R.A. No. 10533
Rule II, Section 10.3 of Republic Act No.10533, or the Implementing Rules of Basic Education Act of 2013, mandates the production and development of locally produced teaching and learning materials.
The Regional Learning Resource Management Development Section (LRMDS) under Curriculum and Learning Management Division (CLMD) conducted workshops and writeshops on the development, production, and evaluation of contextualized storybooks produced by teachers for regionwide adoptions.

The production of SLRs in the form of Big and Small Books for indigenous learners in line with the inclusive education thrust of the Department responds to the socio-cultural-linguistic needs of Filipino learners, including their continued use of their heritage language. This initiative, supports the Department’s Mother Tongue-Based Multilingual Education (MTB-MLE) Program, in coordination with the Indigenous Peoples Education Program (IPEd).
FLALOK: Reviving the Blaan Art of storytelling to improve literacy and develop a community of readers in South Central Mindanao

Flalok has undergone phases of project implementation such as community immersion for collection of original Blaan stories, validation of stories, editing, and field testing. Learning resource evaluation is conducted with the help of Division LR Managers, PDOs, learning resource evaluators and Blaan Teachers in the region to quality assure and validate the materials.

First National Competition on Storybook Writing, DepEd Memo 133, s. 2017
In support of DepEd’s flagship program on promoting inclusive education, BLR, in partnership with the Basic Education Sector Transformation (BEST) program of the Australian Department of Foreign Aid and Trade, initiated the development of SLRs for learners with visual impairment, low vision, or reading disability.
