Community: As First ResponderCommunity is always the first responder in any incident.

Communities have been responding to disasters and have inherent capacity for response.

However specialized Capacity of Communities have to be build upon for better and effective disaster management.

National Policy approach on Capacity Building for Civil Defence

The  National  policy  approach  paper  on  Civil  Defence advocates  covering more  than  >1 %  of  country  population under    Capacity  building  and  Community  level preparedness.  Proposal  for,  authorization of  approximately   800 wardens per district  is  recommended which would  amount  to  total number of 4,80,000 wardens in the country. Training  of  25  volunteers  each  by  these  4,80,000 wardens would mean bringing 1.20 crores Volunteers within the fold of  Civil  Defence  in  the  next  few  years,  a  target  (1%  of population).

The Challenges:

Training  services  in  civil  defence  needs  continuous strengthening and expansion. To train these 4, 80,000 wardens (Master Trainers) in a given  time‐frame,  each  of  the  states  would,  on  an average, need to have Civil Defence training institutions with annual training capacity of 3,000 to 5,000 trainees. Institutions  should  have  capacity  to  train  variegated groups‐employees  of  Civil  Defence,  volunteers,  youth organizations, office bearers of PRIs, urban local bodies and NGOs, etc.Civil defence in terms of capacity building need to have  Bottom up  approach

Capacity Building Initiatives :

Hand book For Training and Capacity Building for Civil defence & sister organisation  by NDMA in April 2012.NIDM  developed  Training  modules  for  Civil  Defence officials  and conducting regular TOT programmes.Revamping of National Civil Defence College, National Fire  College  and  CTIs  impart  training  to  CD instructors/personnel regularly.Number of Training and Orientation Camps at various levels.CSS  Scheme  (Rs  600  crores)  for  Strengthening  Civil Defence.

HR & Capacity Development  Plan: 

Training Need Analysis (TNA)‐ as per target groups

Training Implementation Strategy: whom, where and how?

Creating Awareness Generation & Training tools:

Sharing of lessons learnt and best practices through interactions

Development  of  infrastructure:  Including  strengthening 

institutions at grassroots level (using the existing one)

Development  of  networks  from  individuals  to  communities  to 

institutions to ensure the linkage from bottom to top.

Integrating  capacity  building  initiatives  with  the  livelihood  of 

individuals and communities

Future POA & Collaborative Approach:Need  better  collaboration  among  various  role  players: National  Civil Defence College, National Fire College, NDRF, and NIDM.NIDM has developed TOT Modules for  Civil Defence Officials NIDM  also  customised  various  different  IRS  modules,    developed Training  modules  for  CBOs  etc.,  which  may  help  in  further developing / customising training modules for immediate response .NIDM partner DM Centres (30 in numbers) at State ATIs/ SIRDs may be used for carrying out capacity development exerciseNIDM organisingRegular Training Courses for Master Trainers.Has  details  of  these Master  Trainers    which  may  be  enlisted  as Master  Trainers for  further training programmes at regional and other levels.NIDM may help in developing HR and Capacity Development Plan for Civil Defence officials and Volunteers and implementing it at various levels
