• Maryland implemented Electronic Registration and Titling (ERT) in 1994.
• Originally allowed only new car dealerships to complete title and registration at time of sale.
• Expanded over the years to include used car dealers, fleet operators, title services, truck, motorcycle and trailer dealers.
• Increased available transactions to include:• registration renewal,
• duplicate titles,
• replacement plates,
• duplicate registration cards,
• plate cancellation,
• temporary tags,
• payment of administrative fines,
• substitute tags and stickers and
• salvage transactions.
• Currently 3 approved vendors.
• Agreement to allow customers to complete transactions at participating dealerships in neighboring jurisdictions through ERT.
• Eliminates the need for vehicle owner purchasing a vehicle from a dealership in a surrounding jurisdiction to return to their home state to title the vehicle.
• Permits participating dealerships to electronically title and register vehicles in customer’s home state.
• Developed an agreement to be signed by participating jurisdictions.
• Offered information sessions for dealers and encouraged sign-up. ERT vendors participated in meetings.
• Include review of out of state dealerships in standard audits to ensure proper procedures are being followed.

• Reduces Wait time - In Pennsylvania, nearly 62% of
all title transactions for new and used vehicle sales
were conducted by online agents in 2015. In
Maryland, 65.5% of title transactions are processed
through our electronic registration and titling.
• Public Safety - By reducing the use of temporary
paperwork for the cross border transactions,
information is entered into each jurisdiction’s system
more quickly, allowing local law enforcement access.
• Timely receipt of payment – Electronic submission
ensures timely payment of funds.
