Key Activities

MEL-MIL Strategy Workshop (1-2 days)

Timing: after Main Planning Conference (MPC), before Phase 2 Crisis Response Planning (CRP)

Attendance: Chief MEL-MIL, Event Managers, Chief Scenario, COMSITFOR, MEL-MIL Manager, CAX Manager, MEL-MIL Analyst, exercise OPR, TA J7 representatives (as desired), Experimentation and Doctrine representatives (as required)

Key Inputs: Approved EXSPEC and Training Objectives, draft EXPLAN

Scenario Modules 1-2, draft Modules 3-4

Transformational objectives/goals

Key Outputs: Main Event List

Recommended improvements to Scenario modules, especially strategic guidance documents, as required

Briefing to inform OCE J-7 and selected JWC staff

Incident Development Workshop (4-5 days)

Timing: after Phase 2 CRP – ideally after TA Operations Plans (OPLANs) delivery and analysis

Attendance: same as MEL-MIL Strategy Workshop plus SMEs (internal and external as required) and select Observer/Trainers (OTs) – those who have observed CRP and analysed TA OPLANs

Key Inputs: JFC and CC OPLANs and initial force lay-downs (when conducted after

Phase 2)

For CJTF exercises: ENDEX situation from corresponding NRF exercise (if linked)

JEMM (populated with updated exercise information)

Key Outputs: Master Incidents List

Storyboard framework for Events and Incidents

Plan for MEL-MIL Scripting Workshop

Key Activities

MEL-MIL Scripting Workshop (7-10 days)

Timing: at least four weeks prior to Execution to allow time to review and refine Injects, update STARTEX documentation and validate/synchronise CAX simulation

Attendance: same as Incident Development Workshop plus external scriptors (optimally including personnel who will man Response Cells in EXCON), additional analysts from Training Improvement Section and Training Assessment Section, additional CAX personnel, and TA headquarters’ liaisons (not to be part of TA during exercise)

Key Inputs: MEL-MIL framework developed during Incident Development Workshop

Friendly forces and SITFOR lay-downs at STARTEX.

Briefings (Scenario, OPLANs, SITFOR, etc.) and training (JEMM, JTLS, scripting, etc.)

Updated/loaded JEMM

JEMM databases from previous exercises (beware of copy and paste!)

Key Outputs: MEL-MIL ready for final refinement

Key SITFOR actions to be input/synchronised into JTLS

Detailed Event briefings for EXCON training

Draft Collection Management Plan

Inputs to STARTEX documentation (Intelligence Summaries, other reports, etc.) as necessary

Draft Cause and Effect slides for daily EXDIR meetings during Execution
