Dear Friends,

Around the world individuals struggle to achieve their goals and realize success and fulfillmentfor themselves, their families, and their societies. In the Middle East and North Africa (MENA),multiple political, economic and historic factors make this universal struggle especially difficult.

As it experiences one of the largest youth bulges in history, the MENA region also suffers froma crisis in educational quality. Comments of two young AMIDEAST Facebook fans reinforced forus yet again the urgency of AMIDEAST’s mission:

“We have access to education, but what do we really get? Are the currenteducation strategies effective? Or even making well educated generations?I think no [sic]!” — Ayah A.

“I want to study in America... I don’t know how to get a scholarship.Can anyone help me? Please.” — Mohammed F.

Together with our partners and donors, AMIDEAST worked tirelessly in 2009 to create newpaths for success for thousands of individuals like Ayah and Mohammed, who seek to acquireadditional knowledge and skills for advancement. Our work focused on four key areas: expandingglobal understanding, empowering youth and women, advancing English language and work-force skills, and building institutional capacity. Our annual report seeks to bring you highlights ofthe past year and introduce you to some of our programs and the people they benefit, both in theregion and here at home.

EMPOWERING YOUTH AND WOMENIn the Middle East and North Africa today, up to 60 percent of the population is under the age of 25. This newgeneration represents both a tremendous resource and a daunting challenge for the region. In one way or another,this demographic pool will have a profound impact on the future direction of these societies. Youth empower-ment, through education, skills and opportunities, is essential to preparing these young men and women to pavethe way for progress and development.

Through our own programs and working with sponsors and partners, AMIDEAST is actively working todevelop youth leaders across the region and to empower women and girls as they seek to engage more broadlyin society and define new personal and professional goals.

SPOTLIGHT ON IRAQ

A strong, independent Iraq requires theengagement of all its citizens. AMIDEASTworked to further this goal in 2009 throughprograms designed to develop leadershipskills and human capacity in Iraq.

By partnering with the Iraqi Women’sFellowship Foundation (IWFF) and theU.S. Department of State, AMIDEASThelped launch the IWFF Applied Scienceand Engineering Faculty Program, aninitiative that seeks to help women facultyin sciences and engineering acquire thetools they need to become leaders in therebuilding and stabilization of Iraq andto contribute to their own educationalinstitutions at home. In fall 2009, threeIraqi women engineering professorsbegan the academic year as visitingfaculty at Stanford University and theUniversities of California at Berkeleyand San Diego. The program seeks toplace up to 40 Iraqi women faculty inengineering and the applied sciences asvisiting scholars at U.S. institutions.

Through the Iraqi Women’s DemocracyInitiative, an initiative of the U.S. Depart-ment of State’s Office of InternationalWomen’s Issues, AMIDEAST also providedsupport for U.S.-based exchange programsthat promote women’s full political andeconomic participation in Iraq.

In other areas, AMIDEAST was active aswell. It helped administer the Iraqi YouthLeadership Exchange Program,whichbrought 23 Iraqi secondary school studentsto the United States for leadership training.It also continued to support Iraq’s effortsto rebuild the capacity of key ministries todeliver core services through theNationalCapacity Development Program, orTatweer, a USAID initiative.

IMPROVING ECONOMIC ENGAGEMENT OFWOMEN AND GIRLS

In 2009, AMIDEAST continued to engage women acrossthe Middle East and North Africa in education and trainingopportunities to help them realize their full potential, con-tribute to the economic security of their families, and advancetheir societies. In Oman, Tunisia, and Yemen, the Entrepre-neurship Awareness Program, piloted with support from theMosaic Foundation, provided critical technical, vocational,and business skills training to 80 young women in their finalyear of high school, empowering them to fully consider non-traditional career paths following graduation. TheHSBCFinancial Entrepreneurship Awareness Program (see page 5)was launched to prepare college-age women from the regionwho aspire to leadership positions in finance and business.

AMIDEAST also offered the third round of the Legal andBusiness Fellowship Program (LBFP), a unique combina-tion of academic study and practical workplace experiencefor young Arab professional women in business and law.Twenty-two women from Algeria, Bahrain, Israel, Kuwait,Lebanon, Oman, Saudi Arabia, Tunisia, UAE, West Bank,and Yemen completed a four-week intensive executive edu-cation program at the University of Pennsylvania’s WhartonSchool and School of Law, followed by four-month profes-sional fellowships at 15 large U.S. companies and top-tierlaw firms that broadened their practical understanding ofthe American business and legal environments.

The Legal and Business Fellowship Program provides young Arabprofessional women with intensive professional training opportunitiesin business and law.

GIVING YOUNG WOMEN A BUSINESS EDGE

Partnering with international financial giant HSBC,AMIDEAST helped launch a new effort to expand thecompetencies of young Arab women interested in ca-reers in finance and business. Designed for undergrad-uates in business and finance-related majors, theHSBCFinancial and Entrepreneurship Awareness (FEA)Program provided an intense, hands-on practical cur-riculum designed to complement the knowledge thatits participants gain from textbooks and the classroom.

Piloted as a summer “boot camp,” the FEA Programbrought 24 young Arab women from Jordan, Kuwait,Lebanon, Oman, and the UAE to Wilson College inPennsylvania, where over a 10-day period theylearned how to draft business plans and engaged inother activities designed to convey a practical under-standing of business and finance. In addition, visitsto the National Bankers Association, the FederalDeposit Insurance Corporation (FDIC), and theBureau of Printing and Engraving in Washington,

DC, acquainted them with the U.S. financial industry,while a day spent at HSBC’s U.S. headquarters inChicago exposed them to topics such as financial lit-eracy, social investing, and sustainability in banking.

Developing a cadre of professionals possessing theskills required for successful careers in the financialservices industry is important to the region’s economicoutlook and its future as a major international finan-cial hub. The region’s women are seeking greater par-ticipation in this important sector, as well as increasedfinancial independence for themselves. The growingpopularity of women-only banks and Islamic bankingadd to the promise of more opportunities for womenin the years ahead. Programs like the FEA initiativeare critically important to raising women’s awarenessof the expanding career options in this area and tonurturing their potential to handle modern bankingtechnology and possess the competencies required forleadership in a dynamic global economy.

PROVIDING OPPORTUNITIESFOR DISADVANTAGED YOUTH

In 2009, AMIDEAST was proud to implement several impor-tant U.S. Department of State programs focused on expand-ing opportunities for non-elite youth, including the widelysuccessful English Access Microscholarship Program (seepage 7) and the Tomorrow’s Leaders Scholarship Program,an initiative that will enable 60 Arab students from under-served backgrounds to access top American-style universi-ties in the region.

In addition, AMIDEAST embarked on a new partnershipwith Egypt’s Shafik Gabr Foundation to work with youth inEl Moqattam, one of Cairo’s poorest neighborhoods. TheTaghyeer Project seeks to provide language and leadershipskills to these vulnerable youth through a special curriculumthat combines English language training with activitiesfocused on Egyptian culture and heritage. Taghyeer (whichmeans “change” in Arabic) also provided training to 32primary school teachers from neighborhood schools as partof a strategy to ensure long-term sustainability of the project.

BUILDING NETWORKS FOR ENGAGEMENT

AMIDEAST once again supported theMEPI Alumni Net-work, which connects the more than 5,000 men and womenwho have participated in programs of the U.S. Departmentof State Middle East Partnership Initiative (MEPI) across theregion. AMIDEAST helped these alumni engage in network-ing, training, and community service activities in their homecountries.

Also in 2009, AMIDEAST staff guided YES alumni programsin Bahrain, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar,Tunisia, the West Bank and Gaza, and Yemen, providingmany of the nearly 1,225 returnees from these countries withmentoring, training, and opportunities to engage in volun-teerism and community service. In addition, a five-dayalumni conference in Washington, DC, featured workshopson leadership and volunteerism, discussion groups, andnetworking for 150 YES alumni from across the region andother parts of the world.

Many participants in the Fulbright ForeignStudent Program go on to become leaders intheir fields.

What do topics such as “discovering your worldthrough photography,” “the impact of women lead-ers in U.S. society,” and “exploring ways to improvethe environment through community service” havein common?

They are all topics covered by the English AccessMicroscholarship Program (Access Program), anexciting English-language initiative of the U.S.Department of State that has won high marks amongthousands of bright, economically disadvantagedyouth across the Middle East and North Africa whohave participated in it.

Based on an intensive English language curriculum,the Access Program helps students develop their com-mand of oral and written English while engaging inenrichment activities, interacting with guest speakers,and expanding their understanding of U.S. cultureand values. Rounding out their experience, studentsparticipate in community service projects and taketrips to local sites.

The Access Program has benefited over 10,000bright, economically disadvantaged 14-to-18 year-olds in the Middle East and North Africa since itslaunch in 2003. In 2009, AMIDEAST worked withapproximately 5,000 non-elite youth in Egypt, Gaza,Jordan, Kuwait, Lebanon, Morocco, Tunisia, WestBank, and Yemen.

For youth with limited resources, the opportunitiesare often nothing short of “transformational.” ManyAccess graduates credit their two-year experience inthe program with giving them a new outlook on lifeand expanding their expectation of what is possiblein their futures. Many have earned scholarships forstudy in the United States or at top private regionaluniversities, or embarked on job paths that theynever dreamed possible.

“This program has made us see many more possibili-ties for our future,” said Nada, an Access studentfrom Lebanon.

BUILDING INSTITUTIONAL CAPACITYEffective public and private institutions are required to meet the social, economic, and civic needs of the broadersociety. Programs focused on building the capacity of institutions to effectively implement their missions andrespond to the local demand for quality services are at the heart of successful development.

AMIDEAST works with local, regional, and international partners to assist efforts to strengthen and buildinstitutional capacity across the region. In 2009, these efforts concentrated on four vital areas: education,legal and judicial reform, public administration, and civil society.

ADVANCING JUDICIAL REFORMIN EGYPT AND LEBANON

Working with local judicial and legal authorities,AMIDEAST supported efforts to reform and modern-ize the judiciaries in Egypt and Lebanon, seeking toimprove their capabilities to deliver justice in atimely, transparent manner. During 2009, AMIDEASTcompleted the fifth and final year of implementingthe Administration of Justice Support II (AOJS II)Project, successfully capping a bold program of judi-cial reform and modernization that began with theAOJS I Project (1996-2004) and, over a 13-year period,helped to transform and modernize that country’sCourts of First Instance.

In Lebanon, AMIDEAST continued to work with theMinistry of Justice, the judiciary, and civil societyorganizations to support the implementation of theStrengthening the Independence of the Judiciaryand Citizen Access to Justice (SIJCAJ) Project. ThisUSAID-funded initiative launched in 2008 is upgrad-ing the training of key court personnel, increasing theefficiency and transparency of courts, and expandingaccess to justice in Lebanon.

STRENGTHENING CIVILSOCIETY IN LEBANON

Since its launch in 2000, the successful Transparencyand Accountability Grants (TAG) Project has pro-vided over $8 million to a broad spectrum of Lebanesenongovernmental organizations, enabling them tofund short-term, high-impact activities that promotetransparency, accountability, and good governance.Beneficiaries of TAG support have included the Amer-ican-Lebanese Chamber of Commerce, the LebaneseWomen’s Council, Byblos Ecologia, Lebanese Trans-parency Association, National Association for theRights of Disabled People, and the Youth Associationfor Social Awareness. In 2009, the USAID-funded,AMIDEAST-administered project distributed nearly$740,000 for 14 grants that promoted citizen aware-ness, youth activism, and the rights of women, chil-dren, and handicapped citizens, among other issues.

PROMOTING ACADEMICSUCCESS IN SAUDI ARABIA

In Saudi Arabia, AMIDEAST continued to managethe University Preparatory Program (UPP), whichhas provided a bridge to university study for over100 young graduates of Saudi high schools each yearsince it opened its doors in 2007. Developed byAMIDEAST in cooperation with the King FaisalFoundation, UPP offers a one-year intensive Englishlanguage and academic program that incorporatesthe latest in educational technology and teachingmethods and stresses the development of studyskills fundamental to success in Western educationalsystems. By drawing its student body from acrossthe kingdom, UPP helps fill a gap in the country’sschool system, providing an enriched curriculumto give eligible students a second chance. UPP hassucceeded in enabling most graduates to realizetheir goal of admission to selective universities inSaudi Arabia and worldwide.

During its second program year, theModel SchoolsNetwork (MSN) Program proceeded to phase in astudent-centered, contemporary approach to teach-ing and learning at 17 private schools in the WestBank, while laying the foundation for a major expan-sion beginning in fall 2009 that will add 40 publicschools to the network and extend opportunities toapproximately 15 schools and 4,000 students in Gaza.

AMIDEAST worked in close coordination with thePalestinian Ministry of Education and Higher Edu-cation and over a dozen local and internationalpartners as it implemented activities in key areas:opportunities for professional development, helpingnearly 600 principals and teachers master student-centered teaching methods designed to improvestudent learning; creation of a community ofpractice among educators through professional

conferences and a Moodle-based virtual learningenvironment; upgrading the schools’ physicalcapacities, including libraries, playgrounds, andscience and computer labs; outreach to parents andother stakeholders in the community, integratingthem into a participatory network that will supportthe education process; and introduction of summercamps, science and cultural field trips, and otheractivities that foster critical thinking skills withinan engaging, positive school atmosphere.

The program’s successes during its first two years ledUSAID to double its resources to $20.8 million. As aresult, more than 30,000 Palestinian students stand tobenefit directly from the expanded Model SchoolsNetwork — and so will countless others as the schoolsserve as a model for school-based reforms in basiceducationthroughout Palestine in the years to come.

IMPROVING BASIC EDUCATION

The Model Schools Network Program is introducing student-centered teachingtechniques into classrooms such as this one in the West Bank.

SPOTLIGHT ON PALESTINEHIGHER EDUCATION

Years of budget shortfalls, politicalturmoil, and school closures haveundermined the ability of schools anduniversities in Palestine to deliver qualityeducation to the many students whosefutures depend on them. In 2009,AMIDEAST continued to work withUSAID and the Open Society Instituteto implement the Palestinian FacultyDevelopment Program (PFDP), aproject that aims to improve capacityand quality in higher education. ThePFDP’s fellowship program is traininga cadre of promising young facultycapable of providing a new generationof leadership at Palestinian universities.In 2009, over 560 Palestinian universityfaculty benefited from this program.

The Arab world needs to create 51 million new jobs by 2020 tokeep ahead of the demographic tide. The region also faces thechallenge of closing the skills gap between the existing labor forceand the needs of employers. Through English language trainingand professional skills development, AMIDEAST continued towork in 2009 to develop the global communications and work-force skills necessary to support successful regional economies.

For the third consecutive year, AMIDEAST worked with thePartnership for Lebanon, an American private sector initia-tive that is helping young Lebanese men and women developskills needed to excel in the global economy. Led by the CEOsof Cisco Systems, Intel, Microsoft, Occidental Petroleum, andGhafari, the partnership seeks to plant seeds for the country’slong-term economic growth through internships for recentgraduates and university students. These opportunities offerparticipants on-the-job exposure to state-of-the-art techniquesin the ICT and engineering fields, in areas ranging from com-puter networking to marketing, program management, andsoftware development.

In just three years, nearly 75 men and women have gradu-ated from the Cisco Internship Program, including 20 whocompleted six-month internships in 2009 at Cisco Systems’headquarters in San Jose, California.

Also in 2009, five Lebanese men and women completedinternships with Ghafari Associates in the United States andQatar, and high tech specialists from Lebanon were among17 individuals who completed internships at Intel facilitiesin the United States through the Intel Internship Program,a new initiative that also included young professionals fromEgypt and Saudi Arabia.ENABLING SCHOOL-TO-WORK

TRANSITION

Many youth work hard at school, only tofind the path to secure employment aftergraduation elusive. This problem hasreached chronic proportions in parts of theArab world where as many as 40 percentof high school and university graduatesbetween the ages of 15 and 25 do not findwork after completing their studies.

In Egypt, where close to 40 percent of thecountry’s unemployed are university grad-uates, AMIDEAST continued to work withthe Future Generation Foundation (FGF) toaddress the skills gap faced by many collegegraduates. During 2009, the Basic BusinessSkills Acquisition (BBSA) Program pro-vided training to more than 1,000 recentcollege graduates in business English,computer applications, sales and customerservice, and other marketable skills. In the11 years that AMIDEAST has partneredwith FGF, an Egyptian nongovernmentalorganization, it has delivered training to12,000 young Egyptian men and women.FGF statistics show that eight out of 10BBSA graduates are able to land a jobsoon after completing the program —a life-changing accomplishment.

TRAINING TOURISM WORKERS IN EGYPTEndowed with a rich cultural heritage and abun-dance of natural beauty, Egypt has managed to trans-form its tourism industry into a key foreign currencyearner, accounting for 11 percent of the country’sGDP. Egyptian authorities are seeking to expandon that success by implementing a growth strategytargeting a fourfold increase in international visitorsby 2020. If successful, tourism would generatenearly one in every nine jobs in the region’s largestlabor market.

A key element of the Egyptian strategy begins attourism’s “front-line” — the thousands of workerswho interact with international visitors on a regularbasis, from doormen and hotel clerks to housekeep-ing staff, food and beverage workers, and security

guards. In May 2009, AMIDEAST embarked on apartnership with the Egyptian Tourism Federation(ETF) and Egypt’s Ministry of Tourism to implementa key component of the strategy that aims to equiptourism-related employees with needed Englishlanguage and cross-cultural communication skills.

AMIDEAST will provide training to 100,000 hotelemployees, from desk clerks to housekeeping staff,while delivering a combination of language andmanagement training to 500 hotel executives andmanagers with high-intermediate-to-advanced aca-demic skills in English. After laying the foundationsfor this massive undertaking, the program was readyfor launch in fall 2009 in a dozen 3- and 4-star hotelsin Hurghada and Sharm El Sheikh.

A key industry in Egypt, tourism holds the potential of fueling significant job creation in the country in the coming decade.

Teaching Aviation English

A certain level of English proficiency isincreasingly recognized as critical toensuring international air safety. In recog-nition of this fact, the International CivilAviation Organization (ICAO) requiredmembers to meet English language certifi-cation standards. In Tunisia, AMIDEASTis working to enable the country’s airtraffic controllers and pilots to meet theICAO’s standards. For the third consecu-tive year, AMIDEAST worked withTunisia’s Ministry of Transportation andOffice of Civil Aviation to upgrade theEnglish proficiency of over 200 air trafficcontrollers at Tunisia’s seven internationalairports. At year’s end, AMIDEAST alsobegan to teach aviation English to over500 pilots at several airlines.

Individuals, companies, and organizations across theMENA region are interested in developing managementand business skills for success in a global economy. During2009, AMIDEAST training centers in 10 countries providedtraining opportunities through classroom instruction,special workshops, and seminars in areas such as time man-agement, negotiation, business writing, customer service,public speaking, and human resources management.

Working with public and private sector institutions,AMIDEAST also provided tailored training services tomeet special needs in fields such as law, hospitality,communications, and nursing. In addition, AMIDEASTcontinued to deliver project management training andcertification as a Registered Education Provider of theProject Management Institute (PMI).

NURTURING ENTREPRENEURSHIP

AMIDEAST took an important step during 2009 to expandits ongoing work in the area of entrepreneurship trainingby forging a partnership with the nonprofit arm of CiscoSystems. Under this partnership, it will establish CiscoEntrepreneur Institutes at AMIDEAST training centers inLebanon, Morocco, and Oman. As these facilities becomeoperational during 2010, they will offer a new and excitingopportunity for advancing entrepreneurship through acutting-edge curriculum and local mentoring and supportnetworks in these three countries.

Training judicial workers in computer and IT skills helps to advance broader institutional goals such as improved efficiency, transparency,and accountability in Egypt’s court system.

English language training — opening up new possi-bilities for growth and helping them lay solid founda-tions for mastering a second language at an early age.

AMIDEAST’s specialized training programs through-out the region assisted corporations, governmentagencies, and professional associations seeking toenhance the business language capabilities of theiremployees. In Egypt, Morocco, and Tunisia,AMIDEAST trained government workers in variousfields — journalism, transportation, tax-collectionand tourism — in workforce-specific English.

In Egypt, the region’s single most populous country,AMIDEAST continued to implement its OffsiteService Providers (OSP) Initiative, a programlaunched in 2006 to meet the growing demand forEnglish language training outside the country’stwo main urban centers.

For many students, young and old, “English” means“Opportunity.” For this reason, interest in learningEnglish — the leading language of business commu-nication across the region — is growing exponentially.

In 2009, AMIDEAST responded to this growing inter-est by continuing to expand and develop its Englishlanguage programs and services. At centers in Egypt,Jordan, Kuwait, Lebanon, Morocco, Oman, Tunisia,UAE, West Bank/Gaza, and Yemen, AMIDEASTinstructors helped over 60,000 enrollees — from“young learners” to teenagers, univeristy students,and adults — acquire confidence in oral and writtenEnglish language skills.

Through initiatives like the region-wide EnglishAccess Microscholarship Program, Camp Discoveryin Palestine, and the Taghyeer Project in Egypt, morethan 5,000 needy and disadvantaged youth received

English language capabilities open up new academic and professional opportunities for students such as these, participating in aWashington, DC, workshop attended by youth from around the world.

Set in Africa’s northwest corner, Moroccoforms a bridge between Europe, Africa,and the Arab east — a culturally rich set-ting that blends Amazigh (Berber), Arab,African, and European influences.Rabat was, therefore, the perfect locationto launch AMIDEAST’s first educationabroad program for Americans in 2007.Over the last three years, this program —offered in collaboration with MohammedV University-Agdal — has expanded toinclude fall and spring semesters, plus asummer intensive Arabic course.

In 2009, more than 100 undergraduatesexplored life in Rabat — one of the coun-try’s “imperial cities” and its modern politi-cal capital — and benefited from instructionin Modern Standard Arabic and MoroccanArabic and courses such as ContemporaryMoroccan Culture, Political Systems of theMaghrib, and Gender, Islam and Society.Meanwhile, students deepened their under-standing and appreciation for Moroccansociety and culture by living with Arabic-speaking host families.

In 2009, AMIDEAST established a secondprogram in Morocco in cooperation withAl-Akhawayn University. Located in theMiddle Atlas Mountains in the town ofIfrane, the new program will offer stu-dents the choice of another vantage pointfrom which to expand their understandingof Morocco and the region.

In addition to these programs in Morocco,AMIDEAST Education Abroad Programsin the ArabWorld offer opportunities forliving and studying in Egypt, Jordan,Kuwait and Tunisia.

EXPANDING THE GLOBALPERSPECTIVE OF TEACHERS

Teachers are in a unique position to open the minds of their stu-dents to the broader world. In 2009, AMIDEAST was pleasedto support two initiatives designed to enrich teaching about theMiddle East. As part of the U.S. Department of Education-funded Fulbright-Hays Summer Seminar Abroad Program,AMIDEAST organized and implemented a study tour to Jordanand Oman to provide American college and university facultyfirsthand experience of the region. The 14 participating educa-tors were exposed to a variety of viewpoints on key issues ineach country — from the role of women to economic and edu-cational reform, environmental preservation, religious diversity,and regional political relations — enabling them to enhancetheir knowledge and to expand their professional networkswith fellow educators.

In addition, AMIDEAST supported the Teachers of CriticalLanguages Program,which aims to strengthen U.S. teaching of“critical languages” — such as Arabic — in American schools.Through this important new initiative, nine Egyptian educatorsspent 11 months teaching in U.S. primary and secondaryschools in Connecticut, Illinois, Iowa, Kansas, Oregon, SouthCarolina, Utah, and Wisconsin. Their classroom involvementhelped develop American students’ appreciation for andfluency in Arabic while broadening their understanding ofEgypt and the region. The educators also improved their ownEnglish language teaching skills and techniques in ways thatwill benefit their home classrooms.

BUILDING BRIDGESACROSS CULTURESDuring 2009, AMIDEAST supported initiatives that provided highschool-age boys and girls from across the region a chance to experi-ence life in the United States firsthand — the best way we know todispel stereotypes and foster cross-cultural understanding. Throughthe Youth Exchange and Study (YES) Program, 236 students fromBahrain, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Tunisia,West Bank/Gaza, and Yemen travelled to the United States for ayear of homestay with American families and study in U.S. highschools. Since the first YES students came to the United States in2004, 1,207 youth from these countries have participated in this U.S.Department of State initiative, which was created by Congress in theaftermath of 9/11 to foster mutual understanding between theUnited States and countries with significant Muslim populations.

Building on the success of the YES Program, the Department ofState decided to establish “YES Abroad”— a reverse exchange thatenables American high school students to have the valuable experi-ence of living and studying in Muslim countries. This past year,AMIDEAST laid the groundwork for the first eight YES Abroadstudents to travel to Morocco and Oman in fall 2009, arranginghomestays with families in Rabat and Muscat, enrollment in localschools, language lessons, and other activities designed to ensurean enriching cultural and academic experience.

Aspart of its integrated approach to education and training,AMIDEAST offers key tests for individuals and institutionsin the Middle East and North Africa. These tests provide fairand valid assessments that assist individuals seeking toapply to universities in the United States and elsewhere, toadvance their job opportunities, and to demonstrate theirEnglish language proficiency.

In 2009, AMIDEAST testing centers across the region pro-vided a safe, secure environment for the administration of83,500 computer-, paper-, and Internet-based tests. Accessto high quality testing centers is an important componentof the regional services AMIDEAST offers individuals,parents, teachers, educational institutions, businesses,and government entities in the MENA region.

SCHOLARSHIP OPPORTUNITIESFORDIVERSE STUDENTS

In 2009, AMIDEAST continued its ongo-ing effort to help deserving youth realizetheir dreams of study in the United States.That effort focused on two scholarshipsearch vehicles designed to identify strongstudents from around the region whocannot afford the high cost of universitystudy and match them with scholarshipsto U.S. institutions.

To date, nearly 40 students have benefitedfrom these initiatives — AMIDEAST’sDiana Kamal Scholarship Search Fund(DKSSF) and theHope Scholarship Fund,for which AMIDEAST has recruited Pales-tinian refugee youth for almost a decade.In 2009, seven young men and women wonfull scholarships to attend U.S. institutions,including Bryn Mawr, Grinnell, andRoanoke Colleges and Washington andLee University, through scholarshipsearches undertaken on their behalf.

PROMOTING STUDY IN THE USA

Nothing builds better cross-cultural understanding thanpersonal experience of life in another country. Recognizedworldwide for top quality educational institutions, theUnited States continues to be a prime foreign destination forstudents from the Middle East and North Africa. For nearly60 years, AMIDEAST has played a leading role in promotingand advancing U.S. study opportunities in the region. Itsteams of professional advisers work to guide and supportstudents and families engaged in the complicated process ofselecting and applying to U.S. colleges and universities.

The backbone of these activities is centered in the 11 educa-tional advising centers that AMIDEAST operates in Egypt(Cairo and Alexandria), Gaza, Jordan, Kuwait, Lebanon,Morocco, Oman, Tunisia, the West Bank, and Yemen. Visitorsto these EducationUSA Centers, affiliated with the U.S.Department of State’s Bureau of Educational and CulturalAffairs, benefit from libraries and other resources includingstate-of-the-art communications technology that enablesprospective students to link to college websites, apply online,and conduct direct, “face-to-face” interviews with collegerepresentatives via digital videoconferencing.

The centers also assist U.S. college and university represen-tatives during their visits to the region, orienting them tolocal educational systems and facilitating contact withprospective students.

Mariam Khalifeh, from Sarafand in southernLebanon, received a full scholarship to attendWilson College in Pennsylvania as part of theDiana Kamal Scholarship Search Fund.The dean's list student is majoring in Biologyand Chemistry and will graduate in Spring 2011.

40 YEARS OF FULBRIGHTThis year marked the 40th anniversary of AMIDEAST’s proud asso-ciation with the Fulbright Foreign Student Program, a programthat has grown in size and breadth since AMIDEAST began admin-istering the program in 1970. From a handful of students from theJordan, Lebanon, and the West Bank that year, it expanded to 221from 15 countries — Algeria, Bahrain, Egypt, Iraq, Jordan, Lebanon,Libya, Morocco, Oman, Saudi Arabia, Syria, Tunisia, the UAE, WestBank/Gaza, and Yemen — in 2009.

Over these four decades, AMIDEAST has assisted more than 1,500 out-standing young men and women from the region , enabling them toreap the benefits of this prestigious scholarship. It has helped them ac-cess top programs and leading universities in order to pursue dreams ofadvanced academic study and research in fields ranging from engineer-ing and law to business and the arts. Among the nearly 150 institutionsthat enrolled the 2009 grantees were prestigious schools like Harvard,Yale, and Princeton, as well as the most selective public universities.

Meanwhile, the Fulbright program embraces much more thanacademic excellence. Fulbright grantees are recognized for theirleadership potential in their chosen fields. The experience of livingand studying in the United States shapes their appreciation of Amer-ica while broadening their view of the world and understanding oftheir own societies.

Administration of Justice Support II(AOJS II) Project — EgyptSponsor: U.S. Agency for International DevelopmentImplemented between August 2004 and September 2009,AOJS II was a collaborative enterprise of Egypt’s Ministry ofJustice (MOJ), USAID/Egypt, and AMIDEAST. Designed toexpand nationwide the Court of First Instance reform effortsof the pilot AOJS I phase (1996-2004), AOJS II featured meas-ures to enhance the MOJ’s capacity to plan, implement, andevaluate case flow and technology initiatives throughoutEgypt's judicial system in an effort to promote the fair, trans-parent, and timely administration of justice. The projectworked with the National Center for Judicial Studies, theJudicial Information Center, Family Court Mediation Of-fices, and Commercial Courts, and assisted with the first-time integration of women into the judiciary.

Model Schools Network (MSN) Program—West Bank/GazaSponsor: U.S. Agency for International DevelopmentLaunched in fall 2007, this four-year basic education reforminitiative aims to improve student learning outcomes in Eng-lish, math, and science in grades 1-9. In 2009, MSN added 40public schools to the MSN network, expanding it to includeover 57 public and private schools; held its first annual edu-cation conference; increased the number of program partnersto more than 10 mainly Palestinian and American academic,nongovernmental, and research organizations; and expandedongoing community outreach, professional development ofteachers and principals, and capacity building efforts.

National Capacity Development Program (Tatweer) —IraqSponsors: U.S. Agency for International Development, Manage-ment Systems International (MSI)As a subcontractor to MSI, monitored the academicprogress of 119 Iraqis enrolled in Public Administrationprograms in Egypt, Jordan, Lebanon, and the United Statesand handled academic placement, testing, and in-countrysupport for 118 others. During the 2009 spring and fallsemesters, 22 participants graduated with Public Admin-istration degrees from Arab Academy of Science and Tech-nology (AAST) in Egypt.

Palestinian Faculty Development Program (PFDP) —West Bank and GazaSponsors: U.S. Agency for International Development,Open Society InstituteLaunched in 2005, the PFDP seeks to increase capacity in thePalestinian higher education sector by supporting thedevelopment of promising faculty and promoting an insti-tutional culture of teaching and learning. During 2009, 21university administrators participated in higher educationmanagement seminars at the Central European Universityin Budapest; 31 Ph.D. grantees and nine short-term fellowscontinued their studies in the United States; and more than350 Palestinian faculty benefited from activities in the WestBank and Gaza, including the annual Academic Collo-quium, Seminars for Excellence in Teaching, faculty devel-opment series workshops, faculty grants, and two majorcollaborative projects in teaching.

Palestinian Rule of Law (PROL) Program—West Bank/GazaSponsor: Open Society InstituteHandled promotion, selection, and predeparture testing andtraining for eight PROL Fellows to pursue one year of studyin the United States or Hungary leading to an LL.M. (Mas-ter of Law) degree, and of one nondegree law faculty toattend U.S. law schools on a short-term fellowship designedto encourage pursuit of academic careers, generate newapproaches to curricular and pedagogical reform in Pales-tinian law schools, and provide scholarly research opportu-nities. The program’s long-term goal is to train lawyers tohave the skills to address rule of law issues in Palestine andincrease capacity within the higher education legal sector.

Strengthening the Independence of the Judiciaryand Citizen Access to Justice (SIJCAJ) in LebanonSponsor: U.S. Agency for International DevelopmentIn partnership with the National Center for State Courts,AMIDEAST continued work on this three-year program inLebanon to strengthen judicial institutions, increase judicialindependence, improve court administration, and increasecitizen access to justice. During 2009, SIJCAJ developed amanual for providing subgrants to local organizations tocarry out projects that improve public understanding andengagement with the justice system, foster a culture ofrespect for the rule of law, and promote or strengthen judicialindependence; and refurbished and equipped Lebanon’s Ju-dicial Training Institute.

Transparency and Accountability Grants (TAG) —LebanonSponsor: U.S. Agency for International DevelopmentProvided $738,137 in 14 grants to civil society organizationsand civic leaders for short-term, high-impact activities pro-moting transparency, accountability, and good governance.Projects were conducted in areas including higher educa-tion; youth activism in local governance; citizen awareness;

women’s, children’s, and handicapped citizens’ rights; andcapacity building of both nongovernmental organizationsand governmental agencies.

University Preparatory Program (UPP) — Saudi ArabiaSponsor: King Faisal FoundationSet up, staffed, and managed by AMIDEAST, the UPP givespromising high school graduates the skills they need to enterand succeed in Alfaisal University in Riyadh and otherworld-class institutions where the medium of instruction isEnglish. Established in September 2007, UPP enrolls upwardsof 100 Saudi and international students yearly and trainsthem in a stimulating academic environment to become life-long learners, critical thinkers, and problem solvers using acurriculum that integrates English language training, the sci-ences, mathematics, and information technology.

Empowering Omani WomenSponsor: Embassy of the NetherlandsDelivered a four-month, 320-hour job-skills training programfor 30 female unemployed high school graduates. The pro-gram included intensive English language instruction withan emphasis on Business English, IT skills training that fea-tured assignments simulating the working world, presenta-tions by women role models, opportunities for “shadowing”entry-level professionals in a variety of work settings, andworkshops on interviewing and resume-writing.

English Access Microscholarship Program— RegionalSponsors: U.S. Department of State, U.S. Embassies in Egypt,Jordan, Kuwait, Lebanon, Morocco, Tunisia, West Bank/Gaza,and YemenManaged scholarships that enabled 4,933 bright, non-elitesecondary school students to receive extensive English lan-guage study at AMIDEAST’s English language centers inselected countries: 1,925 in the West Bank/Gaza, 965 inLebanon, 872 in Jordan, 450 in Yemen, 215 in Tunisia, 200 inMorocco, 156 in Egypt, and 150 in Kuwait. Basic Business Skills Acquisition(BBSA/GRP) Program— EgyptSponsor: Future Generation FoundationDelivered five rounds of this intensive 14-week program to1,034 recent university graduates in Cairo, Assiut, andAlexandria. Managed under the auspices of the Future Gen-eration Foundation, and its subsidiary Youth Academy, theprogram trained participants in business English, computerapplications, business planning, job-related business skills,and skills needed for securing and maintaining employmentand career development. 290 students received additionaltraining under the Specialized Tracks Program, a special-ized 60-hour follow-up program focusing on sales and cus-tomer service skills.

Camp Discovery —West Bank/GazaSponsor: U.S. Department of StateDeveloped and administered the third year of a multi-faceted summer camp program for at-risk Palestinian youthfrom refugee camps and other marginalized areas through-out the West Bank and Gaza. In 2009, 450 youth ages 8-14from Hebron, Jenin, Nablus, Ramallah, and Gaza partici-pated in the three-week camp, which provided a fun,learner-centered environment for activities focused on Eng-lish language training, artistic expression, scientific discov-ery, community service, team-building, and leadershipdevelopment.

Career Guidance for Underserved Omani YouthSponsor: Bank MuscatDelivered an intensive, 12-hour workshop for 18 high schoolstudents from low-income areas around Muscat that en-abled them to identify careers most suited to their person-alities and interests, learn how to explore those careers, anddevelop an action plan for achieving their goals. Scholarshipswere awarded to 40 needy primary school students toreceive intensive English language training combined withcultural enrichment, leadership development, artisticexpression, and community service activities that willenable them to enhance their educational level and thustheir future. Through a second initiative, 32 primary schoolteachers from the same area received a 72-hour teachertraining course focused on enhancing their teaching skillsand benefiting the educational process.
