Cover Story TWNIC Hosts the 12th Asia Pacific Internet Research Alliance Conference in Taipei The Taiwan Network Information Center (TWNIC) hosted the 12th Asia Pacific Internet Research Alliance Conference in Taipei this year in September. The theme of the conference was “Diversity of the Internet: Mobile Connection, Social Media, and Big Data.” Experts and scholars of Internet research from the Asia-Pacific region gathered in this event to discuss latest issues and exchange opinions. Based on the major findings and statistics of Internet surveys and researches, this year’s conference expanded the scope onto Internet’s various applications. APIRA Chairman Angus Cheong, TWNIC’s Chairman Long-Song Lin, National Communications Commission’s Technical Superintendent Tzu-Shen Chen, Ministry of Transportation and Communications’ Director General of Posts and Communications Ting-Chun Wang gave their opening remarks at the opening ceremony. One-stop Domain Name Registration ServiceTo provide complete “.tw/.台灣” domain name registration services, TWNIC recently launched the one-stop service.The service combines domain name registration, web page (pageparking), and email services. The DNS is pre-set up. After a “.tw/.台灣” domain is registered, webpage and email are also set up and ready to use.

The service is available for :

1. All types of “.tw/.台灣” domain names that are currently active.

2. For the domain names whose name server records have not yet added.

3. To use this service, users are required to complete the one-stop service DNS setup at the registrars.

TWNIC Releases the Survey on Broadband Internet Usage 2015TWNIC released the Survey on Broadband Internet Usage in Taiwan in August. The survey shows that the Internet penetration rate in Taiwan reached 80.3% this year, which translates into 18.83 million in population. The penetration rate in the group aged 18 to 30 is 100%. In terms of households, 89.2% of the households surveyed have Internet connections, which accounts for 7.49 million households.

An increasing number of the people aged 12 and older are connected to the Internet through mobile devices; the percentage rose by 13.7%, compared to last year. Internet-connected mobile phones are now the main networking devices; exceeding desktop computers.

There has been a growing number of users subscribe to 4G mobile Internet since its launch last year. Among the respondents who are not currently using 4G Internet, 29.2% are considering upgrading to 4G in the next 6 months.

The most frequently engaged online activity is networking through “social media” (60.1%); the second is using “instant messaging software” (56.3%), followed by “browsing web pages” (40.0%). High penetration rate of social media and instant messaging software are changing the way people communicate with each other. People are now switching from phone calls and text messages to instant online interactions.

49.8 % answered that they less frequently use mobile phone to make phone calls and 24.1% expressed that they less frequently use mobile phone to send text message.

The Survey on Broadband Internet Usage in Taiwan 2015 was conducted during the period from May 19 to June 7, 2015, sampling the population aged 12 and older nationwide. A total of 3,155 valid samples were collected from landline based Computer-aided Telephone Interview (CATI) system. Under 95% confidence level, sampling error is ±1.74%. ▓

Fun with .tw for Elementary School StudentsTWNIC is dedicated to making Internet applications widely accessible and coordinating information services and exchange nationwide. The newly-launched “Fun with .tw” is a student program for 4th to 6th grade students in elementary school. It is a supporting service for their Information Technology Courses, allowing the students to experience the domain name registration and web page setup at a young age.

Internet Security Training CoursesTo raise awareness and sensitivity towards information security and reinforce ability in information security defense, TWNIC is launching several information security related skills training courses this year, targeting on providing basic knowledge to the domain name users.

The courses covered DNS security, Linux firewall and system monitoring, information security and system intrusion

prevention, and attack of social engineering. The courses launched from June to August have received overwhelming responses and closed successfully. Several courses in the final season will be successively launched.

The 24th TWNIC IP Open Policy MeetingTo establish a social group and platform for discussion of IT related technologies and development to the Internet industry in Taiwan, TWNIC launched The 24th TWNIC IP Open Policy Meeting in June 2015.

IPv4 addresses are approaching exhaustion globally and the Internet has been developed from connecting people to connecting things, that is, the Internet of Things. IPv4 is coming to saturation when we go into a world where things connect and communicate with each other.

In this year's conference, TWNIC invited experts and scholars from the industry and academic sector, including Norifumi Egi, CEO of NTT Taiwan, and Dennis Niu, VP and CTO of Cisco Taiwan Technology and Structure Business Division, to discuss significant issues, such as IPv6 upgrade for mobile Internet and intelligent Internet of Things.

They led the participants to explore the infinite possibilities of Internet applications and the imaginations of streaming life into intelligent living through IPv6. ▓

FocusTWNIC Releases the Internet Bandwidth Survey in Taiwan for Quarter 2 2015 According to the TWNIC Internet Bandwidth Survey, up to end of June 2015, the total international connection bandwidth came to 1,560,883Mbps, which indicates a growth of 83,169 Mbps (5.6%), compared to the previous quarter. Stable bandwidth growth has been recorded in domestic and international connections.

By country/region, up to end of June 2015, Taiwan was connected with 15 countries/regions. Among them, the US topped the list with 845,115Mbps, followed by Japan (260,318Mbps), Hong Kong (209,354Mbps), China (179,854 Mbps), Singapore (29,948Mbps), South Korea (14,463Mbps)

and the Philippines (10,311Mbps), as shown in the chart below. Overall, other than the US, the Netherlands and England, most of the connections were made within the Asia-Pacific Region.

Overseas connections from Taiwan were mainly made through the top three international data service providers, HiNet, TWGATE and TFN, accounting for 803,355Mbps, 161,020Mbps and 158,355Mbps respectively. Connections among domestic ISPs were mainly made through TFN, NCIC, Taiwanmobile, HiNet, TWIX, FET, CNS-KBT, Ke-ing, TANet and EBIX. ▓

EventThe 14th Net King Website Design Contest —Taiwan OnlyTWNIC is dedicated to making Internet applications widely accessible. To encourage new talents of innovative website design, TWNIC launched the Net King Website Design Contest.

This year’s contest is themed on the Internet country code top-level domain that represents Taiwan -“.tw/.台灣”, offering “.tw/.台灣” websites an opportunity for innovative upgrade through content design, featuring the beautiful images and culture of Taiwan.

TWNIC launched the first Net King Website Design Contest in 2002. Over the past 13 years, this event has sponsored a number of talents and accumulated a sizable collection

of outstanding works. This year’s Net King Contest has been officially launched and the theme is “Taiwan Only”. TWNIC welcomes all creative individuals and groups with registered “.tw/.台灣” domain names to take up the challenge.

TWNIC Promotion Item Design CompetitionTWNIC recently launched the 2015 Promotion Item Design Competition. This competition aims to encourage students in Taiwan to participate in diversified Internet activities and provide a stage where students are motivated to unleash their creativity and explore the knowledge of domain names.

Through this competition, TWNIC aims to raise students’ awareness of the Internet activities in Taiwan and encourage them to use the skills learned to develop creative designs integrating the elements of .tw/.台灣 and TWNIC brand images.

This year’s competition is divided into two categories-T-Shirt Design and Web Page Visual Design.

Chinese Domain Name ConsortiumThis year’s Chinese Domain Name Consortium (CDNC) conference was held in Taipei and Taichung in July. Representatives from the major Chinese domain name related organizations, including CNNIC, SGNIC, MONIC, HKIRC, dotASIA, ZDNS, and TWNIC participated in this conference.

In addition to the general reports and member updates, the participating organizations also shared their experiences in implementing domain name related services and discussed relevant issues.

The conference focused on Chinese character table, DNSSEC, DNS privacy protection protocol, WHOIS, EPP protocol, information security, EAI promotion. The CDNC conference closed with success after two days of enthusiastic information exchange and discussions. ▓

TWNIC Charity Campaign TWNIC is committed to fulfilling its social responsibilities. Since 2001, TWNIC and registrars have launched the annual charity fundraising campaign together. i-Generation Doing Charity OnlineThis year, TWNIC launched the online charity event “i-Generation Doing Charity Online,” encouraging college students nationwide to develop their own social-group based online charity programs. TWNIC will select outstanding programs from the entries and the selected teams will receive fully-integrated resources and assistance from TWNIC to implement their charity programs.

The 40th Asia Pacific Network Information Centre (APNIC) Conference was held in Jakarta, Indonesia in September. Topics discussed in the conference included IP address allocation and management policy, IPv6 upgrade related technology, Internet routing technology and Internet security.

During the conference, TWNIC organized the IPv6 Readiness Measurement BoF, which was held in conjunction with the AP-IPv6 TF meeting. Led by professor and TWNIC board member Shian-Shyong Tseng, this year’s BoF gathered speakers from NTT Japan, CNNIC and Chunghwa Telecom to share each other’s recent progress. ICANN 53 Buenos Aires Meeting took place in June with over 1,400 participants. Representatives of worldwide Internet organizations carried out dialogues and discussions on the issues of globalization, security, stability and the transfer of IANA functions.

ICANN also announced the winner of the 2015 Multi-stakeholder Ethos Award in the opening ceremony. The award was given to social group leader, Cheryl Langdon Orr, and pioneer of Internet in Africa, Nii Quaynor. This award recognizes distinct participants in the global social networks who are committed to the multi-stakeholder model. ▓

My .tw/.台灣 and ITWNIC hosted the “ My .tw/.台灣 and I ” event, activated an action to collect “.tw/.台灣 ” domain names in all aspects of life such as food, clothing, housing, transportation, education and entertainment. Participants were encouraged to explore the local domain names with “.tw/.台灣 ”. A total of 972 domain names were collected at the end of the event.

Taiwan’s country code top-level domain is everywhere in our lives. The concept is similar to the “ Made in Taiwan ” label, which symbolizes products and brands designed or manufactured in Taiwan. “Made in Taiwan” products are

perfect match for “.tw” domain names. Advertisements carried on buses and taxis display webs i t e s o f d i ff e ren t businesses in Taiwan and most of them carry “.tw”. Domain names “.tw/.台灣” represent not only their place of origin, but also the enthusiasm of the people and the value of high quality. ▓
