RRC

RIMBA RAYA BIODIVERSITY RESERVE PROJECT

Rimba Raya was the first validated REDD+ project – ever – under the Verified Carbon Standard (VCS) andhelped define the criteria by which all projects are measured. We were also the first REDD+ forest - carbonproject in the world to receive triple-gold validation under the Climate Community and Biodiversity AllianceStandard (CCBA).

The project correctly applies the approved VCS methodology element VM0004-Methodology forConservation Projects that Avoid Planned Land Use Conversion in Peat Swamp Forest, version 1.0. (VCS,2011)

Indonesian Presidential Decree No. 16/2015 the

known as BP REDD+, along with the National

Climate Change (DNPI), has been absorbed into

merged Ministry of the Environment and Forestry

as part of a massive government restructuring.

MOF Reg. No. 48/2014:

Ecosystem restoration is an act to restore

ecosystems that have been degraded in the

form of reduced land cover, ..disruption of

wildlife status, .. through the act of planting,

rehabilitation of water bodies .., habitat and

population restoration for the purpose of

achieving equilibrium of biological natural

resources and its ecosystem near its

original condition.

What are peatlands? 泥炭地

(Wetlands International, 2006): Peat is undecomposed

plant material that acuumulated over thousands of year.

Due to absence of oxygen in water-saturated

environments, the decomposition of this material has

been halted.

VISION

To maintain and deliver sustainable function of forest resources as mitigation against Climate Change and to create a balance beneficial to the ecosystem of biodiversity and a more prosperous society.

MISSION

To maintain, protect and build forest that serves as lungs of the world, with trees and protected peat lands as a source of carbon absorption and carbon storage, as well as ensuring the balance of forest ecosystem as a better source of life for the entire forest biodiversity and society.

FOCUSED ACTIVITIES

PT. Rimba Raya Conservation is a leading private company on forest ecosystem restoration concession (ERC) in Indonesia that committed and focused on three activities related to:

• Climate Change

• Community Development

• Biodiversity Conservation

This is to fulfill its main task to restore and conserve the degraded peatforest areas in Seruyan District, Central Kalimantan Province.

In general, the activities of PT. Rimba Raya Conservation in accordance with its ERC licenses (Decree No. SK.146 and 735 year 2013) obtained from the Ministry of Forestry is to conduct activities related to conservation and restoration programs (peatland forests),in a form of protection and rehabilitation activities to forest areas that experiencing deforestation and degradation, including carrying out replanting as well as to gain financial benefit in restoring its ERC based on the sustainable forest management while empowering the local community.

Most of local peoples working aspalm oil workers (21%), fishermen (12%), farmers(3%), government official/village administrators(2%) and other seasonal occupations such ascollector of non-forest timber products,midwifes, seasonal workers, carpenters, drivers,mechanics, traders, teachers, cattle raisers. Morethan 40% of the HH (household) categorized as‘poor’ and 15% of them catergorized as ‘average’conditions (World Education, 2014)

Action Plan Based on Project Design Document

1. PT. Rimba Raya Conservation (RRC) is to comprehend its commitment for

villages development and improvement for 14 villages; Ulak Batu,

Palingkau, Cempaka Baru, Telaga Pulang, Baung, Jahitan, Muara Dua,

Tanjung Rengas, Sungai Perlu, Pematang Limau, Kuala P. 1, Kuala P.2,

Sungai Undang and Persil Raya in Seruyan District;

2. Pilot Project of Green Stove. 100 unit cook stoves has been distributed to

obtain the response;

3. Distribution of Water Filter. Over 1400 unit has been distributed to the

villages;

4. Local tree replanting (Jelutung, Gembor, Rubber, Blangeran and Agarwood

and others). Up to 2016, RRC has planted over than 250.000 trees from

various types;

5. The closure of former canal from surrounding palm oil activities (canal

blocking);

6. Boundary Demarcation for the entire working area;

7. Disburse contribution and donation to 10 villages and 2 Sub-Districts in

Seruyan;

Supports and Challenges (1)

• Up to now the head of Seruyan Distict – Bapak Sudarsono is 100% support RRC. He mentioned that RRC has shown good record so far and that he has doubt that no reason for local government not to support RRC.

• That almost all the villages have been giving full support to RRC. Up to 2016 we have 9 villages signed the Village Agreement (VA) with RRC. One of the content mentions that they agree to maintain sustainable forestand collaboration in ecosystem restoration.

Supports and Challenges (2)• The climate change effect as “El Nino” that may cause

very long drought of the area, we need an ‘extra efforts’ to minimize the thread of forest fires happening in our working area.

• While in the field we may find illegal loggers that are still around. We try to minimize the illegal action by strict patrol system and establishing a guard post to prone areas and having close coordination with local authorities.

The Challenges of ERC in ecosystem restoration in the fields:

1. Permanent Working Areas: this is the important in implementing the peatlandsrestoration in relation to REDD+ programs;

2. Full supports from Local Governments (Provincial & Districts authorities) aswell as the communities surrounding ERC areas is a “a must” to implementERC programs in the fields;

3. Protection of the working areas and do local tree-species replanting in order torestore degraded forest peatlands as well as do continous field monitoringwith stake holders collaborations;

4. Empower local communities (within target villages) with ‘mutual collaboration’(i.e. Nursery establishment, tree-seedlings productions, and replanting in thefields) with combination of “livelihood programs”;

5. Suggestion on alternative productive activities such as ‘communitydevelopment program” for local communities to avoid forest landencroachments and to support local economy improvements without degradingthe forest land and the environments;

6. To restore degraded peatlands will takes time and big efforts;

7. Stable funding constraint, this must be carefully studied and prepared as therestoration of degraded forest peatlands need careful investments.

BARRIERS/DRAWBACKS1. The mind-sets on ERC activities from some local stake holders are varies,

some consider it as pursuing the timber production activities as all ERC are

working and establishing in the “production forest areas”, while some

others will consider ERC as pursuing “environmental services” without

cutting the trees.

2. Acceptability of ERC actitivies at the local sites some times affected by local

policies. In some districts, there is no guarantee in the long-run, that the local

policy on ERC will alter as impact on ‘local head of district’ attitude changes

by local elections.

3. Inferior local accessibility and capacity, as a result of low accessibility of

the ERC areas that mostly located at the remote areas far away from the

economy activities. This will affect the quality of life of local communities to be

empowered to enhance their local economy.

4. Extreme weather conditions such ‘El Nino”, this a temporary change in the

climate conditions, the weather warms up resulting a significant impact on

worst drought on peatlands and forest areas.

5. Unstable carbon market, as a result of over-supply of carbon credits as well

as lack of incentives by the Government to support ERC policies such as ‘dis-

insentive on land tax-regimes’ for the ERC holders.
