Introduction: the ABRACADABRA STRATEGY and the selection Criteria approach for Case Studies

ABRACADABRA is based on the prior assumption that substantial increase in the real estate value of the existing buildings can play an important key role in the deep renovation. The project aims at implementing actions to:

- Reduce the pay-back time of the energy retrofit interventions; - Strengthen of the key investors’ confidence; - Increase quality and attractiveness of the existing buildings’ stock and, - Boost market acceleration towards the Nearly Zero Energy Buildings target.

ABRACADABRA will demonstrate to the key stakeholders and financial investors the attractiveness of a new renovation strategy based on volumetric Add-ons and Renewables Energy Sources (AdoRES) intended as one (or a set of) Assistant Building unit(s) - like aside or façade additions, rooftop extensions or even an entire new building construction - that “adopt” the existing buildings (the Assisted Buildings) to achieve nearly zero energy standards. The creation of AdoRES aims at reducing the initial investment allocated for the deep renovation of the existing building creating an up-grading synergy between old and new. The ABRA strategy may result in the implementation of a punctual densification policy within the built yet transformable parts and areas of the cities. In this context, ABRA’s objective is to provoke a legislative and market change accelerating the revolution towards nearly Zero Energy in existing buildings. In the ABRACADABRA process, the direct involvement of the main stakeholders (research bodies, public administrations, private owners, cooperative of inhabitants, professionals, construction companies, ESCOs, banks and financial institutions) is aimed at defining the existing legislative, technical, social and financial barriers together with the challenges and opportunities of the proposed strategy. Thus, during the National Meetings of the project and the International Workshops, ABRACADABRA is examining the strategy to balance the cost of energy retrofitting through building AdoRES. The deliverable D 3.6 Case studies- Selection Criteria aims to provide recommendations on common key criteria the selection of relevant case studies for the testing of the ABRACADABRA´s approach. The case studies, as well as the refining of the criteria for their selection, will be refined and /or identified through a series of activities including three capacity building webinars, and several capacity building session, which will take place during the lifetime of the project. Along with the classical "environmental", "social", "economical" elements that should be taken into consideration, D3.6 incorporates also some "institutional" and "geographical" indicators to ensure the most balanced selection across Europe, and the full coverage of all the institutional tiers: this approach is aimed at enhancing the impacts and replicability potential of the selected case studies. A preliminary list of best practices has already been drafted (D4.1), which contains several examples of the ABRACADABRA´s approach as instrument to foster the deep renovation in buildings. This list was used as a sound basis to build the D3.6 criteria that shall be followed in selecting the new cases.

1. SELECTION CRITERIA This report aims at providing the project the basic framework elements to get the best case studies from literature and from the international and national events organized by Abracadabra project. On top of that, the cross-geographical approach and the distribution of the different case studies in the wider context of the EU is essential to ensure that the same methodology is applied in the different climatic conditions and for different building types. The case studies will be used to demonstrate the feasibility of the different options in different European contexts. Consequently all selected case studies will be analyzed in their economic and financial aspect to obtain a model that will be combined with a risk analysis evaluation tool, to show to financial institutes and potential investors (e.g. developers, owners, etc.) the probability/entity of the risks, and calculate the economic value of the total assessed risk. Selection criteria have been framed into 6 (+1) COMPONENTS: each category has 5 elements to be taken into consideration in the face of analyzing a case. The number of categories and underlying elements has been kept purposely low and fixed to reduce excessive dispersion in selecting cases in such a wide area (Europe) and with so many differentiated countries and tiers. The ABRACADABRA Stakeholder community will in the future be actively involved at National, International and virtual level to enrich the already wide selection of outstanding cases.

1. GEOGRAPHICAL COMPONENT As already hinted above ABRACADABRA will pursue a balanced coverage of the European Union, in order to increase the replicability of its findings. Case Studies shall therefore be selected taking into account both a geographical coverage and a climatological coverage (where possible), in order to allow for implementation of technical, financial and regulatory solutions in a number of national contexts.

2. REGULATORY COMPONENT In fact ABRACADABRA strategy opportunities and results that could have been achieved when applied not only at the building yet at the district scale. Suitable urban areas should be identified according to their residual capability to bear an increase in urban load and provide the necessary services (integration of the existing services) such as parking lots and infrastructure nets. In the selection of case studies the legislative and market change accelerating the revolution towards nearly Zero Energy in buildings should be analyzed taking into consideration the following elements:

• Applicability at district or higher scale • Standardization/replicability • Residual urban capacity use • Legislative context influence (has the project brought pressure to some extend to the

regulatory framework in which it was implemented?) • Procurement (is there any Procurement - public or private - good practice that has been

activated?)

3. TECHNOLOGICAL COMPONENT Technological aspect of case studies should at least embrace good practices and lessons learnt on:

• innovative technological aspects • assessment of the durability of what is build/equipped (ideally with a LCA approach) • good practices related to maintenance • innovative aspect on the duration of works and in general on how the "works" process has

been managed (ideally with innovative aspects) • change of use and purpose • Integrated design as a basis for the design and delivery of a sustainable building: when all

project participants in close collaboration from an early stage, a significant improvement of the design process and the final outcome is potentially reached.

4. ENVIRONMENTAL SUSTAINABILITY COMPONENT All environment aspects that add to the innovation approach of the case study (other than RES and EE), i.e. Adaptation and/or resilience, harmony with the context or other Environmental Aspects should be taken into consideration for possible good practices. Elements that can be considered include: water cycle, waste management, internal air quality, noise, Life-Cost Analysis, etc.

5. SOCIAL COMPONENT From a social perspective, Abracadabra approach has to face a major challenge: the collection of the consensus from the inhabitants in case of deep renovation. The overall approval from the dwellers is, in fact, a prerequisite that shall not be underestimated. In addition to that other elements that a good case study could help to asses are:

• User-friendliness and comfort (internal and external) of the new building • Innovative Participation processes to manage the planning and work phase • Accessibility to all social categories • Social analysis to best act • Public image: location’s reputation makes a significant contribution to the building being

accepted by its intended users and visitors. Case studies that worked on these aspects can add value to Abracadabra activities

6. FINANCIAL COMPONENT All cases that developed Innovative schemes and leverage factors, or that create breakthrough models in Use of Funds or Public Private Partnership shall be taken into considerations. Standardized models shall be applied to the ABRACADABRA financial models in order to offer the market a replicable and safe scheme for further interventions. Abracadabra´s WP4 works specifically on identifying suitable technical, economic and financial strategies for EE renovation of buildings at EU level, and to obtain a consensus from the different interested actors: all cases that have other types of innovative financial element or that influence the "classic" financial indicators (ROI, ROE, Break even...) shall be surveyed.

7. INSTITUTIONAL COMPONENT Abracadabra acts on all types of buildings, also buildings publicly owned: having cases studies that take into consideration in a balanced manner all types of "institutional buildings" will give the project the widest spectrum of analysis and - as a consequence - of action. Public buildings can be owned States, Regions, Local governments, Social Housing Public Companies, Agencies: differentiation should be Abracadabra guiding star.

2. NEXT STEPS FOR SELECTION

Findings and contributions brought by the key note speakers and stakeholders during the international Workshop (Challenges and opportunities of the ABRACADABRA strategy), held in Bologna on 23 and 24 of June led to the construction of a background overview in deep renovation of existing buildings. Future webinars (ANNEX 1) and the 15 March 2017 International Capacity building session (ANNEX 2) will give the chance to collect new case studies directly from participants. The capacity building will be offered by a 1-2 days training, composed of a transfer of knowledge on the various aspects addressed by the project (technical, regulatory, financial), but also of a practical part, where the trainees will be asked to develop a project idea based on the inputs of the case study already addressed.
