This alert procedure is to be used whenever an accidental oil spilloccurs which could possibly reach any navigable water ways or posea threat to environment or public health.

(1) Any company employee observing an oil spill of anyquantity must immediately notify his supervisor.

(2) The supervisor w i l l confirm spi l l , its cause, basicnature, rate of movement and possible environmental impactto the refinery manager.

(3) The refinery manager will make a preliminary oeiermi-nation of the seriousness of the spill and at his discretionhe will notify any or all of the follow!nc:

ACTION PROCEDURE

Action procedure will depend on location and type of spill - onsiteor offsite.

ONS IH: (1; Process area spills in or around process area will beHandled according to any or all the techniques below:

a. Treated (neutralized) acids, caustics b.v dilutionb. Recovered (vacuurr truck, hose or pumps) all oil

or petroleum products.c. Pick up by vacuum truck or allow to flow through

oil sewer system tor treatment or collection intothe AP] Separator. If volume 001 ng to eithersystem exceeds its capacity, the overflow will becontained in the secondary process water/oil re-covery tank No. 22. Environmental operator willwatch tank and separation to insure all oil orpetroleum products are recovered.

(2' Tant ^drnr. area - all spill in this area will be con-tained b.\ the dikeri are& surrounding each tank. The dikevalves win be closed to contain spill until recovered byvacuun tri,ck. Should the dike leaks or fail to retainnouids the flow will be allowed to raove into the sewersystem or oil separation, stabilisation pond. Additiona'iequipment and personnel will be utilized to insure no oilor petroleum products leaves holding ponds.

(3) Elsewhere at the refinery- spills can vary and willbe effectively controlled, contained and cleaned up byrefinery equipment and manpower before any significantenvironmental damage in done.

(4) Responsibility - The operation of the API Separator,process water tank No. 22. z'-.-jtion pond, stabilization/evaporation ponds will be the crude still utility roan andplant supervisor. The supervisor will ensure normal opera-tion and maintenance of equipment. The supervisor mayassign additional manpower to insure all areas are coveredto prevent additional environmental damage.

277 South, State Highways £ horth and 1° l^est will serve as the

alternate evacuation routes.
