SPIU-UP has done massive capacity building for accreditation in Technical
InstitutionunderTEQIP-III(1.1)aswellasamongaf�iliatedTechnicalInstitutions
ofAPJAbdulKalamTechnicalUniversitythroughseminars,workshops,webinars,
experttalks,knowledgetransformeffortshelpingtheInstitutionstoprepareandto
go for SAR upload/NBA Accreditation.With constant, continuous and focused
effortsofSPIU-UPanddepartmentofTechnicalEducation,GovernmentofUttar
Pradeshagainst,78programmesidenti�iedforNBAAccreditation(UG)(TEQIP-
III/1.1), 21programmeshavebeenaccredited, SARhasbeenuploadedfor15
programmesmakingtheachievementagainstNBAAccreditation/SARuploadto
35, thus achieving 46.15% against a target of 50%. For Dr APJ Abdul Kalam
Technical University (ATU/1.2) against identi�ied 1052 programmes, 53
programmeswereaccredited(5.04%)againsttargetof5%..
OvertheperiodoflasttwomonthsSPIUdidtheclosescrutinyoftheprogrammes
targetedfortheaccreditationbyMarch,June&afterJune2020respectivelyand
foundthatmostof theprogrammemaynotbeeligiblebecauseofoneormore
reasons.
To �ind out the real status of each of the targeted 40 programmes SPIU
arrangedadetailedassessment&evaluationthroughmicroscopicreviewof
allthe40programmesbyfourexperts.Theexpertsassessedtheireligibility&
preparednessagainstmandatoryrequirementforPQupload(Tier-1)&SARupload
(Tier-2). The comprehensive status of each of the programme against each
mandatoryrequirementhasbeencompiledbySPIU-UPbasedontheevaluationof
eachprogrammedonebyfourNBAexperts.
Only two programmes ECE (MMMUT) and EE (REC Ambedkarnagar) are
eligibleforPQ/SARuploadasondateandeffortsarebeingmadeforSAR
uploadfortheseprogramsbyJune2020.
Themajorde�iciency/obstacleinmeetingthemandatoryrequirementare:1. Facultystudentratio(FSR)2. FacultyatProfessor&AssociateProfessorlevel3. Five programmes of UNSIET are not even AICTE approved
programmes
WeareawareabouttherealsituationandalleffortsarebeingtakentoensurethatrequirementsarecompliedandmoreprogrammesinUPareNBAAccreditedindaystocome.

TheCOVID-19pandemichasposedgreatchallengetothehumanbeingfor
their survival and sustenance. But at the same time it has shown
extraordinary human resourcefulness and potential, creating various
alternative systems and ideas for the solution of pandemic challenges.
Education is a primary area where entire community responded
immediately.Variousdecisionsmadebygovernment,regulatorybodiesand
service providers will have long-term consequences for the future of
education.Butweseeveryclearlynewnormalistakingplaceforthemode
anddeliveryofeducation.
Covidhasshownthewaythatitistimeforintelligentcollectiveaction.SPIU-
UP has responded as per directions of MHRD, GoI, NPIU and various
regulatorybodiestomakeeducationavailableinthehomeofstudents.
Immediatelyafterthelockdownwasannounced,SPIU-UPcameintoaction
for capacity building and facilitation for online teaching, testing and
assessmentbyallProjectInstitutions.Withinaveryshortspanoftime,all
institutionsswitchedtoonlineteaching.Forawareness,motivationandfor
creating an enabling mechanism, the three pilot programs focusing on
Online learning, Virtual Labs and E-Examination were conducted in
collaborationof variousTeqip Institutions, IITs, ForeignUniversities and
someoftheSPIUs.TheseprogramsextensivelycoveredmostoftheTEQIP
institutions across the country and institutions af�iliated to technical
universities. Major capacity building, facilitation, motivational and
guidanceactivitiesthatrequiresspecialmentionare:

administration and coordination with police administration, SPIU-UP

NBAAccreditation(DLI#1)Against 78 no. of eligible programs, 20 programs are accredited and SAR uploaded for 15 programs. The percentage of programs accredited (and/or applied for) are calculated out of the total number of AICTE approved eligible Under Graduate programs offered by institutes as of the date of reporting. A program is accredited if National Board for Accreditation has accredited it for two or �ive years. A program will continue to be considered accredited for six months after the date on which its accreditation expires, conditional on it having applied for renewal.

BoardofGovernors(BoG)(DLI#3)With the pro active efforts by the Department of Technical Education, GoUP, the BoG re-constitution, as per AICTE/UGC norms has been completed in all Engineering Colleges which helds its meeting every quarter of the year headed by an eminent Industrialist / Engineering Education expert with adequate representation from other stakeholders. For DLI year – July 2019 to June 2020, 100% DLI has been achieved against BoG. The Fund allocated against this DLI is 14% of PLA distributed over three years which is related to the policy making body of the institutions.

ExitExamination(DLI#4)Against a target set to achieve 100% training to students in project Institutions in Uttar Pradesh for GATE or Employability Training (ES), 80% could be achieved. Disbursements against this DLI during the project is 15%. For the year 2019-20, the GATE/ES training have started for the students of all16 PIs. The participation level for GATE+ES varies from 73.10 % (IET BU Jhansi) to 100% (DEI Agra, REC Ambedkarnagar and IET Agra) against the minimum 70% qualifying of this DLI for 15 PIs, whereas for BIET Jhansi it is 50% failing to reach the minimum qualifying of 70%. It is important to mention that for the year 2018-19, the students undergone the training of BIET J hansi was 22 %.

Against Total Project Life Allocation (PLA) for 16 Institutions and 01 ATU in U.P. of Rs. 205.5 Crores, overall cummulative expenditure since inception up till 31st Jun, 2020 is 156.07 Crores (75.94 % of PLA) by Project Institutions.Very encouraging signs are that 06 Institutions namely UNSIET Jaunpur, IET Ayodhya, FET MJP Bareilly, MMMUT Gorakhpur, REC Banda and AKTU crossed high performance Benchmark of 80% expenditures. 10 nos of institutions achieved expenditures from in between 65% to 80%.The status of Expenditure incurred on various heads and previous Quarter expenditure by various institutions of Uttar Pradesh under TEQIP-III is given in Table:

ActivitiesofStateProjectImplementationUnit–UttarPradesh–AbuilderofcapacityandimplementationofmandatesduringtheLockdowninOnlinemode
With the onset of Pandemic due to Covid-19, SPIU-UP conducted a plethora of activities during the period of April to
June 2020 for management capacity building of institutions for TEQIP-III in Uttar Pradesh as well as for the National
level. The activities were aimed for dealing and encouraging the institutions to enhance their academic training and
activities through the use of ICT techniques. These activities were aimed at the smooth implementation of TEQIP-III and
achieving the objectives and benchmarks as set from time to time by MHRD keeping in mind the issues of social
distancing and other guidelines issued by Government from time to time. Some of the activities are briefed below:
To educate the institutions for capacity building of institutions towards online education, State ProjectImplementationUnit,UttarPradeshalongwithIETDr.RMLAvadhUniversityAyodhyaandDr.AITBengaluru(mentor of IET Ayodhya-1.3) organized 02 daysNational Seminar on Signi�icant role of E-educationThrough Social Distancing in Lockdown Covid 19Pandemicon08-09April,2020 purely in online mode using the Zoom platform. Important among the speakers are: Prof P M Khodke, Central Project Adviser, NPIU, Prof Manoj Dixit, Vice Chancellor, RML Avadh University, Prof P B Sharma, Former VC, DTU Delhi and Vice Chancellor, Amity University Haryana, Prof Vinay Singh, Pro VC, RML Avadh University Prof Pratap K Desai, President, ISTE, Mr Supreeth Nagaraju, National Head, Adobe Education, Mr Gaurav Singh, My Perfectice, Digital learning service provider and alliance partner of MHRD/AICTE for NEAT initiative for digital learning, Ms Kamini Gupta, CEO, EdgeFx and pioneers in the �ield of developing and promoting innovation kits from school to Research level, Mr Chandrakant Tiwari, KnimbusOnline Pvt ltd, Mr Shiva Prasad, Soft Pro India,Hyderabad, Mr Mukund N M, Director-EthnusConsultancy Services Pvt Ltd, Bengaluru, Prof S P Shukla, Director, REC Banda, Prof Mukesh Singh, Director, UPTTI Kanpur, Prof J P Pandey, KNIT Sultanpur, Prof Raghuraj Singh, HBTU Kanpur, Dr Anil Kumar, State Project Administrator, SPIU-UP, TEQIP-III and Prof

ThePresentationswerefocusedon:1. The detailed methodology being followed by
institution for online teaching – regular classes as well as remedial classes
2. Challenges being faced by them and they are overcoming the same.
3. Experiences they have while implementing online learning in their institutions.
4. Emerging areas need to be addressed.
The Corona Pandemic crisis giving new opportunities to the institutions to embark upon online teaching learning process to maintain continuity of the studies of the students and take every effort that they can easily access to the quality learning resource. Hon'ble Secretary, MHRD, Chairman, AICTE and Chairman, UGC in their various communications conveyed to encourage the teachers and students for the use of online mode for teaching -learning process. Almost all institutions started the online teaching to their students innovating their own methodology and using their preferred platform
MHRD, UGC, AICTE and others communications in this regard had been received with detailed elaboration of such courses, the platform to be used and links for the same. SPIU Uttar Pradesh collated all such information
stand shared with through email dated 1 April, 2020. Even it was advised that promoting the SWAYAM/ MOOCS/ NPTEL courses and programmes for teachers and students is one of the priority areas of TEQIP-III. In this regard, recent communications from CPA and SPA for Performance benchmarks for June and September 2020 may please be referred to.
Out of 550 registered from most of the TEQIP institutions from all over the country, non Teqip engineering institution faculty and administrators, 226 attended the two days event. The participation level ranged from Vice chancellors, policy makers, administrators to faculty and

Day-wisedeliberationsbrief:thDay-1:8 April2020
InauguralSession:1.Prof.RamapatiMishra,Director-IETAyodhya: He
delivered the welcome address on behalf of IET Ayodhya & SPIU-UP. He explained the objective-cum-agenda of this national seminar & introduced all the invited experts from academia & industries. In his opening welcome speech he apprised the audience about the methods adopted by faculties in his college to cope up with e-education during lockdown. He also conveyed his regards to all invited esteemed guests.
2. Dr Anil Kumar, SPA, SPIU-UP: He said that the Hon'ble Secretary, MHRD, Chairman, AICTE and Chairman, UGC in their various communications have also conveyed to encourage the teachers and students for the use of online mode for teaching -learning process. As part of the policy the MOOCs/SWAYAM/ NPTEL are pro-active intervention by Government of India to ensure quality learning resource. He advised the participants to follow the good practices followed by other institutions and be pro-active in their approach towards enhancing the ski l l and employability of the students by taking help from the industries and through digital intervention. He also highlighted the areas which the institutions need to focus for digital education. He gave the insights on the research areas and need of collaboration of industries and institutions for research in contemporary issues and technologies during this lockdown period.
3. Smt Radha S Chauhan, Principal Secretary, TE,GovernmentofUP: Due to pre-occupation of Corona 19 crisis related meetings at highest level, she could not make it deliver her address. However as directed, her address was read out.
She conveyed that It is heartening to note that most of the institution's degree level engineering institutions in Uttar Pradesh as well as Dr APJ Abdul Kalam Technical University have pro-actively involved to the online teaching. State Project Implementation Unit of Uttar Pradesh has coordinated with all the 16 TEQIP institutions for encouraging the online teaching creating an impact on the national level and have catalyzing effect on TEQIP institutions of other states to fol low the same. Depending upon their convenience they are using various platforms like-Zoom cloud meeting, Google meet, Gruveo, Slack, Google Hangouts and many more. She appreciated the agenda of seminar and conveyed that this will provide the good platform to share the experiences of the institutions of the online teaching practices they are following and promote this mode of education as enabler for creating educational revolution.

there is nothing more frustrating for a teacher than a
learner who is endlessly struggling to grasp the
content. When a teacher teaches, he always gets a
constant feedback on his communication from the
learners whose absorption capacity depends on his
ability to convey information. He suggested the
importance of ERP and discussed the various Online

Desai, the special guest of the 02 days national
seminar expressed that faculty and students will
spend a lot of time at home in the coming days
through lockdown and extended Work-From-Home
while the virus battle rages. He quoted the example of
Eklavya in Mahabharat and said that students can use
this opportunity to invest in life-changing skills to
accelerate growth forever. He suggested some skills to
invest in —two each from learning, execution,
communication and mental leverage.

University Ayodhya: Prof Manoj Dixit , Vice
Chancellor, RML Avadh University, while delivering
his Presidential speech, said that in present situation,
Online teaching - learning are the only way to interact
with students. During online teaching and learning,

from any computer, whether it is from the institute or
from your own home, as per your comfort. He
emphasized that the online classes provide better
teacher-student interaction rather than a teacher
having to spread their lecture amongst sixty students.

self-disciplined and able to �inish the work well on

TechnicalSession-1:9.Prof SPShukla,Director,RECBanda:Prof Shukla
shared the various initiatives adopted by REC Banda
during this COVID-19 lockdown period. He said that he
created various WhatsApp groups with director like-
program & year-wise students' group, Alumni group,
girls' group & various students club students group. He
informed to all participants that the faculty& students
of REC Banda developed Virtual Lab experiment of
Stefan Constant (uploaded at IIT Bombay Virtual lab
website) & College is Nodal Centre, Virtual Lab, IIT
Kanpur. He informed that the institute received Rs.15
Lac MHRD grant for developing Virtual Labs (Basics of
Physics Lab) in collaboration with IIT Kanpur.
10.Prof Raghuraj Singh, TEQIP Coordinator, HBTU:
Prof Raghuraj suggested the various digital platforms
available for digital learning. He also shared his own
experience during the online teaching related to their
advantage & limitations. He said that few issues for
holding examinations and others occur are still
unresolved but we should try to resolve them to have
meeting with honorable Vice Chancellors and other
of�icials.
11.Mr Chaitanya Nidhi, TEQIP Coordinator, REC
Azamgarh: His talk focused on some problems
regarding internet data & network in rural areas which
occur but they are trying to resolve such problems
with discussion with students and get via media to
provide lecture notes to the students. He also said that
it is a dif�icult time for the world but we should have
con�idence in us and try to help our students and
others. He also discussed the various initiatives
started in REC Azamgarh to overcome the students'
problem during this lockdown period.
12. Mr Abhishek Nagar, Coordinator-ODB, IET
Lucknow: He said that IET Lucknow was using Google
Classroom for few classes since 2017, but from March
2020 majority of classes are now on Google Classroom.
He presented a detailed comparison of various digital
platforms available for digital education like-zoom,
google meet & Jitsi. He told that 1205 Courses of
Coursera available for FREE for all IET Students &
Faculties, which is an unique initiative adopted by
institute.
TechnicalSession-2:13.DrVinod Kr Singh, Registrar, Lucknow: He said
that the classes can run through the digital mode but
the challenges are to conduct practical cases &
Examinations. He suggested that some of the digital
platform should be introduced to overcome this issue.

basis law, responsibility towards nation like subject in
our education system.

prime duty to provide/ teach our students through
online teaching app. In HBTU Kanpur, the faculty are
taking online lectures through Video conferencing on
zoom app. They are also using WhatsApp and e-mail

provider and alliance partner of MHRD/AICTE for
NEAT initiative for digital learning delivered a talk on
“Perfectice: One stop digital learning solution”.

The Corona19 Pandemic has given a newopportunityformajorthrustononlinelearningincludingtheVirtualLabs. We, the Indians, are very fortunate that the present Government has already taken major steps in the �ield and virtual labs for almost all disciplines are available. It is high time that the teachers acquaint themselves with the virtual labs, ensure the centre of the virtual lab completing all the formalities free of cost. Once they become centres of Virtual lab, they may get liberal grants from MHRD for enhancement of facilities.
Keeping the above in mind and present challenges of Corona 19 Pandemic crisis, virtual labs have become necessity.
The lack of resources makes us unable to perform experiments, especially when they involve sophisticated instruments. Also, good teachers are always a scarce resource. Web-based and video-based courses address the issue of teaching to some extent. Conducting joint experiments by two participating institutions and also sharing c ostly r esources h as a lways b een a c hallenge.
With the present-day internet and computer technologies the above limitations can no more hamper students and researchers in enhancing their skills and knowledge. Also, in a country such as ours, costly instruments and equipment need to be shared with fellow researchers to the e xtent p ossible.
Web enabled experiments can be designed for remote operation and viewing so as to enthuse the curiosity and innovation into students. This would help in learning b a s i c a n d a dva n c e d c o n c e p t s t h ro u gh re m o te experimentation. Today most equipment has a computer interface for control and data storage. It is possible to design good experiments around some of this equipment which w ould e nhance t he l earning o f a s tudent.
Internet-based experimentation further permits use of resources – knowledge, software, and data available on the web, apart from encouraging skilful experiments being simultaneously performed at points separated in space (and possibly, time).
Ministry of HRD, Government of India has taken step for promoting v irtual l a b w ith t he f ollowing o bjectives:1. To provide remote-access to Labs in various
disciplines of Science and Engineering. These Virtual Labs would cater to students at the undergraduate level, post graduate level as well as to research scholars.
2. To enthuse students to conduct experiments by arousing their curiosity. This would help them in learning basic and advanced concepts through remote experimentation.
3. To provide a complete Learning Management System around the Virtual Labs where the students can avail the various tools for learning, including additional w e b - re s o u rc e s , v i d e o - l e c t u re s , a n i m a t e d demonstrations and s elf-evaluation.
4. To share costly equipment and resources, which are otherwise available to limited number of users due to constraints o n t ime a nd g eographical d istances.

Hon'ble Secretary, MHRD, Chairman, AICTE and Chairman, UGC in their various communications have also conveyed to encourage the teachers and students for the use of online mode for teaching -learning process Almost all institutions in Uttar Pradesh (TEQIP)started the online teaching to their studentsinnovating their ownmethodology and using theirpreferred platforms right from the start of theLockdown. MHRD, UGC, AICTE and others' communications in this regard were received with detailed elaboration of such courses, the platform to be used and links for the same. DrAnilKumar,StateprojectAdministrator,SPIU-UP: Dr Anil Kumar enthusiastically welcomed all the participants in the Webinar and stated that it was the third and last in present series of three during the Lockdown period. He emphasized the need of conducting e-examination for the Universities and Institutions and that this platform was created to bring the experts from the �ield, the industries working in this �ield and the implementing agencies together so that the problems can be discussed and to come out with solutions and their assessments. He further reiterated the fact that the phrase “ ” was given by Unlocking the Lockdown ProfRamapatiMishra, Director, IET Ayodhya and the Unlocking to be done in such a manner that the students and the education fraternity should not only get least affected but also come up with noble and innovative solutions. Examinations being a vital part of the assessment of students has to take place keeping in view the measures of social distancing of which e-examinations seems to be a solution. He advised the participants to follow the good practices followed by other institutions in this �ield by digital intervention. He further thanked , ProfPMKhodkeCPA NPIU for his presence to show the way forward for further progress in this area. He also welcomed all the experts and expressed his gratitude to them for their guidance.

ProfPMKhodke,CentralProjectAdvisor,NPIU: Prof P M Khodke delivered his keynote address and expressed thanks for the wonderful platform given by State Project Implementation Unit-Uttar Pradesh and Dr Ram Manohar Lohiya Avadh University for coming forward and organizing such a Webinar for the bene�it of all the institutions in the country and also appreciated the efforts of other SPIUs joining hand together with SPIU-UP. He expressed that the mental health of the students during this pandemic and Lockdown should also be looked into. Mental Health is as necessary as the Physical health of the students. The Mental health of student for the dilemma of examinations, course completion, academic activities and their future should be looked into by the institutions. Regular contact by faculty with the students at a personal level by clearing their doubts shall go a long way in developing their mental health. He expressed that the effect of this year should not get accumulated in the next year and as per his information, around 80% of the course has been completed by ATUs and other institutions as on the date. He stressed that the students should be assessed by the subject understanding that to what
extent the student has understood the objectives of the subject. He deliberated on three isues that has to addressed by the Universities and Institutions:

Prof Manoj Dixit, Vice Chancellor Dr RamManohar Lohiya Avadh University: Prof Dixit delivered the Presidential address and felt happy that Dr RMLAU along with SPIU UP was hosting the third Webinar in the series in a short span of 10-12 d ay s a n d t h a n ke d p a r t i c i p a n t s f o r t h e i r overwhelming response on the Webinars. He expressed that the Unlocking of the Lockdown by maintaining social distancing is going to be crucial. Therefore, as academicians, we shall have to take adequate steps to Unlocking the Lockdown in an effective way. The current topic of is e-Examinationvery relevant as per the time and need of the Universities and Institutions since this is a great need to shi f t from the present system of conventional examination methodology to digital methodology with objective assessment of the students. He informed that the Hon'ble Governor of U t t a r P r a d e s h h a s a s k e d t o p r e s e n t a recommendation report on e-examinations and hence the recommendations of the Webinar shall be submitted to the Hon'ble Governor of Uttar Pradesh. He welcomed all the experts and expressed gratitude for enlightening everybody with the experiences and opportunities in the digital �ield of e-examinations.
5. ProfPB Sharma,BOG chairman, IETFaizabad:Prof P B Sharma appreciated the efforts of Dr RMLAU and SPIU Uttar Pradesh for taking pain to organize this event. He said that he is very happy to share the burning problem at hand of e-examination and a lot of good thoughts have come up during the discussion. He asserted that examination should be mapping of capability of a student and hence the design of examination question papers should be looked into. Quality of assessment should be maintained and comprehensive assessment of subject should be looked into. He stressed on the concept of open book examination and told that this pandemic has given an opportunity to graduate from conventional examination to digital examination

has taken the industry and academia closer and on

opportunities to various universities around the
globe for shifting from conventional to digital
platform for conducting the examinations. He ran
through the AI based and anti-cheating tools
embedded in the platform provided by WAC. He also
stressed how the platform can be used across
different devices seamlessly. He stressed on the
bene�its of collaboration and the work that is being
done in the �ield of Online examination by the WAC.

Systems: Mr Supreeth Nagaraju expressed his
happiness for providing the perfect platform at
perfect time and started with their discussion on
“ ”. He showed how AdobeVirtualExamSolutions

and is taking big strides in the �ield of e-examinations
too. He stressed on the bandwidth problem in India
for students who are placed in remote areas and do
not have access to high speed internet. He informed
that the solution developed by Adobe caters for all
sorts of students who have been involved in the
examination systems. The portability of the platform
across different devices like Laptop, TAB, Mobiles, etc
gives a versatility which can be used by all. Mr Vaidya
gave a demonstration of the platform and showed
how question papers can be uploaded, Answer sheets
can be photographed and uploaded on the platform
and how the assessment can be done by the examiner.
The questions harped on the pros and cons of the
platform which was very well addressed.

Outcome-based education or outcomes-based education (OBE) is an educational theory that bases each part of an educational system around goals (outcomes). By the end of the educational experience, each student should have achieved the goal. There is no single speci�ied style of teaching or assessment in OBE; instead, classes, opportunities, and assessments should all help students achieve the speci�ied out comes.
Outcome-Based Education (OBE) is a student-centric teaching and learning methodology in which the course delivery, assessment is planned to achieve stated objectives and outcomes. It focuses on measuring student performance i.e. outcomes at different levels. For Indian Engineering Institutions to get accredited by NBA according to the pacts of the accord,it is compulsory that engineering institutions follow the Outcome Based Education (OBE) model. So, for an Engineering Institution to be accredited by NBA it should compulsorily follow the OBEmodel. Hence the O u t c o m e B a s e d E d u c a t i o n ( O B E ) h a s b e e n implemented recently in engineering education. OBE is

the system based on student-based learning wherein the ultimate objective is to impart the skill required by students in their education process. The outcomes are speci�ied in terms of programme educational objectives (PEOs), programme outcomes (POs) and course outcomes (COs). Further, it is ensured that the graduate attributes required by the students are implanted in the OBE structure. The OBE system highlights the clear standards for observable and measurable outcomes from the performance of the students during and after completion of the programme. In OBE, the curriculum is structured based on the key qualities such as understand, analyse, apply, evaluate and create in their professional walk of life. All technical institutes, including B- schools and engineering colleges, will have to complete the accreditation process for all courses before 2022 to meet the minimum standard in higher education, as already announced and conveyed byAICTE.

3. ProfVinayKumarPathak,Vice Chancellor, AKTU
gave his presidential address where he stressed
that for achieving this, it is important that the
institutional efforts are put in the areas of proper
curriculum planning and in adopting proper
teaching pedagogies. Also a very crucial phase of
outcome based education is the proper and correct
assessment of the skill gained by the student during
the period of the program he or she has graduated
or post graduated from. He told that Outcome based
education is student-centered instruction model
that focuses on measuring student performance
through outcomes. Outcomes include knowledge,
skills and attitudes. Its focus remains on evaluation
of outcomes of the program by stating the
knowledge, skill and behavior a graduate is
expected to attain upon completion of a program
and after 4 – 5 years of graduation. In the OBE
model, the required knowledge and skill sets for a
particular engineering degree is predetermined
and the students are evaluated for all the required
parameters (Outcomes) during the course of the
program.
4. ErNarendraSingh,President, IEI gave his address
on the topic where he pointed out that the OBE can
primarily be distinguished from traditional
education method by the way it incorporates three
elements: theory of education, a systematic
structure for education, and a speci�ic approach to
instructional practice. It organizes the entire
educational system towards what are considered
essential for the learners to successfully do at the
end of their learning experiences. In this model, the
term "outcome" is the core concept and sometimes
used interchangeably with the terms "competency,

deliberated the topic: Bloom's taxonomy- a basis for
de�ining learning outcomes with mapping to
Graduate Attributes. He stressed on the Blooms
taxonomy, cognitive skill , affective skills &
psychometer skills. He also gave a presentation on
Bloom's digital taxonomy, pedagogy wheel, graduate
attributes, assessment strategy for OBE. He also
highlighted the rubrics development for innovative
learning teaching methodologies & top 10 skills to be

Unprecedented expansion of Technical Education in the country over past three decades or so has ushered in reduction in take by some colleges and even closure of programmes by many others in the country. Yet, few others have taken to improve quality of their programmes to stay up-to-date and thereby forerunner among colleges preparing to compete on ground of quality and relevance. Accreditation of engineering programmes is set of processes which are designed to ensure minimum level of quality of a programme. It is the recognition accorded to technical education programmes both at degree and diploma levels those meet the standards evolved by the National Board of Accreditation (NBA). NBA has evolved a systematic, logical and transparent process of accreditation for engineering programmes. It has been revised many times based on the experiences and feedback from participating institutes and stakeholders. There cent version for accreditation of technical programmes is released in Jan 2019 for undergraduate engineering programmes of af�iliating institutes. The version is issued in line with the Washington Accord and ABETS criteria. Basically, it focuses on quality assurance in technical education and a t t h e s a m e t i m e e m p h a s i z e s o n c o n t i n u o u s improvement . Preparation for obtaining NBA accreditation of academic programmes offered by technical institutions has become imperative in view of the competition and demand for quality, decreasing a d m i s s i o n s i n te c h n i c a l p ro g ra m m e s , A I C T E requirements for expansion of programmes and getting funds and support from different stakeholders. There are numerous purposes of obtaining accreditation such as

They also bene�it from the process of continuous quality improvement that is encouraged by the NBA's developmental approach to promote excellence in technical education. National Board of Accreditation (NBA) has been accorded Signatory status of Washington Accord on 13th June 2014. As per Washington Accord agreement, Recognition of programs by other signatories applies only to programs accredited by NBA that are offered by education providers accepted by NBA as Tier Institutions.

ProfVinayKumarPathak,Vice Chancellor, AKTU gave his presidential address where he stressed that Quality in higher education is not only a national concern but has become an international issue through academic, political, and commercial developments associated with globalization, such as the rise of market forces in tertiary education and the emergence of a global market for skilled professionals and graduates. Through the internationalization of higher education national systems, quali�ications and individual higher education institutions have become exposed to the wider world. This exposure has stimulated a demand for better information and transparency about quality and standards in order to attract and retain students and staff, both national and

international students, and to secure the recognition of quali�ications. Quality assurance is a central thrust in the process of change in the technical education.
4. ProfPMKhodke,CPA,NPIUgave his address about
the need of accreditation. He highlighted that NBA is
the national accreditation body of technical
education. With signing the Washington accord, it
has become mandatory for the TIER -1 Institutions
to go for accreditation of their programmes to
enable them to be accepted in signatories
countries. Thus, accreditation of NBA helps higher
educational institute to know its strengths,
weaknesses and opportunities. NBA accreditation
helps institutes to get �inancial assistance from
government agencies, private bodies etc. The
accreditation gives higher learning institutes a new
sense of direction and identity. All concerned
bodies MHRD, AICTE, NBA, and Universities are
working toward the common goal of enhancing the
no of accredited programmes.
5. ProfKKAgrawal,Chairman,NBA-ChiefGuest
gave his address on NBA accreditation status at
national level. He pointed out that Accreditation
does not seek to replace the system of award of
degree and diplomas by the Universities/
autonomous Institutions. But, accreditation
provides quality assurance that the academic aims
and objectives of the Institution are honestly
pursued and effectively achieved by the resources
currently available. He also stressed that
accreditation and assessment is very important in
order to maintain the quality of engineering
education in any nation, which, in turn, can directly
affect the status and quality of engineering
graduates, and hence the technical workforce. The
bene�its of the educational assessment and
accreditation process for engineering and
technology can be divided into two parts; namely
a c a d e m i c ( s t u d e n t ) a n d a d m i n i s t r a t i v e

before AICTE came into existence, IEI was the only
Accreditation body in the country and now that role
has been vested to NBA, but IEI is pursuing the

Dr Jaideep Dudhbhate, an Environment expert and
accomplished consultant for water treatment and
recycling.
At the outset Mr Yogesh Gaikwad, Director- SDC India,
welcomed all participants and apprised about role of
SDC in educating students. Then, Dr A K Patra, Professor
& Head (Textile Chemistry), UPTTI Kanpur introduced
Dr Jaideep to the audience and invited him for the
presentation. The speaker started with the current
water resource scenario of the country. Giving a brief
idea about nature of industrial ef�luent, Dr Jaideep
discussed at length the different stages of waste water

treatment. Other than the process �low for ef�luent
treatment in textile wet processing industries, he also
explained at length some treatability studies and lab
protocol. He further listed the challenges faced by the
industry and introduced to the audience the concept of
'Biocleaner technology', a revolutionary biological
process. He �inally ended his presentation with new
developments in tertiary wastewater treatment,
discussing the speciality �ive-stage RO/NF (Reverse
Osmosis/Nano Filtration) membranes for Zero Liquid
Discharge
At the end of the exhaustive presentation, the forum was
open for discussion and a large number of queries were
posted by the participants. The discussion was
moderated by Mr Yogesh Gaikward and Dr A K Patra. Lot
of interest was shown by industry people in the audience.

During the lockdown, the faculties/experts were
encouraged to recorded e-lectures for students so that e-
content may be developed and students do not have a
dearth of online lectures in every topic. These lectures
were published on SWAYAMPrabha channel (Channelth15) and were telecasted from 29 July 2020. The
lectures were recorded through the MOOCs studio of
AKTU for better sound and video correction which was
helpful not only for the students of Uttar Pradesh but
gave a nationwide audience.

face shield was made using the plastic hair bands and

Ghaziabad police and health personnel.

This machine is equipped with a sensor which dispenses the sanitizer by sensing the palm of the person as soon as it comes under the nozzle. The nozzle is timed by a relay to dispense required quantity of sanitizer with the �lexibility of changing the discharge time and thus varying the quantity of sanitizer as per the requirement of the user.

This machine is equipped with a sensor. It is a compact machine and can be kept in very small space. It is very economical and easy to operate.
Sanitizing Chamber for sanitizing the PPEkits and protective shields used forparamedicalstaffs
A sanitizing chamber was designed and developed by Dr. Anuj Kumar Sharma, Assistant Professor at Centre forAdvanced Studies AKTU Lucknowand his team for sanitizing the personal protection equipment (PPE) which are used by doctors and paramedical staff in hospitals or even outside.
The sanitizing chamber is based on two technologies; �irstly, the Ultra violetlight exposure in which UV type C lamps is used. The type C UV light has a
wavelength of almost 100-280 nm which is capable of damaging the DNA of bacteria, viruses and other pathogens; Secondly the aerosols generated from the alcohol based sanitizer is used. The exposure of the surfaces to the aerosols of alcohol based sanitizer disinfects the surface and makes it free from virus contaminations. This is a veryeffective solution to sanitizet h e P P E k i t s a n d o t h e rprotective items like faceshield,gogglesetc. The chamber has suf�icient space where even a man can enter easily inside the chamber and the kits can be hanged upon hangers and small items can be placed over the tray for sanitization. After closing the door, the UV lamps can be switched on as per the required usage while rotating the kits so as to get maximum exposure . Thereafter the fogging machine installed inside can be switched on which �ills the compartment with the aerosols of alcohol based sanitizer to kill the viruses left, if any.

This tunnel can be kept at the entry gate of railway stations, airports, post of�ice or at any

This machine is based on the technology in which various nozzles are attached inside the tunnel at different locations with different orientations so as to cover the whole luggage surface from every direction. The sanitizer is sprayed through nozzles at regulated and controlled �low of air and sanitizer.
