CURRICULUM VITAE: RAM S. JAKHU
Prof. Dr. Ram S. Jakhu possesses academic and professional experience of over 30 years in the field of international and national Space Law and Policy as well as in teaching, research and providing consultation to several private and governmental entities and drafting national laws and regulations in various countries. Currently, he is holding a tenured position of Associate Professor at the Institute of Air and Space Law, Faculty of Law, McGill University, Montreal, Canada. Prof. Jakhu is spearheading an international study on Global Governance of Outer Space and is the Chair of the Management Broad of international project for the drafting of Manual on International Law Applicable to Military Uses of Outer Space (MILAMOS).

III. TEACHING
(Undergraduate and Graduate Courses; Supervision of Research Fellows and Students)
1. TEACHING RESPONSIBILITIES:
(a) Regular Courses Taught
My teaching responsibilities at the Faculty of Law have been constantly expanding. I started by
teaching part of the course on Space Law Applications in 1984. At present, I often teach four
courses each academic year (three graduate level and one undergraduate level) worth 12 credits.
They are:
1. Public International Law
2. Space Law: General Principles
3. Law of Space Applications
4. Government Regulation of Space Activities
For several years, I taught an undergraduate course on Canadian Communications Law. I have
good knowledge of Aviation Law, Human Rights Law,2 Canadian Immigration & Refugee Law,3
and Hindu Law,4 and will be willing to teach any of these subjects if given sufficient notice for
preparation.
At the International Space University, Strasbourg, France (1995-1998), I taught two graduate level
courses, namely: (a) International Space Law and National Space Laws of Selected Countries; and,
(b) Space Programs and Policies of Major Space Powers.
(b) New Courses Developed
At the Faculty of Law, I developed and introduced the following courses over the years:

200 clients. I was also a member of the Canadian Society of Immigration Consultants, a statutory professional body.
As an active member of the Education and Standards Committee of the Society, I made a significant contribution in
designing education standards for the members of the Society.

Montreal and Immigration Appeal Board as an expert witness and provided opinions on matters related to Hindu
Law in several cases.

4) In 2003, I carried out a thorough revision of existing Space Law courses and developed a
coherent set of three courses with updated and rationalized content i.e. Law of Space
Applications; Space Law: General Principles; and, Government Regulation of Space
Activities.
I initiated the Faculty of Law's participation in the Manfred Lachs Space Law Moot Competition
(including the grant of academic credits for participating students). It is worth mentioning that
this is the world’s only Moot Competition whose international finals have always been judged by
three sitting Judges of the International Court of Justice. This is a great tool for learning Space
Law as well as gaining valuable international mooting experience.
With these changes, the McGill Faculty of Law now undoubtedly offers the most advanced and
comprehensive Space Law program in the world. In this regard, it is quite gratifying to note that
at the time of introducing their Space Law program, the President of the University of Nebraska,
J.B. Milliken acknowledged that “McGill University, in Canada, is regarded as the world’s leading
space law university.”5
I have been involved in several activities related to curriculum development, especially as a
Member of the Graduate Studies Committee of the Faculty of Law from 2003 to 2013.
At the International Space University, as the first Director of the Master of Space Studies program,
I actively participated and spearheaded the creation (and implementation) of an entirely new
international, interdisciplinary and intercultural graduate-level program, covering all space-related
disciplines. The program is unique in the world and has been highly successful since its creation
in 1995.
(c) Other Teaching-related Activities
I acted as a Faculty Advisor to the Faculty of Law's Teams that participated in the Philip C. Jessup
International Law Moot Court Competition (for in 2000 and 2001) and in the Manfred Lachs Space
Law Moot Competition for nine out of eleven years (2003-2013).
I revise and update on a yearly basis the student course packs for the courses that I teach. I also
provide students with the latest news-developments relevant to the subject matter of my courses
by uploading such information on MyCourses for the benefit of my students.
I have acted as external examiner for several theses from McGill and foreign universities, including

(d) Impact of my Research Activities on Teaching
My extensive and varied research undertakings have been quite helpful to me in maintaining the
high quality of my teaching. The details of my research activities are included in the Section on
my Research and in my Curriculum Vitae.
(e) Evidence of Teaching Effectiveness
My teaching (both in the form of course instruction and research supervision) has been highly
effective as evidenced by the very positive comments (both written and oral) and very good
evaluations that I have received from my students and peers. My overall instructor evaluation by
students (as posted on Mercury Course Evolution) is 4.25 average for all the courses (11 in total)
that I taught during the last three years (2010-2013). I will be glad to provide more detailed and
precise information in this regard if required.
(f) Teaching Development Activities
I have been actively engaged in teaching development activities, which could be divided into two
categories: (a) as noted above, on-going efforts to introduce new courses or to expand and update
the content of existing courses; and, (b) improving teaching techniques. The latter includes regular
use of audio-visual equipment. Space Law is highly technical in nature. By using power point
slides and short videos of how satellites, rockets, space stations, and radio frequencies work,
students’ understanding of the appropriate technologies and eventually the learning of the law
governing them is significantly enhanced. In addition, I regularly invite several knowledgeable
experts with extensive practical experience in the field to explain to my students the technological,
operational, business, policy and legal aspects of space activities.
2. STUDENTS SUPERVISED-SUPERVISING:

During my employment at the Faculty of Law, I have supervised:

75 masters’ students, and
48 term essays written by graduate and undergraduate students.
For the last 11 years (since my tenure track appointment) I have on average concurrently
supervised 14 students each academic year (this number I believe far exceeds the Faculty of Law
average).
At the International Space University, Strasbourg, France, I guided three Team Projects. These
Projects were international and interdisciplinary in nature, and were undertaken by teams
comprising 30 to 40 graduate students each. In addition, I supervised about 20 individual student
research projects (i.e. Term Essays).

Since 2004: As the Principal Researcher and Fund Manager for the multi-million dollar
Erin J.C. Arsenault Space Law Project;
performed various administrative tasks related to accounting, research planning, engaging
research assistants, Post-Doctoral Fellows, and preparing and submitting annual reports
(which have often been considered “impressive” by the donors) and,
visited Denver (Colorado, USA) to brief Marcel and Cynda Arsenault (the donors of the
Arsenault funds) about the activities completed and future plans for the Project. 25 - 27
July 2009.
Since 2003: As a member of the Graduate Studies Committee, regularly evaluated over 50
applications each year for admission to the Faculty’s Graduate Programs and for the award of
Boeing and Arsenault Fellowships.
Since 2003: As an Associate Professor at the Faculty of Law (with main responsibilities at
the Institute of Air and Space Law) and since 2006: As an Associate Director of the Centre for
Research in Air and Space law, I carried out several administrative activities such as:

Social Equality; attended several meetings, explained the Faculty of Law’s interest and
activities in Human Rights and contributed to the design of the law-related curriculum to
be followed in research and teaching under this Project.

1999 to 2004: As Director of the Centre for the Study of Regulated Industries, managed
the activities of the Centre, specially its collaborative research project (with a budget of
$1.2 million) with the Indian Institute of Management for setting up the Centre for Telecom
Policy Studies in Ahmadabad, India, and organised several conferences in India and
Canada, achieving high efficiency and economy in spending for a period of 5 years (the
originally project was only for 3 years).

(a) Since 2010: Member, World Economic Forum’s Global Agenda Council on Space
Security, Switzerland. Primarily on the basis of my academic “leadership” in the Space Law field,
I was invited to be a Member of the WEF Council, which comprises 15 experts from all over the
world and represents “the world’s foremost integrated ‘intelligence’ network of innovative
thinking and idea exchange on global issues.” Due to my significant contributions, I have been
reappointed twice. I:
actively participated in person and via online teleconferences in meetings to determine the
39 precise mandate of the Council, its working methods, the expansion of its membership,
and plans for its future activities;
organized and chaired the World Economic Forum-McGill Workshop on Bringing Space
To Earth, on 4 and 5 July 2013 (the first WEF event held at McGill);
drafted three chapters for the Council’s book on Bringing Space To Earth, Sept-Oct, 2013;
participated in the World Economic Forum in Davos, Switzerland, 27 January 2012, and
moderated a panel of space experts on “A Day without Satellites”;
participated in the Summits on Global Agenda of the World Economic Forum, in Dubai,
United Arab Emirates (from 29 November to 1 December 2010); in Abu Dhabi, (10-11
October 2011); in Dubai, (from 12-14 November 2012); and
drafted three briefs about uses of space relating to the Rwandan Genocide, COSPAS-
SARSAT, and ITU.
(b) 2009-2011: As a Member, Permanent Court of Arbitration, Advisory Group on Rules
for Arbitration of Disputes Relating to Outer Space, the Hague, the Netherlands. As a
member of this “distinguished body,” of Space Law experts possessing the “highest internationally
acknowledged professional qualifications.” I:
attended two meetings at the Hague to ascertain the need and format of the optional rules
for arbitration of space-related disputes and their elaboration;
submitted a discussion paper on “Dispute Resolution under the ITU Agreements” for use
by the Advisory Group, 18 October 2010; and,
actively helped in the drafting and finalisation of the Optional Rules, which were adopted
on 6 December 2011.
(c) Since 2007: Member, United Nations Group of Space Law Experts, Office of Outer
Space Affairs, Vienna, Austria. The Group consists of a small number of the world’s leading
Space Law experts invited and mandated to develop a curriculum for teaching Space Law at the
UN Centres for Space Science and Technology in Morocco, Nigeria, Brazil, Mexico and India. I:
attended meetings, suggested various topics and reading lists to be included, drafted several
sections, particularly (as Chair of the Section on Satellite Communications);
updated and expanded Section 3 (on Satellite Communications) of the draft of the
Education Curriculum, provided input on the “Preliminary draft: Education
Curriculum”, and reviewed the final draft.

(d) 2003-2013, Member of the Board of Directors of the International Institute of Space
Law (IISL), the Netherlands. This is the leading international professional association of Space
Law experts. Due to my significant contributions, I was re-elected to the Board on 4 occasions. I:
attended about 20 out of 28 meetings of the Board, which took place in various cities
around the world;
initiated the restructuring of the IISL, drafted and presented to the Board and the General
Body the new By-Laws of the IISL which were adopted in 2012;
helped in the organization of more than 10 international conferences (i.e. IISL Colloquium
on the Law of Outer Space) around the world;
drafted annual IISL activities reports for the United Nations between 2003 and 2005;
as a member of the IISL Permanent Organizing Committee for the Manfred Lachs Space
Law Moot Competition, participated in the organization and judging of the Semi-Finals of
the Manfred Lachs Space Law Moot Competitions for a period of about 10 years;
as a member of the IISL Diederiks-Verschoor Award and Prize Committee, evaluated
numerous papers related to various aspects of Space Law submitted for the Award;
as a member of the IISL Directorate of Studies, participated in various discussions, made
several proposals towards improving the quality of IISL studies, publications and
conferences, and participated in the drafting of the second IISL Statement on the Legal
Aspects of 'property rights' in outer space issued on 22 April 2009; and,
as the Chair of the IISL Committee on Awards and Certificates, initiated the formalization
of the procedures, drafted “Guidelines and Criteria for IISL Awards and Certificates”,
evaluated numerous nominations for Awards, participated in Awards related decisions,
presented the Annual Reports of the Committee to the IISL Board, and presented these
Awards to recipients at the Awards ceremonies.
(e) Since 1999: Associate Faculty Member, International Space University (ISU),
Strasbourg, France:
as a Liaison Person for the Institute of Air and Space Law as an Affiliate of the ISU,
regularly respond to inquiries about the ISU, distribute promotional materials and facilitate
the exchange of academic documents and other materials between ISU and the IASL;
advised a team of 40 graduate students working on “An International and Interdisciplinary
Team Project Designing an Ideal and Commercially Viable Spaceport”, 3 to 9 August
2008;

provided advice to ISU’s 2007 Team Project in Beijing on ‘Space Traffic Management’
and to some Master of Space Studies students from Strasbourg regarding various Space
Law and policy issues;
contributed to two ISU studies related to space exploration and aerospace travel.
(f) Since 2006: as Member of the Board of Directors; Chairman of the Committee for
Legal and Regulatory Issues; and Fellow of the International Association for the Advancement
of Space Safety, the Netherlands.
participated in several meetings and activities related to the (a) drafting of the IAASS
Manifesto for Safe and Sustainable Outer Space, (b) planning for the publication of space
safety-related papers in the Journal of the British Interplanetary Society (JBIS), (c)
organization of seven Space Safety Conferences of the IAASS in various cities, (d) search
for a contact person from the Indian Space Community, (e) numerous other administrative
matters such as fund-raising efforts, rationalization of its Committee structure and
distribution of responsibilities for various activities;
represented the IAASS at the Annual Meeting of the International Astronautical Federation
in Beijing, China, 24 September 2013;
drafted the mandate and structure of the IAASS-Independent Space Safety Board;
as a Member of the IAASS “ICAO for Space Working Group,” planned and participated
in a study on ‘the assessment of the need for a civil space regulatory body’, 14-16 May
2007.
(g) Since 2003: Member, Governance Group of the Space Security Index, Waterloo,
Ontario, Canada. I:
regularly and actively participated in the preparation for the organization of the Space
Security Index Workshops that take place at McGill every year, recruitment and
supervision of three or four IASL research assistants to prepare various chapters for the
annual Space Security Index Reports, regularly reviewing several chapters of the annual
Space Security Index Reports; and
participated in several meetings discussing issues related to research, funding, publications,
search for a new project coordinator and members, etc.
(h) Since 2005: Member, Board of Directors, International Foundation for Aviation and
Development, Montreal, Canada and New Delhi, India, attended several meetings in Canada
42 and India, contributed to the definition of its precise mandate, fund-raising efforts and future
activities, including possible joint research and outreach activities between the IFAAD and the
McGill Institute of Air and Space Law.
(i) Since 2010: As a Member, Advisory Board, Institute for Competitiveness, Gurgaon,
India, provided suggestions regarding the topics for research, reviewed papers and advised about
the conferences being held by the Institute.
(j) 2009: As a Member of the International Advisory Board of the Research Project on
Legal Aspects of NEO Threat Response and Related Institutional Issues, University of
Nebraska-Lincoln, USA, provided advice on the subjects to be addressed, methodology to be used
and comments on the final draft Report, 5 October 2009.
4. THE COMMUNITY AT LARGE
(a) Papers-Studies-Proposals Reviewed
I have reviewed overt 60 papers, studies and research proposals by Canadian and foreign students
and scholars that include articles submitted to those Journals for which I am the Editor or a Member
of the Editorial Boards, as well as others.
(b) Interviews by Global Media
My interviews and/or opinions (over 70) appeared in numerous world-wide media outlets.
(c) Voluntary Community Service
Over the last 40 years, I have been very active in the service of the community at large, particularly
the integration of new immigrants in the Canadian society in Vancouver and Montreal. I have also
helped raise funds and personally donated significant amounts of money for charitable purposes.
My community service activities have been mainly related to immigration, citizenship,
employment conditions of immigrants working in B.C. farms and homes, education, human rights,
etc.
