The regularly scheduled meeting of the Cumberland County Board of Health was held via
Teleconference. Dennis Gaggini, Chairperson, called the meeting to order at 5:33 p.m.

CUMBERLAND COUNTY BOARD OF HEALTH AND MILLVILLE HOUSING
AUTHORITY AGREEMENT FOR RENTAL SPACE
RESOLUTION NO. 01/2021-01
WHEREAS, the Cumberland County Board of Health (“CCBOH”) is tasked with certain
responsibilities related to environmental and public health by the Cumberland County Elected
Board of Freeholders; and
WHEREAS, in order to accomplish its mission, the CCBOH requires suitable office,
meeting and storage space for its staff, files and activities; and
WHEREAS, the CCBOH staff have identified suitable space for this purpose located at
309 Buck Street and 1 East Vine Street in the City of Millville; and

WHEREAS, the owners of said property, the Millville Housing Authority are willing to
lease space to CCBOH according to the terms of the attached agreement; and
WHEREAS, the agreement is expressly dependent upon the availability of funds
provided to the Cumberland County Health Department.
NOW, THEREFORE, BE IT RESOLVED BY THE CUMBERLAND COUNTY
BOARD OF HEALTH that pending sufficient funding the Board shall authorize the Director to
execute the attached Addendum to Lease Dated March 1, 2018 Agreement with the Millville
Housing Authority.

CUMBERLAND COUNTY BOARD OF HEALTH
AGREEMENT WITH THE SOUTHERN NEW JERSEY PERINATAL COOPERATIVE
FOR CHILDHOOD LEAD SCREENING AND SUPPORT
RESOLUTION NO. 01/2021-02
WHEREAS, the Cumberland County Board of Health in furtherance of its mission to
promote good health and improve the lives of the citizens of Cumberland County is open to
partnering with other entities in furtherance of the mission; and
WHEREAS, On October 1, 2020, the Southern New Jersey Perinatal Cooperative was
awarded additional funding, from the New Jersey Department of Health (NJDOH)/Division of
Family Health Services, to elevate efforts to increase the number of children being screened for
lead poisoning through the Southern Regional Lead & Healthy Homes Coalition; and
WHEREAS, Childhood lead screening rates have been traditionally low in the southern
region, a problem only exacerbated by the COVID 19 pandemic. It is the intent of this
subcontract that the Cumberland County Health Department will assist SNJPC in implementing
the Lead Screening Pilot by reaching out to parents in Cumberland County to reinforce the
importance of screening of all one and two year old. The Cumberland County Health Department
will collaborate with Holly City Pediatric practice to offer Point of Care on-site lead screening;
and
WHEREAS, the term of the contract shall be from January 1, 2021 until June 30, 2021 and
shall not exceed $4,000 for approved program and administrative expenses; and
5
WHEREAS, the Cumberland County Board of Health wishes to contract with Southern
New Jersey Perinatal Cooperative to provide the services as outlined in the attached Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CUMBERLAND COUNTY
BOARD OF HEALTH, that the Board hereby adopts the Agreement with Southern New Jersey
Perinatal Cooperative.
FURTHERMORE, the Health Officer shall be authorized to sign any documents or
contracts in relation to this agreement on behalf of the Cumberland County Board of Health.

RESOLUTION NO. 1/2021-03
WHEREAS, the Cumberland County Board of Health is desirous of appointing a
Custodian of Funds to enhance the operations of the Board; and
WHEREAS, Valerie Ridgeway-Carter, is willing and qualified to serve as the Custodian
of Funds for the Cumberland County Board of Health;
NOW, THEREFORE, BE IT RESOLVED BY THE CUMBERLAND COUNTY
BOARD OF HEALTH, that the Board hereby appoints Valerie Ridgeway-Carter as the
Custodian of Funds for the Cumberland County Board of Health for a term of one (1) year
commencing January 1, 2021 and ending December 31, 2021 at the salary of $7,362 for said

WHEREAS, there exists the need for attorney services for the Cumberland County Board
of Health in order to operate in proper fashion; and
WHEREAS, after the receipt of open public bids, it was determined that James E.
Schroeder, Esquire, of Vineland, New Jersey, who is experienced in representing the Board and
is qualified to provide the legal services of the type and nature needed by the Cumberland
County Board of Health should be appointed.

RESOLUTION NO. 01/2021-06
NEW JERSEY DEPARTMENT OF HEALTH GRANT AWARDING ADDITIONAL
FUNDING FOR PRIVATE WELL OUTREACH 2021
WHEREAS, on or around January 17, 2021, The Cumberland County Board of Health
received a Notice of Grant Award from The State of New Jersey Department of Health
(“NJDOH”) informing the Board of Health that the NJDOH intends to process the Grant
Application to support capacity and resource development to improve the Local Health
Department (“LHD”) response to private well users’ needs for neighbors-based private well
testing outreach in the amount of $5,000 under Grant Award #EPID21PW001; and
WHEREAS, the January 17, 2020 Notice of Grant Award #EPID21PW001 is attached
and incorporated into this resolution; and
WHEREAS, pending the availability of funds the total Grant award will be awarded for
the budget period of December 1, 2020 through August 31, 2021; and
NOW, THEREFORE, BE IT RESOLVED BY THE CUMBERLAND COUNTY
BOARD OF HEALTH, that the Board accepts the Notice of Grant Award to process the Grant
Application of the Cumberland County Health Department to support capacity and resource
development to improve the response to private well users’ needs for neighbors-based private
well testing outreach during the period of December 1, 2020 through August 31, 2021in the
funding amount of $5,000.00 total.
BE IT FURTHER RESOLVED that the Health Officer is hereby authorized to execute
whatever documents, contracts, agreements or instruments necessary to enter to accept and enter
into a Grant Agreement with the NJDOH.

copy of this resolution to the NJDOH.

COMMENTS FROM BOARD MEMBERS AND OTHER MATTERS:
• Director Fauerbach reviewed the Director’s report, Donald mentioned the virus continues to
surge, he also gave updates on Covid 19. The Director shared with the Board the positive
feedback received from the residents for the outstanding job organizing the vaccination clinics.
• Commissioner Musso gave a brief update on the replacements for the 3 vacancy seats on the
Board.
• Health Officer Sheppard gave updates on Covid-19. Megan discussed in detail the new plans
moving forward with Covid 19 vaccination clinics.

• Megan gave an update on staffing; we have four new staff members that started recently, and we
are looking into a new hire for one more Temp position. This new hire will be a Clerk 1 position,
if everyone agrees, we will move forward with the hiring process. This new position will be tohelp with our vaccination clinics and Covid testing sites.
• Health Officer also mentioned plans to set-up a call center at the County level to address the
volume of calls received every day.
• Megan requested approval from the Board to execute the Contract with Strategic Billing and to
move forward with their proposal of adding billing services to assist with Covid-19.
• Before entering the Closed Session, it was announced the Board will not come back into
public session.

BYRON M. BAER OPEN PUBLIC MEETINGS ACT, N.J.S.A. 10:4-et seq.
WHEREAS, the GOVERNMENT BODY is subject to certain requirements of the Senator Byron
M. Baer Open Public Meetings Act, N.J.S.A. 10:4-6, et seq.; and WHEREAS, the Senator Byron
M. Baer Open Public Meetings Act, N.J.S.A. 10:4-12, provides that an Executive Session, not
open to the public, may be held for certain specified purposes when authorized by Resolution; and
WHEREAS, it is necessary for the GOVERNMENT BODY to discuss in a session not open to the
public certain matters related to the item(s) authorized by N.J.S.A. 10:4-12(b) and designated
below:
__________(1) Matters Required by Law to be Confidential: Any matter which, by express
provision of Federal law or State statute or rule of court shall be rendered confidential or excluded

bargaining agreement, or the terms and conditions which are proposed for inclusion in any
collective bargaining agreement, including the negotiation of the terms and conditions thereof with
employees or representatives of employees of the public body.

____________(5) Matters Relating to the Purchase, Lease or Acquisition of Real Property or the
Investment of Public Funds: Any matter involving the purchase, lease or acquisition of real
property with public funds, the setting of banking rates or investment of public funds, where it

___________(6) Matters Relating to Public Safety and Property: Any tactics and techniques
utilized in protecting the safety and property of the public, provided that their disclosure could
impair such protection. Any investigations of violations or possible violations of the law.

Any pending or anticipated litigation or contract negotiation in which the public body is, or may

Any matter involving the employment, appointment, termination of employment, terms and

appointees whose rights could be adversely affected request in writing that such matter or matters
be discussed at a public meeting.

Any deliberations of a public body occurring after a public hearing that may result in the imposition
of a specific civil penalty upon the responding party or the
suspension or loss of a license or permit belonging to the responding party as a result of an act or

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNMENT BODY, assembled in
public session on January 20th, that an Executive Session closed to the public shall be held on this
date during the regular course of the advertised meeting for the discussion of matters related to the
specific items designated above. It is anticipated that the deliberations conducted in closed session
may be disclosed to the public upon the determination of this Board that the public interest will no
longer be served by such confidentiality.

NEW JERSEY HEALTH INITIATIVES GRANT FOR SEPTIC SYSTEM
MAINTENANCE AND REPAIR STUDY
WHEREAS, on January 22, 2021, The Cumberland County Board of Health received a
Notice of Grant Award from New Jersey Health Initiatives of Rutgers University-Camden
informing the Board of Health that they intend to process the Grant Application to study Septic
System Maintenance and Repair in the amount of $20,000; and
WHEREAS, the January 22, 2020 Letter notifying of the award is incorporated into this
resolution; and
WHEREAS, pending the availability of funds the total Grant award will be awarded for
the budget period of February 1, 2020 through July 31, 2021; and
NOW, THEREFORE, BE IT RESOLVED BY THE CUMBERLAND COUNTY
BOARD OF HEALTH, that the Board accepts the Notice of Grant Award in the amount of
$20,000.
BE IT FURTHER RESOLVED that the Health Officer is hereby authorized to execute
whatever documents, invoices, contracts, agreements or instruments necessary to enter to accept
and enter into a Grant Agreement regarding this award.
