> International Competition for elaboration of architectural and urban planning concept of the

development of the historic part of Kaliningrad city core

Client: Non-commerce partnership «Heart of the city» in association with the Government of Kaliningrad region represented by the Agency for architectural design, city-planning, and long-term development of the government of Kaliningrad region, and the administration of municipal entity ’”⁹The city of Kaliningrad’”⁹ represented by the Architectural and Constructional Committee of urban district ’”⁹The city of Kaliningrad’”⁹.

Development of a master plan that intends to find new concepts of the urban planning development of Kaliningrad City, through the regeneration of the historical centre in its new capacity as an important element of the urban environment.

The specific goals of the competition are: a) Development of an urban planning concept, providing a well-grounded approach to the competition area œš‘“›⁸Korolevskaya Gora and its surroundings’”⁹ (56 ha), which will later serve as a basis for the development of urban planning documents and land use regulations; b) Formation of an architectural and spatial proposal for the competition area œš‘“›⁸Korolevskaya Gora’”⁹ (app. 10 ha), in which historic and cultural facilities will be articulated with the creation of a new urban area.

The proposed urban concept is focused on three axes: a) A New image of the city, through historical buildings and urban fabric proportions ẃ–‚„ urban grid concept; b) viable spaces for people, culture and leisure ẃ–‚„ accessibility, public spaces and pedestrian flows; c) A New Centre for Kaliningrad, where History and Memory meet Art and Nature.

The urban grid concept is the main structure which supports contemporary architecture and activities, but respecting and evoking the memory of the medieval urban fabric.

Flows on the intervention area result from merging green axes, which connect natural areas around the intervention area, water landscapes from the river and the lake, historic spaces and public spaces that support urban viability.

It is proposed the urban regeneration of œš‘“›⁸Korolevskaya Gora’”⁹ and harmonization of the surroundings through planning a new city centre with a strong architectural image and dynamic public spaces. The final goal is to give the area the image of œš‘“›⁸centre of active city life’”⁹, and to ensure the recognition of Kaliningrad as a city of Russia and the international Baltic region through finding its own individual architectural image. The city centre should set new standards of living space, its quality and style, to become a œš‘“›⁸hallmark’”⁹ of modern Kaliningrad.

Development of a Masterplan defines and underlies a sustainable regeneration and development strategy of the Historic Centre of Asunción, through an urban development model that is suitable to the current context of the region and the capital city, in order to strengthen its urban identity, positioning it in the metropolitan and national context, while promoting its international projection. The proposal identifies different forms of intervention, according to the specific needs of the three different areas that compose the intervention area (Historic Center, Chacarita and Riverfront), seeking to meet their intrinsic character, so make the most of their potential and minimize risks and specific problems. The area of the historic center is marked by a process of residential desertification, associated to a growing of services.

Therefore, the intervention strategy in this area is marked by the rehabilitation of commercial and residential blocks, as well as the public space, with the aim of increasing the attractiveness and urban dynamics. Chacarita offers a casual, spontaneous, irregular and dense occupation of space and is located mainly in risky areas (of collapse and full).

For these reasons, the proposal seeks to promote social and spatial integration in the urban fabric of the neighbourhood, through the provision of a system of road infrastructures that open up the neighbourhood to the city and the riverfront, as well as a network of articulated public spaces with the green structure and some community support facilities. Finally, the riverfront is a new area of the city, connected to the road along the riverside, where it is intended to associate an image of modernity to the city and Guaraní identity and thereby optimising the potential of the bay.

We tried to give an overview of a reference territory creating an attractive, dynamic place for everyone, enhancing its location right in the heart of Oporto. With an operative view for the renewal of the block enhancing the interior as a quality and liveable public space, a place to live and a place to be. This strategy could be applied to other block’”⁹s in Oporto, a more liveable centre city with environmental and sustainable concern, , and also a economic revenue for the land owners and the municipality.

Development and execution of a territorial development and spatial planning operation aiming the renewal of the historical centres of Recife and Olinda creating local added value, resorting to privileged partnerships, becoming a reference in terms of urban renewal and urban reconstruction, at a regional and national scale.

The intervention proposal considered the goals issued by preliminary studies and plans drawn up for the site, in particular the Framework instruments (Planos Diretores) of Recife and of Olinda. This project evolved in two main phases ẃ–‚„ a Strategic Plan and Four Detailed Plans (Quay José Estelita and Quay Santa Rita, Recife Island, Vila Naval and Couqueiral and Olinda Isthmus) with 1.35 million m2 of gross floor area in a new urban land, with infrastructures, land plots dedicated to tourism related activities and equipments, figuring 9% and 12% respectively, i.e. a solution that enables the multi functionality of this territory, increasing its vocation for public enjoyment and leisure.
