    Provide Job-Creatingtax Cuts

    MegS JobS Plan

    Cr Js

With Caliornia acing a $20 bil-lion decit, we have to be strate-gic and eective in the tax reliewe provide. We need targeted taxcuts to get the economy movingagain and get Caliornians backto work. Simply put, growingthe economy is the only way outo the mess thats been createdby poor budget managementin Sacramento. With the scalcrisis Caliornia aces today, the

state must rst see revenuesincrease rom economic recoverybeore providing across-the-boardtax cuts. Meg has a realisticplan: spark job growth now byquickly enacting targeted taxcuts that are aordable and im-mediately impact key sectors oour economy to create new jobs.Once our economy begins to growagain and spending has been cut,

Meg will provide broad-based in-come tax relie and take steps tosimpliy Caliornias tax system.

    aS goveRnoR, Meg WIll:

    BuSinESS Start-up tax

Meg will eliminate the $800ee that new business start-upsare currently required to payin Caliornia. Entrepreneursshould not be penalized orlaunching a business venture.

The LLC ling ee is nothingmore than a tax on jobs. Thestate that put start-up into the

national lexicon needs to repealthis tax.

    EliMinatE thE FaCtory tax

Caliornia is only one othree states thattaxes manuac-turing equip-ment withoutoering a taxcredit or exemp-tion. The actory

    tax is a majorobstacle to keep-ing high-payingmanuacturing

    jobs in Caliornia.

Meg will increase the R&Dtax credit or Caliornia busi-nesses rom 15 percent to 20percent, which conorms to the

ederal level. This is the samelevel o tax credit that many othe states we compete with oertoday. This tax cut will promoteinvestment in the technologiesand industries o the uture.Caliornia is the innovationcapital o the world and ourtax policies need to be alignedto support our major economicadvantages.

    on Capital gainS

Caliornia is one o aew states in the countrythat taxes capital gainsat a higher rate thantraditional income. Thisis double taxation at itsworst. Caliornias taxtreatment o capital gainsis a major impedimentto capital ormation andinvestment in new jobs.

We should align Caliornias taxtreatment o capital gains withthat o other competing states.

Caliornia has the ability tolead the nation in the develop-ment o green tech jobs. Thestate has always been an innova-tive leader and it is time to takeadvantage o this great economicopportunity by investing in jobcreation. Meg will create incen-tives or employers to creategreen tech jobs by osetting parto the cost o hiring new workersthrough a tax credit. These cred-its will apply only to permanent

jobs directly involved in thedevelopment o alternative en-ergy and other environmentallyriendly technologies.

    a Final Word

The only way to solve ourtowering unemployment is to getthe economy moving again. Megstax plan would be a signicanteconomic boost to the state. Megis promoting a balanced approach:cut targeted taxes, clean up thespending mess in Sacramento andthen use new revenues once thebudget has been stabilized to pro-

vide marginal tax rate reductionsand make Caliornias tax systemsimpler and airer.

Meg believes that too muchdebt is irresponsible. We must actnow by making the necessary cutsto government spending. We cantcontinue to use gimmicks to patchup the structural problems withthe General Fund while billions

get added on top o the statesdebt.

We cannot continue tohave one of the worst taxenvironments for jobs in

America and expect to remainthe Golden State. My tax cut

plan encourages research anddevelopment, promotes capitalformation and investment innew jobs and provides targetedtax relief to jump-start oureconomy. Long term, were

going to reduce marginal ratesand modernize Californiastax structure once our budget

situation has been stabilized. Meg Whitman

Megsather, a World War II veteran, taught her that hard, behind-the-scenes work is important or

success in lie. Together, Megsparents instilled in Meg theimportance o integrity, convic-tion and perseverance.

Meg attended public schoolrom kindergarten through the12th grade. As a strong studentand a versatile athlete, Meghad the opportunity to attendPrinceton University, whereshe received a degree in eco-

nomics, and Harvard BusinessSchool, where she received herMBA. Her rst proessionaljob was as a brand assistantat Procter & Gamble in

Cincinnati. But Meg soonound hersel happily headedto Caliornia again, this time asa young bride with her husband,Gri Harsh, who had accepted amedical residency at the Univer-sity o Caliornia, San Francisco.

Meg joined the consulting rmBain & Co.s San Francisco o-ce, where she would work orthe next eight years, eventuallybecoming a vice president. AtBain, Meg developed her keenability to analyze challengesand solve problems by ocusingintensely on the small numbero changes that can make thelargest possible dierence.

Also during this time in San

Francisco, Meg and Gri decidedto start their amily and sons,

Gri and Will, were born.Megs career led her to key

executive positions at some oAmericas best-known compa-nies, including Disney, StrideRite, FTD and Hasbro. Eachcareer stop helped prepare heror the unprecedented opportu-nity that Meg encountered inthe all o 1997, when she metthe ounder o a tiny start-upcalled eBay. Meg had honed

a style o leadership thatemphasized listening andteamwork. She was a seasonedmanager o large, complex orga-

nizations. Meg immediately sawin eBay the makings o a greatcompany. eBay had married theInternets communication andnetworking capabilities to cre-ate a novel and eicient tradingmarket. It also had somethingvery rare an exuberant com-munity o users who loved eBayand who pulled together to makeit work and grow.

    At eBay, Meg made history.

Megs widely regarded leader-ship and organizational skillsattracted attention beyond busi-ness. As the leader o a globalcompany that created a hugenumber o jobs and helped cul-
