Governing report 2006- Study for the evaluation of the Government’s activity during the period 2005-2006, elaborated on the basis of the reports sent by the ministries and governmental agencies. Beneficiary: the Romanian Government.

Expert: The sociologic research program regarding the perception on the European Union accession and integration - European Integration Barometer. The evaluation of the general state and of the level of trust in the European Union and in the European institutions, evaluation of the level of information on the European funds and of the perceptions on their accessibility, as well as an analysis of the attitude towards the Euro-parliamentary elections, Beneficiaries: the Prime Minister, the European Affairs Department, the Agency for Governmental Strategies.

Expert: The sociologic research on the bureaucratic phenomenon in Romania – evaluation of the current state of the public administration, from the point of view of the efficiency of the public communication and of the administrative act transparency, evaluation of the attractiveness of a career in the public administration, identification of particular traits of the public administration, compared to the private bureaucracy and evaluation of the level of adaptation and understanding of the communitary acquis and of the Romanian legislation in force for the public administration field by the Romanian public administration, in the context of the Romanian accession to the European Union. Expert: Study on the „Attitude of the citizens regarding the quality of the public services, administrative transparency and civic participation to the decision-making process in Romania”: identification of the deficiencies in the relation between the administration and the citizen, level of information

and use of the legislation on the access to information and decision-making transparency. Beneficiaries: Ministry of Interior and Administrative Reform, General Government Secretariat.

Expert: Barometer of the public policies – the quantitative study regularly elaborated by the agency is the evaluation of the public policies and decisions of the government administration in many areas: the teaching system, the sanitary system, public administration activity, and fight against corruption and justice reform, European integration. Expert: Rural barometer 2007 research on the diagnosis of the needs and problems specific to the rural environment, as well as a diagnosis of the rural policies in Romania from the perspective of the European integration. Beneficiaries: Ministry of Agriculture, Forests and Rural Development.

Expert: Sociological study on the audit of the absorption capacity of the structural and cohesion European funds and of the funds for the agricultural sector. The study has aimed at identifying the problems and at formulating recommendations in order to provide an efficient framework for managing the structural and cohesion funds and at identifying measures in order to enhance the absorption capacity of the potential beneficiaries. Beneficiaries: Prime Minister Office, Authority fir the Coordination of the Structural Instruments, Ministry of Agriculture.

Expert: Evaluate the measures for combating the effects of the drought - report drawn p upon the request of the Prime Minster Office, based on the information provided by the ministries and agencies with tasks in preventing and combating the effects of the drought. The document was subsequently presented within the Supreme Council of National Defence. Beneficiary: the Prime Minister Office.

Expert: Evaluate the communication plans for the sectoral operational programs – this study has also included an audit of the communication capacity and has presented recommendations for each of the Sectoral Operational Programs. Beneficiaries: the Prime Minister Office, Authority for the Coordination

of the Structural Instruments, Management Authorities.

Expert: The study “Romanian university system - realities, causes, solutions”. The diagnosis of the university system and of the governmental policies within this sector. Target groups: students, post-graduates, teachers and management staff. It was aimed at identifying the problems faced by the educational system, the connection to the labour force, financing and self-financing, evaluation of the educational system performance, relation between teachers and students, management of the teaching system, reform priorities of the educational system, etc. Beneficiaries: Ministry of Education and Research.

Expert: The study “Perception of the Romanian employer (public and private) on the labour force market”. The study was focused on the employers and employees within the public sector namely, within the private sector. The objectives of the study were focused on the identification of the problems, strong points, weak points, threats and opportunities on the labour force market in Romania. Problems related to the migration of the labour force, evolution of the market, recruitment, selection, training, evaluation, qualification, promotion, social partnership, communication, etc. have been approached. Beneficiaries: Ministry of Labour and Equal Opportunities.

Expert: Study “Romanian sanitary system – realities, causes, solutions”. The study was based on more target groups: ill persons, medical assistants, pharmacists, doctors and management staff. It was aimed at identifying the problems faced by the educational system, the connection to the labour force, financing and self-financing, evaluation of the educational system performance, relation between teachers and students, management of the etching system, reform priorities of the educational system, relation with the Health Insurance Funds, management of the hospitals etc. Beneficiaries: Ministry of Health and Family, Public Health Commission within the Romanian Senate, Health and Family Commission within the Deputies Chamber, the Romanian College of Physicians, the Romanian College of Pharmacists, the Order of Nurses, Midwives and Medical Assistants in Romania.

Expert: Study “Social capital, communitary solidarity and social anomie within the Romanian society”. The study was focused on more pillars: rural, big urban level, small urban level and Bucharest. The identification of the modern problems, the satisfaction indicators, the evaluation of the participation to the decision-making process, the civic and political involvement, the relations and social trust, the corruption and life success were presented. Beneficiaries: the Prime Minister Office, the Agency for Governmental Strategies.

Expert: Evaluation of the impact of the campaign ROMANIANS IN EUROPE and audit of its communication program within the communities of Romanians in Italy and Spain. The studies aim at measuring informational, attitude and behaviour indicators of the impact of the campaign ROMANIANS IN EUROPE, carried out in Spain and Italy. The citizens of the host countries and of the Romanian communities are targeted. Beneficiaries: Agency for Governmental Strategies.

Romania Activities for the Evaluation of the university

entrepreneurship in Romania - project financed by the

World Bank in 2001. A program for the audit of the

entrepreneurial potential was carried out at the level of

important universities with such a potential being

Romania Diagnosis of the state of poverty and of the development possibilities at communitary level in counties Alba, Botoșani, Călărași, Sălaj, Tulcea and Vaslui (The research has followed the diagnosis of the development level and the construction of the indicators for the evaluation of the state of poverty in order to define them as methodological instruments for the policies implemented by the World Bank in Romania. The research program was finalised with the programmatic document for the set-up and functioning of the Romanian Social Fund and represented the starting point for the elaboration of the policies for the less-favoured areas).
