A compilation of recorded cultural resources is generally recognized as the first step in the permitting process and is required by federal and state regulations.

These records, files, and reports, are available at each State Historical Commission or designated repository.

Different states have different rules and key sources for required examination.

The records and literature compilation usually serves as the basis for any future investigations that may be required by the regulatory agency.
