K. Summary of my Activities and Future Plans

K1. Research

Dr. Aviad Tur-Sinai is a researcher and economist who specializes in the study of

healthcare, welfare economics and public policy, labor economics, and old age.

Currently he is a visiting research associate at the University of Rochester Medical

Center, School of Nursing, NY, USA. Prior to that he completed two terms of post-

doctoral studies—first, at the Israel Gerontological Data Center at the Paul Baerwald

School of Social Work and Social Welfare (the Hebrew University of Jerusalem); second,

at the University of Rochester Medical Center, School of Nursing, NY, USA. In addition,

he was a visiting research associate at the University of Hohenheim in Stuttgart,

Germany.

Dr. Tur-Sinai’s post-doctoral studies at the University of Rochester Medical

Center focused on a unique and innovative health economics and policy issue—low back

pain commercial bundles. One of the largest healthcare expenses for persons of working

age (18–65) is related to orthopedic care and, more specifically, lower back pain.

Unwarranted variations in back-pain treatments not only result in inconsistent quality

of care but also increase the costs, rising to begin with, of back-pain-related healthcare.

The objective of the research project was to create back-pain clinical pathways and

bundles of services that may be offered to manage the costs of-back-pain conditions and

the quality of their treatment among a working and commercially insured population.

The research was based on back-pain-related healthcare spending information from

Excellus’ commercial Accountable Cost & Quality Arrangement (ACQA) population over

a two-year period (2014–2016) and used a wide range of dynamic econometric

estimation models for those suffering from lower back pain: survival models; probability

models, and recurrent-event-method-based models.

Dr. Tur-Sinai completed undergraduate studies in economics and accounting at

the Hebrew University of Jerusalem, earned his Master’s degree in economics at the

Hebrew University, and received his Ph.D. at the Eitan Berglas School of Economics at

Tel Aviv University.

Shortly after completing his doctoral studies, Dr. Tur-Sinai was named senior

research associate at the Division of the Chief Scientist at the Israel Central Bureau of

Statistics. In this capacity, he was tasked with conducting a range of economic studies

on public policy issues relating to healthcare, welfare, employment, and housing. During

this time, he was invited to participate as a member of several research and policy teams

in matters of measurement of benefits and remuneration for employed persons in

Israel, measurement of public-sector wages, the integration of graduates of higher

education institutions in the labor market, budget and budgeting for the defense

system, and the Israeli housing market. He served in this capacity until 2013.

In view of the increase in life expectancy and its corollary, population ageing—a

global phenomenon that challenges labor, pension, healthcare, and social security

systems throughout the developed world—Dr. Tur-Sinai has been focusing on two main

avenues of research in recent years. The first is public policy in regard to healthcare

economics, an area in which he deals mainly with questions of inoculation policy, the

mix of funding for healthcare system activity, the division of public and personal

responsibility for the assurance of adequate healthcare services, the structure of

funding for the healthcare system and the perceived economics of fairness relating to

it, and the public and corporate power structure induced by wage accords in healthcare

system. The second avenue of research concerns the economic treatment toward the

elder population, which Dr. Tur-Sinai investigates in various respects such as the

structure of employment in old age, government and public responsibility for early

retirement from the labor force, and the possibility of reentering the labor force in old

age and the economics and public implications of the same.

In recent years, Dr. Tur-Sinai has been a policy fellow in the Forum of Health

Policy, the Forum of Labor Policy and the Forum of Social Welfare Policy at the Taub

Center of Social Policy Studies in Israel. He has also served on several task forces for the

Dead Sea Conference, sponsored annually by the Israel National Institute for Health

Policy Research, and on several policy groups conducted by the Minerva Center and the

Edmond J. Safra Center for Ethics at Tel Aviv University. Currently he serves as a

committee member at the Comprehensive Regional Network of Rehabilitation Services

for the Elderly task force (Eshel-JDC Israel) and as a committee member at the Design of

the Government's Health Plan in the Arab Society task force (Ministry of Health).

Dr. Tur-Sinai’s research program for the next few years focuses on the

expansion of his research on healthcare, inequality, public policy, welfare economics,

the Third Sector, labor economics, and old age. The discussion in this context will deal

mainly with questions of discrimination and inequality in the healthcare system (such as

inoculations in early age, food security, morbidity), policy on employment and reentry

in old age, public responsibility for retaining workers after they reach retirement age,

discrimination and ageism in the second half of life, public responsibility for assuring the

population an adequate level of healthcare, analysis of trends in the probability of

foregoing crucial healthcare services in old age, and the role of the Third Sector in the

functioning of the public and civil health system.

In this context, Dr. Tur-Sinai is co-authoring a series of studies in these fields, in

conjunction with leading researchers in their domains in Israel and abroad. In the next

few years, he intends to present research proposals on these topics to the Israel Science

Foundation (ISF), the Israel National Institute for Health Policy Research, the Ministry of

Science, Technology and Space, the German-Israeli Foundation for Scientific Research

and Development (GIF), and the U.S.-Israel Binational Science Foundation (BSF), in

conjunction with the aforementioned group of leading researchers.

Dr. Tur-Sinai has received several prizes and grants, including the Hebrew

University of Jerusalem Rector’s Prize (1999), the Eitan Berglas School of Economics

grant (2003-2008), the Samuel Neeman Institute for Advanced Studies in Science and

Technology grant (2006-2008), the Max Stern Yezreel Valley College grant (2015), the

K2. Teaching

The main teaching fields in which Dr. Tur-Sinai may make an added contribution relate

to his main research experience fields: health economics aspects, especially economic

considerations in the activities of healthcare, inequality, public policy in welfare, social

policy, the question of government responsibility in view of past and foreseen

demographic and economic changes in the health system, as well as short and long term

labor trends on healthcare market; economics of ageing aspects, especially labor and

healthcare trends among old-age people. In addition, Dr. Tur-Sinai can teach economic

courses dialing with Third Sector organizations, empirical basic and advanced

econometric methods, statistics models, as well as basic courses dealing with

introduction to economics and accounting.
