Jenlink, P. M. (Researcher) (In progress). Behind the Pine Curtain: Characteristics and Practices
that Define Social Justice Leaders in Schools in East Texas. This research is
commensurate with the appointment as the E. J. Campbell Distinguished Professor in
Educational Leadership, funded by the E. J. Campbell Foundation. The research seeks to
examine the nature of social justice leadership “behind the pine curtain” and the

implications that identified factors related to social justice and the perceived
characteristics as well as empirically determined practices that contribute to social justice
leadership (or the absence thereof that contributes to social injustices). The research
utilizes a two-pronged design: 1. a multistrand mixed-method research design, and 2) a
biographical research design. An embedded component of the proposed research is an
outreach agenda to manifest and cultivate an organic network with schools across Deep
East Texas.
Jenlink, P. M. (Project Director). (In progress). Factors that Contribute to Hard-to-Staff Schools.
This is a 7 yr. study (2011-2018), university partnership of five doctoral degree-granting
institutions funded by The Higher Education Coordinating Board of Texas. The study
seeks to examine the factors contributing to the hard to staff phenomena including both
principal and teacher practitioners in the State of Texas (funding level for year 1,
$125,000 as subcontract with University of Texas Dallas ERC).
Jenlink, P. M. (Researcher) (In progress). Identity Politics: Educator Identity and the Struggle
for Recognition. This is a two-part national study of educator preparation, with part one
focused on teacher identity and part two focused on leader identity. Part one is in the final
phase of completion and part two is in the implementation phase. Integral to the study is
an examination of cultural politics and identity as well as dispositions of educators that
define professional identity.

Lead in a Changing America. The study uses portraiture inquiry method and case study
method to examine principal preparation programs that are ground in and/or guided by a
defined focus on preparing democratic and/or social justice leaders. The study includes 10
university-based principal preparation programs. Project is in second year of study, and
has resulted in peer-reviewed presentations/articles and has provided the basis for a book
project (Contract pending review by Rowman and Littlefield Education Press).

Researching Issues of Identity and Inclusion in the Irish Educational Systems. The
research study is designed to examine education systems in Ireland. Connected with the
European Forum on Educational Administration, the study examines the education
systems in Ireland, hereafter defined as schools, administrative units, and teacher
preparation programs. The focus of the research was to examine issues of identity and
inclusion within the two distinct countries in Ireland: the Republic of Ireland and
Northern Ireland, a province of the United Kingdom. Results from the study served as a
base-line data set for requesting funding support for a comparative study between schools
and teacher preparation programs in the U.S. (Texas) and Ireland.
Jenlink, P. M., Reigeluth, C. M., Carr-Chellman, A. A., & Nelson, L. M. (Researcher). (2001-
206). Designing a facilitator's guidance system for systemic change in education.
Research focused on the design and development of a comprehensive guidance system
being field-tested (alpha testing began in Fall of 1995) under the title of, Facilitating
Systemic Change in School Districts: A Guidebook. Specific research agenda includes
research on: 1) the systems design process used to create the guidance system; 2) types or
taxonomies of conversation important to systemic change; 3) specific qualities essential
to process facilitation of school district personnel; and implications for policy and
practice as it relates to educational change. Project has resulted in peer reviewed
presentations/articles, book chapter, and book (in progress).

changing America. The study focused on teacher preparation in urban centers, using a
portraiture inquiry method. Study included nine university teacher education programs
across the United States. Project resulted in a published book and peer-reviewed
presentations/articles.

facilitation and creating sustainable professional learning communities. Sponsored by
Goals 2000 grant funding awarded by Michigan Department of Education. Three (3) grant
awards funding projects in the Ypsilanti and Detroit, Michigan, areas (totaling
approximately 1.1 million) addressing the development of professional learning
communities with an emphasis on process facilitation and sustainability. Specific topics
of research include process facilitation, constructivist oriented practice, technological
infrastructures, creating and sustaining learning communities, and understanding the
dynamics of professional practitioner change. Project resulted in book chapter, peer-
reviewed presentations/articles.

Educational Leadership and Organizations, Indiana University-Purdue University
at Fort Wayne. Specific focus of work included meeting with advisory council,
practitioners, college personnel, etc., to facilitate development of Center as well as
the development of new journal, ScholarlyPartnershipsEdu.
1997-2003 Served as project consultant including design, process facilitation and self-study
research method consultant to Staff Development 2000, an Michigan Goals 2000
funded project hosted by the Alliance for Mathematics and Science, a twenty-five
district Consortium in the South Redford and Detroit area. Specific focus of work
included designing, developing and implementing professional development of a
core team of process facilitators who will lead the development of professional
learning community infrastructures across the twenty-five districts. Work also
includes providing guidance on the design, development, and implementation of
self-study research groups for the consortium. Project targets scaling-up capacity
within the twenty-five districts to provide ongoing professional learning
opportunities, which will be supported via use of technology and self-study
methods.
1997-2001 Served as project consultant including design, constructivism, and professional
learning communities consultant to Willow Run Systemic Initiative Learning
Community, a Michigan Goals 2000 funded project hosted by the Willow Run
Community Schools, Ypsilanti, Michigan. Specific focus of work included
designing, developing and implementing 18 month professional learning
experience targeting capacity building in constructivism and self-study method for
curriculum coordinators and lead teachers. Responsibilities include development
and facilitation of summer immersion and academic year follow-up sessions,

design and development of a self-study research process for participants to engage
in throughout their academic year practice.
1997-2000 Served as research and process facilitation consultant to Michigan Statewide
Systemic Initiative, an NSF funded research project. Specific focus of work
includes designing, developing and implementing concept of Professional
Learning Communities for Professional Development component of statewide
initiative. Responsibilities include development and facilitation of ongoing
professional development of activities and research that contribute to building and
sustaining a Learning Community comprised of learning community facilitators.
Additionally, work includes work with a number of school districts across the
state involved in math/science education systemic reform and providing
facilitation, support, and professional development focused on constructivist
pedagogy, and educational systemic change process.
1994-1996 Served as research and process facilitation consultant to Department of
Instructional Services, Allegan County Intermediate School District. Specific
focus of work included designing, developing, and implementing concept of
Cadre for Authentic Education, a professional development experience for
educators across seven school districts with emphasis on constructivist
learning/teaching theory and practice, systemic thinking, reflective practice, and
action learning. Responsibilities included development and facilitation of all
ongoing professional development activities that comprised Cadre. Additionally,
work included development and facilitation of a year-long action learning process
for practitioners, and translation of curriculum into problem-based, experiential,
and constructivist oriented curriculum. Specific school curriculum work included
design and development of constructivist oriented math and science curriculum. A
final area of work included ongoing field research on all aspects of Cadre.
1995-1996 Served as systemic evaluation and systems design research associate to Dr. Ann
Shore, Design Team Leader for Evaluation Subsystem, School Year 2000
Initiative, Florida State University and the State of Florida, a state wide systemic
change effort. Specific focus of work included designing an evaluation subsystem
and computer based support system for the statewide initiative. A Structured
Systems Design method was used to conceptualize and operationalize the
evaluation system. Work also included process facilitation of design team and
evaluation of data flow diagrams for system design.
1991-1994 Served as research and systems change consultant/facilitator to Allegan Public
Schools, Allegan, Michigan. Funded project through Michigan Department of
Education Section 98 Grant focusing on a district wide effort at systemic change
using an educational systems design approach with an emphasis on curriculum
and technology. Specific work included design and development of change
process, facilitation of change process, provide leadership and staff professional
development, and research on change process.

1990-1991 Served as distance learning and systems design consultant to Calhoun
Intermediate School District on DIAL (Distance Inter-Active Learning) project for
eighteen districts. Focusing on use of two-way interactive video and fiber optic
technology. Specific work included conceptual and technical consultation on
design of DIAL.
1989-1995 Served as research and systems change consultant/facilitator to Thomas Public
School, Thomas, Oklahoma, focusing on systemic change and Total Quality
philosophy. Specific focus of work included evaluation research of current status
of district, design, develop, and implement district change process, facilitation of
change process, provide professional development for district and community
participants.
1989-1991 Served as research and systems change consultant/facilitator to Lakeview Public
School District of Battle Creek, Michigan. A district-wide change effort with a
focus on systemic change (Total Quality philosophy and the learner-centered
classroom). Specific focus of work included design and development of change
process for district, professional development for district and community
participants in change process, and leadership development for district and
community leaders.

The is grant is an international collaboration between the University of Ottawa and
Stephen F. Austin State University. The focus of the collaborative research is the high
level of responsibility principals have to provide leadership for student outcomes based
on data while taking other actors and factors into account in the decision making-process.
The purpose of this grant-funded initiative is to investigate: a) the challenges principals
face in making decisions to reduce achievement gaps in diverse contexts; b) the
