Fernando Redondo Chief Executive Officer

Mr. Redondo is the CEO of the Chicago Skyway Toll Bridge and the Indiana Toll Road. His background started in the construction industry, where from 1988 to 1993 held different positions in Spain to later on between 1993 and 1999 work abroad heading the operations of two major construction developments in Indonesia and Malaysia. 2006 – Present: Indiana Toll Road Concession Company LLC Chief Executive Officer Awarded in April of 2006 to ITR Concession Company LLC a venture by Cintra Concesiones de Infraestructura de Transporte S.A. (50%) and Macquarie Infrastructure Group (50%), a 156.7 mile roadway leased on a 75 year concession, connecting Indiana, Illinois and Ohio. 2004 – Present: Skyway Concession Company LLC Chief Executive Officer Awarded in October of 2004 to Skyway Concession Company LLC, a venture by Cintra Concesiones de Infraestructura de Transporte S.A. (55%) and Macquarie Infrastructure Group (45%), a USD 1.83 billion contract to take over operations from the City of Chicago for a 99 year lease of the Chicago Skyway Toll Bridge, a 7.8 mile elevated roadway linking the Indiana Toll Road with the Dan Ryan Expressway. 2002 – 2004: Cintra Concesiones de Infraestructuras de Transporte, S.A. Head of Project Development Responsible for the project development of Cintra’s International Department that comprises relationship with Authorities, Clients and Advisors during the tendering stage. All projects have individual Project Managers that report to Mr. Redondo. 1999 – 2002: Gerens Hill International Operations Manager Responsible for the operations of the company and reporting to the CEO, being Gerens Hill International the number one Project and Construction Management company in Spain. Responsibilities included business and project development, the operational overview of projects including relationship with the Clients and the strategic planning of the company. The following are the most important projects developed by Gerens Hill International during those four years: Endesa Headquarters in Madrid, a one-hundred-and-thirty-five million US$ project, involving

the D+C of the biggest Spanish Utility Co. Parque Norte was the first of two office buildings developed by GMP Realstate in Madrid.

D+C value was forty-two million US$.

Castellana Norte was the second office complex developed by GMP, with a D+C value of twenty-two million US$.

Telepizza Headquarters Inmobiliaria Colonial office complex in Arturo Soria, Madrid. Mall in Zaratan, Valladolid, a USD 44 million project for Riofisa. Nassica Mall for Neinver. BBVA’s Headquarters refurbishment. Mall in Eisenhower Av. for Riofisa, a D+C PCM project estimated in USD 140 million project. Hotel and office complex in Barcelona for APEX.

1996 - 1999: NECSO Entrecanales Cubiertas, S.A. Project Director, Kuala Lumpur Petronas Twin Towers Country Manager for NECSO and Project Director for the Joint Venture with Malaysian Company Ekovest, to execute the fit-out of the Petronas Twin Towers in Kuala Lumpur, Malaysia, a USD 300 million project for Petronas owned KLCC. The project comprised the fit-out of both towers, including the below grade area, the typical floors, the two lobbies and the conference floors and executive floors of the Petronas tower. Each tower provides about 185,000 sqm of floor area not including the 275,430 additional underground area. 1995 – 1996: Huarte, S.A. Country Manager in Jakarta (Indonesia) A USD 396 million EPCM project dealing with the construction of a New Town in the rain forest of Irian Jaya for a USA based mining company Freeport McMoran. The project included the following facilities: 500 houses; 75 apartments; 2 schools; 2 mosques; 1 church; a 5,000 sqm office building; a retail and entertainment center; a complete sport complex including a 50mt swimming pool; squash courts; indoor and outdoor tennis courts, softball and soccer fields, etc. The project also included the construction of all the infrastructure and services reticulation, including a power plant, sewage treatment plan and water treatment plan and 55 km of roads. Additionally the project included the renovation of the International Airport of the city of Timika, including a new terminal, navigation aides and the runway extension, the construction of a light Industrial Park, a river and cargo wharf and a Sheraton Hotel. 1993 – 1995: Huarte, S.A. Mr. Losada has been working in the Treasure and Project Finance Department since 1998. Now he leads the Cintra’s financings all around North America either in the Car Parks, Highways or in the Airport sector: His role in all financing includes, among others, the following tasks: (i) Financial assessment of the projects in bidding

Rhonda Price Public Involvement/Community Relationship

Ms. Price has nearly 20 years of communications and public involvement experience. Her professional career as a television journalist began while still a student at the University of Texas in Austin and continued for several years at news stations in Austin, Waco, Beaumont, and San Antonio. As an anchor and reporter, Ms. Price covered everything from fires and floods to Texas politics and presidential visits, and includes among her fondest memories an interview with Oprah Winfrey. During her time with the City of Austin, Ms. Price handled media and community relations for the mayor and city council and worked on projects involving energy and water conservation, recycling, water quality, and the protection of endangered species. In current work, she is often engaged in public involvement activities such as responding to citizens’ requests for information, coordinating community meetings, media relations, website development, neighborhood outreach, meeting documentation, database development and maintenance, and the production of collateral materials.

Oversee community outreach and public information activities for $238 million 11.6-mile toll road being built from north Austin through Cedar Park and Leander. Activities include staffing a project hotline, coordinating neighborhood meetings and site visits, media relations, website development, neighborhood outreach, meeting sign-in sheets, comment cards, and other documentation, database development and maintenance, and production of materials such as fact sheets.

Activities include newsletter production, public comment management, staffing a hotline, public meetings, and website assistance.

Jesús Alvarez Arcos Quality and Environmental Manager Since 1999, Mr. Alvarez has served as Quality Manager of Cintra, and since 2005 he has worked as Environmental Manger of Cintra too. In this position, he is responsible for implementing the Quality and Environmental System on all concession in which Cintra takes part guarantying that the quality and environmental requirements are fulfilled (the legal ones, the ones required by the Client and the ones included in the Q&E procedures that are applicable to the concession).

In addition to that, Mr. Alvarez is qualified as Internal Chief Auditor, attending more than 20 quality and environmental audits per year in concessions all around the word.

Javier Martinez Ordoñez IT and Toll Collection Systems Manager

Mr. Martinez currently co-ordinates all the IT aspects of Cintra’s projects in the United States, Canada and Chile, being responsible for the design and implementation of the traffic management systems and toll collection systems in all Cintra’s concessions in the Americas. From this position he was involved in the preparation of SH 130 (Sections 5 and 6) proposal, and he is currently assisting Indiana Toll Road Concession Company in the implementation of a brand new toll collection system for the ITR, including a new Back Office and a Customer Service Centre and full interoperability with TAG.

Mr. Martinez has been working for Cintra during the last 8 years, where he has had the chance to follow the complete cycle of concession projects, from their bidding phase up to their operation. During this time he has occupied different positions, among which we can highlight:
