competitiveness and entrepreneurship

Also in Brazil have several programmes and financing schemes for ICT, so the main programmes are:

• Lei  da  Informática  (IT  Law):  Reduction  on  IPI  (tax  over  industrialized  products)  for  IT  products;  

• Lei  de  Inovação  (Innovation  Law):  Provides  incentives  for  scientific  and  technological  research.;  

• Lei   do  Bem   (Good   Law):  Alteration   in   the   calculation  of   enterprise   income   tax,   for  companies  that  invest  in  R&D  projects.;  

• Lei   Rouanet   de   Pesquisa   (Rouanet   Law):   Deduction   of   taxes   from  50%   to   250%  of  value  invested  in  Research;  

• Subvenção  Econômica   (Economic   Subvention):  Allow  private  enterprises   to   receive  non-­‐refundable   funds   from   the   government,   which   varies   10%   to   200%   of   the  amount  requested,  depending  on  the  size  of  the  bidder;

• Law  11.484  created  two  programmes:  o PADIS  (Programa  de  Apoio  ao  Desenvolvimento  Tecnológico  da  Indústria  de  

Semicondutores):  Reduction  of  taxes  for  enterprises  that  make  investments  on  R&D  for  electronics  semiconductors  and  displays;  

o PATVD:   (Programa   de   Apoio   ao   Desenvolvimento   Tecnológico   da   Indústria  de   Equipamentos   para   TV   Digital):   Reduction   of   taxes   for   enterprises   that  make  investments  on  R&D  for  digital  TV  equipment.  

• Plano  Brasil  Maior   (Greater  Brazil  Plan):  This  program   launched   in  August,  2011   to  increase   the   competitiveness   of   Brazilian   industries   under   the  motto   "Innovate   to  Compete.  Compete  to  Grow”.  

It  is  important  to  say  that  Brazil  has  several  bilateral  and  multilateral  funding  instruments  as  presented  on  the  document  D4.2.

4.4. Roadmap for synchronization of research funding in Chile Chile has two funding agencies and for international support for research in various areas, including turn to ICT, they are CONICYT (National Commission for Scientific and Technological Research) and CORFO (Innova Chile program). The CORFO is responsible for creating and managing a special line of funding to have an attractive offer to make easier the decision to establish R&D+I international institutions in Chile. The International Cooperation Program of CONICYT, promotes the integration of the national scientific community with their peers abroad, on the basis of scientific excellence mutual and common interests, implements and manages the policy of international cooperation

The program to attract international centre of excellence allows to have new opportunities for research and business, so the program contributes to the following benefits:

• Faster access to new technologies, knowledge and knowledge applied sources

• Creation of new work places highly qualified,

• Collaboration with local centers and technological institutes in the country.

• Contribution to strengthen the capacity of the National System of Innovation for Competitiveness (SNIC)

• Decreased migration of skilled human resources,

• Formation of a stable critical mass of high specialization ,

• Incorporation of knowledge management capabilities, distribution, transfer and commercialization of results in the local SNIC.

The program will focus on capacity building for the production of results associated with the development of relevant areas and sectors for the local competitiveness prioritized by the Governmental Committee on Innovation for Competitiveness, as: Aquaculture; Food Industry; Mining; Special Interest Tourism; Global Services. Also it considers the transversal sectors as: Biotechnology; ICT; Energy; Walter Resources and Environment. Many of this sectors are presented on priorities topics.

and the leading agency of public administration which coordinates the National System of Science, Technology and Innovation (SNCTI). Its objective is the consolidation of the international projection of Colombia in this field. The ACCION SOCIAL is a public and official organization of the Colombian government created by Decree 2467 of 2005. It brings together two previously independent agencies: the Social Solidarity Network (RSS) and the International Cooperation Agency (ACCI). The National Learning Service (SENA) was established on 21st June 1957 as a result of a joint initiative of organized workers, businessmen and the Colombian catholic church with the support of the International Labor Organization (ILO). SENA is an entity, among others, which supports the co-financing projects of productive innovation and technological development through public calls, seeking to generate higher levels of productivity by strengthening the technological capabilities of enterprises.

As  Argentina,  Brazil   and  Chile  has   several  bilateral   and  multilateral   funding   instruments  as  presented  on  the  document  D4.2.  

The new proposal is to create in Colombia a productive model based on knowledge and research. According to the new framework, 10% of the resources from royalties will be allocate in science and technology (around of 544 million of dollars per year).Expected R&D+I investment in Colombia is XXXXXXXXXXXXX

Considering the research topic, the roadmap of funding instruments in Colombia are:

• FONTIC (ICT Fund) is a Special Administrative Unit attached to the ICT Ministry, which funds plans, programs and projects in order to facilitate the universal access and services to support the development of the E-health in the country (http://www.crcom.gov.co/?idcategoria=41717);

• Francisco Jose de Caldas Fund, is a tool from COLCIENCIAS for creating more transparency and efficiency in the use of resources for R&D+i to attract investment of governmental organizations at national or territorial level (http://www.colciencias.gov.co/sites/default/files/upload/documents/ley1286-2009.pdf)

• Post Law (1369 2009) allocates resources for R&D+i from the FONTIC to funding activities, programs and projects of the ICT sector (http://www.crcom.gov.co/?idcategoria=41718#).

• The General System of Royalties comprises the resources that represent a significant percentage of the national government transfers made to municipalities to finance investment programs (http://www.colciencias.gov.co/noticias/regal-para-la-ciencia-tecnolog-e-innovaci-n-camino-la-prosperidad-regional).

4.6. Roadmap for synchronization of research funding in Mexico Mexico has two main national funding agencies: The National Council for Science and Technology ”CONACYT” and its Regional State Councils for Science and Technology, as well as the Federal Ministry of Economy and its respective regional state authorities. Mexico has already a long lasting experience with international cooperation in science and technology. Most of the bilateral cooperation agreements date to the 70s. Multilateral agreements exist for science and technology since the 80s. Main international ICT research networks collaborating with Mexican institutions are LACCIR, AL-IVEST IV and FRIDA.

In principle foreign entities can participate in the development of research and technology development projects, but can’t apply for funding in national programs, unless they have residency in Mexico.

Some sector funds are available to finance projects related to the sector and promote the creation of technology parks or clusters. The main programs of this sector are:

• PROSOFT: Supports activities related to the development of software, ICT services, Business Process Outsourcing, Contact and Call Centres, and Embedded software.

• PROMEDIA: Focused to the development of interactive media industry, has the objective to create the required conditions to assure the growth and consolidation of this industry;

• PROLOGICA: Is another program, oriented to raise the competitiveness of the logistical service industry

Parallel to the governmental programs exist international ICT research networks with their own funding in which Mexican institutions participate, like the Latin American and Caribbean Collaborative ICT Research Federation (LACCIR): A Virtual Institute, which was created in 2007 as a response to a Microsoft Research’s request for Proposals to provide Latin American and Caribbean Universities with a sustainable virtual collaborative environment to promote cross-country research and education solutions. The primary goal of the LACCIR Federation is to encourage academic collaborative research in ICT as an enabler of economic and social development.

5. CONCLUSIONS During the execution of the FORESTA project, mainly in WP2: Organisation of Conferences corresponded with in Policy Dialogue, WP3: Foresight studies on long term perspectives and WP4: Coordination with Other Projects and national funding agencies, was identified that target countries in Latin America have similar problems in the field of ICT and the existence of common priorities in policy and funding instruments shows that there is reciprocity between the EU and LA, and this reciprocity is increasing considering the crisis in Europe and the growth of LA.

The reciprocity is increasing in scope and volume of funding, and the need for R & D + i is a growing need into polices of target countries and at this context financial instruments allow these goals are met. In general, the LA governments are holding major investments in R & D + i policy reconciling the policies with the necessaries tools for its implementation and involving the private sector, especially SME.

The target countries have bilateral and multilateral agreements, as noted in Chapter 4 of this document and D4.2: Study on Latin America national funding agencies action in international cooperation projects. These are agreements among themselves and with the EU. The credit lines are for projects and scholarships for students and researchers, including private companies. Despite the difficulty of the language as raised during the work, target countries knew the necessity of collaborative projects for the growth of their knowledge, technology and economy, so the partnership with EU is extremely important.

However, there is a lack of synchronism of actions between the countries of LA, a fact that is not so dissimilar in the EU due to the structure of the framework program. Not being an economic block, although there is MERCOSUR, each country has its economic policy and funds are released as needed for each country, there is no timing in launching joint and/or coordinate calls for proposals. This fact possibility the countries to be investing in the same line of R & D + i without, however, there is a synergy between the parties, possibly leads to rework.

Due to the characteristics of each country, the timing of investment funds in R & D + i is not simple because collides with political and economic problems, and the relevant legislation in each country. The main alternative to improve the timing and thus provide a roadmap unique among the countries of LA and the EU is to promote discussion on this topic involving all stakeholders interested in this topic, so projects like FORESTA, FIRST, PRO-IDEAL, among others are important for the dialogue between the EU and LA strengthen and move towards a common goal, but considering the particularities of each country.

The second call coordinated ICT between Brazil and the EU launched in November 2011 shows that it is possible the collaboration between the regions, and similar initiatives should be extended to other countries in LA, strengthening more and more the two regions.

The document D2.8 presented the recommendations in cooperation scenarios identifying potential projects, and this document presents recommendations that there be a greater synchronization in the financing instruments for R & D + i. FORESTA project recommends:

1. That the Latin American countries continue to be considered as partners in the program preferences framework, due to socioeconomic factors that are very similar between countries, also Latin America has a great potential for growth;

2. That the EU closer the relationships to enhance collaboration in the projects of R & D + i to identify and facilitate bilateral or multilateral agreements;

3. That the LA is a preferential market for European technology and, as such, European programs must apply the best conditions for reciprocal research programs. This preferential treatment can be implemented by various actions, but, among others, the Line of Action of International Cooperation specialist should be empowered to coordinate all activities relating to international cooperation in Europe through the creation of the Research Forum for International Cooperation as a body to exploit synergies and coordinate actions and efforts of European activities at European, national, regional and local cooperation in addressing Latin America;

4. To promote ICT agendas strategic areas of R & D + i in order to converge the interests between the EU and LA. The format of the Technology Platforms is a valid vehicle for building the ICT sector, where the industrial points of view may be visible and deeply represented;

5. The organization of discussions between EU. and LA to determine the priorities in the programs of R & D + i;

6. The establishment of a training program to develop agendas for R & D + i in ICT. This training program should also include specific guidance on the ideal ways to participate in the funding programs of the EU and LA, especially for SME.

7. The actions in the effort to promote dissemination of the attractiveness of the European (HORIZON 2020) through intensive information dissemination to the best researchers around the Latin American region.

8. The creation of multinational cooperation mechanisms, such as the European EUREKA-EUROSTARS, which can benefit from cooperation between the various research groups in different Latin American countries.

9. The definition of rules, operating procedures based on European experience should be offered the LA funding agencies to explore opportunities for launching common calls to fund international research projects. The program IBEROEKA can be an initial step in the strength of such cooperation.

10. The establishment of permanent dialogue between the funding bodies in Europe and Latin America with a view to identify priority projects.
