News From the Town Office

Taxes Due There will be a 15% penalty applied to all tax accounts that have an outstanding

balance as of January 2, 2013.

The Town of Fox Creek has a by-law which will allow any tax payer to pay their

2013 taxes by monthly installments provided their tax account is at a zero balance

December 31, 2012.

Your first five (5) payments (January 15 through May 15) will be calculated on

your 2012 tax levy with an adjustment made in June to reflect any change to the

millrate or assessed value. Further information and copies of the by-law are avail-

able at the Town Office.

To take advantage of the installment plan, make arrangements with the Town be-

fore January 15, 2013.

Notice to Dog Owners The 2013 tags are in and our policy has changed! We now have a one-time li-

cense as opposed to annual renewal. For renewal of a 2012 license the fee will be

$20.00. For first-time license registrations, there will be a one-time licensing fee of

$50.00 (or $40.00 if spayed/neutered).

There is also the addition of the following for Pound Fees (24 Month Cycle):

- Fourth (4) and subsequent impoundment $ 250.00

Snow Removal Policy After a snowfall of greater than 10 centimeters plowing, and sanding as required,

will be performed on the remaining Priority “A” items.

Within approximately 24 hours after a snowfall of greater than 10 centimeters all

Priority “B” items will be addressed, provided Priority “A” items have been ad-

dressed.

Within approximately 48 hours after a snowfall of 10 centimeters all Priority “C”

items will be addressed, provided Priority “A” and “B” items have been addressed.

Within approximately 72 hours, Priority “D” items will be addressed, provided Pri-

ority “A”, ”B” and “C” items have been addressed.

Waste Management Bylaw All garbage must be in a can or receptacle. Any waste that is not properly placed

by the curb in a container will not be picked up.

A garbage can when full must weigh no more than 18kgs /40lbs. When garbage is

found on a property, regardless of who may have deposited the waste on the

property, the owner or occupant of the premises shall be responsible for the

proper removal and disposal of the said waste.

Additional Water Supply

Water Supply Well 3-80

In order to ensure that the Town of Fox Creek has a sustainable water supply, Coun-

cil has determined that the Town will obtain additional water from a different aquifer

than what is currently being used. This new aquifer has a higher fluoride content

than what is normally found in our water.

This new water source will be blended with our existing water sources and will result

in our water supply having a fluoride content which is about one—half the maximum

allowable content (MAC) allowed under the Canadian Water Quality Guidelines. The

MAC is 3 parts per million, while our content should be about 1.5 parts per million or

less.

Furthermore controls will be installed such that the newest well will be automatically

shut down as soon as one of our currently existing wells shuts down. In this way we

can ensure a sustainable water supply while still maintaining an acceptable quality.

Water Conservation Program

Our Water Conservation Rebate Program will continue in 2013!

You may be eligible to receive up to a $100.00 rebate when replacing an old water

guzzling toilet or shower head with water conserving bathroom fixtures. Some re-

strictions do apply.

Sno-Goers The trails are groomed and ready for sledding!

Join in on the Sno-Goer’s monthly meetings every second and fourth Tuesday of

Council Highlights Here are some highlights from the December 3rd regular Council Meeting:

Council gave third and final reading to Bylaw 718-2012 to amend land use Bylaw

662-2007 zoning for 104-6th Avenue from US (Urban Services) to R-4 Residential

High Density.

Council directed the Mayor and the Chief Administrative Officer to sign the agree-

ment with the Northland Sno-Goers.

That Administration enters into a new Electric Distribution System Franchise

Agreement with ATCO Electric that incorporates Investment Option Rate.

Council authorized Administration to enter into a contact with Stewart Weir Engi-

neering for an Infrastructure Assessment and other services outlined in their pro-

posal.

Mayor MacKinnon complimented the Chamber of Commerce on their Festival of

Trees.

Spray Park Coming to Fox Creek in Late Summer of 2013!

The Town of Fox Creek is excited to announce that at the December 17 Regular

Meeting of Council, a motion was unanimously carried to award the contract for

the Fox Creek Spray Park to Western Recreation & Development Inc.

Owner Brett Dyregrov was in Fox Creek on Tuesday, January 8 to meet with

Mayor MacKinnon, members of Council, and members of the Town of Fox Creek

Administration to further discuss timelines, concepts for final design, and other

information to permit both parties to continue moving forward with this 2013 pro-

ject.

The Spray Park will be constructed at the existing Lions Playground, located at

509 – 4th Avenue. Construction will commence after May Long Weekend and take

multiple weeks, during which time the playground will be closed to the public. The

playground closure, while temporary in nature, is to ensure the safety for

all—from community parents and children, to workers and contractors alike.

Construction, as in all projects, affected by weather so all timeframes are

“weather-permitting”, but the Fox Creek Spray Park is expected to open to

the public in the late summer of 2013.

Please watch the Creek Crossing for further updates on this and other exciting

projects! Above is an artist’s rendering of one of the Spray Park components—a

custom built toddler slide fashioned after the Town of Fox Creek Mascot, Sporty

the Fox. Toddlers can climb up the back of Sporty and slide down the front, with

water plumbed to the slide to give the smallest users a waterslide built just for

them! In future articles we will highlight on other spray park components.

These new year-round eye-catching banners will be found along Kaybob Drive and

Highway Avenue and will feature beautiful pictures from the Fox Creek Area. These

banners will give your business advertising space along the bottom of each side of

the double sided banner. A one-time set up fee will be charged with a yearly mainte-

nance fee for the remaining life span of the banner (approximately 7 years).

Flower Baskets

$150.00 / 2 flower baskets per year

To continue to work towards the beautification of Fox Creek, these sets of flower bas-

kets can either be hung at your place of business or on the advertising banners to be

located on Highway Avenue and Kaybob Drive. Hanging brackets included in the first

year of commitment.

Arena Signage—Wall Signs

The Arena is one of the busiest public building in Town. The Arena wall signs vary in

price depending on the size and will provide each participating company with highly

visible advertising of your business to locals and others visiting the facility. This fee

will be charged annually. The design and production, as well as all associated costs,

are the responsibility of the advertising company. The Town of Fox Creek will install

and maintain the signs once received. With this option you will also be given televi-

sion advertising space in the Arena Lobby.

Arena Signage—Ice Logo

$500.00 / Logo / year

Ice Logos are an additional advertising opportunity at the Derald Palmer Memorial

Arena. These are installed in mid-September annually and space is limited. Please

note that currently ice logos cannot be re-used from year to year. The design and

production, as well as all associated costs, are the responsibility of the advertising

company. The Town of Fox Creek will install the logos during ice installation. Please

note that all ice logo advertising must be confirmed prior to September 1 each year.

With this option you will also be given television advertising space in the Arena

Lobby.

Display Case on Outside of Arena

$50.00 / year

This back-lit display case gives your business the opportunity for low cost advertising

with high visibility. With this option businesses will be given 6” x 12” advertising

space in the case. With this option you will also be given television advertising space

in the Arena Lobby.

Bench for Downtown Square or Storm Retention Pond—with plaque

$1000 / bench

$20 / year for plaque

The Storm Retention Pond will be made into a beautiful park in 2013 featuring a hard

surfaced walking path, beautiful landscaping and a place to sit and enjoy. This excit-

ing opportunity provides businesses or individuals with the opportunity to purchase a

bench around the pond. Keeping with a uniform theme we would like for these

benches to eventually be found all around Town. For each bench purchased, a

plaque will be placed on the bench for recognition of this donation.

Tree for Storm Retention Pond—with plaque

In keeping with the beautification of the Storm Retention Pond, this option provides

In 2012 the Town of Fox Creek continued to be a fast growing community. This past

year has been significant for the Town of Fox Creek, as 2012 proved to be an ex-

tremely busy year for new development and business opportunities. Permits issued

by the Town represented $40,314,200.00 of new industrial, commercial, retail and

residential projects. When compared to 2011’s $1,874,200.00 this is very exciting!

There has been significant investments made in Fox Creek on both the industrial

and commercial side, and this past year was reflective of this. With the continued

boom in the Fox Creek area in oil and gas and mining activity, Fox Creek is becom-

ing a choice location for businesses and industry as a whole.

This past year the Edmonton Journal wrote an article titled “Alberta’s Next Bonanza”

which highlighted Fox Creek as Alberta’s “hot area”, we received more information

on the Northern Gateway Pipeline Project—a 5.5 billion dollar pipeline that will run

through Fox Creek, EnCana announced a major new shale play

“EnCana has acquired approximately 100,000 hectares over the west central

region of the province near Whitecourt and Fox Creek.”

And Natasa Mining Limited announced their acquisition of Coal Leases covering an

area of 22,688 ha in the Fox Creek area with a stated 847 million tones of a meas-

ured and indicated coal resource.

Our New Website

During 2012, Town staff worked hard on

creating and developing a brand new user-

friendly website for the Town of Fox

Creek. Check it out to stay up-to-date on

what is going on around Town.

Shadow Population

What is Shadow Population?

Shadow Population is the temporary, sea-

sonal or full-time workers that reside in

and around Fox Creek but do not have a

permanent residence within the Town.

These people are usually in work camps,

drilling rigs or rent a place in Town.

How does Shadow Population af-

fect Fox Creek

The people what we refer to as our

“Shadow Population” are using Town Ser-

vices, These people are using the hospital,

grocery store, local specialty shops eater-

ies, etc. However, these individuals do not

get counted in the Town’s census.

How many people are in the sur-

rounding area of Fox Creek?

There are over 1000 people living in Town

considered to be shadow population and

an additional 10,000—15,000 within a

30km radius of Fox Creek.

What does Shadow Population

have to do with Economic Develop-

ment?

A large part of Economic Development is

attracting new businesses and services to

town to provide for and support the exist-

ing population. However, many of these

businesses focus on the census data

when they are doing their feasibility stud-

ies; this makes it very difficult for us to

prove how much of a need we have. We

continue to work hard to meet the needs of

Fox Creek.

What our future holds…

Mayor and Council have worked hard to purchase 141 acres of land for

single family residential and recreational development—located behind

the current arena.

10 acres of this land will be designated for recreational Development—a

future recreational facility.

The Town owns 20 acres of land located behind the RV Campground for

multi-family residential development.

Mayor and Council have met with the Minister of Environment and Sus-

tainable resource Development and we anticipate land for industrial and

commercial development in early 2013.
