Reference directory

logical structure of a message reference directory

- directory of persons: what persons in what capacities have personal files in what social security institutions for what periods

- data availability table: what data are available in what social security institutions for what types of files

- access authorization table: what data may be transmitted to what institutions for what types of files

example of the use of the reference directory

CBSS

Crossroads Bank for Social Security

Logical structure of a message

prefix- network part (fixed)- reference directory part (fixed)- application part (variable)

data part except for the prefix, no part of the message is

accessible by institutions different from the transmitter and the final addressee. Crossroads Bank or institutions mastering the so called secondary network, can adapt prefix.

Support for research

some 45 projects conducted by governmental or scientific institutions were supported

by providing anonymous and intersectorial data applying techniques of datawarehousing

- data generated by operational systems in 7 institutions are downloaded on a specific DWH-computer equipped with statistical processing software

- DWH-computer automatically produces frequently asked statistics, and is able to respond to ad hoc questions much faster, at significantly lower cost, with less risks and with more flexibility than joint operational systems

SIS-card: why?

beforebefore nowadaysnowadays

one 5-year valid memory-chip card handed out by sickness funds

multifunctional

card contains unique social

security number

magnetic card with one-year validity and stickers handed out by sickness funds

for some branches (construction,

bus transport) three-month valid

magnetic card handed out by

sectoral funds

no card contained unique social

security number used by every

institution for social security

Page 47: Crossroads Bank for Social Security 2002

CBSS

Crossroads Bank for Social Security

Functions of the SIS-card

reliable identification of the socially insured persons - for the social security institutions

- for the employers

- for other bodies having to communicate data about the owner of the card to social security institutions or to tax services

electronical evidence for providers of medical treatment not connected to the social security network; it replaces the previous system of stickers and provides the proof of ensurability to health care professionals applying the third payer rule- 1st phase : chemistries and hospitals

- evolution : every provider of medical treatment applying the third payer rule

Page 48: Crossroads Bank for Social Security 2002

48 08/07/02

CBSS

Crossroads Bank for Social Security

Objectives of the SIS-card

improvement of the services offered to the insured people

reduction of administrative charges for

- insured people

- employers

- health care professionals

a single, updatable card every 5 years is less expensive than several unmodifiable cards, which are delivered every 3 months or every year, and the system of stickers

to guarantee a unique, preferably electronic declaration by socially insured persons and their employers, of all necessary data for- calculation and collection of social security contributions on

employees wages, incl. reductions by ONSS (the national office for social security)

- calculation of all social security benefits which are related to wages and working times

to maximize network profits for internal data exchange between social security institutions

to have an integrated service provision to the socially insured persons and their employers on a social security portal using a customer relation management tool and supported by a contact center

Starting points

starting from actual needs as discovered in existing documents

limiting the number of collected information data to “essentials” in order to keep the declaration as simple as possible

on a basis of cost-benefits-analysis, leveling out differences in definitions or data features in order to reduce complexity

fetching the information as much as possible at authentic source level

Method

inventory of most frequently used documents and their elements

analysis of collected data and classification in component blocks with description of asked features

analysis of goals: what are collected data components used for?

setting up of simplification propositions based on the simplification propositions, framing out of a

data model for data to be collected design of new electronical documents for the collecting of

the data, corresponding to the data model legislative adaptation
