Development cooperation is an important part of the foreign policy of the Czech Republic aimed at contributing to the eradication of poverty in the context of sustainable development, to economic and social development, to environmental protection, and to the promotion of democracy, human rights and good governance in developing countries. At the same time Czech development cooperation promotes the country´s political and economic interests and its good reputation abroad. The Ministry of Foreign Affairs (MFA) is the main coordinator of bilateral and multilateral development cooperation of the Czech Republic. Public institutions, private and non-governmental sectors are extensively involved in the theoretical dialogue about development cooperation priority countries and sectors as well as in the practical development activities in partner countries. Official Development Assistance (ODA) of the Czech Republic reached in 2014 the volume of 210.21m USD1. This amount includes all expenditures financed by public budget reportable as development cooperation and humanitarian aid. Internationally monitored indicator ratio of ODA to gross national income (GNI) remains the same as in the previous year, i.e. 0,11 %. The focus of Czech bilateral development cooperation are the projects implemented every year under the auspices of Czech Development Agency (CzDA) in priority countries: Afghanistan, Bosnia and

Herzegovina, Ethiopia, Moldova and Mongolia (countries with a bilateral cooperation program) and Georgia, Cambodia, Kosovo, the Palestinian Autonomous Territories, Serbia and Zambia (project countries). A total of 123 bilateral projects were implemented by the Czech Development Agency in partner countries in 2014, with a total volume of 17.26m USD. Trilateral projects, grants to non-governmental organizations, global development education, development cooperation awareness projects and many others were implemented under the auspices of the Czech Development Agency in 2014 as well. The MFA, in cooperation with Czech Embassies, implemented in partner countries small scale projects and projects of Development Economic Partnership. MFA conducted 4 sector evaluations of development activities and a meta-evaluation (assessment of 20 evaluation reports from 2012 - 2013 including the evaluation system settings assessment). Other Czech government bodies and authorities contributed to bilateral development cooperation as well: the Ministry of Finance through the program of Technical Cooperation Assistance on Public Financial Management, Ministry of Industry and Trade through the program of Aid for Trade and the Ministry of Interior through programs in the area of security and migration.

The Czech Government scholarship program for students from developing countries runs under the joint responsibility of the MFA, the

Ministry of Education, Youth and Sports and the Ministry of Health. About 500 scholarship recipients study every year in the Czech Republic and 138 new scholarships were granted for the academic year 2014/2015. Moreover, 0,96m USD was allocated for special scholarships for students from Ukraine. The Program of Placement of Czech Teachers to developing countries also continued to increase expertise level of university education and support university exchange.

Humanitarian aid which helps to prevent loss of human lives and to relieve human suffering caused by natural disasters or armed conflicts is a significant part of activities of the Czech Republic abroad. In 2014 the MFA promoted 35 projects in 26 countries worth a total of 4m USD to assist civilians affected by armed conflicts in Ukraine, Syria, Iraq, Gaza, South Sudan, Central African Republic as well as by natural disasters in Bosnia and Herzegovina and Serbia (floods), renewal after the typhoon in the Philippines and the Ebola epidemic in West Africa. The Transition Promotion Program aims to support democracy and human rights, creation and strengthening of democratic institutions, rule of law, civil society and good governance. In 2014 the MFA implemented projects worth a total of 2.78m USD. As to the volume of allocated funds, in 2014 the multilateral development cooperation considerably exceeded the bilateral development cooperation. The most important part of the Czech ODA expenditures remains the payments to the European Union and to the European

Development Fund (EDF) followed by membership and voluntary contributions to the United Nations Organization system, to international financial institutions and other specialized intergovernmental organizations. The ongoing priority of the Czech Republic in 2014 was to promote the representation of Czech citizens in international organizations, create suitable conditions for effective participation of Czech entities in multilateral development projects and use of specific Czech know-how in the development cooperation, as well as fulfillment of international commitments and active participation in shaping the new development post-2015 agenda. According to the ODA statistical reporting, which includes all the above mentioned instruments, the major recipients of Czech development cooperation in 2014 were: Ukraine (8.3m USD), Afghanistan (5.8m USD), Moldova (5 m USD), Ethiopia (3.7m USD) and Bosnia and Herzegovina (3.7m USD). Most of the expenditures were allocated to support the sectors of education (10.1m USD), government and civil society (8m USD), agriculture and forestry (4.9m USD), water and sanitation (4m USD), and health (3.4m USD).
