Foreword
0.2.1. Purpose
This Manual contains information, procedures, and instructions, which are designed to ensure the lawful, safe, efficient, and standardised operations of Prairie Aviation Training Centre (PATC) during a public health emergency. These procedures apply to all PATC operations carried out under the authority of the Flight Training Unit Operator Certificate issued by Transport Canada.
This manual is intended to assure that PATC operations are compliant with the requirements of the Alberta Workplace Guidance for Business Owners and Government public health guidelines that were in force at the time this manual was written. Should conflict occur between this Manual and government guidelines, this Manual will be regarded as secondary.
In an emergency, a staff member may deviate from these procedures to the extent necessary to manage the situation, if the staff member considers that the urgency of the situation warrants this. If this is required, the staff member must make a report to the Director of PATC.
The procedures contained herein conform to Government public health guidelines and are the result of research into general and aviation industry best practices available at the time of writing.
The Director is responsible for implementation and oversight of the protocols.
0.2.2. Compliance
All staff and students will be required to read this document and sign the compliance statement (Appendix A.1) affirming that they have read and understand the content contained within, and will follow the procedures and recommendations contained in it.
0.2.3. Training
In addition to the reading and compliance of this document, personnel will receive a training demonstration of procedures required. A training certificate will be issued.

Screening
1.2.1. Facility Access
All personnel will be required to enter and exit through the front door of the PATC hangar to ensure adequate health screening and up to the minute count of on-site personnel.
The front door will remain locked at all times. Personnel will only be permitted entry after they have completed the screening procedures as directed above.
1.2.2. COVID-19 Protocol for Staff and Students
All personnel entering the PATC hangar facility will be screened in accordance with the following procedure before being permitted entry.
a. Individuals who are sick with cold like symptoms will not be permitted entry and
should remain at home
b. Only one person is allowed in the entry vestibule at any time. Any others waiting
to enter must wait outside the building and must maintain 2-meter separation at
all times.
c. Upon entry into the vestibule, hands shall be sanitized using the hand sanitizing
station provided.
d. The following questions must be answered. If a person answers YES to any of
the following, the individual will not be permitted entry. In addition, personnel will
be visually observed for any of the symptoms listed below:
e. On successful completion of screening procedures, personnel will be permitted
entry.
f. If there is an issue identified through screening, the individual will be required to
return home. The entrance vestibule will be cleaned and sterilized before any
other individual is permitted to enter the vestibule or building.
g. Visitors are permitted entry to the PATC facility only when authorized by a PATC
staff member.

h. If required, Transport Canada examiners and health inspectors are permitted
entry and are required to follow the protocols of this document.
i. Delivery personnel are not permitted access to the inside of the facility. All
deliveries will be conducted outside the building while maintaining social
distancing directives.

Staff and Student Tracking
1.3.1 All personnel are required to sign in when they arrive at the hangar and to sign out
when leaving. A sign in/out sheet will be provided for all personnel. This information will
be stored for a period of no less than six weeks. Sign in procedures include:
a. Full name, time in, health acknowledgment, signature and time out will be
recorded (Appendix A.3).
b. Current phone numbers and addresses for all personnel will be updated and
maintained by PATC reception.
c. Particular attention should be paid to recognize instances where multiple
students reside in the same location (i.e. be aware of the potential for
transmission in close quarters).
d. Students are responsible for their own transport to/from the airport.
Transportation is not provided by PATC or Prairie College. Students will conform
to social distancing requirements when arranging transport to/from the airport.
Additional screening protocol can be found in Section 1.2.

Physical Distancing Requirements
1.4.1. General
Wherever possible, personnel shall work to maintain 2-meter separation. In the case of shared offices, staff will be provided with an alternate workstation or barriers installed where distancing cannot be maintained.
For example, the reception desk has been moved to allow staff to maintain 2-meter distance while working at their desks.
A physical barrier has been installed around the reception desk. Only reception staff are permitted to enter the reception area. Staff must wear masks if 2-meter distancing requirements cannot be met while behind the barrier.
Since masks are required in high traffic areas, physical distance markings are not required in the student area.
The number of chairs in the lounge and conference room have been reduced in accordance with physical distancing requirements.
1.4.2. Student Access
Students are permitted only in the designated areas marked on the site map. Students are permitted upstairs or in the hangar when authorized by staff.
Students will be given the opportunity to empty their locker the first time they sign in at the hangar. After this, they will not be permitted access to the lockers.
After completing the screening process and signing into the building, students who are doing lessons in the flight simulator will go around the exterior of the building, enter the rear door, remain within the marked area and proceed directly into the SIM room.
1.4.3. Facility Occupancy
At no time will there be more than 50 people gathered in one area of the building while the limitation remains in force. The areas are designated as student access areas, the upper floor and the maintenance area (maintenance office and hangar floor).
Additional control measures are not deemed necessary due to personnel numbers and area entry restrictions.

Use of Administrative, Engineering and Personal
Protective Equipment
All personnel are required to wear masks at all times when 2-meter distancing is not possible.
If weather is suitable, staff are encouraged to open windows to promote increased airflow and ventilation.
Students are responsible to obtain a mask for their personal use. Cotton or paper masks are adequate. It is understood that wearing cotton or paper masks does not help to reduce the risk of catching the virus, but may help in reducing the spread of water droplets, which spreads the virus.
Increased cleaning and disinfecting measures will be implemented in accordance with Section 1.6.

Cleaning and Disinfection
1.6.1 The cleaning supplies used are:
a. EP-50 - DIN # 02340321 (it has a virucidal claim; efficacy against viruses)
b. EP-50 Multi-purpose Cleaner - Dilution ratio is 1:38 (1 part chemical: 38 part
water)
c. EP-50 Disinfectant Cleaner - Dilution ratio is 1:12 (1 part chemical: 12 parts
water)
1.6.2 All personnel on site are strongly encouraged to wash their hands often for 20 seconds
and are encouraged to cough/sneeze into their arm.
Hand-sanitizing stations are located in the vestibule, on the upper level, outside the washrooms and in the dispatch area.
All personnel will sanitize their hands every time they enter the building.
Posters to remind personnel of good hygiene practices are prominently displayed.
1.6.3 Bathrooms and other high-touch areas are cleaned and sanitized daily using the wipe-
twice method. These cleaning events will be logged (date and time) to ensure quality
control.
The wipe-twice method involves, wiping surfaces with a cleaning agent to clean off soil and wiping again with a disinfectant.
1.6.4 Cleaning supplies are made readily available to promote regular sanitizing of work
stations/areas.

Site-specific Isolation & Quarantine Protocols
1.7.1. General
Any individual who is exhibiting any symptoms of COVID-19 will not be permitted to enter the PATC hangar facility and will be required to return home and follow existing AHS guidelines before being permitted access to return to the PATC facility.
1.7.2. Notification
In the event of a suspected or confirmed case of COVID-19 in any person who has been present at the PATC hangar within the previous 14 days, the Alberta Ministry of Health guidelines and recommendations will be followed.
a. Any student who suspects that they may have contracted COVID-19, or who
tests positive for COVID-19 must contact the Chief Flight Instructor (CFI) as
soon as possible.

b. Any staff member who suspects they may have contracted COVID-19, or who
tests positive for COVID-19, must contact the PATC Director as soon as
possible.

c. The Director or delegate shall notify Alberta Health Services as soon as
practical but no later than 24hrs of receiving word of a positive COVID-19 test
for any staff or student.
If any staff member or student tests positive for COVID-19, all staff and students who were within close contact within the previous 14 days will be notified via rapid/mass communication (Section 1.8).
Close contact is defined as per the criteria used for the Alberta Government AB Trace Together distancing App (within 2-meters for a total of 15 minutes within a 24-hour period).
1.7.3. Student Housing
Any quarantined/isolated student residing in Prairie College housing will be monitored in accordance with Prairie College policy.

Communication Protocols
1.8.1 Health-related messaging to students and staff will be communicated via email. All staff and students are expected to actively monitor their email for these messages.
1.8.2 If a situation requires rapid and mass communication with all staff and students, WhatsApp will be used. Confirmation of receipt of message will be required in this instance.
1.8.3 Symptomatic and isolating individuals residing in Prairie College housing will be supported in accordance with Prairie College policy.

Operational Practices
2.1.1. Aircraft & Simulator Disinfecting
It is vitally important to ensure all major points of contact on the aircraft are sanitized
prior to any flight. This includes, but is not limited to, yokes, engine controls, avionics,
door handles, armrests, seat belts, fuel caps and any other surface that the pilot thinks
is necessary.
The next scheduled student should be the one to sanitize the aircraft. Avionics will be
cleaned using the avionics compatible disinfectant and cloths supplied. All other
surfaces will be cleaned using the solutions identified in Section 1.6. At no point should
a student or instructor enter the aircraft to fly prior to the aircraft sanitization. If the
sanitization process has been completed, it cannot be entered by anyone other than the
student and instructor otherwise it must be sanitized again.
As we are entering the summer months, there will be an increasing need to clean the
leading edges and windshields of the aircraft. Cleaning, oil and daily fuel check supplies
are located outside the building.
In the event of an enroute or unplanned stop, the aircraft shall be locked to prevent
contamination.
2.1.2. PAST Duties
Practical Aviation Support Training (PAST) duties will continue.

Operational Limitations
2.2.1. Aviation Medicals
Pilots are still responsible to ensure their medical certificate is valid for the flight.
The document outlining Transport Canada’s extension to pilot medicals is posted in the
briefing room.
2.2.2. Currency
On return to PATC, all students are required to undergo a dual flight currency check
prior to solo operations. This may take the form of regular lesson plan dual flight, or
may require a special dual flight as set by the CFI.
The CFI will ensure Instructor currency on an individual basis.
2.2.3. Pre-Flight Inspection
a. Aircraft will be maneuvered in and out of the hangar by PATC staff only
b. All pre-flight inspections will be conducted on the ramp.
c. PATC staff will place fuel sump containers by the side exit. If the container is
full, students shall report this to a PATC instructor who will replace the
container.
d. Students shall report minimum oil stock to a PATC instructor who will replenish
the stock.
2.2.4. Disinfecting
a. Aircraft disinfecting is required prior to every flight as set out in the procedure.
b. Signature of Consent form (Appendix A.2) shall be completed prior to each flight
and attached to the Lesson Plan form for the flight.
c. Where a view-limiting device has been used during the lesson the student shall
disinfect this post-flight.
d. Prior to fuelling an aircraft, personnel shall disinfect all fuel system touch points
using the solutions identified in Section 1.6.
2.2.5. Pre-Flight & Post-Flight Briefings
a. Pre-Flight & Post-Flight Briefings remain a requirement for every flight.
b. The briefings will be conducted in such a way to maintain the required physical
distance. If this is not possible, participants will wear a mask.

2.2.6. Dispatch
a. The front desk Administrative staff will normally complete the flight dispatch
through Total FBO, as requested by the pilots. Pilots should allow sufficient time
for dispatch prior to their flight as this is an additional function for these staff
members.
b. On Total FBO dispatch, a print out of aircraft hours will be provided to the
dispatch instructor who will complete the aircraft logbook as per normal
procedure.
c. The front desk Administrative staff will normally complete the post flight dispatch
through Total FBO, as requested by the pilots.
d. Daily Flight Record (DFR) requirements will remain in force.
2.2.7. Personal Protective Equipment
a. Pilots are required to wear masks in the cockpit during all activities when there
is more than one person on board.
b. At any point, the mask may be removed if the use of the mask is negatively
affecting the safety of flight. This includes (but is not limited to) the following:
The use of the mask negatively affects visual ability (fogs glasses or
blocks visual field).
The use of the mask negatively affects communication between the
crew and or ATC.
The use of the mask negatively affects the crewmembers ability to
have sufficient oxygen.
2.2.8. Persons on Board
The following is applicable to aircraft and the flight-training device (simulator):
a. Persons on Board shall be limited to PATC Staff and Students.
b. Persons on Board shall be limited to two.
c. At their discretion, the Director or CFI may make exceptions to the above
limitations if, in their opinion, there is an equivalent level of risk mitigation. An
example might be a second student observing. This should not be interpreted as
an automatic exception or a guarantee that an exception will be made, as there
remain other normal considerations as set out in the General Operating
Procedures Manual.
2.2.9. Cross Country Flights
a. In general, cross-country flights will be conducted to avoid or minimize contact
with those in communities outside of Three Hills.

b. The CFI may apply more restrictive weather minima for a particular flight in order to
reduce the possibility of unplanned landing.
c. Where possible, flights will be planned to avoid the requirement for fuel stops. This
may be facilitated by aircraft allocation or adjustment of the lesson plan.
Pilots will continue to make safety the highest priority and should therefore land for
fuel if this becomes necessary due to operational need.
At his discretion, the CFI may make an exception to this limitation if in his opinion
there is an equivalent level of risk mitigation. Availability of fuel must be confirmed
prior to departure from Three Hills.
d. Flights will be planned to remain within Provincial boundaries.
At their discretion, the Director or CFI may make exceptions to this limitation if, in
their opinion, there is an equivalent level of risk mitigation. An example might be
into a Province with lower infection rates.
e. Planned flights requiring overnight stops are only permitted in exceptional
circumstances. Prior permission is required from the Director and CFI. Proof of risk
mitigation is the responsibility of the student.
Where a diversion becomes necessary pilots shall endeavour to avoid hot spots,
but not at the expense of flight safety.

Scheduling
2.3.1. General
The CFI shall make every effort to schedule students to limit the number of inter-personal interactions and to limit the numbers of students utilizing an individual aircraft.
Pilots shall not substitute aircraft without the express permission of the CFI.
2.3.2. Schedule Blocks
a. The standard flight block remains 2 hours.
b. 30 minutes will be scheduled between flight blocks in order to allow sufficient
time for aircraft disinfecting and to limit the number of inter-personal interactions
in between flight blocks.
c. As is standard practice, students shall check the schedule board on a regular
basis.
2.3.3. Block Timing
a. It is important that students and instructors adhere to the flight block timing,
maintaining the normal 2-hour allowance. Failure to do so will jeopardize the
effectiveness of PATC protocols, and possibly jeopardize our ability to operate.
b. Students shall endeavour to complete all pre-flight planning away from the
PATC facility to allow control over the numbers of people in the facility and to
limit their inter-personal interactions.
c. Students shall depart the PATC facility as soon as possible after the completion
of the post-flight briefing.
2.3.4. Variations
a. As is normal practice, where the lesson plan is a cross country, the flight time
block maybe adjusted.
b. Flight time blocks may also vary between types in order to stagger student time
spent at the airport.
