College, including managing the academic, administrative and budgetary policies of the College.

Work collaboratively with Deans of the 8 Academic Colleges and the Vice Presidents for

Research, Community Engagement and Student Affairs along with the University Faculty

Senate, University Graduate Council, University Graduate Programs Committee and other

groups. Reports directly to the University Provost and serve on various committees, councils,

and work teams. Academic faculty responsibilities include limited doctoral dissertation

supervision, mentoring an undergraduate research team, and advising select graduate students.

Appalachia (service area - 5 counties, 2,000 square miles). Followed a founding president of

27 years and led the college through an era of change. Reported to a State Chancellor and

Local Board of Directors. During tenure, four buildings were funded (27 million dollars), most

of which included collaborative partnerships with K-12 schools, a technical college, and

universities. Other accomplishments included increasing campus diversity and senior minority

leadership and improved visibility in the community, state, and nation.

Leading a team of colleagues with the development and implementation of the first

undergraduate leadership course (LDR 2010) and enrolled 103 students Spring, 2013.

Wrote, taught and revised a seminar course for higher education doctoral students on how to

succeed in the doctoral program, including dissertation matriculation. Taught the course Fall

2006, Fall 2008, Fall 2010, Spring 2011 and Fall 2012. Wrote an online course for Organization

and Administration of Higher Education, Spring 2012 for 2013 delivery. Lead efforts to revised

six courses for new prefix designations “higher education” and a new undergraduate course in

leadership.

Wrote and taught a practitioner-based course for emerging middle-managers in community

colleges and taught the class Spring 2007 with an adjunct assuming the instruction in 2008 and

2009.

Wrote and taught the curriculum and designed web sites for two new on line courses: EDS 6100:

Leadership Theories and Assessment (2002) and EDH 6214: Community College Curriculum

(2004). Rewrote EDS 6100 to address new NCATE requirements.

Wrote and taught instructional materials for several existing courses in higher education and

GRANTS, FUND RAISING AND RESOURCE DEVELOPMENT – EXAMPLES

Strong record of resource development, including grants, contracts, and legislative

appropriations for institutional projects and programs, especially while serving as an

administrator. Examples of fund raising and resource development activities (from 1992 to

2005) are listed below.3

Program Grants/Special Appropriations (resulted in published work)

1994-1999 Telecommunications and Health Center Grant – $335,000 from United States

Appalachian Regional Commission to establish a pilot student health center in a rural college

with telemedicine support; the only program of its type at that time. This program provided the

basis for two refereed articles in 2000 and 2003,and was described in Senator Bill Bradley’s

1996 book, Time Present Time Past (New York, NY: Knopf).

1998 Wellness Center Special Legislative Appropriation – $103,000 from the Kentucky

Legislature to support the health and wellness programming efforts connected to the federally

funded student health clinic. This program also provided the basis for the two refereed articles

cited above.

Other Grants, Contracts and Projects Funded – Examples

1997-2000 Rural Community College Initiative (RCCI): Economic Development and Access

Program Grant – $150,000 from the Ford Foundation of New York to support

community and college planning, economic development and leadership activities.

1998 East Kentucky Center for Science, Mathematics and Technology Appropriation-

$2.6 million from the Kentucky Legislature for the funding of a campus building to house a

community-based science, math and technology building.

1997 Telecommunications Systems Grant – $26,000 from the United States Department

of Agriculture to support instructional telecommunications programs.

1997 Workforce Training Center Grant – $278,975 from the United States Appalachian

Regional Commission to establish and equip a workforce training classroom.

1993-1999 Numerous grants, special appropriations, and gifts –

Over $24 million from the Kentucky Legislature, Kentucky Transportation Department, and

Private donors to fund capital projects (three buildings – University Center; Health Center; Off

Campus Center and new college entrance).

Note: Each year, while serving as president, the college received competitive external funds

(grants, contracts, and gifts). To illustrate, the funds generated during 1998-1999 totaling

$991,251 and these monies were used to support student services, student scholarships, and

college programs. The funds described on this CV were generated with direct involvement of

the president and/or with the president serving as the principal investigator.

Florida Atlantic University – Resource Development

2004-present CAPTURE Project: Computer Accelerated Pipeline to Unlock Regional

Excellence.

$3.1 Million over 5 years. Co-PI with three other colleagues.

Collaborative partnership with Broward College, Palm Beach State College and Florida Atlantic

University to increase baccalaureate attainment and fill workforce gaps for skilled computer

professionals in Florida.

2013-2014 Feasibility of an Undergraduate Leadership Studies Program at Florida Atlantic

University. $500. for one year.

PI and Faculty Mentor of an 4 person Undergraduate Research Team. Funded through the FAU

undergraduate research initiative.

2011-present Student Affairs and Higher Education Program Funding. - $25,000 approximate

annually. Fiscal support from the Division of Student Affairs for a graduate assistant and

program support.

2010-2013 Graduate Education Recruitment Grant Funding – $37,500 awarded to higher

education program for assistance with recruitment and marketing. Funding was used to leverage

matching resources for graduate assistants across the university, especially in student affairs

areas. A recruitment event and promotional items also was a part of the grant project.

2005-2007 Higher Education (Student Affairs) Internship Funding – $10,000 awarded to the

higher education program as “seed money” to begin the development of an internship program

for higher education graduate students. Funding was increased to $20,000 for FY 2006-2007 and

steadily increased thereafter. (Graduate assistant funded for the Higher Education Program

beginning 2011 and continuing to present.)

2008-2010 Unfunded proposals included: 1) a priority research project about the community

college baccalaureate (FAU- made first cut, but was not funded) and 2) an externally funded

proposal with computer science faculty about student engagement (NSF).

LEGISLATIVE AND POLICY LEADERSHIP – EXAMPLES4

National Association Leadership

Co-Chair of the National Joint Commission on Federal Relations of the American

Community College Trustees and American Association of Community Colleges (1998-

1999) Member of the Commission (1995-1999).

Chair of the Governmental Relations and Policy Committee of the American Association

of Community Colleges (1998-1999).

Represented community colleges during meetings with U.S. Secretary of Education, U.S.

Secretary of Labor, and White House Staff on issues of welfare, job training, childcare,

and financial aid (1993-1999).

Testified before Congressional House Committee on issues affecting students such as

financial aid, child care, and welfare (1999).

Advised Bill Bradley’s for President Campaign on policy issues (1999-2000).

State Leadership

Testified before Kentucky’s General Assembly several times on various issues including

transportation, governance of higher education, health and wellness and funding (1993-

1996).

Appointed by the Kentucky Senate President and Speaker of the House as the only

community college representative to a task force to make recommendations to the 1996

Legislative Session on higher education issues (1995).
