Event Overview: International special eventThe digital transformation of local government promises to:• Improve customer experience and the perception of local government• Reduce costs and increase business value for each council• Enable specialist skills, research and resources to be shared• Reduce duplication and increase efficiency• Streamline interaction and increase influence with other levels of government• Increase strategic procurement capacity and purchasing power of the sector.

In 2018, the digital maturity gap between councils is growing rapidly, with many municipalities already investing millions in digital transformation strategies and initiatives, while others have barely begun.

"The Transformers: The role of local government in a digital world", will be held in Geelong, Victoria from 18-21 March 2018.

Expert speakers from around the world will discuss current technology trends, the digital maturity of councils, their challenges, the requirements of their communities and how to meet them.

We are expecting an audience of 300+ local government stakeholders from across Australia and around the world. Our guests include senior representatives from the local government ICT associations of New Zealand (ALGIM), the USA (GMIS), the UK (SOCITM), Canada (MISA), Belgium (V-ICT-OR), the Netherlands (VIAG) and Sweden (KommITS). Digital transformation of a rural communitySouthern Grampians Shire Council (SGSC) has an aim to become Victoria’s first Smart Connected Rural Community. In partnership with local businesses, the community, and services providers, SGSC is developing a digital ecosystem that embraces innovation and digital transformation. SGSC is investing in digital infrastructure and strengthening digital skills in the community to create a Smart Connected Rural Community with the aim to drive population growth, job opportunities and tourism.

TripodSince their earliest shows Tripod have made a habit of juggling comedy, music and narrative in endless exhilarating combinations.

They started out in the Melbourne pub scene, before becoming regulars of the Melbourne International Comedy Festival and of national radio on Triple J. TV followed, including four seasons on Skithouse – the album of which, Middleborough Road, won them an ARIA – as well as a year as regulars on Sideshow on the ABC.

They have created numerous musicals including the magical Tripod Versus the Dragon and Perfect Tripod: Australian Songs with Eddie Perfect. Perfect Tripod also appeared on Network Ten’s Oxfam Gala, released a single with Gotye for Save Live Australian Music and sung with Missy Higgins on ABCTV’s Crackup.

Tripod continue to bring an insane level of craft in both comedy and music and combine them in a rich and satisfying way – an ability that has cemented them as a much loved cultural fixture in Australia.

• CADET: Home of 21st Century engineering, the focus of CADET is on digital manufacturing, rapid prototyping, 3D modelling and visualisation technologies. Its purpose-built, interactive laboratory and workshop learning spaces enable students to project the creativity, imagination and research required to solve modern engineering issues.

• Carbon Nexus: For more than a decade, Deakin University researchers have been developing new and improved fibres and carbon composites. This new facility significantly enhances the capacity to deliver real outcomes for industry to capture the enormous market potential of carbon fibre and related composites. Carbon Nexus is an integral part of the $103m Australian Future Fibres Research and Innovation Centre at Deakin.

• IISRI is dedicated to advancing the global knowledge base of intelligent systems research. We focus on five main areas – defence systems integration and robotics, haptics research, motion simulation, micro/nano system modelling and manipulation, and process modelling and analysis.

After a 30 minute guided tour of these world-leading facilities, we head off to Federal Mills Park in North Geelong. This 100 year old factory site where once the machinery of industry produced millions of yards of fabric for soldier’s uniforms, is today emerging as a re-purposed innovation hub. Larry Irving (USA)President and CEO of the Irving Group. Former Vice President of Global Govt Affairs for Hewlett-Packard, and adviser to President Clinton

Larry Irving is the co-founder of the Mobile Alliance for Global Good, a non-profit organization promoting the use of mobile and Internet based technologies for societal gain. Mr. Irving also is the president of the Irving Group, a consulting firm providing strategic advice to international telecommunications and information technology companies, foundations and non-profit organizations. From September 2009 to July 2011, Mr. Irving served as Vice President for Global Government Affairs for the Hewlett-Packard Company, the world’s largest technology company.

Mr. Irving is widely credited with coining the term “the digital divide” and sparking global interest in the issue. Irving is a leading global thinker on technology and innovation issues, with extensive government and private sector experience. He served as Assistant Secretary of Commerce for Communications and Information in the Clinton Administration for almost seven years, and had principal responsibility for the formation of the Administration’s domestic and international telecommunications and information technology policy.

Mr. Irving received a Bachelor of Arts degree from Northwestern University, and is also a graduate of Stanford Law School, where he was elected President of his graduating class.

Peter Auhl is the 2017 CEO Magazine national “CIO of the Year” winner who has a career spanning more than 20 years in State and Local Government and private industry.

Sam specialises in growing innovative business in mature organisations, and has held senior executive roles in corporate development, risk management, strategy and operations at Australia Post, Bendigo Bank and Fairfax Digital. Susan SlyDirector of Lueur Pty Ltd, National and mentor of emerging leaders across government and the ICT sector

Susan Sly has extensive experience working with senior business executives and technology teams to align technology strategies and service delivery to organisational drivers and objectives. She is the Director of Lueur Pty Ltd and a graduate of the Australian Institute of Company Directors, with a strong focus on strategy, governance and innovation.

Her experience includes over five years as the Chief Information Officer (CIO) for a government agency, during which she was recognised as the Victorian and National iAwards CIO of the Year in 2013. Her previous roles in the private, government & military sectors have encompassed IT service delivery, human resources, public relations and operational fieldwork. She is a strong strategic leader with proven commercial acumen who knows how to turn around and grow a business.

An advocate for diversity and its business benefits, Susan mentors emerging leaders across government and the ICT sector in addition to supporting IT industry diversity initiatives. Lynn WarnekeDeputy Chief Digital Officer and Executive Director Channels & Platforms, Deakin University

Lynn Warneke works at the nexus of digital and emerging technologies, business transformation, and customer experience. Her remit includes digital strategy; application development and enterprise integration; user centred design and UX; and innovation in emerging technologies including Internet of Things, augmented reality, big data and analytics, and machine intelligence. Working closely with the CDO and senior stakeholders across the University, Lynn designs and advances Deakin’s technology-enabled transformation agenda through the interlinked strategic domains of Smart Campus, Cloud Campus, and Foundation Digital Enabler ecosystems. Her Smart Campus strategy and roadmap won Deakin a 2017 place in the Digital Edge 50, honouring just fifty organisations globally for significant and complex digital transformation initiatives. In 2018 Deakin has once again made this prestigious list for Genie, the University’s new AI-enabled virtual assistant for all 56,000+ students.

Colin FairweatherChief Information Officer, City of Melbourne

As the CIO for the City of Melbourne, Colin Fairweather is responsible for the delivery of ICT services and the smart city strategy. Colin has many years’ experience in local government and has a depth of knowledge across many fields with particular expertise in information management and organisational dynamics.

He has a deep interest in cities and using ICT to address urban challenges. Colin is leading a number of initiatives to enhance Melbourne’s reputation as a smart city, including city wi-fi and open-data; and recently has established CityLab, leveraging lean start-up and collaboration models to support community engagement and innovation.

David BartlettFormer Premier of Tasmania, & Conference Chair

David Bartlett is seven years into his third career. His first career in the IT sector as an industry development specialist and CIO ended when he was elected to the Tasmanian Parliament. He spent ten years as a Member of Parliament, Minister for Education, Minister for Science & Technology and Premier. Seven years after leaving politics David now advises governments and large corporates on digital transformation, is Chairman of Fronde International, Chairman and Director of a number of Australian high growth tech startups and President of a professional basketball club. Harry Turnbull has 32 years experience working within municipal government working his way through the ranks to his current role as the CIO. He is currently Vice Chair of the Board for the Connecting Windsor Essex Smart community initiative and Board Member of the Institute for Citizen Centred Service.

Harry has served several roles with the Municipal Information Systems Association of Ontario (MISA) including President. He also represents municipalities in Canada on the Public Sector CIO Council and is a former Co-Chair of that group.

Harry has earned individual IT leadership awards including the National Peter Bennet and Provincial, Roy Wiseman and Regena Lerke awards for outstanding contributions to the municipal IT sector.

Martin Ferguson (UK)Policy and Research Director Socitm, UK

Martin leads Socitm’s policy and research activities on redesign and digital transformation of UK local public services. His current work covers digital innovation and leadership in government, smart places, location intelligence, health and social care integration, diversity and digital skills in the workforce, and cyber security. He represents Socitm on a number of national boards in these fields and is programme manager for the UK Local CIO Council. A graduate of the Universities of Wales, Waterloo (Canada) and Birmingham, his local government career spans planning, housing, leisure and recreation, IT and information services. He is a past president of Socitm. In Brazil and central Asia, he has contributed to the British Council’s e-governance programmes. He has served as an associate lecturer for the University of Birmingham’s Public Service MBA in the UK and Hong Kong, a senior lecturer for the Open University Business School and an external examiner for Henley Business School. Cr Margaret O’Rourke is an accomplished business woman with extensive leadership experience.

She is a former manager of Telstra Countrywide and is currently a Deputy Director at the Bendigo Kangan Institute and Director at Goulburn Murray Water and Bendigo Health Care Group. Her previous roles include Chair of Bendigo TAFE and a Director for the Tasmanian Ports Corporation and Bendigo Business Council.

Cr O’Rourke was elected to Council on the platform of developing a strong and prosperous future for Greater Bendigo that encourages industry and job development. She looks forward to focusing on improving the retail sector and developing a strategy to drive growth, and believes this work will position Greater Bendigo as a key art and retail destination in regional Australia.

Cr O’Rourke is also looking forward to working closely with our rural communities and ensuring both rural and urban residents are better connected to new technology.

With more than 20 years’ professional experience, Andrew has held a number of senior leadership roles within Telstra most recently as Head of Global Enterprise Team driving the growth strategy with a team and customers spread across 20 countries. Prior to this he was Head of Asia Pacific, and Head of Asia based at Telstra’s international headquarters in Hong Kong.

Russell BennettManager Business Systems Southern Grampians Shire Council

Russell Bennett has been the Manager Business Systems at Southern Grampians Shire Council since April 2015. Prior to his current role he has 13+ years’ experience working as IT Project Manager and Business Analyst across a number of industries both in the private and public sector.

A tree change in 2015 saw Russell leave the city lights of Melbourne for Hamilton and commence his first role in Local Government. Since joining Local Government Russell has been a member of the MAV Technology Committee, helping shape the direction of Technology for all Victorian councils.

As Executive Officer of Community Leadership Loddon Murray, Leah Sertori serves a diverse community of established and emerging leaders. Community Leadership Loddon Murray delivers a flagship Community Leadership Program, together with high impact tailored training and development.

Hundreds of the program's graduates now serve the region as volunteer directors, firefighters, environmentalists, business owners and the list goes on. The program grows leaders and coaches for a healthy and constructive leadership culture.

Leah's areas of expertise include governance, strategy, culture, project management, team development and collaborative business models. She led the delivery of consortium based projects in the energy sector (Central Victoria Solar City) education (School's First with National Australia Bank and the Foundation for Young Australians) and regional community development (Our Enterprising Community).

Kathy ReidDirector of Developer Relations at Mycroft AI & President, Linux Australia

Kathy Reid works at the intersection of open source, emerging technologies and technical communities.

Over the last 20 years, she has held several technical leadership positions, including roles as Digital Platforms and Operations Manager at Deakin University, managing platforms such as WordPress, Squiz Matrix and Atlassian Confluence, technical lead on projects involving digital signage and videoconferencing, and has worked as a web and application developer.

More recently, she has run her own technical consulting micro-business, and been engaged on a variety of projects involving data visualisation and emerging technologies workshops.

She is the President of Linux Australia, Inc, a not for profit organisation which advocates for the use of open source technologies and runs technical events such as Linux Conference Australia. She brought GovHack – the open data hackathon – to Geelong in 2015 and 2016 and in 2011 ran Geelong’s first unconference – BarCampGeelong.

Kathy holds Arts and Science undergraduate degrees from Deakin University and an MBA (Computing) from Charles Sturt University, as well as several ITIL qualifications.

Casey BennettoPerformer & songwriter

Casey Bennetto is a songwriter, singer and performer best known for writing and performing in KEATING! the musical for which he won several Melbourne International Comedy Festival Awards, Green Room Awards and Helpmann Awards.

He has scored numerous television series including The Katering Show, Lowdown, Welcome to Littleton and Get Krack!n. Other compositions include the cheery Christmas killer-robot pantomime The Terminativity, and Prison Songs (co-written with Shellie Morris).

Casey has made regular appearances on ABC774: as a guest announcer and co-host with Jon Faine on the Conversation Hour. He co-hosts Superfluity on 3RRR with Scott Edgar and Christos Tsiolkas. He has also made a number of appearances on ABC TV’s popular Spicks And Specks, In Gordon Street Tonight and Adam Hills Tonight and the ABC’s Sunday Arts show.

Jeff PortwainChief Operating Officer, Gruntify / GIS People

Jeff Portwain has over 35 years IT sales and delivery experience providing services and product solutions to government, publically listed and private held clients. Jeff processes Strong Executive Management, Account Management and Business Development Management experience with focus on building long term rapport with key client relationships. Jeff is highly skilled in building brand awareness and driving customer loyalty.

Jeff's broad experience within the IT industry and other key industry sectors has been key to his role as National Account Director for Dialog. As side from managing key national and local accounts, Jeff also has responsibility for managing Dialogs vendor relationship, contract management and over sees the National practices for the groups within Dialog, such as Google, Microsoft, Oracle and SAP.

In addition to his role Jeff has also recently taking on the responsibility of Branch Manager for NSW.

Jeff is instrumental in the introduction of new technologies for his clients as well as Dialog. ranging from Public Sector Agencies to large Enterprise Corporations.

Now Acting Digital Services Manager at the City of Greater Geelong, Matthew brings over 20 years’ experience in leveraging new technologies and agile thinking to drive organisational transformation, performance, profitability and customer satisfaction.

He’s excited about leading the charge for Geelong to become a Smart City as Geelong transforms itself into a city of entrepreneurs and innovators.

Frank Kerkhoven (Netherlands)VIAG

My name is Frank Kerkhoven. I live in Zaanstad, a medium size city in the Netherlands, just on top of Amsterdam. I work for the municipality of Zaanstad as Data Protection Officer (DPO).

My background is in IT. I used to manage a group of people in Functional Management for many years. This gave me plenty of training in speaking an understanding to people in different layers in our organisation, very helpful in my current job!

As a member of the VIAG board I hope to connect people in our municipalities in order to exchange and build knowledge. And also to represent those people in platforms on an nation wide (and international) scale. Not only about privacy (being a DPO...), but in any field that matters.

Mike Manson (New Zealand)Association of Local Government Information Management (ALGIM)

Mike Manson is the Chief Executive of ALGIM in New Zealand. He has a career in Local Government spanning 40 years with a passion for bringing people and technology together. He has worked on many technology projects including Digital transformation initiatives, Digital Strategies and customer centric initiatives. Mike set up one of the most successful shared services in local government in New Zealand providing contact centre services after hours to 30 Local Authorities and several Government agencies. Mike has been part of LOLA (Linked Organisations of Local Authorities) since its inception and values the networking and collaboration of the international community.

Clark Rainer (USA)GMIS

Clark has over 20 years of experience in leading IT operations for public and private organizations. He holds an ITLP degree and LGCIO from University of Georgia – Carl Vinson Institute for Government, BBA in General Business Administration from Georgia College and State University, and Associate of Arts from Oxford College of Emory University.

Clark is a change agent building or rebuilding IT Departments for City, County, and State Governments and serving in the roles of IT Director and CIO. He has served as project manager for multiple enterprise level IT projects, business analyst conducting many business process reviews and improvement plans, strategic planning, budget planning and maintenance, staff development and management, and many technical certification specialties.

Clark is a previous President of the GA GMIS, and is currently Secretary/Treasurer. Now in his seventh consecutive term as GMIS International Director, Clark has worked closely with International partners in the formalization of LOLA (Linked Organization of Local Authorities), which includes executives representing Australia, Belgium, Canada, Netherlands, New Zealand, Sweden, United Kingdom, and United States. He is the past President of ‘HTTP’ (Henry Telecommunications and Technology Partnership), and was awarded the GMIS Outstanding Professional Award in 2001.

Outside of work, Clark enjoys travelling, spending time with family and friends, fishing, horseback riding, and the menagerie of animals on his ‘hobby farm’ out in the country.

Amanda FinnisManager Information & Systems, Coliban Water

Amanda has worked in the Information Technology sector for 15 years. During that time notable roles have included Manager Online Strategy for the Victorian State Government and Manager Technology Development for Melbourne University Publishing. She joined Coliban Water in April 2013 and is responsible for all information management and technology and for the organisation.

Amanda is an innovation enthusiast who genuinely believes that technology can contribute to improved productivity and wellbeing - not just process efficiency. She spends a lot of time dreaming up how Coliban Water can contribute to the Bendigo region’s growth, health and prosperity by being a partner in technology driven collaborations.

Lou’s role within the LGAQ is working with Queensland councils to improve productivity through the adoption of technology. This includes raising awareness of existing technologies, understanding where councils are in the digital journey through the commissioning of the LGAQ Digital Productivity Survey, work around mobility and asset management, the concept of the smart city and application of UAV’s to business processes.

Lisa BennettoExecutive Officer, MAV Technology, Municipal Association of Victoria, and Principal, Fruitful Communications

Lisa Bennetto is a senior consultant to the Municipal Association of Victoria, advising the MAV Board and Executive team on strategic planning and reporting, and driving the MAV’s digital agenda. She also heads MAV Technology, who deliver ICT and digital projects, major events, communication forums and collaborative procurement opportunities for Victoria’s 79 councils. An award-winning graphic designer and writer, Lisa provides communications advice to organisations including Ambulance Victoria, Victoria Police and Australia Post. She was previously the director of a visual communications company with clients including multi-national businesses, government agencies, educational institutions, community organisations and charities. Her photography has appeared in Rolling Stone magazine. Lisa believes that local government has a vital role to play in helping people adapt and thrive in the digital era. She is passionate and optimistic about what can be achieved by collaborating with the private sector, academia, and other levels of government to build capability in councils.
