Current Conditions Associated with Silver Lake and Laurel Creek As part of the 2017 Environmental Assessment Addendum, additional background information was collected and reviewed including a site reconnaissance in May 2017 to confirm current conditions, and observe changes from previous reports. Some areas to note are described below.

1. Eroded Outfall Erosion behind the headwall at the University Ave. crossing.

2/2a.  Debris Accumulation Debris accumulation within Laurel Creek.

3. Historic Dam There is a deep scour pool immediately downstream.

4. Pedestrian Bridge New crossing is functioning appropriately.

5. Weir Remnants Remnants of the former dam remain damaged.

6. Sedimentation The box culvert appears to be accumulating sediment.

7. LRT Crossing There is sediment deposition in Silver Lake downstream of the LRT tracks.

8. Soil Erosion Soil erosion from surface runoff.

9. Debris in Trach Racks The debris reduces outlet capacity

10. Surface Erosion and Rills The erosion contributes to additional sediment in Silver Lake.

11. Silver Lake Outlet The structure is in poor condition (cracked and leaking) and in need of repair.

Silver Lake and Laurel Creek Rehabilitation in Waterloo Park – Environmental Assessment Addendum Project Public Information Centre #2 – December 12, 2017

Information Brief Introduction The City of Waterloo is conducting a study to identify and evaluate alternatives to rehabilitate Silver Lake and Laurel Creek in Waterloo Park. Waterloo Park has been described as the ‘Jewel of the City’, and Silver Lake is a unique element that has provided recreational amenity and picturesque aesthetic for the Park since 1890, making it a central feature of the City of Waterloo. As the community around the Park has grown, so have the services to Waterloo Park and the impacts on its features. The study to rehabilitate Silver Lake and Laurel Creek will follow the requirements under the Municipal Class Environmental Assessment (EA) process.

Problem Statement Currently, surface water discharge creates poor water quality and sediment conditions in Silver Lake, and contributes to the instability of Laurel Creek. Stream restoration is required to improve water conveyance in the Park, while maintaining attention to the flooding limits, natural aesthetics of the Park, cultural landscape elements, and the short and long-term implementation concepts. The study will identify and evaluate alternatives for enhancing and protecting the ecological function and natural features within the Park, ensuring that Silver Lake and Laurel Creek continue to be key attractions in the City of Waterloo.
