FOCUS Kansas City, Kansas City’s strategic and comprehensive plan, recognizes thatneighborhoods understand best how to direct their own futures. The first initiativein the FOCUS Neighborhood Prototypes Plan is a strategic assessment that enablesa neighborhood to evaluate its strengths and needs. Through the assessment pro-cess, a neighborhood can direct its assets towards its most critical needs. The FO-CUS Neighborhood Prototypes Plan identifies the assessment format.
There were two objectives for this neighborhood assessment:1. Self-identify its neighborhood type from the FOCUS Neighborhood Pro-
totypes Plan.2. Develop improvement strategies that will direct neighborhood improve-
ment, a “To Do” list incorporating participation by the neighborhood, com-munity partners, and the City.
Eastwood Hills conducted their neighborhood assessment workshop with assistance fromCity staff. Residents, business people and people who work in local institutions pro-vided input. These community members mapped their neighborhood, and identifiedassets and priority issues in their neighborhood.

The FOCUS Neighborhood Prototypes Plan recognizes that not all neighborhoods inKansas City are the same. The character and condition of neighborhoods vary ac-cording to their age, history, type of housing and other factors. Each neighborhoodhas different strengths and opportunities. Each neighborhood has different assetsand priorities, driving different strategies. FOCUS developed four unique neighbor-hood types that generally describe Kansas City neighborhoods. The four neighbor-hood types (assigned the colors Blue, Orange, Purple and Green in the neighborhoodassessment workshop) are:

Each neighborhood type suggests what actions are required for a neighborhood tobecome or stay healthy. The assessment is a beginning point from which the neigh-borhood can move forward and achieve quality living environments through a commit-ment to continuous improvement. The descriptions for these four neighborhood typesare contained in the FOCUS Neighborhood Prototypes Plan, Appendix A, “GeneralNeighborhood Descriptions/Types.”
In the assessment, the neighborhood defined the tools, actions and strategies for im-proving the neighborhood. The community will use this information to strategicallyapply public and private resources in a way that is based on the existing conditions,trends, opportunities, strengths and needs. Once other neighborhoods identify theirtype, then similarly “typed” Kansas City neighborhoods can connect and partner aroundcommon issues and projects and assist each other with developing their organizations.

Nestled in one of the woodsy areas in metropolitan Kansas City lies a vivacious commu-nity filled with spirit. With the charm of England and the hospitality of the South,Eastwood Hills has been through many transformations to become a unique neighborhood.
In 1844, Alfred E. Cole, his wife and four children were the first settlers of EastwoodHills. They left their home in Shady Valley, Tennessee to look for a better way of life.After settling in a small section of Eastwood Hills, Alfred bought all the land from BlueRiver to Eastern and from 51st to 47th. He later added the land east of Eastern toSkiles. Alfred’s second son Jesse extended the estate from the Blue River to Easternand the section east of Eastern to 43rd Street.
In 1897, Jesse sold the land to Interstate Land and Business Co. because he felt therewas no potential for residential real estate, due in part to the area being too remotefrom Kansas City. Interstate Land and Business Co. then sold Eastwood Hills to investorWilliam Murphy, who officially filed the name “Eastwood Hills” in the Jackson CountyCourt as a subdivision. Eastwood Hills was finally sold to Ralph P. Swofford and theMortgage and Investment Company. The residential community of Eastwood Hills beganto take shape. What began as a home to a family starting over has today turned into acommunity with tremendous growth and endless possibilities.

Members of this community are very organized and concerned about what goes on intheir neighborhood. This active group writes letters to appropriate organizations toaddress concerns, organizes their residents to stand together, and attends meetings tospecify needs that will benefit their entire community.
On Saturday, June 10, 2000, residents of Eastwood Hills assembled at the CorinthianMissionary Baptist Church for their Neighborhood Assessment workshop. During theworkshop, residents were given an opportunity to voice their opinion about several issuesaffecting their community. Participants exchanged ideas about the new developments intheir neighborhood (streets, sidewalks, sewer systems, etc.), and ways to encourage theorganizations working on those issues to improve their response times. Theybrainstormed ideas about how to overcome the challenges in their neighborhood, as wellas who they could partner with to successfully implement their suggestions.
The session closed with much hope and excitement over the new friendships made, thenew ideas sparked, and the opportunity to address their community needs.

STEP 1: My Neighborhood IsWorkshop participants identified how they experience their neighborhood, and con-sidered those things they want to protect, preserve or enhance in the neighborhood.They thought about the landmarks, paths, activity centers, districts, edges or bar-riers, and features. STEP 2: If I Could Fix One ThingIn every neighborhood there are some things that need to be changed. These things caninhibit residents from enjoying their neighborhood and from doing the things they like todo. Below is the list of “fixes” that workshop participants said they would like to see inthe Eastwood Hills neighborhood:
n Demand stringent code enforce-ment from the city
n Provide additional sewer systemsin the area
n Prohibit parking in the cul-de-sacat Wyndal Court

STEP 5: Describing My NeighborhoodThose who attended the workshop were asked to vote on the neighborhood type thatbest described their neighborhood. Their choice was Stabilization.
StabilizationMy neighborhood has been developed for some time. Several of the businesses andinstitutions located in the neighborhood may be changing, either recently expanding,scaling back services, just moved into the neighborhood or considering moving to anotherlocation outside the neighborhood. Places of worship, schools, recreational and enter-tainment facilities and businesses provide opportunities near my home.
Tree-lined streets, historic structures or qualities, public art and/or other amenitiescharacterize the neighborhood and give it a sense of place. Due to age, several of thestreets and sidewalks need repair or replacement and the water and sewer services mayalso need to be upgraded. Many houses, businesses, and public areas appear to lackroutine maintenance (painting, yard upkeep, tree trimming, awning repair, etc.) or arevacant. Such conditions are impacting the value of my property and I don’t know if Iwant to invest more money in the property.
Problems are starting to add up and are becoming harder to fix through our neighbor-hood association, a call to the City, or neighbors getting together to help one another.There are good aspects to the neighborhood but there are also problems that need to beaddressed if the neighborhood is going to continue to be a place I want to live.

STEP 6: Making My Neighborhood BetterEastwood Hills neighbors talked about specific actions they can take in order to ad-dress the issues and challenges identified earlier in the assessment. They brainstormedideas, concentrating on those actions that can be performed by the community to im-prove the neighborhood. Below is a list of all the ideas mentioned by workshop partici-pants. They voted on the ideas that they most want implemented to make their neigh-borhood better.
