Information Builders helps organizations transform data into business value with software solutions for business intelligence, analytics, integration and data integrity.

About BCEEThroughout its more than 150 years of existence, the main concern of Banque et Caisse d’Epargne de l’Etat (BCEE) has always been to meet the demands of its customers and the national economy.

Today, it is both THE Luxembourg bank par excellence and also a full service bank, recognized throughout the world for its results and its dependability.

Its sound financial standing, as well as that of its sole shareholder, the Luxembourg State, are the reasons why the international rating agencies Standard & Poor’s and Moody’s have awarded it ratings of AA+/A-1+ and Aaa/P-1 respec-tively, the best of any financial institution based in Luxembourg.

BCEE is not only held in high esteem by the rating agencies, but is also highly regarded by its customers, as it offers a wide range of products and services adapted to the needs of private individu-als, professionals and young people.

Luxembourg’s State and Savings Bank (BCEE) is modernizing its performance managementInterview with François Majchrzack, Head of the Financial Information Management Division at Luxembourg’s State and Savings Bank (BCEE), on implementing Information Builders’ Performance Management Framework (PMF) solution.

Could you tell us about BCEE?BCEE’s balance-sheet total in 2010 was €38,018 million, including €22,984 million in customer deposits. Its Tier 1 capital ratio in 2010 was 13.1%. The bank has 75 branches in Luxembourg, grouped into 15 Financial Centers.

What prompted BCEE to change its dashboard system? We wanted to upgrade and modernize the performance management of this new distribution structure. It had previously been managed using Excel, but this no longer met users’ needs.

In mid 2010 we kicked off a project to overhaul performance management and install a new dynamic, multidimensional system based on technology by Information Builders, that BCEE has been using for many years.

What needs do branch dashboard solutions meet? Are they used only by central management, or also by branch managers?BCEE’s central goal was to acquire an advanced and flexible performance measurement and management tool providing users with a multidimensional and fully customizable customer view. For example, because a number of financial products are subject to seasonality, branch managers and directors of banking skills centers must be able to monitor specific indicators if they are to measure the performance of these products. The geographic location of a branch may also require the study of precise indicators.

Today, 200 employees are using Information Builders’ Performance Management Framework (PMF) solution, including Branch Managers, Financial Center Directors, branch coordination and bank senior management, with the latter receiving regular KPI (Key Performance Indicator) reports.

How did you develop the solution to meet your needs? We chose Information Builders’ PMF solution for its functional scope and flexibility, but also because we wanted to stay with a single technology provider and conserve the capacity to control the solution’s source code.

This PMF solution also had the advantage of automating the calculation and loading of all KPIs, something that not all the solutions evaluated could provide. The main development we made to the Information Builders PMF solution was to add a functionality that breaks down aggregate KPIs so that users understand their detailed composition. This is crucial insofar that as a KPI “judges” the performance of a branch, its managers must be aware of the KPI’s composition in order to adopt it. Another less important development was to provide the directors of banking skills centers with the capacity to change roles in the application. For example, they can switch to “Branch Manager” status and thereby analyze performance indicators in a more granular fashion.

Could you describe in situ installment and tell us how long it took? The Information Builders Performance Management Framework project kicked off at BCEE late in 2010. After configuration and specific developments, an initial pilot group of 8 branches entered production in June 2011 and was used to make final adjustments. All branches have been in production since September 2011.
