Prisoners and inmates are required to perform work,which keeps them meaningfully and gainfullyoccupied. This arrangement enhances security andsafety inside penal institutions by reducing the risk ofunrest resulting from boredom and the lack ofconstructive activities. Employment also enablesinmates to cultivate a good work habit and acquireuseful vocational skills. This facilitates theirrehabilitation and re-integration into the communityafter release. The Correctional Services Industries(CSI) is the section in the Department responsible forthe industrial employment of prisoners and inmates.

In 2000, an average of 6 800 prisoners andinmates were engaged daily in various types ofindustrial work under the 13 trades run by CSI. Abreakdown of employment of prisoners and inmatesin various trades is at Appendix XVII. Unless certifiedunfit to work by the Medical Officer, prisoners andinmates also took part in various types of domesticduties as well as ground maintenance and minorconstruction work projects.

Employment of prisoners and inmates bringsan incidental benefit of saving public money. CSIsupplies products and services of good quality togovernment departments, government subventedorganisations and charitable bodies. The total valueof products and services provided by CSI in 2000 incommercial terms was $507 million. A summary of

the commercial value of goods and services providedby inmate labour is at Appendix XVIII.

Workshops and Employment of InmateLabour

The penal population was relatively stable in2000. Laundry services, furniture making, uniformitems manufacturing and sign making represent themajor businesses of CSI. The laundries employedabout 1 500 prisoners and inmates in all institutions.They achieved an annual output of over $200 million,the highest among the existing businesses. Thefacilities of commercial laundries were upgraded toalleviate the overloading situation and provide betterservices to hospitals and clinics under the HospitalAuthority and the Department of Health.

Making of uniform items including knitwearand leather accoutrements provided about 2 620 workposts for prisoners and inmates, the largest numberamong all trades. The total output increased to over$128 million with the commissioning of newworkshops in the Pik Uk Prison and the Pak Sha Wan

Correctional Institution. The stable workforce alsohelped accomplish the delivery schedules for variousclients.

The businesses for furniture making, printing,bookbinding, envelope making, precast concreteproducts and metalwork were healthy throughout theyear.

The fibreglass workshops at the Hei Ling ChauAddiction Treatment Centre and the Ma Po PingPrison were damaged in two fires in February andJune respectively. The former resumed productionin early October whilst reconstruction of the latter isstill in progress.

Products and Market Development

To meet the changing needs of our customers,continuous efforts were made in developing newproducts and exploring new markets so as to provideadequate work and varieties for the employment ofprisoners and inmates.

With the downsizing of the Civil Service,government departments especially the disciplinedforces require substantially less leather accoutrements

and briefcases. CSI promoted and developed otherpotential clients and designed more leather productsfor them. Other than belts and briefcases, ankle bootswith waterproof features were also developed andwill be introduced to the market in the coming year.

Based on the feedback of a customer opinionsurvey, CSI new office furniture was modified tobetter suit the requirements of users. CSI alsodeveloped a series of furniture items such as modularconference table, roller shutter cupboard andcomputer tables. They were introduced to variouspotential customers.

The Food and Environmental HygieneDepartment and the Leisure and Cultural ServicesDepartment have requested fibreglass litter containersof different colours and holding capacity for trial. Thedevelopment has been encouraging so far.

CSI installed an envelope-blank die-cuttingmachine at the Pak Sha Wan Correctional Institutionin December. With this new machine, we are able todie cut large government envelopes at the rate of5 000 an hour.

Staff Training

To keep abreast with the latest productiontechnology, visits to overseas facilities were arrangedfor CSI staff. A number of visits to furniture, footwear,sign making and fibreglass manufacturing plants inMainland China were found to be very fruitful. Theseopportunities provided exposure for CSI staff to thelatest production technology and equipmentapplication. The experience gained would help CSIimprove production efficiency and product quality.

Two Principal Industrial Officers attended theAccredited Footwear Technologist Course organisedlocally by the Shoe and Allied Trades ResearchAssociation (SATRA). The 10-day course provideduseful training as well as updated technologyinformation in footwear production.

Three Industrial Officers participated in a five-day training course on roller calendering and ironingequipment in Germany and Denmark in June. Apartfrom the field training in machine operation andmaintenance, the officers were also exposed to newtechnology in garment finishing.

Other training opportunities were provided withthe assistance of local tertiary educational institutions,the Civil Service Training and Development Instituteand the Occupational Health and Safety Council.

Manufacturing Management andControl System (MMCS)

The MMCS has been effective in enhancingCSI’s efficiency in production planning and inventorycontrol. A terminal was installed to link up the PakSha Wan Correctional Institution, which was openedin 1999.

Job Costing System (JCS)

In February, the Treasury Computer Branchhanded over the JCS administration and maintenanceto the Department. The JCS keeps records of stockitems of industrial materials and performs costing ofproducts. It is implemented on a LAN environmentwith a user-friendly interface for inputting data andon-line enquiry. With expanded information coverageon stock, jobs and transactions, the JCS hasstrengthened the internal control on materialpurchases. Improved cost recovering efficiency wasachieved by automating the processes of generaldemand note and transfer voucher preparation.

Procurement of Materials

In 2000, CSI had a purchase limit of $126million and indebted limit of $60 million for the supplyof materials to manufacturing workshops. Theselimits were found adequate in meeting the operationalrequirements.

The increased CSI Direct Purchase Authority(DPA) has provided CSI with more flexibility toconduct purchase of stores or services via tenderingor calling of quotations. This enhanced the overallefficiency of the supplies function.

Occupational Safety and Health

CSI takes an active role in co-ordinating all theoccupational safety and health activities in theDepartment. The Steering Committee of theDepartment met half-yearly to monitor progress ofthe initiatives put down in the Annual Plan. In supportof the Committee, CSI delivered the following

programmes to promote occupational safety andhealth of staff and prisoners:

(a) Participating in the Quiz Competitionorganised by the Occupational Safety and HealthCouncil and the Labour Department in August;

(b) Inviting Occupational Hygienists of theLabour Department to assess the potential risk hazardsin workshops;

(c) Conducting risk assessment exercises on fireprevention and office environment in institutions; and

(d) Monitoring and supporting the operation ofthe Institutional Safety Committees and arrangingtraining courses for staff in institutions.

Quality Management

CSI must ensure the attainment of prescribedproduct and services quality, which would sharpenits competitive edge. To maintain the qualityawareness and responsiveness of staff members at ahigh level, regular Quality Control Committeemeetings were held. Quality assurance systems forin-coming materials, work-in-progress, and finalproducts were frequently reviewed at these meetings.In addition to the in-process quality checking by CSIstaff, independent surveyors were hired to conductquality inspection of finished products and in-comingmaterials.

Customer opinion surveys on envelopeproducts and bookbinding service were conducted inthe year to collect feedback from customers. Thefindings were very useful in better understandingclient needs. Each year, similar customer surveys areconducted for different trades as part of the continuedeffort for customer service improvement.

The ISO 9002 Certification for Sign MakingBusiness has been a successful move to benchmarkCSI products and services. Preparatory work has beenstarted to extend this quality management system tothe commercial laundries.
