groups!etc.!participating!in!the!Living!Lab!pilot!activities,!with!an!update!for!each!cycle!of!the!

project.!Focus!of!the!deliverable!is!to!illustrate!who!the!participants!in!the!different!pilots!are!

and! why! they! are! considered! as! being! important! for! the! networks! of! participants.! Equally!

activity! of!enlistment! of!engaged! user! groups,!such!as! why!the! user! group's!participation!is!relevant,!whom!they!represent,!what!their!interest's!are,!what!competence!they!contribute!

with,!potential!conflicts!of!interest!and!so!forth.!The!directory!is!also!supplied!as!a!separate!

Excel!sheet.!

The!other!part!is!this!document,!which!is!a!description!of!how!the!different!stakeholders!have!

been! contacted! and!selected.! As! the!deliverable! consists! mainly!of! the!directory!itself,! this!

accompanying!report!is!rather!short,!with!just!brief!comments!by!the!different!pilots!on!the!

enlistment!process.!

It! can! be! said,! as! stressed! by! Amirall! (2008)! that! even! though! user! involvement! in! the!

innovation!process!has!been!widely!documented,!such!as!for!example!in!the!notions!of!lead!

users! (von! Hippel,!2005)!and! the!Open! Source!community!(Tuomi,! 2006),!user! involvement!

has!been!seen!as!an! emergent! process!to!a! large!extent,!wit!low!degree!of!governance! and!

attempts! to! systematize! such! involvement.! Living! Labs! can! be! seen! as! such! an! attempt! to!

govern!and!systematize!user!involvement!in!innovation!processes.!

!

Even! though! we! in! the! project! aspire! to! learn! on! general! mechanisms! and! patterns! of!

relevance! to! the! Living! Labs! framework,! it! can! also! be! said! that! Living! Labs! are! highly!

contextualized,!deeply!rooted!in!the!local!and!regional!context!where!they!are!to!be!found.!Therefore,!we!have!at!this!stage!in! the!project! not!superimposed! on!pilots!whom!should!be!

enlisted.! It! has! been! the! responsibility! of! each! pilot! to! set! up! a! network! of! suitable! user!

communities!and!other!relevant!actors.!As!the!project!proceeds!it!will!be!an!issue!to!find!out!

how!general!this!selection!process!can!be,!and!what!actions!are!required!to!keep!engagement!

maintained.!

2.1.!Athens!

!

Identifying,! informing,!motivating! and!engaging! a! group! of! stakeholders! relevant! to!

the!pilots!focus!and!scope!has!been!and!will!be!an!ongoing!procedure.!In!spite!of!the!status!of!the!pilot,!whether!it!is!the!conceptual!phase,!the!planning!or!the!actual!pilot!implementation,!

the! categorisation! of! stakeholders! who! affect! and! are! affected! by! decisions! should! be!

performed!on!a!specific!approach!basis.!The!actual!Enlistment!of!all!these!groups!of!people!in!

a!living!online!list!which!will!be!informed!throughout!the!projects!life!span,!in!this!sense,!is!a!

principal!responsibility!of!pilot!leads.!

Focusing! on! internal! environment! actors,! thus! the! Municipality! of! Athens! and! its!

respective!administrative!and!elected!representatives!is!aligned!both!to!the!multi!level!change!

the!city!is!experiencing!during!the!last!months!and!to!the!consideration!of!the!city!authorities!

as! a! service! developer! and! provider! and! as!the! promoter! of! new! services,! because! of!the!

maturity! levels! of! participation! and!co7creation! being! stated! as! low!or! those! of! a! launch!

phase.! In! addition,! the! initial! internal! focus! is! expected! to! gradually! lead! towards! external!

factors,! stakeholders! or! communities,! in! terms! of! access! provision! to! already! existing!

networks,!groups,!and!communities!and!so!on.!

The!rationale!and!the!simple!thinking!that!lies!behind!this!approach!is!to!highlight!the!

important!role!of!the!enlisted!stakeholders!for!a!smart!square,!that!is!the!acknowledgement!

of!benefits!to!gain!from!Peripheria!project,!to!support!planning!of!the!motivation!approach,!

and! aim! at! their! engagement! in! promoting! participation! of! as! more! as! possible! groups! on!

social,!economical!and!cultural!issues!and!in!enhancing!citizen!engagement!in!developing,!co7

designing! and! prioritising! green! city! policies.! A! fundamental! part! of! this! rationale! is! the!

undisputable! need! for! attracting! citizens! back! to! participation! and! engagement! in! decision!

making,! create! citizen! awareness,! involve! citizens! in! e7participation! communities! that! will!

promote!service!co7creation!and!involve!visitors!to!become!proactive!in!providing!their!views!

on!the!city,!which!in!total!consist!of!our!project!objectives.!

The!online!list!has!been!fed!with!groups!beginning!from!the!internal!environment!of!

Municipality!of!Athens!and!arriving!at!external!actors,!with!the!implication!that!most!of!the!

internal!ones!are!considered!as!links!to!other!groups.!

The! envisaged! communication! strategy! and! respective! approach! on! informing! and!

engaging!stakeholders!at!all!Enlistment!levels!consists!of!simple!tools!that!may!guarantee!the!

diffusion!of!information!and!set!the!scene!for!engagement.!Therefore,!all!planned!efforts!so!far!have!been!implemented!through!face!to!face!and!group!meetings,!informative!emails!and!

calls,!offline!discussions,!with!the!use!of!project!and!pilot!scope!presentation!as!a!baseline.!As!

we!proceed!with!the! pilot!implementation,! the!intension! is!to!involve! more!groups!through!

the!above!presented!communication!approach,!and!interact!with!the!external!ones,!who!will!

have!to!be!involved!both!on!a!discussion!and!on!a!workshop!basis.!

Paying! specific! attention! to! people! groups! or! communities! traditionally!

underrepresented!in!such!initiatives,!procedures!or!projects,!is!of!priority!both!to!Peripheria!

and! to! the! Municipality! of! Athens.! To! diversify! from! existing! projects! and! maximise! the!

potential!efficiency!of!the!engagement!process,!the!early!recruitment!of!a!specific!volunteer!

team!as!a!contact!to!minority!communities!and!the!cooperation!with!city!projects!such!as!the!

launch!of!the!Immigrants!Council!web!portal!and!services!(a!website!under!construction!to!

serve! the! needs! of! the! wide! range! of! immigrant! communities:! contact! point,! legislation,!

events,!cultural!and!educational!events!etc),!is!planned.!

In!terms!of!difficulties,!we!may!identify!mostly!the!need!for!an!intensive!information!

provision!during!discussions,!to!make!sure!the!overall!objectives!of!the!smart!square!pilot!are!

well!understood!and!moreover,!the!clarification!of!the!match!among!the!objectives!and!the!

identified!need!for!participation,!especially!for!the!groups!not!traditionally!involved!in!similar!

projects!or!procedures.!

2.2.!Bremen!!

!

Stakeholders! of! Bremens! Smart!Street!pilot! are! selected! having! in!mind! that! realization! of!

services! related! to! public! infrastructure! needs! commitment! and/or! support! of! public!organizations.!Especially!an!organization!focused!on!communication!between!different!local!

stakeholders!(known!or!unknown)!is!important!for!identification!of!potential!partners!or!user!

groups!of!services.!Because!of!this,!the!WFB!(econ.!development!department)!was!invited!to!

join!in!early!planning!of!the!Bremen!pilot.!With!the!help!of!this!organization!it!was!possible!to!

establish!fruitful!contact!with!the!Lloyd!Passage!management!which!allowed!us!to!do!surveys!

and!(to!a!certain!degree)!advertisement!for!the!pilot.!Since!the!Lloyd!Passage!is!one!of!the!

places! where! the! Living! Lab! approach! takes! place,! commitment! and! support! of! the! Lloyd!

Passage! management! is! of! major! importance.! From! the! technical! perspective! SkiData,! the!

parking! system! provider! of! Brepark,! is! most! relevant.! The! company! was! identified! as! a!

stakeholder! once! the!planning! for!the! smart! parking!reservation! service! began! (early! Mai).!

With! SkiData! it! was! possible! to! get! a! competence! for! parking! management! systems! and!

therefore!an!understanding!of!technical!limitations!of!potential!services.!!

Identification! of! specific! user! groups! (citizens)! is! currently! explored! by! a! sub! project!

performed!by!students.!There!were!two!physical!surveys!(1!day!each)!in!Lloyd!Passage!and!

one!online!survey.!Results!and!recommendations!for!user!groups!are!expected!in!summer.!

2.3.!Genoa!

Our!pilot!project!has!the!goal!to!implement!a!more!secure!and!interactive!park,!and!we!start!a!

very!positive!collaboration!with!the!stakeholders!of!Villa!Pallavicini!(pilot!projects!site).!!The!

"Living!Labs"! approach! is!quite!new! for!us! and! we!are!excited! to! use! it.!We! have!an! open!meeting! with! representatives! of! istitutions,! cultural! associations,! scoutgroups! and! many!

others!and!thanks!to!them,!It'!s!now!possible!for!us!to!establish!some!useful!elements!for!the!

realization!of!the!pilot!project!as!the!type!of!service.!The!next!meetings!will!be!held!in!the!

park!to!have!a!direct!contact!with!the!needs!expressed!by!citiziens.!

!

We!are!going!to!extend!the!participation!to!other!entities,!using!web!channels!as!Facebook,!

MySpace!and!Twitter.!!

!

Also!all!contributions!collected!during!the!meetings!will!be!upload!on!the!new!tourism!board!

to!better!spread!the!initiative.!In!fact!the!new!Tourism!Portal!of!the!Municipality!of!Genoa!is!

now! the! new! point! of! synthesis! between! the! various! stakeholders! of! tourism! and! culture,!

spreading! their! contents,! giving! space! to! the! various! applets! designed! to! facilitate! the!

cognitive!experience!of!users!of!our!city.!

2.3.!Malm!

Various! approaches! to! selecting! the! different! stakeholders! have! been! considered,! such! as!

open!invitations!and!using!social!media!to!find!the!right!groups!to!collaborate!with.!Finally!it!

was!decided!that!we,!to! a!large!extent,!used!our!existing!networks!to! find! appropriate! user!groups.!Previous!to!the!Periphria!project,!the!Malm!group!had!initiated!several!projects!in!

the!Rosengrd! neighbourhoud,! which! led!to! contact! with! housing!cooperatives,! NGOs! and!

the!municipality!of!Malm.!Still,!as!to!ensure!understanding!of!the!Periphria!project!goals,!as!

well!as!to!address!shift!of!personal!resources!in!different!constellations,!our!previous!contacts!

wre! more! a! starting! point! of! setting! up! a! "sub7network"! that! is! more! relevant! for! the!

Periphria!project.!Not!the!least,!have!we!felt!a!strong!need!to!co7operate!with!other!ongoing!

projects! and! initiatives! that! are! currently! active!in! the! Neighbourhood.! This!illustrates! well!

how!Living!Labs!networks!are!contextualized,!not!only!in!specific!places,!but!also!how!they!are!

sensible! to!the! specific! timing!and! dynamics!of! ongoing!activities.!Even! though!these! other!

projects!and!initiatives!are!not!really!part!of!the!Malm!Living!Lab,!they!are!still!important!to!

co7operate!with!and!they!are!described!in!deliverable!2.1!Arena!Models.!

!

Also,! our! previous! experiences! have! shown! how! open! invitations! have! limited! effects.! We!

believe!firmly!in!in!personal!communication!for!setting!up!relations!that!build!on!mutual!trust.!

We!can!see!that!the!role!of!social!media!might!act!as!platforms!for!communication!as!the!

project!proceeds,!but!for!initial!bonding!and!enlistment!we!do!not!find!mediating!technologies!

to!be!the!best!solution.!

!

All! the! contacts! represent! a! balanced! mix! for! the! projecting,! including! underrepresented!

groups! such! as! young! people,! elderly! people,! migrants! and! women.! The! basic! strategy! to!

move! innovation! forward! (and! construct! scenarios)! in! the! Malm! pilot! is! to! align! diverse!

stakeholder! interests! and! everyday! agendas.! To! manage! this! we! have! set! up! a! process! of!

continuous! match7making! between!initiatives! and! interests! among!the! municipality,!NGO:s,!

business! partners! and! research/student! projects! at! the! university.! When! interests/agendas!

seem! to! be!able! to! reinforce! each! other! (and! all! parts!has! a! need! for! exploring!how! their!

respective!practice!can!be!improved)!we!try!to!do!some!collaborative!workshops!or!conduct!

small7scale!experiments.!A!number!of!workshops!with!the!different!stakeholders!have!been!

held,! which! is! described! in! deliverable! 2.1! Arena! Models.! We! expect! that! these! activities!

should! approach! joint!design!experiments! in!the! fall,!as! to!make!an! important!joint!driving!force!in!the!network.!

!

In! these! activities! a! mutual! learning! process! is! instantiated! that! gives! designers! and!

developers!possibility!to!learn!and!understand!practices,!while!stakeholders!learn!about!how!

the!own!potential!can!increase!through!interaction,!not!only!with!technologies!and!services,!

but!also!with!other!stakeholders!within!the!network!being!set!up.!

!

Considering!the!complexity!of!the!network!we!have!so!far!not!aimed!at!hosting!huge!

workshops!where!all!actors!participate!at!once.!Instead!we!try!to!run!continuous!series!of!

design!activities!with!different!actors!and!with!different!goals.!Eventually,!these!goals!can!converge,!but!it!is!not!considered!a!necessity!for!the!Living!Lab.!

2.4.!Milan!!%The! Milan! Pilot! has! been! started! when! the! Polytechnic! of! Milan! decided! to! activate! the!

project!Citt! Studi! Campus! Sostenibile! in! collaboration! with! the! University! of! Milan.! This!Pilot!is!young!and!takes!into!consideration!that!academic!campuses!are!relevant!urban!areas!

where! the! kind! of! knowledge! circulating! and! the! aptitude! towards! experimentation!makes!

them!suitable!for!LL!approaches.!Coherently!with!this!vision!the!main!stakeholders!involved!in!

this!first!phase!of!the!project!are!the!academics,!students,!and!all!those!directly!connected!to!

the!campus!life.!

The! project! has! been! presented! twice! to! the! Politecnico! community! once! to! the! UniMi!

community;! for! these! presentations! no! preference! has! been! given! to! the! participation! of!

specific!academic!categories.!

Two! main! drivers! are! considered! as! activators! of! the! campus! community! commitment:! 1)!

conditions,! situations,! mechanisms,! logistics,! and! practices! making! the! campus! an!

unsustainable!environment;!2)!ideas,!blue!prints,!visions,!analysis!and!hypotheses!developed!

by! the! campus! community! to! transform! the! campus! into! a! sustainable! environment.!

Acquisition!of!contents!related!to!the!two!drivers!has!been!planned!to!be!carried!out!via!a!

Web! Portal! (www.campus7sostenibile.polimi.it)! where! contents! (user! inputed! contents)! are!

discussed!and!can!evolve!in!coherence!with!the!discussion.!The!web7portal!is!considered!the!

key!mode!for!the!enlistment.!Enlistment!in!the!Milano!pilot!is!considered!as!the!construction!

of! a! community! of! interest.! Such! a! community! is! at!this! early! stage! limited!to! the!internal!

academic! community! but! it! is! planned! to! open! the! process! to! many! other! different!

stakeholders! (inhabitants,! commercial! agents,! cultural! agents,! schools,! hospital,! sport! hall!

management,...)!representing!all!the!urban!functions!located!in!the!area.!

Due!to!the!very!early!stage!of!the!project!it!is!not!yet!possible!to!supply!a!list!of!the!involved!

stakeholders.!

2.5.!Palmela!!%

The!pilot!project!began,!for!Palmela,!when,!during!the!participatory!local!public!management!process,!it!became!clear!the!need!of!providing!public!services!for!distant,!rural!areas.!

As! we! have! an! automotive! cluster! located! in! Palmela,! and! we! have! a! LL,! leaded! by! an!

Association,!Fiapal,!where!Municipality!and!automotive!companies!participate,!we!began!to!

think! on! a! solution.! When! it! became! clear! that! it! was! possible! to! have! a! municipal! desk!

installed!in!a!vehicle,!we!looked!for!the!stakeholders.!It!was,!then,!clear,!that!we!need!to!have!

the! Municipality,! Fiapal,! automotive! companies,! research! centers! that! usually! work! in!

Portugal!for!the!development!of!automotive!and!mobility!cluster,!the!politechnic!of!Setubal,!

and,!of!course,!the!local!associations!that!represents!the!citizens.!

!

We!can!say!that!there!are!no!stakeholders!missing,!because!local!associations!represents!the!

generality!of!citizens.!But!it!is!true!that!there!are!sectors!under!represented,!considering!their!

specific!interests!(for!instance,!there!are!no!women!association!on!that!area,!but!women!do!

participate!in!general!local!associations,!and!some!of!them!are!leadered!by!a!woman).!

The!engagement!of!the!stakeholders!is!not!easy!to!achieve!at!the!same!level.!But!its!possible!

to!have!the!participation!of!the!stakeholders.!

!

The!activity!has!been!carried!out,!mostly!in!different!levels!of!participation.!In!a!more!engaged!

way!by!the!Municipality,!Fiapal!and!its!associates!and!research!centers,!and!as!users!with!local!

agents.!We!intend!to!try!to!engage!more!local!partners,!about!new!services!and!how!to!use!

the! tool! weve! created! to! carry! citizens! needs,! expectations,! opinions! and! complaints! to!

municipal!administration,!and!the!Mayor.!!

So!far!all!the!pilot! cities!in!the!project!have!managed!to! find! relevant!stakeholders,!but!it! is!

important!to!note!that!this!list!is!not!a!final!list!but!a!living!document!that!will!be!constantly!

updated!through!the!project.!Enlistment!strategies!have!differed!somewhat!in!pilots,!but!have!

been!a!common!thread!of!discussion!on!project!meetings!and!in!the!regular!Skype!meetings!

that! the!pilots! have.! The!contextual! circumstances!also!differ!among! pilots,!from!the!newly!

started!Milan!living!lab!to!the!Malm!living!lab,!which!already!had!a!structure!to!start!out!

from.!

!

The!most!common!approach!among!the!pilots! to!proceed!with!the!enlistment!activities!has!

been! to!work!through! established!networks!and! contacts! and!gradually!evolve! the!network!

with!new! contacts.!When!a! new!stakeholder!has!been!included,!their! network! and!contacts!

has!often! been!approached! in!the!next!step.!One! example! is!how!WFB! (econ.!development!

department)! in! the! Bremen! pilot! helped! to! establish! contact! with! the! Lloyd! Passage!

management.!In!a!similar!way!the!Athens!Pilot!has!started!with!internal!actors!working!within!

the!municipality!and!using!their!contacts!to!reach!external!groups,!networks!and!communities!e.g.!they!recruited!a!specific!volunteer!team!as!a!contact!to!minority!communities.!The!Malm!

Pilot!has!also!used!stakeholders!such!as!the!organisation!RGRA!to!get!hold!of!other!groups!

such! as! Herrgrds! Women! association.! This! strategy! for! initial! user! involvement! is! also!

recognized! by! Draetta! and! Labarthe,! who! makes! a! distinction! between! direct! and! indirect!

method!of!recruiting,!where!in!the!latter!third!parties!acts!as!mediators.!

"These! methods,! defined! as! networking! consist! of! asking! to! potential! users! to! designate!

other!users!to! form! a!chain.!This!method!relies! essentially!on! the!mobilization! of!relational!

resources."!(Draetta!and!Labarthe,!2010:3).!Considering!that!it!might!be!hard!to!engage!end7

users,!especially!often!underrepresented!groups!(elderly,!women,!migrants!etc!),!this!strategy!

poses!a!viable!way!to!reach!those!groups.!

!

We!have!discussed!what!role!the!use!of!open!invitations,!blogs!and!social!networked!media!

the!personal!communication!and!face7to7face!meetings!works!better!in!the!initial!phases!of!

enlistment.!This!is!mostly!due!to!the!fact!that!it!is!not!easy!to!engage!people!in!activities!that!

are!beyond!their!everyday!doings.!Also,!the!matter!of!trust!building!in!network!relations!calls!

for! personal! contacts.!Having!said!this,!it! is!also!expressed!in! several!pilots,!Athens,! Malm!

and!Milan,!that!the!role!of!communication!platforms!and!social!media!is!expected!to!increase!

as!project!activities!are!intensified.!As!the!pilot!work!proceed!issues!of!access!and!availability!to!information!will!be!of!high!importance.!

!

Many! of!the! stakeholders! can!align! and!connect! heir! everyday! activities!into!the! Peripheria!

project!and!they!could!gain!benefits!in!several!ways!by!joining!the!project,!such!as:!promoting!

their!activities,!learning!about!Living!Lab!approaches,!get!feedback!from!a!commercial!point!of!

view,!getting!new!solutions,!get!close!contact!with!end!users,!gaining!new!networks,!gaining!

new! perspectives,! gaining! knowledge.! However! there! are! also! some! potential! problems!

regarding!some!stakeholders!collaboration!with!Peripheria.!Many!are!working!with!their!own!

tight! schedules! and! synchronization! could! be! an! issue.! Some! stakeholders! still! lack! an!

understanding! of! the! benefits! of! Peripheria,! which! needs! to! be! addressed! (visible! services!

needed).!Also!a!potential!conflict!of!interest!could!be!the!uneven!power!balance!between!the!

municipality!and!NGO:s/residents!in!some!of!the!pilots.!

This!can!partly!be!said!to!relate!to!activities!beyond!mere!enlistment.!As!a!network!becomes!

richer,!more!complex!and!more!heterogeneous,!it!also!gets!harder!to!communicate!in!one!and!

the!same!forum.!This!means!that!having,!for!example!big!workshops!hosting!all!stakeholders!

at!the!same!time!might!not!be!the!most!constructive!way!of!ensuring!active!participation!and!

engagement.!All!pilots!have!held!workshops!in!the!first!months,!illustrating!project!objectives.!

In!several!cases!however,!such!as!for!example!in!Malm,!it!has!turned!out!that!having!several!

workshops,! addressing! different! topics! and! stakeholders,! works! better.! Especially! in! early!

phases! of! engaging! users! as! co7creators! it! seems! important! to! not! strive! for! immediate!

convergence,!but!to!support!participants!engagement!by!focusing!on!their!everyday!practices!

and!goals!in!relation!to!the!Periphria!project's!objectives.!!!
