Knowledge management/Lessons Learnt: Assisting projects to meet delivery obligations on performance through leading training, running workshops held and support in Knowledge Management and knowledge sharing as well as knowledge product development such as compendium creation, information mapping and website presentations to illustrate lessons learnt and experiences gained. Independent Benchmarking the Performance of Value Chain Development Project (IFAD supported). The overall goal of the Value Chain Development Programme (VCDP) has been to reduce poverty and enhance accelerated economic growth in a sustainable way. The specific programme development objective is to increase incomes and food security of 45,000 rural poor households engaged in production, processing and marketing of rice and cassava in the five targeted LGAs of six focus States. The assignment involved developing a set of metrics (quantitative and qualitative) to measure the states with each other. These were tested and then full data collection was undertaken. Project staff, stakeholders (farmers, value chain players, government and service providers were interviewed). Scoring was carried out on agreed weighted metric indicators including jobs created, OECD-DAC criteria (relevance, efficiency, effectiveness, sustainability and impact), thematic balance and least variability, cost per beneficiary and expenditure.

Catering Value Chain Analysis in Lamu County: An assessment of the catering value chain was conducted with the express purpose of identifying the food products in most demand in Lamu County and developing a strategy to support small and medium enterprises respond to the demands for food expected in the future. Specifically the tasks were: Assessment of demand for agribusiness products; Identification of constraints as well as opportunities faced by local food producers and value chain

players; Designed interventions and support measures to assist the focus communities, enterprises and

other players to participate more fully in the catering value chain. A contributing element of the study was the development of a number of scenarios as to what might

happen if the oil and gas sectors were not to develop at the pace expected. A number of recommendations were presented as sector interventions and support measures that

AKF and GIZ could consider during the life of the SOGA funding initiative including the development of associations and support such institutions need.

Data collection tools included direct interviews, FDGs and the a survey of key value chain players in numerous sectors these being agricultural (including coastal coconut production, maize, vegetables (horticulture) and oils), livestock (dairy), fisheries and understand market demand generated from developments as a result of the LAPSSET oil, gas, road and rail plans for Kenya.

The course covers all aspects of monitoring including issues project development and design (results frameworks), of indicator setting, KPI/OVIs and logframe construction, mission preparation, risk assessment and project performance review. The delivery mechanism is a combination of e-learning and face-to-face classroom interaction on site in Bank Headquarters in London. Developed the course content and curriculum and follow through delivery. Pre-Course and post-course support through engagement with delegates three months after the face-to-face course. FoodTrade East and Southern Africa (FoodTrade ESA) – Cost Benefit Analysis: Food Trade ESA is a 5-year programme aimed at improving national and regional markets efficiency in the trade of staples. FoodTrade ESA based in Dar es Salaam, covers 9 countries namely Burundi, Kenya, Rwanda, Tanzania and Uganda (East Africa) and Malawi, Mozambique, Zambia and Zimbabwe (Southern Africa). FoodTrade ESA systemically improves the functioning of national and regional staple food market systems and is designed to impact directly on over 400,000 households and consumers through stable markets for staple food products such as cassava, beans and other crops. Through the Project Management Unit (PMU) it fosters catalytic and innovative solutions through the use of two facilitative tools: a Challenge and Development Fund. The assignment focused on conducting cost benefit analysis on four Development Fund proposals, producing both IRR and NPVs, working with PMU staff on the methodology and application of DFID cost benefit analysis and consultation with DFID.The four proposals with durations of around 3 years were:1. Border Monitoring to Provide Market and Trade Intelligence to Market Actors and Policy Makers (to

be implemented by Agri-Inspect worth GBP 0.85 million);2. Improving Structured Trading Systems for Maize through Implementation of Regional Grades and

Standards in East Africa through a developed Warehouse Inventory System including E-platform for commodity sales (to be implemented through East Africa Grains Council (EAGC) worth ca. GBP 3.7 million);

3. Domestication of the Common Market for Eastern and Southern Africa Seed Trade Harmonisation Regulations (all crop seed production) in the Eastern and Southern Africa (ESA) Region (to be implemented by ACTESA worth GBP 1.3 million); and

Expert strategic assessment of the outcomes of the Ministry of Agriculture, Department of Crop Production (MOA) implemented ASSP to date and of the Project’s continued relevance and effectiveness in view of developments in the agricultural sector in Botswana (cassava, potatoes, sorghum, corn and yams). The development objective of ASSP was “to achieve a viable and sustainable smallholder agricultural sector based on farming as a business, which is not reliant on subsidies or welfare measures.” Key anticipated results included a significant increase in household income from crop production in 13,000 of the 20,000 targeted households, and an increase in average cereal yields from 0.25 t/ha to 1.0 t/ha. In addition, the ASSP was to construct and render functional 15 Agricultural Service Centres (ASCs) located in seven districts and build and implement a 29 ha pilot irrigation scheme using treated wastewater to grow horticultural produce.Tasked with the responsibility of examining progress in the areas of agricultural mechanisation, agri-business potential and establishment of the ASCs. Recommendations mapped out business planning, cost benefit analysis and feasibility work of the ASCs, as well as encouraging the development of a Position Paper on mechanisation based. Economic calculations were developed on the choice of what to do with State owned mechanisation. Fieldwork to all infrastructure sites were undertaken, interviews with stakeholders, farmers, private sector agri-suppliers, tractor operators and owners and MoA departmental staff. Presented findings and suggested ways forward.
