College Strategic Plan 2022

o The new mission, vision, and core commitments in the Plan highlights a value

proposition that is more meaningful for a regional comprehensive institution in the

21st century.

o The four strategic imperatives, 18 objectives, and more than 60 initiatives draw the

road map to achieve a level of distinctiveness worthy of making the College and the

University the first choice for both students and employers.

o The Plan implementation framework emphasizes the methods and approaches to

assure students preparedness for successful career and citizenship. It also highlights

the vitality of the student learning environment and experience. In short, the Plan

The Integrated Science and Engineering Lab Facility (ISELF)

o Teamed up with, then Dean, Dan Gregory, to boost the project implementation in

2013.

o Added the visualization and the advanced classroom infrastructure, which were

not in the original plan and proved to be precious embellishments.

o Added the position of Visualization Engineer and recruited Mark Gill from UMC.

o In 2016 invested in two new positions to help efficient operations and effective

engagement:

Coordinator of the Integrated Research Lab

Coordinator of the Imagining Suite.

o In 2019 the first ISELF Symposium was held, and it demonstrated a high level of

success:

~130 publications generated

Over $8M in external awards for research

Four patents

Over 6,000 SCSU students engaged

Over 100 external partners engaged

2 R&D joint projects with industrial partners that are based on trading IP

for royalties sharing agreement

Visualization Lab:

o Generated numerous projects totaling over $600K through

industrial partnership and NSF funding.

o Provided training and internship opportunities for many students

and professional development for faculty and staff across the

University, including two faculty sabbaticals.

o Played the min role for SCSU to join the establishment of the

National Center for Autonomous Technology with Northland

Community College, a multi-year and up to $25M NSF funded

project.

Student Enrollment

o While the rest of SCSU enrollment dropped by almost 22%, over the last five

years, COSE became the largest unit at SCSU through a 7.5% increase in the

number of students. During that period, COSE’s share of the total student body

increased from 16% to almost 21%

o Strategic investment in new programs and markets and adopting alternative

delivery modes helped sustain the most robust enrollment at the University.

o COSE programs are heavy on labs, and hence the efficiency ratio FYE/FTE is

expected to be one of the lowest. However, over the last five years for COSE,

efficiency was consistently one of the top two among other colleges and schools.

Faculty and Staff Hiring

o 19 new probationary positions were filled with highly qualified and dedicated

faculty over the last six years

o Almost 25% of new hires were successful in achieving early promotion

o Five new probationary positions approved this year

o Successfully attracted top talent to all positions in Dean's Office and technical

staff positions in the academic departments.

Revenue-based programs

o Prior to 2014, the graduate programs in Medical Devices used to run a budget

deficit of almost $300K. Recruiting and supporting the right Directors turned the

programs around. Their profitability has been consistently increasing every single

year since 2015, and now they provide positive revenues of almost $140K /year.

o The Engineering Management Programs continue to grow and be profitable even

during the national decline in international students’ admission.

External Funding

o $18M of Externally funded grants and projects since 2013

o COSE provides almost 50% of the University's external grants and projects.

Student Learning Experience

o Invested in the implementation of an In-Lecture Learning Assistant initiative that

is based on the model and best practice from the University of Colorado

o Encouraged a faculty-led initiative to improve the retention in the Gateway

Courses (courses that are pivotal/foundational to specific major

o Supported central tutoring center in ISELF including encouraging faculty to hold

office hours in the tutoring suite

o Supported increasing in experiential learning opportunities such as The Huskies

Invent

o Dean’s Student Advisory Group provides input to the Deans regarding issues,

concerns, and needs.

Selected Industrial Partnership Projects and Initiatives:

Introduced the initiative for Continuing Improvement of Academic Programs through

Holistic Assessment. That required every single program in the College to form and

seek guidance from an External Advisory Council (EAC). Guidelines for forming the

councils and conducting their meetings were developed. The format of reporting and

the procedure of inclusion of the Dean Advisory Council (DAC) and the College

Assessment Committee in the process was introduced. The initiative is much supported

and appreciated by our industrial partners and constituents and ultimately will help

boost the competitiveness of graduates. (SCSU)

In 2014, started the collaboration with GeoComm to design 3D visualization based

solutions that would help GeoComm to maintain its leading edge in the industry of GIS

based support for 911 emergency calls and first responders. The product of the project

was used to assure safety and security for spectators in the Minneapolis US Bank

stadium during the X-games 2017, Super Bawl 2018, X-Games 2018 and the Final Four

2019. The partnership continues today in a variety of projects. (SCSU)

In 2010, led the efforts at UMC to establish the University Partnership for Health

Informatics (UP-HI) Consortium. The Department of Math Science and Technology

(Crookston Campus), Institute of Health Informatics, School of Nursing, School of

Public Health, Department of Computer Science (Twin Cities Campus) collectively

teaming up to represent UMN in UP-HI. The College of St. Scholastica and numerous

health organizations from Minnesota and the Dakotas, such as Fairview, Altru, and

Sanford were members or affiliated with the Consortium. (UMC)

In 2005, recruited Bearing Point Corporation to partner with USM to establish a major

software development center in Hattiesburg, MS. The center was to house 300 software

engineers. Later on, the offering of the Bearing Point certificate was proposed. The

certificate consisted of a mix of general and special electives that would shorten the

learning curve for the company new hires and make them more productive faster within

the Bearing Point environment. Students who get awarded the Bearing Point certificate

as part of their degree at USM were to get preferred status when applying to Bearing

Point. (USM)

In the 1990s designed, developed, and led the implementation of the unique Planned

MS degree program in Computer Science for Electronic Data Service (EDS). The

innovative program allowed EDS professionals and project directors to pursue an MS

degree in a cohort model utilizing a combination of full-time resident summer sessions

and alternative delivery projects and assignments in between summers. The initiative

allowed EDS to choose elective courses and thesis topics that are in alignment with the

company interests. The project opened the opportunities for our students to engage and

network with EDS professionals, which led to a surge in the number of them hired by

EDS. (USM)

Selected Innovative Partnerships with other Academic Institutions:

Developed a new strategy and innovative partnership model to improve the delivery of

the curriculum to a larger population of students, especially nontraditional and

underrepresented groups on multiple 2-year college sites. An example of this would be

the North Metro Computing Educational Alliance (NMCEA). NMCEA is a multi-

institution consortium that is based on an innovative collaboration model for curricular

development and delivery of degree completion programs in the Twin Cities area. The

new model replaces typically scattered and narrowly planned individual one-on-one

efforts. Instead, it is a strategic, holistic approach to collaboratively develop and deliver

in-demand disciplinary-related academic programs at multiple institutions. Furthermore,

the new model replaces unnecessary competition between sister institutions with a

strategic and collective utilization of physical, intellectual, and spatial resources and

advantages. This conceptual approach is inherently scalable and extensible. Our first

target program is software engineering. The next step will be adding programs in

Cybersecurity and Data Analytics. (SCSU)

Started an important initiative for the inclusion of community college representatives in

EAC meetings and holding joint EAC meetings between the community colleges and

SCSU in some cases. (SCSU)

Started the Visualization Lab in ISELF in 2014 at SCSU. That resulted in numerous

partnership opportunities occurred under the leadership of Mark Gill who has been my

student and then my partner in three different institutions since 1995. A non-

new employees the basics of cabinet painting.

o Ecumen: Residents – A training game design to instill Ecumen’s

resident care philosophy on new and current caregivers.

Northland Community and Technical College

o MN Sports Facilities Authority – Tool for generating inspection

reports from drone photos; used on the US Bank Stadium

o National Center for Autonomous Technology – a multiyear $25 M

NSF funded national center. SCSU will be providing software

engineering, application development, and support for the web

platform.

o Dronetech Event Participation – Support, equipment, and applications

for annual Dronetech events.

St Cloud Technical Community College

o VR Lab Support – Public outreach, grant participation, and equipment

assistance in setting up educational VR labs in the local schools.

MN State University at Moorhead

o VR Application Development Group – An attempt to cover skill gaps

at the respective schools. Asset and application sharing between the

schools.

Rochester Technical Community College

o MN State VR Workshops – An introduction to faculty and staff of the

MN State system into the implementation of educational VR in their

curricula.

Century College

o AI Chatbot project – Collaborative grant to produce a chatbot to assist

in admission, course guidance, and tutoring.

Community of Practice in VR

o Established by the system office to support VR endeavors across the

MN State System

Purchase equipment for loan to interested institutions

Regular VR workshops and meetings with the members

Guide the direction and adoption of VR among interested

institutions.

The establishment of the above mentioned UP-HI consortium between UMC, UMN/Twin

Cities, and the College of St. Scholastica was a unique partnership model that was

nationally recognized and funded for $5.2M. It allowed the partner institutions to develop

complementing programs in Health Informatics and Health IT and created a collective

community of scholars among the three campuses.

The High Performance Visualization Center at Stennis Space Center for the US Navy as

collaboration between USM, Mississippi State University and Jackson State University.

Abstract: The present invention relates to an apparatus and methods for performing image

restoration. More specifically, the present invention relates to an apparatus and methods

which are capable of quickly restoring various sizes of selected areas of an image. In one

embodiment, a user may select or mark a target region in an image which is to be

restored. A source window may then be generated and a pixel from within the target

region may be selected for restoration. The intensity distribution of pixels surrounding

the selected pixel maybe compared with other pixels in the image and a pixel to be used

for restoration of the selected pixel may be chosen based on the comparison of the

intensity distributions. Once a pixel is chosen for restoration, the selected pixel and its

surrounding pixels may be restored using the intensity distribution of the chosen pixel

and its surrounding pixels. The method may continue in this manner until all pixels

within the target region have been restored.
