This is a one year project finishing in December 2013. Agricultural expert on a “grain to grain” ABC of farming Project.The project provides technical assistance to Internally Displaced Persons from South Ossetia located in a refuge camp in Shavshvebi. The main task is the motivation and organization of a Cooperative Farmers producer Group (177 families) and the cultivation of a area of farm land donated by the Georgian Government. The project involves training of beneficiaries in Georgia in Crop and Livestock husbandry as well as the creation of a model farming area of 124 ha. The refugee community is 70% self sufficient in food production. The realization of the project increases the food security for this group. The project is managed by

In 2007 The Polish Beef Association initiated a new programme to introduce a Quality Assurance scheme (Farm to Fork/Plate to Gate) in line with EU recommendations. This Programme known as the Quality Meat Programme (QMP and) is modelled on the Scottish System. QMS. Mr Gill is a main author and a member of the working group which provides advice on the management of a new industry organisation to implement the new Programme; he is Co-Author of the new standards for production at Farm level, for Animal Transport, Animal Feeds and Meat Processing. He was also responsible for organising study trips to the UK to observe Quality Management systems in Scotland, England and Ireland. These study trips took a wide range of industry stakeholders from Farmers groups, National and Local Government, Food Processing Industries and Academic Institutions. Currently Mr Gill is producing a series of extension tools (feed planning, economic and enterprise modelling, quality management) for use by Polish farmers operating within QMP. This eventually to be made available as a series of web based tools for enterprise planning.

Mr Gill was Team Leader of four International Consultants and four local staff and was also responsible for provision of a training programme for the internationalisation of the SME sector. He also contributed to the preparation and application of the EICC to become part of the Enterprise Europe Network. Other tasks included important training and discussions on methods to increase the bilateral trade of goods and services with countries of the EU as well as third countries in the region. He presented a series of Seminars and Workshops well received in BiH by SME support organisations and SMEs themselves. The team priority task was to evaluate the performance and programmes of the Bulgarian Payments Agency (State Fund Agriculture). The objective was to assess the possibility of providing this Institution with World Bank Funding Credit Lines to act as a counterpart to Bulgarian SAPARD funding applications. Mr Gill also was additionally tasked to evaluate the feasibility of developing the existing Bulgarian system of organisation of grain storage and agricultural produce marketing programmes for the Bank.

2000 ABC Poland for Consultant assistance, training and mentoring to nine regional authorities in the development of a regional strategy for rural development and in operational programming of EU funding. Technical input on rural development strategy as well as EU Accession issues related to rural communities. Training and workshop presentations on accessing and use of EU structural funds were presented to the Regional Authority Staff engaged in the process as well as Local Stakeholder Groups. These Regional Strategies were written in accordance with the priorities of the National Programme for Rural development and highlighted the development needs and local opportunities for funding under Polish SAPARD and eventual use of EU Structural Funds. They also directed State Funds, allocated regionally, to support these prioritised development opportunities.

Turkey World Bank Consultant Pre-appraisal/appraisal of Marmara Emergency Earthquake Recovery project. Participated in appraisal of project component relating to business rehabilitation and mitigation of social effects. Missions in-country were conducted in the period September 12th-October 8th in the middle of the ongoing disaster. His role was to survey and compile a database of damaged small and medium scale retail and industrial businesses. This mapping was essential for the post disaster rebuilding process of the local business community and it lead to a WB project being designed and finished for use in a very short period (27th

September). The team worked closely with local government entities and chambers of commerce to enable its rapid disbursement. The programme eventually developed a $250 mln facility that was made available to February 2000.

Mission to Southern Poland to witness the damage and discuss with local authorities needs to rehabilitate business and simplified procedures for delivering financial support and credit lines to affected businesses.

Consultant The Dutch Government Programme was designed to provide Dairy Technology transfer to 3500 farmers of North East Poland centred around a specially built advisory centre (“The Farmers House” in Nowa Ruda, Turosl).

The project provided training for farmers on Dairy farm economics, grassland husbandry, animal husbandry and farm mechanisation. The project was highly successful in increasing average milk yields and profitability for the dairy farmers participating and the farmer centre still operates under its own funding.

Also involved as project officer on management of 115 rural development projects including the establishment of new business and assisting established SMEs. The projects implemented at Gmina level under funding from America Aid to Poland; project manager for administration of commodity aid component of US humanitarian assistance to Poland.

Also worked as consultant for CEAS (Wye College) analysing the necessary level of farm subsidies to compensate for income loss by providing “environmental goods” in the UKs environmentally sensitive areas for English Nature. This work led to the setting of ESA payments for Exmoor, Pennines, Somerset Wetlands and the Lleyn Peninsular ESAs. At the same time Mr Gill was also enrolled as an M.Sc Student at the College studying Agricultural Economics as the first part of a Ph.D. Course. He left the College, however, after completing the M.Sc stage to work in Poland.
