CAMPUS MASTER PLANNING

Learning outcomes:

(1) University academic plans and strategic plans form the foundation for the future development of campus facilities.

(2) The campus master plan provides a framework to guide the physical development of the college and ensures that future development decisions reflect academic purposes and priorities.

(3) The campus master plan informs the need, type and variety of capital development projects to be implemented through the CSU capital program.

(4) The campus master plan is a living document, which will be periodically updated to reflect changes in academic plans, strategic plans or pedagogy.

Learning outcomes:

(1) Awareness of available information (and its location) on land records.

Learning outcomes:

(1) The authority of CSU regarding land acquisition and management.

(2) What is the acquisition process?

PROGRAM DEVELOPMENT

Learning outcomes:

(1) The role of the CPDC Facilities Planning unit in the development, evaluation, prioritization and support of campus capital facilities programs.

(2) The steps to the development of a capital program, including those common to all projects and the specialized tracks for academic and self-support type projects.

(3) The process by which the program scope, schedule and budget are determined for capital projects and the process of prioritizing projects and achieving necessary approvals to proceed to design.

(4) CPDC’s role in supporting and refining capital projects for approval by the Board of Trustees.

(5) Importance of understanding project funding type to leverage available funds for capital projects.

(6) Tracking project financials and types of project work drives future capital programs and budget requests.

MASTER PLANNING ACTIVITY

Learning outcomes:

(1) This activity will engage participants in a hands-on exercise in which they assemble a campus master plan to provide a framework to guide the physical development of a new campus.

(2) Through a participatory group process, they will learn to develop a plan which supports an academic program and conforms to typical CSU guidelines and constraints as presented in the preceding training sections.

DELEGATION OF CAPITAL AUTHORITY

(2) The Certification Review Board monitors campus capital project performance, with a goal to mitigate systemwide risk.

(3) Four primary methods for CPDC to understand and learn from campus projects.
