The need for CVS Cheshire East

The Community Voluntary and Faith sector (VCFS) in Cheshire East is a strong and vibrant sector, however the sector has and will continue to face significant challenges which it will need advice support and guidance on to enable it to respond and thrive. Over the last 5 years the sector has experienced a changing financial landscape with local and national statutory partners moving away from grant giving towards a more structured commissioning process with formalised procurement and tendering. The demand for many VCFS services has increased and there has been a greater expectation that the sector will meet this demand while also delivering services more cost efficiently than ever before. The core functions of CVS Cheshire East are therefore needed perhaps more now than ever before to enable the sector to:

recruit and manage an effective volunteer workforce enabling them to meet the growing demand within limited resources,

respond to the changing financial environment by broadening their funding base, being tender ready or developing and understanding consortium/partnerships,

providing the opportunity for a strong strategic voice for the sector and its volunteers, particularly representing small VCFS organisations or those with limited capacity,

using the voice to influence change and communicating this out to the wider VCFS. CVS Cheshire East recognises that we need to be a responsive organisation that is aware of and reacts to local and national issues that arise to support their members and the wider sector. To reflect the changes that have taken place and to ensure that CVS Cheshire East has its core functions at the heart of everything that we do during 2015-2016 there will be two main areas for focus;

1. CVS Cheshire East’s membership model will be changing to enable the organisation to raise funding from the service it delivers.

2. We expect to have 250 paid VCFS members and a wider community network of over 3000

individuals and 1500 organisations that work within or are interested in the VCFS or volunteering.

What our core service looked like during 2014-2015

Over the year we have;

Supported 352 organisations with development advice carrying out 1691 advice sessions with organisations.

Supported the development of 11 new organisations in Cheshire East.

Delivered 24 training sessions to 189 attendees (129 organisations) including, Social media, project management, monitoring and evaluation, consultation and first aid.

Supported 44 organisations with 51 funding bids worth £2,470,648 (one bid was worth £1,500,000). To date £471,614 has been successful. Of the bids that have been submitted and notified 83% have been successful.

Championed and promoted volunteering in the community through partners and events.

Advertised 698 volunteering opportunities for 120 members.

Enabled 1086 people to apply for volunteering roles.

Facilitated the Voice of the Sector, collecting and addressing issues raised by those working and volunteering locally.

Facilitated the Multi Agency working group which is taking forward joint working between the statutory agencies and the VCS. They have reworked the Compact into terms of reference and this group is taking up and addressing issues which have been raised by the voluntary sector.

78% of the volunteers we supported live within Cheshire East

The majority of members (85%) stated that we had supported them to identify a broader range of funding. A number of members stated that the support was key to their success in gaining the funding.

Projects we have undertaken

To support the achievement of the aims we have been delivering projects which have supported people to volunteer including,

Development of a Timebank – focused on Macclesfield

Xpand – a supported volunteering project for young people aged 16 - 24 not in work or education

Volunteer management at Eastern Cheshire NHS Trust – managing the volunteering programme on behalf of the Trust.

Learning from the past

CVS Cheshire East has been delivering a valued service to its members for the past 5 years. Our outcomes report completed in May 2015 has been the basis for this strategic review and has guided the development of the new vision and mission statements. From our outcomes measurement process we identified what the important aspects of the service were to our members.

Members were asked whether they would recommend CVSCE to another organisation. 100% stated that they would recommend CVSCE to other organisations. When asked why the main reason was that CVSCE provided good governance advice, was knowledgeable and had a range of resources.

The recommendations from the outcomes report have been built into the activity plans for each of

the mission statement areas attached at the end of this document (appendix 1).

By 2020, the programme will encourage and recognise delivery of ‘quality’ activity with 200 VCFS organisations achieving a recognised Quality standard or local assurance certificate.

To facilitate shared learning and the transfer of knowledge and expertise

By 2020, a network and peer support programme which engages at least half of the CVSCE community network.

To use our perspective to identify gaps and need and be a catalyst for nurturing and encouraging new activities

How we will deliver this – Our core programmes

Delivery of an information, advice and support service to those undertaking community activity covering all topic areas relating to setting up, managing and financing not for profit and/or charitable activities.

Delivery of a robust and varied training and development programme ensuring that the community gains the skills to deliver dynamic activity in their community.

Delivery of peer to peer networking programme utilising social media and technology as well as face to face sessions.

Production of resources and tools providing best practice for managing community activity.

To assist organisations to self-assess strengths and weaknesses through a diagnostic tool moving through to completing an accreditation process/quality mark - GRIPP

Manage a locally recognised assurance process which promotes and recognises good practice locally. – GRIPP

Work with statutory partners to ensure that there is good recognition of local and national quality marks

Delivery of an information, advice and support service to those involving volunteering activity within their work covering all topic areas relating to recruiting, involving, listening to and retaining their volunteers.

Aims and Objectives To gather the views of the sector and its volunteers and enabling a collective voice to be heard both locally and nationally. Use the voice to champion change and action through partnership and collaborative working.

By 2020 there is a robust evidence base demonstrating the size and value of community activity which is used by the community and partners to raise awareness and effect change. By 2020 CVSCE is actively representing a strong strategic voice for the sector and

volunteering with local and national partners.

How we will deliver this – Our core programmes

Carry out a biannual survey to gather and promote information and data showcasing the impact of volunteering on the community and local economy.

Regularly listen to the views and experiences of VCFS organisations and escalate trends to effect change.

Regularly listen to the views and experiences of Volunteers and escalate trends to effect change.

Facilitate the Cross Sector Working Group and support statutory sector organisations to engage and work with VCFS organisations.

Develop local mechanisms for individuals undertaking community activity, including volunteers to communicate with each other, sharing queries, concerns and experiences.

Deliver an information, advice and support service to encourage VCFS organisations to work collaboratively.

Making this happen

CVS Cheshire East is a small organisation with big plans and to achieve this we know that along with support from our partners we need to make changes and consider new ways of working.

Involving partners A core principle of our work has been and continues to be, Partnerships. We want to work with people, organisations and businesses that want to build, inspire and empower our community and volunteers to make a difference locally. We expect to continue to work with partners within the Statutory and VCF sectors and want to build the engagement and involvement of our business partners. We want to work with all partners in innovative ways which challenge current ways of working and develop novel solutions to address need. The plan below shows the key stakeholder groups that CVS Cheshire East aims to work with and how they would support or be supported by the service.

Making change Over the next 5 years we have 6 key objectives that we think are vital to us being a strong sustainable organisation.

We will be focusing on

1. Ensuring that we have extensive visibility and awareness of the organisation and its vision within the wider community and the VCFS, and increasing the size of the community network to over 6000.

2. Reviewing our organisational structure to create a team of trained Volunteer Champions supporting the service delivery – target 20:80 ratio (staff to volunteers) .

a. This includes volunteers undertaking activities to inspire individuals to volunteer and to give advice on undertaking and building new activity in their community.

3. Becoming a locally recognised standard for good practice in involving volunteers in the

delivery of services.

4. Review of methods of service delivery. Focusing on being a proactive service which is delivered by staff/volunteers out in the community.

5. Building our strong evidence of performance and impact including baselines against other

similar organisations.

6. Optimising our income and broadening our funding base, this includes a continued: o Growth of paid membership (350 members) o Growth of Corporate sector sponsorship and income (10% of income) o Development of projects and paid for services o Optimisation of expenditure and ensuring funding is delivering effective value for

money

How we will know it’s effective

Over the previous 3 years CVS Cheshire East has been developing a performance management and outcomes monitoring process to evidence the impact of the service and identify the success of activity. We now have in place an established system and will be using this to track the impact that we have on communities and on the individuals that work or volunteer to make a difference locally. As we will be undertaking an internal change process we will also be tracking the experience of our staff, volunteers and Trustees and share the learning and experiences with our community and with our peers.

Evaluating the success The management team at CVS Cheshire East monitor the performance of the service monthly reviewing the outputs of the service against set targets (appendix 1). The performance is also monitored by the trustee board. This is monitored through the Funding and Development Sub committee and at the Board meetings. Customer feedback is important to us and we use this to review the service and make adjustments. Each team has an improvement log where comments, complements and complaints are logged and actioned. We use this process to support continuous improvement within the service ensuring that it is meeting the needs of our customers.
