I. Significant contributions were made for the development of agro-technologyfor improved cultivation of one of the most valuable cash crop, the mint,Mentha spp., which is known for its essential oil. The mint oil and itsconstituents have great demand in cosmetic, flavoring, perfumery andpharmaceutical industries. In India, earlier the entire requirement of mint oil wasmet through import, during 1996-97 country earned Rs. 10.49 million throughthe export of 2.12 million kg of mint oil. This has been made possible by thecontinuous improvement in the germplasm of mint for its high yielding qualities. As a result of concerted efforts, a high yielding clone of Mentha arvensis cv.Himalaya with high menthol content was developed for commercial cultivation(Kumar et al., 1998) and an International Patent was also achieved (U.S.Application Serial No. 08/855,768, Patent No. PP 10935, dated 16-01-1999)[As Member of the Team]. With the development of the new clone of Menthaarvensis cv. Himalaya, export prospects of mint oil increased many fold andthe country has earned more foreign exchange. For the above contributionswe received CSIR, New Delhi Technology Award[As member of the Team]for the year 1999.

II. Made an original contribution to study on the diseases of complex etiologyaffecting the productivity of pulses, medicinal and aromatic plants andspecially vegetables, and developed the agrotechnology for the managementof the diseases through biointensive management strategies andpopularized the technology among the farmers of Aligarh, Agra,Bulandshahar, Hathras and Mathura districts. The IPM technology forvegetables was developed by the financial support of UPCAR, Lucknow andthe technology was adopted by the farmers and the IPM technology developedfor the management of pulses was carried by the financial support of NATProject of ICAR.

III. For the first time identified the species of root-knot nematodes (Meloidogyneincognita and M. javanica) as a serious constraint to the cultivation ofJapanese mint (Mentha arvensis), Scotch spear mint (M. cardiaca), species ofhenbane (Hyoscyamus albus, H. muticus and H. niger), davana (Artemisiapallens) and different species of basil (Ocimum basilicum, O. canum, O.gratissimum, O. sanctum and O. kilimandscharicum). Established thepathogenicity. Also for the determined the effect of root-knot nematodes onthe morphological characteristics and physiological process for cropproductivity.

IV. Studies were also made for molecular and biochemical characterization ofseveral bacterial and fungal bioagents for the development of biopesticidesand also developed the package of agrotechnology for the management ofdiseases of complex etiology of pulses, vegetables and mint crops inexperimental as well as farmer’s fields as a part of UPCAR, DBT and(NATP and AICRP) ICAR-New Delhi funded projects. Potential strains ofvarious bio-inoculants (viz., Pseudomonas aeruginosa, P. fluorescens, P.putida, Sternotrophomonas acidaminiphila, Trichoderma harzianum and T.virens) were identified and tested in laboratory and experimental fields forthe management of the diseases of important crops. The genome of thepotential strains were sequenced and submitted and the information is

Page 15: Curriculum Vitae - Aligarh Muslim Universityxii September 1976 March 1981 A.M.U.,Aligarh 5 Five Year Plan UGC Fellowship B. Administrative Positions/Experience: i. Vice-Chancellor,

Performed the duties as administrative head of the university andworked with the mandate to promote excellence, foster high standard inteaching, research and extension with the vision and mission of providingnational leadership and maintaining international standards in the field ofagricultural sciences. All efforts were directed towards bringing high standardsin teaching, research and extension as per the mandate, by time to time reviewof all offices, continuous monitoring by holding meetings/interactions with thestaff and regular vigil on the status of compliance of directive issued time totime.

The administrative bodies like Board of Management, AcademicCouncil, Research Advisory Committee, Extension Advisory Committee whichwere defunct for last many years, were reactivated and regular meetings wereconvened to streamline the functioning in teaching, research and extension. Theactivities and monthly performance of 17 KVKs were regularly monitored toinsure that they work as per the mandate allotted to them by ICAR, Governmentof India. The project coordinators were strictly directed to achieve the set goalby all means within the time frame. In research evolved a set of definite andstrict guidelines for release of technology to ensure quality, credibility andreliability of research output. The major research focus was to develop highyielding varieties of all important crops resistance to biotic and abiotic stresses.

Special attention was paid to maintain punctuality, discipline, sincerityand faithfulness to duty for the students, teachers and staff members of theuniversity including its 6 colleges and 17 Krishi Vigyan Kendras. Special driveis on for making the university campus clean and green. Some of the significantachievements during this period were, holding 16th, 17th and 18th anf 19 th

Convocations, NAAC accreditation of the university by the PRT-ICAR, NewDelhi and conducted U.P.CATET successfully by this university followed by thesuccessful completion of admission process, got the Veterinary Collegerecognized with the bringing of good number of teaching posts, opening of 3new colleges, sanction of Rs.2.0 crores to establish “ Center of Excellence inRice” , Rs 1.5 crores for “Creation of Seed Hub” and sanction of 8 new KVKsby the Government besides organization of a number of academic and extensionevents, i.e, workshops, training programmes, Symposia/Seminars,Winter/Summer schools, Kisan Melas, Farmer’Meet, Sankalp Se Siddhiprogrammes, World Soil Day and Agriculture Education Day e.t.c.

For financial management, in-time disbursement of salary was ensuredinspite of financial crunch and long pending dues of Arrears, GPF and pensionetc. were released on priority basis. The process of purchase was streamlined bycontinuous monitoring, e-tendering, appointing high level verificationcommittee and strengthening the central purchase committee etc.

Keeping in view, the long pending audit objections, the effective stepswere taken since 2014 to drop the objections raised earlier. It is also ensured thatall procedures laid down must be followed as per rules, so that audit objectionsmay not be raised any more. It was also instructed that all issues related tovarious objections should be decided in a very transparent manner as per act andstatutes.

The biggest obstacle in bringing the excellence in teaching, research andextension, the university was facing, that nearly half of the sanctioned posts of

the employee right from top to bottom were lying vacant and hundreds of courtcases were long pending since 1980 to 2014 in the Hon’ble High Courts andDistrict Courts. Many times university confronts very odd situations ofcontempt proceedings due to one or other reasons which were supposed to beresolved two decades earlier. With the concerted efforts, the rate of fresh casesbrought down to nearly one third or fourth. Our motto has always been that withthe concerted efforts, to achieve the excellence in teaching and research in themain stream of the country and global perspective and our passed out studentsmay get excellent jobs in their specialized areas and excel in state and thecountry.
