Drava River Flooding Event – November 5th 2012 White Paper Report As the consequence of flooding of the Drava River, damage on some 255 houses occurred. Public deemed the owner of the reservoirs upstream responsible. In the Study it has been demonstrated that there were causes in the downstream river stretch, which in fact caused flooding. Mainstreaming Climate Change into CSF Funds 2014-2020 For EU financial perspective 2014-2020, 20 % of funds received nationally will be assigned to Climate Change related activities. Report-Evaluation of Tenders for Small HPP in Montenegro

Five team members prepared review of previous Tenders for small Hydropower Plants concessions in Montenegro. Together with the Ministry, gaps and improvements were analysed in order to advise for the next Tender.

LIFE 10 NAT/SI142 Restoration of the Ljubljanica River corridor and improvement of the river’s flow regime Project concerns connectivity of river for fish, specifically Danube Salmon. At the spots migration of fish is blocked, therefore sufficient number of fish population will be maintained by connecting Ljubljanica into larger habitat. Inventory of spawning spots and fish was prepared, followed by monitoring of fish population at three consequent years for success of measures taken. Biology related actions like, sampling, fish counting etc. are coordinated and harmonised in actions lead by TL. For each accomplished action a report is prepared. River Basin Management Plan for Sava River: Fulfilling Good Status Objectives on Sava HPPs: Upgrade of fish passes on two gates-15 m head: Mavčiče, Vrhovo, measures in basin, landscaping and vegetation According to Water Management Plan required by WF Directive certain measures have to be implemented for good status of water. On heavily modified bodies like storage basins due time is year 2015. Detailed Design, including cost calculation was prepared for Client for four storage basins. EIA-Environmental Impact Assessment for HPP Brežice on Sava River, cross-border impact assessment, issues of deviation from good surface water and groundwater status and ecology status according to WFD, partial reports for IFI (IMF) Project is a complex multipurpose water resources usage development serving for electricity production, agricultural, urban and many other purposes. On the basis of EIA report acceptance an environmental consent will be issued. There is 15 different sectors involved, from nature, waste, noise etc. form whom partial consent has to be obtained. Separately, in a cross-border process an opinion of riparian country is obtained. All activities regarding EIA working framework lining along: preparation-client-authorities have to be carefully co-ordinated for the positive outcome. Mitigation measures were crucial for nature protection.TL was in charge of negotiation with authorities, elaboration and evaluation of impacts, and presentation of EIA Report to Croatian authorities and banking institution. TASKS: project management-preparation of bids, consortium agreement, selection of experts, time and finance management, checking of reports prepared by 12 experts for different segments-, elaboration of all water related issues, liaison with 15 consent giving authorities including Municipality, presentation at public hearings, participation at trans boundary negotiations with riparian country, presentation to financial institutions

Model Template for Local Energy Plan with Capacity Building Municipalities in MNE are responsible for the LEP. There was a decision to prepare Municipalities for that work, so template for LEP with instructions and good practice was prepared and presented at the workshops to the representatives held at three locations in the country. Firstly, template for LEP was prepared in a local language, secondly harmonised with Government and thirdly workshops were held. Comparison and Selection of Alternatives of HPP Development on middle Sava River from Environmental Point of View While planning chain of 10 HPP on the most important river in the country, the crucial question to be answered was, how the proposed scheme fits into environment, and specifically nature protection. For this reason alternatives of the scheme were analyzed resulting in a proposal of the most acceptable one. Gathering of relevant biology data was key issue. TL motivated broad scope of experts, mainly biologists in order to produce conclusive study. Negotiations took place with Nature Protection Agency, result was satisfactory. Solution for Natura 2000 was proposed and accepted. Nature Reserve Durmitor-Strategic Environmental Assessment SEA for Nature reserve has been focused on the impacts prioritized according to the nature protection. Sustainable Development Plan of the City of Ljubljana in the period 2007-13. A plan for major sectors of the city management has been developed. Public Relations Campaign for HPP Moste The proposal for reconstruction and construction of additional compensation basin to the existing power plant raised public concern over the locally protected natural area. Public was informed quite late in the process, therefore fierce resistance led to a local referendum. Consultant was a member of board of experts who were in charge of programming and implementation of a public relations campaign. The management of the participation process , which was not the one required by law, for stakeholders in the local communities relied on a number of sessions (16 in total) where local citizens participated in finding solutions for a plan which was acceptable to the public. Extended Decentralised Implementing System-EDIS After accession to EU, Slovenian administration will manage cohesion and structural funds independently. Remediation of the Hazardous Waste Hot-Spots, Technical Assistance in the process of Funding and Engineering support in Preliminary Design There are five areas included in the two-year project of technical assistance to the Ministry of Environment.
