Chit Funds (Amendment) Bill, 2019

Context-:

Parliament has passed the Chit Funds

(Amendment) Bill, 2019 with the Rajya

Sabha approving it yesterday.

Purpose-:

The amendments have been made to

facilitate the orderly growth of the chit fund

sector to remove bottlenecks and enable

greater financial access to people.

संदर्भ-:

संसद ने चिट फंड्स (संशोधन) चिधेयक, 2019

को कल राज्यसर्ा से मंजूरी दे दी है।

Purpose-:

चिट फंड के्षत्र की अड़िनो ं को दूर करने और

लोगो ं को अचधक चित्तीय पहंि प्रदान करने में

सक्षम बनाने के चलए संशोधन चकए गए हैं।

The amendment in Chit Funds Act, 1982 which regulates

chit funds and prohibits a fund from being created

without the prior sanction of a State Government.

Key details-:

Under the legislation, the prescribed ceiling of

aggregate chit fund amount for individuals has been

raised from one lakh to three lakh rupees and in case of

firms, the limit has been raised from six lakh to 18 lakh

rupees.

Besides, words like chit amount, dividend and prize

amount have been substituted with terms gross chit

amount, the share of discount and net chit amount.

चिट फंड अचधचनयम, 1982 में संशोधन जो

चिट फंड को चनयंचत्रत करता है और एक

फंड को राज्य सरकार की पूिभ मंजूरी के

चबना बनाए जाने से रोकता है।

मुख्य चििरण-:

कानून के तहत, व्यक्तियों के चलए कुल

चिट फंड राचश की चनधाभररत सीमा एक

लाख से बढाकर तीन लाख रुपये कर दी

गई है और फमों के मामले में यह सीमा

छह लाख से बढाकर 18 लाख रुपये कर

दी गई है।

इसके अलािा, चिट राचश, लार्ांश और

पुरस्कार राचश जैसे शब्ों को स्थूल चिट

राचश, छूट का चहस्सा और शुद्ध चिट राचश

के साथ प्रचतस्थाचपत चकया गया है।

The legislation also increases the maximum

commission of a foreman from five per cent to

seven per cent and also allows the foreman a right

to lien against the credit balance from subscribers.

Chit funds-:

Chit fund is defined as per the Section 2(b) of the

Chit Fund Act, 1982.

According to this act; A chit fund is a type of

rotating savings and agreement among different

persons i.e. friends, relatives, neighbours and

family members to subscribe a certain sum of

money for a specified period of time.

कानून र्ी एक फोरमैन के अचधकतम

कमीशन को पांि प्रचतशत से बढाकर सात

प्रचतशत कर देता है और साथ ही फोरमैन को

सब्सक्राइबसभ से के्रचडट बैलेंस के क्तखलाफ

लेन का अचधकार देता है।

चिट फंड्स:

चिट फंड को चिट फंड अचधचनयम, 1982 की

धारा 2 (बी) के अनुसार पररर्ाचित चकया

गया है

इस अचधचनयम के अनुसार; चिट फंड एक

प्रकार की रोटेचटंग सेचिंग और एग्रीमेंट है जो

अलग-अलग व्यक्तियों यानी दोस्ो,ं

ररशे्तदारो,ं पड़ोचसयो ंऔर पररिार के सदस्ों

के चलए चनचित अिचध के चलए एक चनचित

राचश के चलए सब्सक्राइब करता है।

Chit funds are often microfinance organizations.

Chit Funds are also known as the Chitty, Kuree,

chit.

How safe they are-:

Once the chit group commences, the foreman

has to register the chit company with the

registrar of chits.

The owner of the chit has to pay 100% of the chit

value as security with the registrar of chits.

The deposited amount can only be withdrawn

after the said chit group closes and every

subscriber is paid what is due to him or her.

चिट फंड अक्सर माइक्रोफाइनेंस संगठन होते

हैं। चित फंड्स को चिट्टी, कुरे, चिट के नाम से

र्ी जाना जाता है।

एक बार जब चिट समूह शुरू हो जाता है, तो

फोरमैन को चिट कंपनी को चिट्ो ं के रचजस्ट्रार

के साथ पंजीकृत करना होता है

चिट के माचलक को चिट के रचजस्ट्रार के साथ

सुरक्षा के रूप में चिट मूल्य का 100% रु्गतान

करना पड़ता है।

जमा राचश को उि चिट समूह के बंद होने के

बाद ही िापस चलया जा सकता है और प्रते्यक

ग्राहक को उसके या उसके कारण क्या

रु्गतान चकया जाता है।

If the chit is not registered with the registrar

of chits then neither it is legal nor bound to

pay the deposited amount of the

subscribers.

Regulation-:

The Chit Funds in India are regulated by the

Chit Fund Act, 1982. Under this law,

registration of the chit fund business can be

done only by the respective state

governments.

यचद चिट रचजस्ट्रार के पास पंजीकृत नही ं है, तो न

तो यह कानूनी है और न ही ग्राहकों की जमा राचश

का रु्गतान करने के चलए बाध्य है।

Regulation-:

र्ारत में चिट फंड्स को चिट फंड अचधचनयम,

1982 द्वारा चिचनयचमत चकया जाता है। इस कानून

के अनुसार, चिट फंड व्यिसाय का पंजीकरण

केिल संबंचधत राज्य सरकारो ं द्वारा चकया जा

सकता है।

The Chit Registrar is appointed by the

Government under section 61 of Chit Fund

Act 1982. The Registrar of chit fund and the

concerned State Government are authorised

to take regulatory action in the cases related

to chit fund fraud.

Where do Chit Fund Companies Invest Money?

Chit Fund companies primarily invest in the

stock market, real estate, hotels, entertainment

and tourism, micro finance, newspapers,

electronic media and contract with the actors

and celebrities.

चिट फंड अचधचनयम 1982 की धारा 61 के तहत

सरकार द्वारा चित रचजस्ट्रार की चनयुक्ति की

जाती है। चिट फंड के रचजस्ट्रार और संबंचधत

राज्य सरकार चिट फंड धोखाधड़ी से संबंचधत

मामलो ं में चनयामक कारभिाई करने के चलए

अचधकृत होती है।

चिट फंड कंपचनयां पैसा कहां लगाती हैं?

चिट फंड कंपचनयां मुख्यरूप से शेयर बाजार, ररयल

एसे्ट्ट, होटल, मनोरंजन और पयभटन, सूक्ष्म चित्त,

समािार पत्रो,ं इलेक्ट्र ॉचनक मीचडया और अचर्नेताओं

और मशहूर हक्तस्यों के साथ अनुबंध में चनिेश करती

हैं।

Defence Acquisition Council

Context-:

Defence Acquisition Council, chaired by

Defence Minister Rajnath Singh, today

approved capital procurement for the

Services amounting to over 22,800 crore

rupees.

Defence Acquisition Council (DAC)-:

To counter corruption and speed up

decision- making in military procurement,

the government of India in 2001 decided to

set up an integrated DAC.

संदर्भ-:

रक्षा मंत्री राजनाथ चसंह की अध्यक्षता में रक्षा

अचधग्रहण पररिद ने आज 22,800 करोड़ रुपये से

अचधक की सेिाओं के चलए पंूजी खरीद को मंजूरी दे

दी।

रक्षा अचधग्रहण पररिद (DAC) -

भ्रष्टािार का मुकाबला करने और चनणभय लेने में तेजी

लाने के चलए, 2001 में र्ारत सरकार ने एकीकृत

DAC स्थाचपत करने का चनणभय चलया।

It is headed by the Defence Minister.

Objective-:

The objective of the DAC is to ensure

expeditious procurement of the approved

requirements of the Armed Forces, in terms of

capabilities sought, and time frame prescribed,

by optimally utilizing the allocated budgetary

resources.

Functions-:

The DAC is responsible to give policy

guidelines to acquisitions, based on long-

term procurement plans.

इसकी अध्यक्षता रक्षा मंत्री करते हैं।

Objective-:

डीएसी का उदे्दश्य सशस्त्र बलों की अनुमोचदत

आिश्यकताओं की शीघ्र खरीद सुचनचित करना है,

औरआिंचटत बजटीय संसाधनो ं का बेहतर उपयोग

करके चनधाभररत समय सीमा चनधाभररत की गई है।

कायों:

डीएसी दीर्भकाचलक खरीद योजनाओं के आधार पर

अचधग्रहण के चलए नीचतगत चदशाचनदेश देने के चलए

चजमे्मदार है।

It also clears all acquisitions, which

includes both imported and those

produced indigenously or under a foreign

license.

Approvals-:

The Council approved the procurement of

long Medium-Range Anti-submarine

Warfare P8 I aircraft for the Navy.

The DAC approved the procurement of

Twin-Engine Heavy Helicopters for the

Indian Coast Guard.

यह सर्ी अचधग्रहणो ं को र्ी मंजूरी देता है, चजसमें

आयाचतत और उन दोनो ं को शाचमल चकया जाता है

जो स्वदेशी या चिदेशी लाइसेंस के तहत उत्पाचदत

होते हैं।

Approvals-:

पररिद ने नौसेना के चलए लंबी मध्यम दूरी की एंटी-

सबमरीन िारफेयर P8 I चिमान की खरीद को

मंजूरी दी।

डीएसी ने र्ारतीय तटरक्षक बल के चलए चिन-

इंजन हैिी हेलीकॉप्टरो ं की खरीद को मंजूरी दी।

To boost the 'Make in India' initiative, the

DAC accorded approval for indigenous

design, development and manufacturing of

'Thermal Imaging Night Sights' for Assault

Rifles.

As a follow up of the successful indigenous

Airborne Early Warning and Control

programme, the DAC revalidated the

Acceptance of Necessity for the

procurement of additional Airborne

Warning and Control System (AWACS) India

aircraft.

मेक इन इंचडया' पहल को बढािा देने के

चलए, डीएसी ने असॉल्ट राइफल्स के चलए

'थमभल इमेचजंग नाइट साइट' के स्वदेशी

चडजाइन, चिकासऔर चिचनमाभण के चलए

FASTags

Context-:

From December 1, lanes on national

highway toll plazas across India will accept

toll only through FASTag.

All 560-odd plazas under the control of the

National Highways Authority of India

(NHAI) will collect toll without human

intervention, and vehicles need not stop

to pay toll.

One hybrid lane will continue to accept

cash in addition to being tag-enabled.

संदर्भ-:

1 चदसंबर से, र्ारत र्र में राष्टर ीय राजमागभ टोल प्लाजा

पर लेन केिल FASTag के माध्यम से टोल स्वीकार

करें गे।

र्ारतीय राष्टर ीय राजमागभ प्राचधकरण (NHAI) के चनयंत्रण

में सर्ी 560-चििम प्लाज़ मानि हस्के्षप के चबना टोल

एकत्र करें गे, और िाहनो ं को टोल का रु्गतान करने

की आिश्यकता नही ं है।

एक हाइचिड लेन टैग-सक्षम होने के अलािा नकद

स्वीकार करना जारी रखेगा।

What is FASTag-:

FASTags are prepaid rechargeable tags for toll

collection that allow automatic payment

deduction from the FASTag, they are normally

affixed on the windscreen of your vehicle.

A FASTag is valid for five years, and can be

recharged as and when required.

They can be used as long as they are readable at

the toll plaza and are not tampered.

With the help of a FASTag, you will not have to

stop your vehicle at toll plazas to pay the toll.

FASTagक्या है:

FASTags टोल संग्रह के चलए प्रीपेड ररिाजेबल

टैग हैं जो FASTag से स्विाचलत रु्गतान कटौती

की अनुमचत देते हैं, िे आपके िाहन के

चिंडस्क्रीन पर आमतौर पर चिपकाए जाते हैं।

एक FASTag पांि साल के चलए िैध है, और

आिश्यकता पड़ने पर इसे ररिाजभ चकया जा

सकता है।

How they work-:

The device employs Radio Frequency

Identification (RFID) technology for payments

directly from the prepaid or savings account linked

to it.

It is affixed on the windscreen, so the vehicle can

drive through plazas without stopping.

RFID technology is similar to that used in transport

access-control systems, like Metro smart card.

If the tag is linked to a prepaid account like a

wallet, or a debit/credit card, then owners need to

recharge/top up the tag.

िे कैसे काम करते हैं-:

चडिाइस सीधे जुडे़ हए प्रीपेड या बित खाते

से रु्गतान के चलए रेचडयो फ्रीक्वें सी

आइडेंचटचफकेशन (RFID) तकनीक को

How can I buy it?

E-commerce portals like Amazon and PayTM

sell these tags issued by various banks.

They are available at 27,000 points of sale

set up by 22 banks (see box) and the NHAI.

At NHAI counters, mostly at toll plazas, the

tag is free until December 1.

Places where these counters are set up

include Road Transport Authority offices,

transport hubs, bank branches, and selected

petrol pumps.

What about state highways?

Under a new “One Nation One FASTag” scheme,

the NHAI is trying to get states on board so that

one tag can be used seamlessly across highways,

irrespective of whether it is the state or the

Centre that owns/manages it.

Recently as part of a pilot, Karnataka, Andhra

Pradesh and Haryana signed MoUs with the

Centre to accept FASTags in state highways also.

What if I don’t have a FASTag-:

Vehicles entering FASTag lanes without FASTag will

be charged twice the toll amount.

राज्य राजमागों के बारे में क्या?

एक नई िन नेशन िन फासै्ट्ग योजना के तहत,

एनएिएआई राज्यों को बोडभ पर लाने की

कोचशश कर रहा है, ताचक राजमागों पर एक

टैग को मूल रूप से उपयोग चकया जा सके, िाहे

Tribal Education

Context-:

information about tribal education.

Details-:

The Central Government has established

two Central Tribal Universities namely the

Indira Gandhi National Tribal University,

Amarkantak and Central Tribal University

of Andhra Pradesh, Vizianagram with a

Context-:

The 50th edition of the International Film

Festival of India (IFFI) rolled out the red

carpet for the closing ceremony.

Golden Peacock Award-:

Particles’ directed by Blaise Harrison and

produced by Estelle Fialon has won the

coveted Golden Peacock Award at the

50th International Film Festival of India

(IFFI).

इंटरनेशनल चफल्म फेक्तस्ट्िलऑफ इंचडया (IFFI) के

50 िें संस्करण में समापन समारोह के चलए लाल

कालीन चबछा था।

गोल्डन पीकॉक अिाडभ-

He bagged the award for “ the powerful and

charismatic portrayal of a revolutionary, very relevant

in our increasingly authoritarian times”

Best Actor (Female) Award-:

The Best Actor (Female) Award has gone to Usha

Jadhav for her portrayal of ‘Prabha Mai’, in the

Marathi film ‘Mai Ghatt: Crime No. 103/2005’.

सिभशे्रष् अचर्नेता (पुरुि) पुरस्कार िाजील

Usha Jadhav got the coveted prize for her

“understated and powerful performance of a mother

defending her child’s honour against the injustice of

a corrupt system”.

Both Best Actor (Male) and Best Actor (Female) are

honoured with the Silver Peacock Trophy, certificate

and a cash prize of Rs 10 lakhs each.

Special Jury Award-:

Pema Tseden walked away with the Special Jury

Award for his film ‘Balloon’. The film set in Tibetan

grasslands got the prize for “the beauty of the film

language and the authenticity of the actors”.

उषा जाधव कर एक भ्रष्ट् तोंत् के अन्याय के खिलाफ

उनके चिल््डस ऑनर का बिाव करने वाली माों की

समझ और िखि के प्रदिशन के चलए प्रचतचित

The ICFT –UNESCO Gandhi Medal-:

Italian film ‘Rwanda’ directed by Riccardo Salvetti

won The ICFT –UNESCO Gandhi Medal instituted by

the International Council for Film, Television and

Audiovisual Communication, Paris and UNESCO.

The medal bears a portrait of Gandhi engraved by

the French artist Pierre-Yves Tremois. Etched

underneath is Mahatma’s message of hope : “ In the

midst of darkness light prevails”

द्वारा उकेरे गए गांधी के एक चित्र के पास है।
