Thinking outside the boxThe head of the BBC’s digital switchover help scheme tells Saba Salman how everyone will be connected up

Peter White must be the only chartered account-ant in the country with a corporate slogan that could belong to a social exclusion charity – “Nobody left behind” – a clutch of charity part-

nerships under his belt and a network of neighbourhood activists whose grassroots knowledge helps him do his job.

As chief executive of the BBC’s Switch-over Help Scheme, the ex-chartered accountant is responsible for ensuring that older and disabled people are not left with blank television screens as the nation goes from analogue to digital by 2012.

For the vulnerable, television can be a lifeline. A 2010 report by Goldsmiths Uni-versity for media watchdog Ofcom and the charity Digital UK found that disabled, older, isolated and low-income consum-ers are generally heavy viewers of televi-sion. For these people, “television plays an important and valued role in their day to day lives – as entertainment, company, con-tact with the outside world, information, a distraction from chronic pain, and a way of passing the time,” the report concluded.

The switchover, which will provide a greater choice of channels, is the biggest broadcasting shift since the introduction of colour TV. For those eligible for the help scheme, it involves converting or upgrad-ing television sets. The digital rollout began in the Border television region in Scotland and Cumbria in 2008 and moves through the UK, ending with the London and Merid-ian regions, which switch over next year.

The BBC estimates that 1 million of the 7 million people who are eligible for help with the move to digital TV will take up the off er; and the scheme has just hit its half-way mark of the 500,000th installation.

Funded by the licence fee at a cost of £78m in 2009-10, the scheme covers all households in which at least one person is

aged 75 or over, blind or partially sighted, or claims benefits such as disability liv-ing allowance . Those on benefi ts are not charged, while some pay a £40 fee, depend-ing on the digital equipment they choose. Eligible people are off ered help with switch-ing to digital TV, from choosing equipment , to delivery, installation and a new aerial or dish if necessary. Viewers might be advised on the simplest set-top boxes or get access to audio description and subtitles.

People, not machinesA consultation in 2007 with disability experts resulted in 91 promises on how the process of moving vulnerable people over to digital TV would be managed. These included calls being handled by people, not an automated system, and information being provided in diff erent formats – audio CDs, for example, to allow the blind and partially-sighted to access information.

Designed in collaboration with disabil-ity organisations and delivered with the voluntary and public sectors, the scheme relies on civic-minded individuals to spread the word in their communities about digital rollout. Although the BBC believes it can reach 80% of those eligi-ble for help through its publicity and 15% through friends, family or outreach, it estimates that 5% with multiple disabili-ties, low incomes, or communication bar-riers are the hardest to reach.

But White is adamant that the ambition of “nobody left behind” is achievable. “I decided right at the start we would try to live up to that,” he adds, “so we do mean nobody.” Under the Help Scheme com-munities programme, information about the digital drive is passed to the most iso-lated people by word of mouth . The hard-est to reach, White says, “have one person in their lives they trust and it is that one person that we need to get to”.

The Wiltshire-based housing associa-tion Selwood Housing, for example, was an outreach partner last year. Its tenants

helped encourage vulnerable neighbours to apply for help with switching over. Char-ities like Age UK, RNID and councils and the police also spread the word, while material is distributed in community venues, post offi ces, and on buses. There are even story-books for those with low literacy.

As well as the ongoing challenge of pro-ducing material accessible for those with widely varying needs, there are future challenges for the Help Scheme. White says one dilemma is that the switchover involves going into people’s homes, work-ing with technology and, often, with old television equipment. “The success of

what we do is down to individuals I may never meet, just going that extra mile and sorting out their community”.

Although White often slips into corpo-rate speak when describing the scheme his language is softer when discussing individuals on whom it relies. “In the West Country, we had a GP who had someone in his surgery whose mental health was deteriorating, who happened to then say ‘oh, my telly’s stopped working’, and the GP knew someone who had worked on the scheme so he connected them up. It shows you if you want to live up to the ambition of nobody left behind, you have to rely on people who are very local who work in the community.”

For White, who will have worked at the BBC for 20 years once the switchover is complete next year, the Help Scheme marks the fi rst time his corporate career has dove-tailed with his interest in social issues.

He first got involved with the Bristol Lesbian and Gay Switchboard in his 20s during the mid-1980s, when HIV/Aids were dominant issues. He stopped volunteering to concentrate on his career, but since 2006 he has been a volunteer on an independent mental health panel with the North West London hospitals NHS trust, which decides grounds for the detention or discharge of patients under the Mental Health Act. This involves spending a couple of days a month as part of a three-strong panel .

Fear and misunderstandingWhite says his volunteering is driven by a fascination with “something that hap-pens in the broader society that starts to exclude people”, adding that he took on the NHS role also because of the “fear and misunderstanding about mental health”.

Does he agree, as care services minister, Paul Burstow, said recently when launch-ing the government’s mental health strat-

egy, that mental health has always been about “them and us”? He agrees the com-mon perception is that those discharged under the Mental Health Act will “go and do something horrible”, but this is not the norm: “I think we have got some time to go to get rid of fear.”

It’s likely that White has interesting views on, among other things, mental health policy, the embattled “big society” agenda or organisational change, but as a public ly-funded BBC employee, he is care-ful to appear impartial, avoiding comments that might be deemed politically biased .

Nonetheless, White understands the challenge of donating time to good causes

when working full time, from which you can infer that he is somewhat sceptical about the big society. “The work-life bal-ance becomes a struggle,” he says.

He says he took on the NHS role because the time needed is compatible with his work-load. However, he admits: “If I’ve had a par-ticularly diffi cult case, coming straight back into work I am slightly intolerant of what people see as big issues when you’ve actually just gone through the issues of real life.”

One dilemma with volunteering, says

White, is expecting too much of thosewho give you their time for nothing. He is referring to the Help Scheme volunteerswho spread the message about switch-over, but his words could just as easily be applied to the limitations of the govern-ment’s big society strategy.

“At the end of the day it is down tosomeone volunteering and doing whatthey feel comfortable doing, at a time and pace they want to do it; you cannot be that directional.”

Even by Jim Royle TV view-ing standards, this is paradise.But as Alex arrives home fromwork in Bridgnorth, he slumpsinto the sofa in his special 'TVroom' and flicks on his 40-inchbox.

For the next hour he's gluedto The Simpsons and catches upon all the murderous, drug deal-ing antics in Hollyoaks, his teaon a tray, a tinny on the side.

"It's a way of unwinding,"says the 22-year-old TV fan whoworks with televisions all day atLW Foxall electrical store.'After a day at work you need torelax and escape."

The above, or a variation of it,is a habit that probably ringstrue with most of us. We justlove TV, and according to a newsurvey commissioned by TVLicensing, in the countdown tothe digital switchover - one ofthe biggest changes in televi-sion broadcasting history - ourlove affair with the box is onlygrowing stronger.

According to the study, enti-tled TeleScope, Shropshire is acounty of telly addicts, watch-ing more programmes than vir-tually anywhere else in the UK.

Despite claims of its prema-ture death at the hands of otherforms of home entertainment,that flickering thing in the cor-ner is still our number one turn-to friend.

According to the survey,adults in Shropshire watcharound 22 hours of TV a week -more than three hours everyday, compared to just 18 hours aweek for their time-poor Lon-don counterparts.

However, official statisticscollected by the Broadcasters'Audience Research Board showthe true average in 2010 wasover 29 hours a week for peoplein the region.

Shropshire TV addicts nowhave an average of 2.3 roomswith TVs in them, expected torise to 2.9 by 2020, while almostthree-quarters now have televi-sions in their bedrooms, upfrom just over a half ten yearsago.

Our love of TV is growing andevolving - not just how muchand what we watch but how,when and where we watch it.

Mark Whitehouse, TVLicensing spokesperson for theWest Midlands, says: "TV haschanged dramatically in the last20 years, and our report doesn'tinclude the telly we watch onequipment other than our TVsets, such as PCs.

"The repprt highlights notjust the importance of TV inpeople's lives but that 7 whilstmuch is changing, some thingsremain reassuringly the same.The people of the West Mid-lands still like to curl up on theirsofas and watch a good qualityrange of programmes with their

family "Jim Boyle, whose family life

revolves almost exclusivelyaround his giant flat-screen,would probably lose the will tolive without his. And in fact,many of us are less slobby ver-sions of his clan - we all sitround watching the box, talkingabout the storylines as theyunfold, laughing, crying andexperiencing emotions thatmight take years to experiencein real life.

"It's also something to talkabout at work the next day,"adds Alex.

"I like watching television onmy own. If I want to watch afilm, I would rather do it on myown, because other people talk.

"I live with four girls and theywon't stop talking. And anyway,they watch all the soapsbetween 7pm and 9pm everynight, there's no chance forme."

Our viewing habits arechanging as the technology thatbrings our programmes to ourliving rooms evolves.

Catch-up TV through facili-ties such as BBC iPlayer and40D means that, despite ourincreasingly busy lives, we neednot miss an episode of EastEn-dere or Jamie Oliver's SlothSchool, or whatever it is he'scampaigning against is calledthese days.

"The iP layer on the computeris good if you have not got a dig-ital recorder because pro-granunes you have missed areavailable through the computerfor a week, but most people stillprefer to watch television on atelevision set, I think," addsAlex.

Chris Tampin, 20, a car sales-man also from Bridgnorth, is abit of a self-confessed TV addict.

"I probably watch around

four hours a night - stuff likeFamily Guy, Friends, AmericanDad. Quite a lot of Americanshows, actually "

He usually watches TV down-stairs with the family as part ofa shared viewing experience,but adds: "I've got a televisionupstairs - a 32-inch - so that ifthere's something I want towatch, I can."

How we watch TV is a matterof taste. Some people like tothrow on their pyjamas and slobout. Others surround them-selves with everything theyneed to hand - crisps, beer,knick-knacks - so they don'thave to move until the ad break.

Chris admits: "I like to watchthe telly in my 'slobs' - baggyjeans and hoody - just some-thing comfortable.

"I wear a suit all day and it'sa way to relax. You don't want towatch the telly in a shirt andtie.". Chris also likes to get in his

quota of morning telly before heheads off to work. Daybreak,the ITV news and gossip show,is his fix, and he even gets upearly to let Adrian Chiles andChristine Bleakley into his liv-ing room.

"It's a little morning ritual.Every morning," says Chris. "Icannot just get up and go. Icould have an extra 45 minutesin bed, but it's something I'vealways done. It sets you up forthe day."

Sandra Lellow, from Telford,is recently retired and says:"Before I retired I didn't watcha lot, about an hour a night.Now it's probably about fourhours a day, but you've got more

along with documentaries, ide-ally about animals. But likemost families, differences in TVtaste means decamping toanother room to watch on a sep-arate set.

"My husband likes pro-grammes like Cops and Cam-eras, but I'm not botheredabout it. I go in the otherroom I've got my own TV"

And she admits that the com-forting background hum of thetelevision is often the last thingshe hears in the day.

"It sends me off to sleep atnight," she says.

1Digital switch sparks dish concernAN expected surge in thenumber of satellite dishescould ruin the look of atown, it has been warned.

Concerns that July's digi-tal switch-over could see anincrease in dishes in OldHarwich were raised at aHarwich and DovercourtConservation Panel meet-ing on Wednesday.

The panel is advising resi-dents to consider the effect

a satellite dish will have onthe area before putting oneup.

Speaking at the meeting,Philip Hornby, conserva-tion officer for TendringCouncil, said: "As a panel,we want to be pro-active andlook to enhance the conser-vation area.

"Residents should checkwith the council if theyerect a dish."

David Flavell was taskedwith carrying out a surveyof satellite dishes aroundOld Harwich and presentedhis findings to the panel.

He found around 50 dish-es visible on the side ofproperties.

Many clusters of satellitedishes were found on apart-ment blocks which could beserved by one communaldish.

"Some of these blockshave up to six or seven dish-es which aren't very attrac-tive," he said.

"But then you could saythe old TV aerials are justas intrusive."

Residents are also advisedto check they have the cor-rect planning permissionbefore putting up dishesand aerials on listed build-ings.

How will switchover happen?

Switchover will happen in two stages. If you currently receive your TV signal throughan aerial, in either analogue or digital format (e.g. Freeview, Top Up TV, BT Vision),you are probably served by the Sandy Heath transmitter group, which switcheson the dates below. Televisions connected to a cable or satellite service are notaffected.

What is switchover?

Digital TV switchover is the biggest change intelevision since the introduction of colour.Analogue signals are about to be switchedoff and replaced with new digital services.This will make Freeview available for the firsttime to thousands of homes watching local'relay transmitters in areas such as Luton andNorthampton.Digital UK is the independent organisation setup by the broadcasters to lead the switchover.It provides an advice line and website to helpwith general questions about getting digital TVand preparing for the switchover.Peter Monteith, Digital UK's Regional Managerfor Anglia, says: "Switchover will change for-ever how television is broadcast. I'm delightedthat, very soon, viewers who have previouslybeen unable to get Freeview services will beable to do so for the first time. Stage one 30 March 2011:In the early hours, analogue BBC Two will be switchedoff and replaced with a new digital signal. Local 'relay'TV transmitters will also start to broadcast the BBC'sother digital channels for the first time.

Readers switching to digital for the first time viaFreeview, Top Up TV or BT Vision will now beable to set up their equipment. Homes alreadywatching these services should retune theirdigital boxes or IDTVs.

Stage two 13 April 2011:All remaining analogue channels will beswitched off and replaced with addi-tional digital services. Everyone watchingFreeview, Top Up TV or BT Vision willneed to retune their equipment againto receive all available channels.

On both dates, these changeswill happen overnight. For mostviewers, services will be restoredby the morning. Householdsreceiving their TV signal from lo-,cal relay transmitters will receivenew digital services later in theday and should tune in for the firsttime or retune from this point.
