1. Preamble
1.1. Purpose of the COVIDSafe Plan
1. To plan LSV’s return to business in accordance with directives from the Victorian Government.
2. This COVIDSafe Plan outlines:
(a) What activities LSV plans to operate, when and how.
(b) Actions to help prevent the transmission of COVID-19.
(c) What to do in case of suspected or confirmed transmission of COVID-19.
3. This COVIDSafe Plan aligns with LSV’s Pandemic Plan and has been informed by the
following inputs:
(a) Risk assessments.
(b) Consultations with governing councils represented by lifesaving clubs.
(c) Consultations with emergency service partners and stakeholders.
(d) Practices of other organisations.
(e) Advice from the Victorian Government.
4. This COVIDSafe Plan recognised that lifesavers are Victoria’s first responders for preventing
aquatic related death and injury. Without them lives cannot be saved, and the public cannot
be kept safe in Victoria’s aquatic environments. Together with all our people, lifesavers are
the foundation on which our goals can be achieved. Health, safety and security of our people
are fundamental to the delivery of this COVIDSafe Plan.
1.2. Goals
1. To sustain LSV and lifesaving clubs for delivering our vision and mission.
2. To protect our people, customers and the community from COVID-19.
3. To keep safety and wellbeing at the forefront and adapt as we go.
1.3. Guiding principles
1. Being positive about what we can do as it is going be different to previous years.
2. Recognising that our broad scope will require many differences to be considered.
3. Acknowledging that being COVIDSafe is everyone’s shared responsibility.

1.4. Key elements in the COVIDSafe Plan
1.4.1. Activity groups
1. This COVIDSafe Plan covers the range of LSV’s activities that are delivered directly by LSV,
through 57 affiliated lifesaving clubs and through 100+ community and industry delivery
partners. The activities are combined into activity groups as outlined in the following table:

2. There are significant variances between activities in ‘what can be done, how and when’ in
COVIDSafe ways. These variances are based on the levels of restrictions set Department of
Health & Human Services (DHHS) and the capacity of LSV, lifesaving clubs and delivery
partners to operate.
3. This COVIDSafe Plan uses a normalised approach across the activities and groups to
accommodate similarities and the variances in ‘what can be done, how and when’. Examples
of accommodating similarities include the use of common checklists, such as personal
health checks, for anyone participating in any activity. Examples of accommodating
variances include the use of specific guidelines for when and how a specific activity can be
conducted.
1.4.2. Recovery scenarios
1. This COVIDSafe Plan uses recovery scenarios grouped by activity group to outline ‘what can
be done and how’ in a COVIDSafe way.
2. The recovery scenarios also outline the relevant resources including references, checklists,
guides and tools required for implementing each recovery scenario.

3. The decision on which recovery scenario LSV, lifesaving clubs and delivery partners will be
operating at a given point in time will be based on the following drivers:
(a) Compliance to the level of restrictions set by DHHS. The restrictions may be the same
state-wide or be different based on metropolitan, regional or hotspot locations. The
restrictions will inform the availability of operating environments (including beaches,
swimming pools and schools) and activities that can be undertaken.
(b) Capacity of LSV, a lifesaving club or a delivery partner to operate. For example,
capacity of a lifesaving club to run a lifesaving patrol or a Nipper program based on
availability and commitment of members at that club.
4. Recovery scenarios in this COVIDSafe Plan range from A to D, with scenario A being
closest to ‘usual’ activities and scenario D being closest to ‘no’ activities.
5. LSV will set recovery scenarios at a given point in time based primarily on the level of
restrictions set by DHHS. Each lifesaving club and delivery partner will need to assess if they
can operate to the recovery scenario set by LSV or if they need to adopt a lesser recovery
scenario based on their capacity to operate.
6. Where required, LSV will use exemptions for restrictions available to emergency services to
conduct lifesaving operations and training activities.
1.4.3. Recovery roadmaps
1. This COVIDSafe Plan uses recovery roadmaps to outline which recovery scenarios are
planned on a month by month basis, subject to the Victorian Government’s announcements.
2. The recovery roadmaps are critical for LSV, lifesaving clubs and delivery partners to prepare
for implementing the recovery scenarios.
3. While there is no certainty of what level of restrictions will apply at future points in time, LSV
will use ‘best estimate’ assumptions to plan for a recovery.
4. Assumptions are important for planning recovery given the lead time required to be ready to
deliver programs and services. The accuracy of the recovery roadmaps will be reviewed in
line with announcements from DHHS as they occur.
5. LSV recognises that lifesaving clubs and delivery partners may have recovery roadmaps that
are different to LSV due to variance in which recovery scenarios are operatable for each
entity.
1.4.4. Target audiences
1. This COVIDSafe Plan in its entirety is relevant for governance-related target audiences with
an LSV-wide perspective.
2. Sections of this COVIDSafe Plan should be extracted as relevant for specific activity group-
based target audiences.

2.1. Preamble
1. The purpose of this section in LSV’s COVIDSafe Plan is to outline the recovery roadmaps
and recovery scenarios for all activities within the Lifesaving Club Facilities & Events activity
group.
2. The input into planning this section has been provided by the Council of Lifesaving Clubs
Executive, Council of Lifesaving Clubs and the LSV Club Development Team. The
responsibility for developing and managing this section rests with the GM Education, Sport &
Club Development, Kate Simpson.

3. Activity group: Lifesaving Operations
3.1. Preamble
1. The purpose of this section in LSV’s COVIDSafe Plan is to outline the recovery roadmaps
and recovery scenarios for all activities within the Lifesaving Operations activity group.
2. The input into planning this section has been provided by the Lifesaving Operations Council
Executive, Lifesaving Operations Council and the LSV Lifesaving Operations Team. The
responsibility for developing and managing this section rests with the GM Lifesaving
Operations, Liam Krige and GM Training & Aquatic Industry Services, Andy Dennis.
3. The activities covered in this group are:

9.1. Preamble
1. The purpose of this section in LSV’s COVIDSafe Plan is to outline the recovery scenarios for
all activities within the LSV Offices & Warehouses activity group.
2. The input into planning this section has been provided by the Executive Management Team
and Business Unit Managers. The responsibility for developing and managing this section
rests with the GM Corporate Services, Penny Callaghan.
3. The activities covered in this group are:
(a) Office and administration areas
(b) Training areas
(c) Warehouse areas
(d) Gym & recreation areas
4. This section is relevant in particular to the following target audiences:
(a) LSV staff and volunteers
(b) Key stakeholders and visitors
(c) Suppliers/customers
5. The Executive team will facilitate a safe and coordinated return to office based on
operational need by teams. This is not a ‘one size fits all’ approach and the requirements of
each team will be assessed separately, acknowledging the changing landscape and required
deliverables of each area.

attending the office based on the guiding principles below:

7. Office equipment and resourcing:
(a) Many staff have taken their office equipment home. Therefore, if you require additional
equipment to work at the office six (6) ‘hot desks’ have been set up. Please do not bring
equipment back and forward to the office as it may be damaged in transit (staff are
allocated one set of office equipment only, there will not be one set for home and one
for the office).
(b) Lindsey will allocate staff a desk based on your requirements. Please ensure you utilise
the allocated desk and do not change. The main ‘hot desks’ will be E1-E6. These desks
will be disinfected daily by the cleaners. All equipment on these desks must remain
with the desks.
(c) If you do not require additional equipment and will just be using your laptop, you will be
allocated a desk with no equipment (if applicable, you may request your usual desk).

8. Please follow all signage, including personnel restriction numbers in all areas and directional
signage.
9. The following must please be met (in line with prevailing DHHS guidelines):

(d) Remember your hand hygiene and physical distancing and minimise your touch points
throughout your time in the office
